Indian Railways and IRCTC have included "transgender as third gender" in the option alongside male and female in ticket reservation and cancellation forms, according to a news agency. 
 
The decision which was taken on a representation made by a lawyer will include the facility for reservations and cancellations, both online as well offline. 
 The Delhi-based lawyer had made the representation after the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> in February had asked him to approach the <keyword id="54441" type="ORGANIZATION" weightage="20" keywordseo="Railway-ministry">Railway Ministry</keyword> while disposing of his petition. 
 
The ministry in its circular referred to the direction of the apex court of April 2014, which had said that hijras, eunuchs, apart from binary gender, be treated as third gender for protecting their rights. 
 
<a href="http://www.businessinsider.in/Now-even-China-is-applauding-Modis-bold-step-of-demonetization/articleshow/55635859.cms">"Supreme Court (</a>in the judgement) has directed that Hijras, Eunuchs, apart from binary gender, be treated as third gender for the purpose of safeguarding their rights under Part III of our Constitution and the laws made by the parliament and the <keyword id="209680" type="ORGANIZATION" weightage="20" keywordseo="state-legislature">State Legislature</keyword>. 
 
"It has, therefore, been decided to include the third gender/transgender option alongside male/female in reservation /cancellation requisition form. This information will be captured by the system and tickets to transgender will be issued on full fare," the circular stated. 
 Advocate <keyword id="3892382" type="UNKNOWN" weightage="20" keywordseo="jamshed-ansari">Jamshed Ansari</keyword> in his PIL before the high court had alleged violation of Article 14, 15, 19 and 21 of the Constitution by <keyword id="70669" type="UNKNOWN" weightage="20" keywordseo="Indian-Railway-Catering-and-Tourism-Corporation">Indian Railway Catering and Tourism Corporation</keyword>, by non-inclusion of "<a href="http://www.businessinsider.in/Now-even-China-is-applauding-Modis-bold-step-of-demonetization/articleshow/55635859.cms">transgender/third gender</a>" as a gender option in its forms. 
 
He had also sought compliance of the apex court judgment in which it directed the Centre and the state governments to recognise transgender as the third sex, and to provide them with the benefits accorded to socially and economically backward classes. 
 
He had further demanded special coaches and reserved seats for the transgender community in all trains, for their "care and protection". 
 
On which the bench headed by<a href="http://www.businessinsider.in/Now-even-China-is-applauding-Modis-bold-step-of-demonetization/articleshow/55635859.cms"> Chief Justice G Rohini</a> had asked the ministry to look into the averments made in the writ petition.

‘transgender as third gender’ box while booking railway tickets

The <keyword id="6354335" type="CITY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> has told the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> that the cap on the number of withdrawals from ATMs by banking customers without being charged is a policy decision taken in public interest. 
 A bench of Chief Justice <keyword id="2206646" type="PERSON" weightage="20" keywordseo="G-Rohini">G Rohini</keyword> and Justice <keyword id="803423" type="PERSON" weightage="20" keywordseo="Sangita-Dhingra-Sehgal">Sangita Dhingra Sehgal</keyword> was also informed by RBI that the ATM facility was made available with a view to reduce "cash usage and increase electronic transactions in the country". 
 RBI was responding to public interest litigation (<keyword id="6355791" type="ORGANIZATION" weightage="20" keywordseo="PIL">PIL</keyword>) filed by advocate <keyword id="1684541" type="PERSON" weightage="20" keywordseo="Swati-Aggarwal">Swati Aggarwal</keyword>, seeking directions to allow banking customers to make an unlimited number of transactions free of any charge on their own bank ATMs, according to a news agency. 
 
India's central banking institution, which controls the monetary policy of the rupee, however, opposed the PIL, saying it is "not maintainable and is liable to be dismissed, as RBI has not violated any laws of the land". 
 
"The PIL is not meant to be a weapon to challenge the financial or economic decisions which are taken by the RBI in exercise of their administrative/ statutory powers and in the public interest...," RBI's counsel said. 
 
On this, the bench has asked the RBI to file an affidavit with regard to its contention made before it by next date of hearing, December 5. 
 
The RBI's oral submissions were made after the high court on last date of hearing had questioned its decision to put a cap on withdrawals by banking customers using their ATM cards, saying account holders were being "unnecessarily taxed". 
 As per RBI's new guidelines, bank customers in six metros -- Delhi, Mumbai, Chennai, <keyword id="6354925" type="COMPANY" weightage="20" keywordseo="Kolkata">Kolkata</keyword>, Hyderabad and <keyword id="6354321" type="CITY" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword> -- are allowed to withdraw money free of charge only five times a month and every transaction beyond this limit will be charged Rs 20 per use.

<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. Delhi govt presents FY25 budget with ₹76,000 crore outlay; to give ₹1,000 per month to every woman

Kamala Harris appoints Indian-American Sabrina Singh as her press secretary

The <keyword id="1983255" type="UNKNOWN" weightage="80" keywordseo="aap-government">AAP government</keyword> today told the Delhi <keyword id="6355392" type="ORGANIZATION" weightage="80" keywordseo="High-Court">High Court</keyword> that <keyword id="1042120" type="PERSON" weightage="80" keywordseo="Uber">Uber</keyword>, <keyword id="6354720" type="PERSON" weightage="80" keywordseo="Ola">Ola</keyword>, other aggregators of taxis or any operator, ought to be regulated in law to ensure security and safety of the users. 
 
The submission was made before a bench of Chief Justice G Rohini and Justice Jayant Nath, which is hearing Uber's plea that Delhi government be restrained from interfering with its business. 
 
The AAP government, however, said that Uber's plea is "not maintainable as they have not approached this this court with clean hands and are not entitled to any discretionary remedy for they are running their business illegally and are blatantly flouting the ban order dated January 1, 2015 passed by them and upheld by this court". 
 
The AAP government in its affidavit filed through advocate Prabhsahay Kaur also said that on December 5, 2014 a female passenger was raped by the driver of a car which was booked through the petitioner Uber platform. 
 
"The accused driver of the car has now been convicted by the trial court for rape. The said driver of Uber was known to be a habitual offender and was earlier accused for molestation and robbery. 
 
"These facts vindicate the stand of answering respondent (Delhi government) that Uber do not apply a proper screening process for selection of drivers which eventually led in the culmination of such an unfortunate and dastardly incident, which could have been avoided had the petitioners applied for a license under the under the prescribed procedure," the affidavit said. 
 
"The petitioners as well as other aggregator of taxis, and as a matter of fact any taxi operator, ought to be regulated in law to ensure the security and safety of the users of such platforms," it added. 
 
Government was responding to a court notice issued to them on October 13 last year seeking their replies on the petition of Uber, which runs an app-based taxi service in the national capital by using All India Tourist Permit (AITP) cabs running on diesel.

Uber, Ola and other cab-aggregators should be regulated: AAP govt tells Delhi HC

The <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> has questioned <keyword id="6354335" type="CITY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword>’s (<keyword id="30067" type="ORGANIZATION" weightage="20" keywordseo="RBI">RBI</keyword>) move to limit withdrawal from ATMs. The court even said that the account holders were being “unnecessarily taxed.” 
 
According to new norms issued by RBI, bank account holders in Delhi, Mumbai, Chennai, Kolkata, Hyderabad and Bangalore can withdraw money without any charge only five times a month and they will be charged Rs 20 per transaction from the sixth time. 
 A division Bench of Chief Justice G Rohini and Justice PS Teji issued notice to RBI, Indian Banks’ Association (IBA) and <keyword id="6354731" type="CITY" weightage="20" keywordseo="State-Bank-Of-India">State Bank of India</keyword> (SBI). The next hearing in the case will take placed on February 18, 2015. 
 
“Why are you unnecessarily taxing your own account holders? File your response by next date of hearing,” the Bench said. 
 
Advocate Swati Aggarwal had filed a public interest litigation, asking the court to direct RBI to allow unlimited number of transaction. 
 
According to the plea, “the guidelines came into force from November 1 and have already been implemented by several banks, including SBI.”

Delhi High Court Questions RBI’s Move To Limit Withdrawal From ATMs

On Friday, the <keyword id="66" type="COMPANY" weightage="80" keywordseo="Delhi">Delhi</keyword> government told the <keyword id="6355014" type="ORGANIZATION" weightage="80" keywordseo="Delhi-High-Court">Delhi High Court</keyword> that it may extend the odd-even scheme beyond the planned 15 days trial period. 
 
A division bench of Chief Justice G. Rohini and Justice Jayant Nath took note of the report submitted by the government on air pollution collected from January 1 to 8. It said it will pass an order on January 11 
Senior advocate Harish Salve, appearing for the Delhi government, defended the odd-even scheme aimed at curbing air pollution. 
 
He said there "is a definite positive effect" and the scheme "may be continued after two weeks. 
 
"Pollution is not going to go away. The odd-even scheme is an emergency measure to arrest peaking of the air pollution level," Salve said, submitting the data of the Environment Pollution (Prevention and Control) Authority (EPCA) on air pollution since January 1. 
 
The bench earlier asked the Delhi government whether it can limit restrictions on the plying of even- and odd-numbered vehicles in Delhi on alternate days to "a week" instead of the planned 15 days. 
 
Delhi Transport Minister Gopal Rai and AAP member Ashish Khetan were present in the court during the hearing. 
 
The government claimed that vehicular pollution had fallen since January 1 when the scheme was launched.

Odd-even scheme may be extended beyond 15 days, Delhi government tells High Court

In a setback to <a href="http://www.businessinsider.in/searchresult.cms?query=ola+cabs">Ola cabs</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=delhi+high+court">Delhi High Court</a> dismissed its plea challenging a single-judge order upholding <a href="http://www.businessinsider.in/searchresult.cms?query=delhi+government">Delhi government</a>'s ban on such taxi services. 
 
"Appeal dismissed," a bench of Chief Justice G Rohini and Justice Jayant Nath said. 
 
On July 29, single-judge, in his interim order, had directed Delhi government's transport department and traffic police to "strictly enforce" the January 1 ban. 
 
The single-judge also sought an undertaking from ANI Technologies, which operates under the brand name of Ola that it will comply with the court's order. 
 
On August 4, the division bench had reserved its order after hearing arguments on Ola's plea. Ola accused single-judge of overlooking <a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court">Supreme Court</a>'s orders on the kind of taxis that can run on city's roads. 
 
Ola had argued that other non-app based taxi organisations come under <a href="http://www.businessinsider.in/searchresult.cms?query=radio+taxi+scheme">Radio Taxi Scheme</a> and Ola does not own the vehicles that run under their brand and only connects the taxis with customers. 
 
The company released an official statement stating, "We respect the Honorable Divisional Bench's order on commercial diesel vehicles on all aggregator platforms in the state of New Delhi, as well as on those plying independently. We are working closely with the authorities to help and support the thousands of driver entrepreneurs and lakhs of citizens in the state, who use the Ola app." 
 
The Delhi government had said the All India Tourist Permit (AITP) vehicles that operate under Ola brand are meant for tourist destinations and not point-to-point service in city. 
 
In this regard, the single-judge admonished Ola for not complying with the ban imposed on it by Delhi government on January 01 this year and refused to grant it any interim relief. 
 
The single-judge had refused to provide any relief to Ola. 
 
The court had earlier questioned how Ola was operating in Delhi when the city government's order banning them had not been stayed and warned of a shutdown if it thought it was above the law.

Ola cabs remains banned in Delhi as high court dismisses plea

Two years back, a DU aspirant named <keyword id="2254302" type="UNKNOWN" weightage="100" keywordseo="Sunny-Goel">Sunny Goel</keyword> was denied admission by <keyword id="6542932" type="ORGANIZATION" weightage="100" keywordseo="Shri-Ram-College-of-Commerce">Shri Ram College of Commerce</keyword> for no fault of his. 

	Goel had sought admission in B.Com (Honours) course after his best-of-four percentage increased from 95.5 percent to 97.5 percent following re-evaluation of his papers by the CBSE. He had moved the High Court after the college denied him admission on the ground that the admission process had concluded on July 7, while Goel had applied three days later, on July 10.
 Goel said he had applied for admission in the college and had also applied for revaluation but there was a delay on the part of CBSE in revaluating his English paper. He contended that students with percentages less than him were admitted to <keyword id="6363378" type="COMPANY" weightage="100" keywordseo="SRCC">SRCC</keyword>. 

	The boy says it wasn't his fault that CBSE delayed re-evaluating his papers. Why was he being asked to pay the price for it - something he argued before the court as well. 
 

	The court had considered his plight and said the revaluation facility would be "meaningless and nugatory" if students could not make use of revaluated marks. It also held that re-evaluation of marks by CBSE was not an "exercise in futility" and has to have some "significance and import".
 SRCC was then directed to admit Goel. However, the college challenged the single-judge order and argued that it could not be directed to admit students beyond its maximum capacity as the <keyword id="56459" type="ORGANIZATION" weightage="100" keywordseo="University-Grants-Commission">University Grants Commission</keyword> funding was based on their maximum intake capacity. 

	A division bench of Chief Justice G. Rohini and Justice R.S. Endlaw of Delhi High Court had then rejected these contentions on the grounds that the college could always approach the University Grants Commission for release of additional funds.
 

	"The college (SRCC) is the premium college of commerce in the city and enjoys an enviable position. The same is obvious from the college being the first choice of Sunny Goel. We, therefore, do not find any merit in this appeal, which is dismissed," the bench had said in its judgment which came out in September.
 In such cases, another arrangement can be considered- If the college is not left with any seat, a supernumerary seat should be created by <keyword id="6360099" type="ORGANIZATION" weightage="100" keywordseo="Delhi-University">Delhi University</keyword> - was the advice given to the college. 

	Keeping in view the fact that the overwhelming majority of students admitted to colleges under Delhi University belong to the CBSE, the court had also directed the CBSE chairman to meet the vice chancellor to ensure that from the next academic year, "students' re-evaluation marks are taken into account while granting admission to colleges of DU".

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.

Delhi govt decides not to extend odd-even scheme beyond January 15

Even as the <keyword id="66" type="COMPANY" weightage="80" keywordseo="Delhi">Delhi</keyword> government told the High Court that it may extend the odd-even vehicle scheme beyond 15 days, it’s fate will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="80" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which today reserved its order on various pleas challenging the AAP government's ambitious pilot project which will continue till then. 
 
A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme which began on January 1. 
 
The AAP government's response came after the bench had on January 6 questioned the impact of the odd-even operation on pollution and asked it to consider restricting it to a week. 
 
Senior advocate Harish Salve, appearing for the Delhi government, submitted that the capital is piloting its first- ever emergency action to reduce peak pollution levels. 
 
"This is consistent with global best practice. Vehicles that are second highest emitters in the in the city are responsible for very high exposure and health impacts. 
 
"The first few days of the programme have already demonstrated that peak pollution levels are lower than the normal smog peaks of the season despite the adverse weather conditions," Salve said. 
 
He said that the scheme is to reduce congestion on the capital's roads that has further contributed towards lowering of pollution. 
 
"Emissions from vehicles caught in the congestion increase two times due to idling and frequent accelaration and deceleration," Salve submitted. 
 
He also said, "The Delhi government must be permitted to continue with the odd-even vehicle rationing scheme and if these adverse weather conditions continue, then our recommendation is that the programme should also be continued beyond 15 days." 
 
The Delhi government told the bench that particulate and nitrogen oxide load from cars have come down during odd-even programme by as much as 40 per cent and higher share of pollution benefits have come from reduction in diesel cars. 
 
However, this submission was opposed by the petitioners who said the AAP government has carried out a pick and choose policy against car owners whereas 46 per cent pollution is caused by trucks. 
 
The Delhi High Court Bar Association (DHCBA) President Rajiv Khosla, one of the petitioners who has challenged the Delhi government's December 28, 2015 notification that brought the formula, said the data submitted by the government is not correct. 
 
During the hearing, Salve, who was accompanied by Transport Minister Gopal Rai, other AAP leaders and the Delhi government's Senior Standing Counsel Rahul Mehra, submitted that the scheme was for the benefit of the people. 
 
The bench, which was hearing 12 petitions challenging the odd-even formula, had on January 6 asked the AAP government to consider if it can be restricted to a week instead of a fortnight as it was causing inconvenience to the public. 
It had also sought data related to changes in pollution level between January 1-7 and said though it does not interfere with the policies, the government must think about it as the people were complaining about inconvenience being caused to them due to insufficient public transport. 
 
The petitions have been filed by various individuals, including lawyers, who have challenged the AAP goverment's December 28, 2015 notification bringing into force the scheme which allows private cars having odd registration numbers to ply on odd dates and those with even numbers on even dates.
