<ul class="summary-list"><li>Israel is weighing up its response to Iran's missile attack.</li><li>One option would be to take out Iran's nuclear sites — something Biden opposes.</li></ul><p>As Israel <a target="_blank" class="" href="https://www.businessinsider.com/israel-potential-counterattack-iran-options-assasinations-oil-nuclear-military-bases-2024-10">weighs up how to strike back against Iran</a>, speculation is mounting that it could target the country's nuclear facilities.</p><p>But an attack of this magnitude involves serious complexities — and, according to experts, that may require direct US support.</p><p>"Israel can damage Iran's nuclear program without US assistance, but it is unclear if it can by itself carry out the type of sustained and penetrating conventional attack that would seriously set back the program,"<em> </em>Farzan Sabet, senior research associate at the Geneva Graduate Institute, told Business Insider.</p><p>President Joe Biden has signaled his opposition to such a strike.</p><p>"The answer is no," he responded when a reporter asked Wednesday if he supported the move.</p><h2 id="d1d311a5-a699-4049-aad2-4e0b1df9a81c">'A big mistake'</h2><p>It comes amid intensifying fears that Israel and Iran, longtime regional foes, are on the precipice of all-out war. It's a war the US is desperately seeking to head off.</p><p>Iran launched around 180 missiles at Israel on Tuesday. Most were intercepted by the Israeli and US militaries, <a target="_blank" class="" href="https://www.nytimes.com/live/2024/10/01/world/israel-lebanon-hezbollah?smid=url-share#4c00ee44-e181-5599-a454-db34df04e851">The New York Times reported</a>.</p><p>The attacks were in response to Israel's intensifying campaign against the Hezbollah militia in Lebanon, Iran's most powerful foreign proxy.</p><div type="image" title="A photo showing some of Iran's missiles flying down in the night sky above the cityscape of Jerusalem, Israel." height="3456" width="5184" msid="113946777" hostid="261" sizebytes="461002"></div><p>Israel is turning its guns against Hezbollah having spent a year attempting to destroy Hamas, another Iranian ally, after it launched devastating terror attacks in Israel on October 7, 2023.</p><p>Israeli Prime Minister Benjamin Netanyahu said Iran "made a big mistake" and would "pay for it." Experts predict an <a target="_blank" class="" href="https://www.businessinsider.com/israel-not-worried-hezbollah-backlash-iran-counterattack-lebanon-strike-2024-10">imminent response</a> and told BI it could vary from targeted assassinations to the destruction of Iranian energy facilities.</p><p>Oil prices rose for a fourth day on Friday, fueled by speculation that the growing conflict could limit production. Brent crude futures rose as much as 1.8% earlier on Friday and US futures were up 0.6% at $74.20, according to<a target="_blank" class="" href="https://www.reuters.com/markets/global-markets-wrapup-1-2024-10-04/"> Reuters.</a></p><p>A hit on Iran's nuclear facilities could, however, create far graver consequences, potentially including a race by Iran to build a nuclear weapon.</p><div type="image" title="US President Joe Biden (right) shakes hands with Israeli Prime Minister Benjamin Netanyahu (left)." height="5504" width="8256" msid="113946774" hostid="261" sizebytes="4112268"></div><h2 id="21278aca-5c6a-463c-bf73-02f0f08aa95b">Israel could face major challenges</h2><p>Israel would also have to overcome various obstacles if it were to coordinate a massive attack on Iran's nuclear facilities — the first being distance.</p><p>As <a target="_blank" class="" href="https://www.ft.com/content/4cfc2761-ec1d-4769-8ff9-f0b636255425">The Financial Times </a>noted, there are more than a thousand miles between Israel and Iran's main nuclear bases.</p><p>It would also require significant resources — around 100 aircraft, according to a 2012<a target="_blank" class="" href="https://crsreports.congress.gov/product/pdf/R/R42443"> report by the US Congressional Research Service. </a>That equates to almost a third of Israel's 340 combat aircraft, stretching its capabilities.</p><p>And Iran's nuclear sites present a formidable target, sprawling across various sites, with several of the most sensitive located in heavily fortified underground bunkers.</p><p>Targeting the key underground facilities at Fordow and Natanz would require the use of massive US bunker-busting GBU-57A/B Massive Ordnance Penetrators, experts at the Bulletin of the Atomic Scientists wrote in October.</p><p>An attack would also require neutralizing air defense systems and other sites Iran could use to strike back.</p><p>"Israel alone can inflict serious damage to Iran's nuclear facilities, but it probably can't destroy the deepest-buried ones without US assistance," Matthew Savill, director of military sciences at the Royal United Services Institute in London, told BI.</p><h2 id="ebb47d12-2290-42d6-bf00-b09e480aa6df">A more limited strike is a likely option</h2><p>Another option is a more limited attack.</p><p>Robert Dover, a professor of international security at Hull University, told BI that such an attack could take the form of a strike on logistics lines used to supply Iran's nuclear program.</p><p>"The Israelis are more likely to attack logistics lines to the Iranian nuclear programme, which can be achieved in the same hour-by-hour timeframe as their military activities are currently governed by," said Dover.</p><p>Sabet echoed this assessment, saying that military bases, secondary nuclear facilities, and economic targets were more likely at this stage.</p><div type="image" title="A close up view of the one of the remains of the ballistic missile fired from Iran to Israel." height="2632" width="3936" msid="113946771" hostid="261" sizebytes="881236"></div><p>For its part, Iran maintains that its nuclear activities are peaceful and that it has no plans to develop nuclear weapons.</p><p>However, it has faced various sanctions from the EU, US, and UN for violating treaties on nuclear advancement, and its economy has suffered as a result.</p><p>Filipo Dionigi, an expert on international relations at the University of Bristol in the UK, told BI that despite Biden's words Wednesday, the US could still decide to support Israel if it decided to go ahead with a strike.</p><p>In a recent <a target="_blank" class="" href="https://thebulletin.org/2024/10/iran-vs-israel-redux-the-enormous-difficulties-and-ramifications-if-israel-attacks-irans-nuclear-sites/">report</a>, Savill highlighted the growing threat of <span>regional escalation.  </span></p><p><span>"The current situation serves as a sobering reminder of the delicate balance between the deterrent power and destabilizing impact that even a near-threshold nuclear capability can provide," he said.</span></p>

Israel may not be able to take down Iran's nuclear sites on its own

<ul class="summary-list"><li>When Republican Sen. <keyword id="1649322" type="PERSON" weightage="60" keywordseo="Ted-Cruz">Ted Cruz</keyword> of Texas threw cold water on President Joe Biden's decision to rejoin the <keyword id="106" type="COMPANY" weightage="60" keywordseo="Paris">Paris</keyword> climate agreement, <keyword id="50376" type="COMPANY" weightage="60" keywordseo="Pittsburgh">Pittsburgh</keyword> Mayor Bill Peduto was hit in the crossfire.</li><li>Cruz condemned Biden's executive order and said "President Biden indicates that he's more interested in the views of the citizens of Paris than in the jobs of the citizens of Pittsburgh."</li><li>"Last time I checked, Sen. Cruz did not represent Pennsylvania," Peduto told Insider.</li></ul><p>When Republican Sen. Ted Cruz of Texas threw cold water on President Joe Biden's decision to rejoin the Paris climate agreement, a Pennsylvania mayor was unintentionally hit in the crossfire.</p><p>Hours after being sworn-in on January 20, Biden issued more than a dozen executive orders, including one to rejoin the <keyword id="10223225" type="UNKNOWN" weightage="60" keywordseo="paris-accords">Paris accords</keyword> to reduce emissions. Biden's predecessor, Donald Trump, pulled out of the agreement early in his term, sparking concern around the world. The US is second-largest producer of carbon emissions, following China.</p><p>Cruz immediately responded to Biden's executive action by issuing a statement condemning the decision as harming US jobs, and that "by signing this order, President Biden indicates that he's more interested in the views of the citizens of Paris than in the jobs of the citizens of Pittsburgh."</p><p>Cruz's comments immediately caught the attention of Pittsburgh's mayor, Democrat Bill Peduto, roughly 1,000 miles away from the Texas.</p><p>"Last time I checked, Sen. Cruz did not represent Pennsylvania," Peduto told Insider, saying that Pittsburgh has a fast-growing base of renewal energy jobs and that the city hasn't been dependent on the fossil fuel industry in five decades.</p><div type="image" title="AP lauren boebert" height="2002" width="4005" msid="80534691" hostid="261"></div><p>This was not the first time a Republican lawmaker invoked the city of Pittsburgh or other P-named cities in their opposition to a substantial, long-term investment in renewable energy.</p><p>When President Trump withdrew from the accord in 2017, he said in his press conference, "I was elected to represent the citizens of Pittsburgh, not Paris."</p><p>While France is one of the 195 signatories of the Paris accord, the <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international">international</keyword> agreement is not designed to appeal to or benefit Parisians in particular. The agreement was drafted by diplomats in Paris, similar to the way the Geneva Conventions for armed conflict and its treaties around the world originated in Geneva.</p><p>Republican Rep. Lauren Boebert of Colorado, the freshman congresswoman who brands herself as an uncompromising antithesis of progressive lawmakers like Alexandria-Ocasio Cortez, also chimed in by <a href="https://twitter.com/laurenboebert/status/1352588803760922627?s=20">tweeting</a>: "I work for the people of Pueblo, not the people of Paris."</p><p>(Pueblo, a city in Boebert's congressional district, is home to <a href="http://us.vestas.com/manufacturing#!grid_0_content_0_Container">Vestas'</a> world's-largest wind turbine tower manufacturing plant. The company invested $1 billion for its four factories throughout Colorado and employs over 3,400 people in the state, 800 of whom are based in Pueblo. The factory manager previously <a href="https://choosecolorado.com/success-stories/vestas/">said</a> one of the reasons to be based in Pueblo was because of "Colorado's commitment to growing its renewable energy industry.")</p><div type="image" title="Bill Peduto" height="1500" width="3000" msid="80534701" hostid="261"></div><p>Many Republican lawmakers like Cruz and Boebert have stated they are not opposed to initiatives to reduce carbon emissions, but that they are concerned about declining employment numbers.</p><p>According to Mayor Peduto; however, the data these Republican lawmakers rely on do not paint the full picture. In Pennsylvania, clean energy jobs grew by 6% in 2018, five times faster than the state's overall employment growth, according to <a href="https://www.e2.org/wp-content/uploads/2019/06/E2-Clean-Jobs-Pennsylvania-2019.pdf">Environmental Entrepreneurs</a>. In a state where <a href="https://climatecommunication.yale.edu/visualizations-data/ycom-us/">70% of residents</a> believe global warming is occuring, Pennsylvania ranked <a href="https://www.e2.org/wp-content/uploads/2019/04/E2-2019-Clean-Jobs-America.pdf">fourth-place</a> for the fastest-growing state in the renewable energy industry.</p><p>"What Ted Cruz is doing, is that he's threatening all those who have moved to create this next Pittsburgh," Peduto said, adding that the senator's comments were "a simple political jab at what we were, and not what we are."</p><p>"The fact is that the Pittsburgh he refers to is not the Pittsburgh of today," Peduto added. "His idea that this is a city that survives on heavy industry and on fossil fuel basically hasn't been that way since [the 1970s]."</p><p>But Cruz appears to have cashed in on the viral catchphrase - his <a href="https://action.tedcruz.org/dsp-pittsburghparis/">campaign website</a> is advertising bumper stickers saying "PITTSBURGH &gt; PARIS."</p><p>"I would prefer if he would leave us out of his political campaign slogans," Peduto said. "Obviously the people of Pittsburgh feel much differently than he does."</p>

However, <a href="https://www.reuters.com/article/us-israel-palestinians-annexation-usa/no-final-decision-at-white-house-talks-on-israeli-annexation-moves-u-s-officials-say-idUSKBN23W2KG">no decision has been made yet</a>.</p><p>Netanyahu's calls for annexation align with the Trump administration's <a href="https://www.whitehouse.gov/peacetoprosperity/">Middle East peace plan</a> that was unveiled in January.</p><p>The peace plan does not call for uprooting Palestinians or Israelis in the West Bank from their homes; instead, it would recognize a majority of Israeli settlements in the West Bank as part of Israel, and would give a future Palestinian state land near the Gaza Strip — comprised of mostly desert — to compensate for the land loss.</p><p><a href="https://www.bbc.com/news/world-middle-east-51292865">Palestinians rejected the deal</a>, saying that Trump simply "copied and pasted" elements favorable to Netanyahu. </p><p>On Tuesday, Netanyahu said he would <a href="https://apnews.com/82e9c45654804761374b0edd5a5bcf6f">continue working on the annexation plans "in the coming days."</a></p><h2>What is the West Bank?</h2><p><div type="image" title="west bank settlement" height="512" width="1024" msid="76812109" hostid="261"></div></p><p>The West Bank is a territory west of the Jordan River that was occupied by Israel in 1967 after the Six-Day War.</p><p>During a pair of agreements referred to as the <a href="https://www.history.com/topics/middle-east/oslo-accords">Oslo Accords</a>, which were signed in the 1990s, Israel and the Palestinian leadership agreed to divide up the land in the West Bank in pursuit of peace.</p><p>The land was sectioned into three disjointed administrative divisions: Area A, controlled by the Palestinian Authority; Area B, controlled by both the Palestinian Authority and Israel; and Area C, controlled by Israel. </p><p><a href="https://www.bbc.com/news/world-middle-east-52756427">According to the BBC</a>, an estimated 2.1 million to 3 million Palestinians live in the West Bank, while about 430,000 Israelis also live in the West Bank in 132 settlements and dozens of smaller "outposts." </p><p><div type="image" title="israel palestine west bank map skitch" height="1011" width="1000" msid="76812111" hostid="261"></div></p><p>Israel believes the West Bank is <a href="https://embassies.gov.il/ABUJA/ABOUTISRAEL/Pages/Israeli-Settlements-and-Law.aspx">part of the biblical Kingdom of Israel</a>, and says there has always been a Jewish presence in the territory.</p><p>It <a href="https://www.theguardian.com/world/2020/feb/25/netanyahu-announces-new-settlements-days-before-israeli-election">has continued to build new settlements in recent years</a>. </p><p>Palestinians have also held a historical presence in the West Bank, and expressed a desire for the land to be part of a future Palestinian state.</p><p><a href="https://www.aljazeera.com/indepth/features/2017/06/50-years-israeli-occupation-longest-modern-history-170604111317533.html">Tens of thousands of Palestinians were displaced from their homes</a> in West Bank cities, including Tulkarem and Qalqilya, when Israel occupied the land in 1967. </p><p><a href="https://www.amnesty.org/en/latest/campaigns/2019/01/chapter-3-israeli-settlements-and-international-law/">International</a> <a href="https://www.hrw.org/news/2017/06/04/israel-50-years-occupation-abuses">observers</a> say Israeli settlements in the West Bank violate <a href="https://www.icrc.org/applic/ihl/ihl.nsf/Article.xsp?action=openDocument&amp;documentId=77068F12B8857C4DC12563CD0051BDB0BDB0">the Fourth Geneva Convention</a>, which prohibits the transfer of a population into a land occupied as a result of armed conflict.</p><p>Israel disputes this. The US <a href="https://www.bbc.com/news/world-middle-east-50468025">changed its position in 2019</a>, saying that Israeli settlements were "not inconsistent with international law."</p><h2>Netanyahu's annexation plan largely condemned</h2><p><div type="image" title="netanyahu west bank" height="512" width="1024" msid="76812112" hostid="261"></div></p><p>Rights groups <a href="https://www.amnesty.org/en/latest/news/2020/07/israelopt-unlawful-annexation-plan-promotes-law-of-the-jungle-and-must-be-stopped/">have criticized</a> Netanyahu's plans, saying they would derail any chance at peace between Israelis and Palestinians. </p><p>Palestinian Authority President Mahmoud Abbas <a href="https://www.bbc.com/news/world-middle-east-52738983">said in May</a> that he would end "all agreements" with Israel and the US over the annexation plans.</p><p>Palestinian Prime Minister Mohammad Shtayyeh <a href="https://www.theguardian.com/world/2020/jun/09/palestine-says-it-will-declare-statehood-if-israel-annexes-west-bank#:~:text=Palestine%20will%20declare%20statehood%20over,Palestinian%20prime%20minister%20has%20said.&amp;text=In%202012%2C%20Palestine%20gained%20UN%20observer%20state%20status.tus.">said in June</a> that Palestinians will declare statehood over all of the West Bank and Gaza if Netanyahu goes ahead with annexation plans.</p><p>Meanwhile, some Israeli settlers — a diverse group of both secular and religious Jews — have expressed <a href="https://www.bangkokpost.com/world/1942208/israeli-settlers-back-annexation-oppose-palestinian-state">both support</a> and <a href="https://www.theguardian.com/world/2020/jun/04/israeli-settlers-speak-out-against-us-backed-annexation-plan">opposition</a> to Netanyahu's controversial plan.</p><p>United Nations experts <a href="https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=25960&amp;LangID=EID=E">said last month</a> that if Israel annexed Palestinian-occupied portions of the West Bank it would "break international law." </p><p>"The annexation of occupied territory is a serious violation of the Charter of the United Nations and the Geneva Conventions," 47 independent experts appointed by the UN Human Rights Council said in a statement.</p><p>The statement said that Israel's 53-year occupation of Palestinian land "is the source of profound human rights violations" and has led to the "denial of the right of Palestinian self-determination."</p><p>A senior United Arab Emirates ambassador also <a href="https://www.timesofisrael.com/in-first-ever-op-ed-for-israeli-paper-uae-diplomat-warns-against-annexation/">wrote a rare op-ed in a major Hebrew-language newspaper</a>, Yedioth Ahronoth, earlier this month warning against plans to unilaterally annex parts of the West Bank. It was the first time a Gulf diplomat had written in an Israeli newspaper.</p><p>"It will ignite violence and rouse extremists," wrote Yousef Al-Otaiba, the UAE's ambassador to the US.</p><p><a href="https://www.ynetnews.com/article/ByU0qpOA8">In an op-ed in the same Israeli newspaper</a> last Wednesday, UK Prime Minister Boris Johnson said an Israeli annexation in the West Bank "would represent a violation of international law."</p><p>"As a life-long friend, admirer and supporter of Israel, I am fearful that these proposals will fail in their objective of securing Israel's borders and will be contrary to Israel's own long-term interests," Johnson wrote. </p><p>Other Israeli allies, including Germany, France, and Australia, <a href="https://www.aljazeera.com/news/2020/07/global-reaction-israel-imminent-annexation-plans-200701173435774.html">also warned against the move</a>. </p><p>According to a poll conducted by the <a href="https://www.brookings.edu/blog/order-from-chaos/2020/06/29/what-americans-think-about-the-looming-israeli-annexation-and-trumps-middle-east-plan/">Brookings Institute</a>, a majority of Democrat and independent respondents expressed "unfavorable" opinions about the plan, while a majority of Republicans expressed a "favorable" opinion.</p>

In addition, Aston gave the public its first look at the first SUV in company history. </p><p>The first photos to feature the DBX show one of its prototypes powering through the Welsh countryside. However, the DBX concept that debuted at the show is nothing like the production car that we will see launched sometime in the fourth quarter of 2019. However, it's likely an EV variant will follow after the initial launch. Especially since the factory where the DBX is slated to built is the "Home of Electrification" for Aston Martin.</p><p>Official pricing for the Aston Martin DBX has not been announced. Aston Martin just gave us a first look at its new DBX SUV that will take on Bentley and Lamborghini

<ul class="summary-list"><li><keyword id="6355882" type="UNKNOWN" weightage="60" keywordseo="israel">Israel</keyword>'s <keyword id="8904563" type="UNKNOWN" weightage="60" keywordseo="covid-19-vaccine">COVID-19 vaccine</keyword> rollout has been the best in the world so far. </li><li>But occupied <keyword id="6385649" type="UNKNOWN" weightage="60" keywordseo="palestinians">Palestinians</keyword> have mostly been excluded from the country's efforts.</li><li>One student who was denied a shot last month helped ensure vaccines for her fellow Palestinian students.</li></ul><p>It takes graduate student Nadiah Sabaneh five hours to travel from her home in the Northern West Bank to her university in Tel Aviv. She has to arrange transportation, brace the weather, and pass through three military checkpoints to reach her campus.</p><p>But she didn't mind the rain-drenched journey to Tel Aviv University on February 16. Her trouble, she thought, would all be worth it when she reached the school's campus-wide vaccination drive and finally received her first COVID-19 shot, she told Insider. </p><p>Once she arrived, she took a number and joined the line, patiently waiting for her turn to receive a <keyword id="24209" type="PERSON" weightage="60" keywordseo="vaccine">vaccine</keyword> for the virus that put her mother in the ICU.</p><p>Sabaneh said she checked with university officials before making the trip, confirming she, too, would be eligible for a vaccine as part of the university's effort to inoculate the entire campus community before returning to in-person instruction in the spring. Though some of her friends and family members had chided her for inquiring, she had been assured her expedition would result in a shot.</p><p>When Sabaneh reached the front of the line, she said a volunteer <keyword id="6354750" type="UNKNOWN" weightage="60" keywordseo="health">health</keyword> official asked for her Identity Number - the government identification document granted to all Israeli citizens at birth. The official needed her number, or proof of Israeli insurance, anything really, to log her into the system.</p><p>But Sabaneh had no number, nor insurance to give, because despite living in a territory occupied by Israeli military forces, Sabaneh is not Israeli. She is Palestinian. And because she is Palestinian, she said she was turned away and denied a vaccine that day.</p><p>Sabaneh said she watched from the side of the room as professors, students, janitors, and employees of diverse backgrounds all received the shot with ease. Despite numerous attempts by university officials to amend the situation, Sabaneh said it became clear no exceptions could be made. She had to return home, unvaccinated; the disappointing culmination of what she said was a "painful experience."</p><p>"I want equity and equality," Sabaneh said. "I earned this right to be vaccinated just like any student."</p><p>After six hours of waiting, Sabaneh said she finally left. It was getting dark and she had to get home through the checkpoints before they closed.</p><p>Though her situation has since been rectified, it is emblematic of Israel's controversial vaccination efforts thus far; superb success in inoculating its own citizens and a begrudging resistance toward doing the same for Palestinians.</p><p>The inequity has prompted a global debate over whether Israel has an obligation as an occupying power to vaccinate Palestinian people.</p><h2>The vaccination process</h2><p>Sabaneh's story is par for the course, according to Omar Shakir, Human Rights Watch director for Israel and Palestine. </p><p>"Israel's vaccine rollout sums up the character of its rule," Shakir told Insider. "It has prioritized in the West Bank vaccinating Jewish Israelis but not Palestinians who in some cases live on the other side of the street." </p><p>The country's inoculation efforts thus far have been the best in the world: Nearly 60% of the country's population over 16 has already received at least one shot and more than 46% have received both, <a href="https://time.com/5947967/israel-covid-vaccine-rollout/">according to Time.</a></p><p>Dr. Asher Salmon, head of <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international">international</keyword> relations at Israel's Ministry of Health, told Insider the nation's success has been rooted in a number of factors: integration between IT systems, logistic preparedness, the small size of the country, and consistent supply. </p><p>Israel has insisted its priority must be in vaccinating its own population, though <a href="https://apnews.com/article/israel-health-coronavirus-pandemic-west-bank-united-nations-4b1935f6e152b9479656e82f3411b36f">officials said in January</a> they would consider sharing more supplies with Palestinians at some point.</p><p>Now, after a<a href="https://www.insider.com/palestinians-have-been-excluded-from-israels-vaccine-rollout-so-far-2021-2"> thorny first few</a> months, Israel has slowly begun including some sects of the Palestinian population in the country's vaccination efforts.</p><p>"We have both a humanitarian interest as well as public health interest in ensuring that the Palestinian population is fully vaccinated as soon as possible and anticipate that they will be the first regional health system to fully vaccinate after Israel," Salmon said.</p><p>Nearly three million Palestinians reside in the Israeli-occupied West Bank and another two million live in Gaza, a self-governing Palestinian territory that the United Nations and international rights groups still consider to be occupied, despite Israeli disengagement in 2005. Hundreds of thousands of Israelis live amongst Palestinians in the West Bank - most of whom have already been inoculated. </p><div type="image" title="AP21059561235227" height="3360" width="6720" msid="81661049" hostid="261"></div><p>The country announced in early March it would begin<a href="https://www.washingtonpost.com/world/middle_east/vaccine-israel-palestinian-palestine/2021/03/08/c43b6390-7fef-11eb-be22-32d331d87530_story.html"> offering vaccines</a> to approximately 100,000 Palestinian day laborers who cross into Israel at occupied checkpoints each day - a move Salmon said the country has made "despite the fact that the Palestinian Authority Health System is responsible for their healthcare and vaccinations."</p><p>Palestinians in occupied-East Jerusalem were already entitled to Israeli vaccinations due to the fact that they have Israeli resident status and access to Israeli health insurance, <a href="https://www.bbc.com/news/55800921">according to the BBC</a>. Palestinian medics working in the six hospitals there, many of whom live in the West Bank or Gaza, are also eligible, the outlet reported. </p><p>But Shakir, along with various international rights groups, argue that Israel has a legal responsibility to extend its vaccination efforts to the Palestinian people who live in the West Bank and Gaza, especially given the country's plentiful resources and apparent ability to do so. </p><h2>Israel has set a historical precedent for including Palestinian people in public health measures</h2><p>In the face of a<a href="https://www.nytimes.com/1990/04/03/world/iraq-chief-boasting-of-poison-gas-warns-of-disaster-if-israelis-strike.html"> possible Iraqi chemical attack</a> on Israel in the early 1990s, the country provided gas masks to all Israelis, including Israeli settlers in the West Bank, Shakir said. The Israeli Supreme Court then ruled that masks must also be provided to Palestinians living under Israeli rule. </p><p>"So in fact there aren't only ample examples from other occupations, but even in Israel itself," Shakir said. "Decades ago the Israeli Supreme Court ordered that in the face of a public health concern there should be no discrimination between two people living under the government's rule."</p><p>Israel in turn, argues the Palestinian Authority assumed control of its people's healthcare when they signed the Oslo Accords - a pair of landmark agreements between the Israeli government and the Palestine Liberation Organization - in the 1990s. </p><p>However, Shakir said, "Failure to vaccinate Palestinians not only falls afoul of Israel's duties under international humanitarian law as an occupying power under the Fourth Geneva Convention, but it also falls afoul of international human rights law and prohibition of discrimination."</p><h2>More vaccinations for Palestinians may be on the horizon</h2><p>Though Palestinians still lag far behind Israelis in vaccination rates, their prospects may be improving. </p><p>On March 17, the Palestinian Authority received its first batch of vaccines from the COVAX sharing initiative, a global vaccination drive launched by the World Health Organization. </p><div type="image" title="GettyImages 1231778653" height="2856" width="5712" msid="81661050" hostid="261"></div><p>The Palestinian Health Ministry began administering the first COVAX doses to health care workers and elderly people living in the West Bank and Gaza earlier this week, <a href="https://abcnews.go.com/Health/wireStory/palestinians-expand-vaccination-campaign-shipment-76589878">ABC News reported.</a> The government <a href="https://www.aljazeera.com/news/2021/3/17/first-batch-of-covax-supplied-vaccined-arrives-for-palestinians">told Al Jazeera</a> they hope to cover about 20% of Palestinian people with the COVAX vaccines. </p><p>The Palestinian Authority has acquired some smaller quantities of vaccines from elsewhere as well, including 10,000 doses of Russian-made vaccines, according to the BBC. Gaza also received 20,000 Russian doses from the United Arab Emirates, the outlet said. </p><p>But Palestinian officials have faced<a href="https://www.nytimes.com/2021/03/03/world/middleeast/Palestinians-Israel-vaccine-favoritism.html"> growing criticism</a> from their own people in recent weeks, amid accusations that government officials have been prioritizing vaccines for their friends and family.</p><p>Shakir said the authority's unequal distribution is "deeply disappointing" and reflective of the Palestinian Authority's role in the suffering of Palestinian people. </p><p>"To receive only crumbs and then to use those crumbs for themselves and their cronies...reflects a reality where the Palestinian Authority is deeply complicit in the underlying suffering of the Palestinian population," Shakir said. </p><h2>International criticism over Israel's exclusion of Palestinians has been mounting</h2><p>Public pressure may have played a role in the conclusion to Sabaneh's story. Whether it was the media coverage of her situation in <a href="https://www.972mag.com/palestinian-student-covid-tau/">multiple</a> local <a href="https://www.mekomit.co.il/%D7%91%D7%A2%D7%A7%D7%91%D7%95%D7%AA-%D7%94%D7%A4%D7%A8%D7%A1%D7%95%D7%9D-%D7%91%D7%A9%D7%99%D7%97%D7%94-%D7%9E%D7%A7%D7%95%D7%9E%D7%99%D7%AA-%D7%94%D7%A1%D7%98%D7%95%D7%93%D7%A0%D7%98%D7%99/">outlets</a> or the efforts of dedicated university officials that helped turn the tide, Sabaneh finally got her first shot on March 9.</p><p>Mere minutes before a mainstream media outlet covering her story was set to publish, Sabaneh said the Israeli Health Ministry changed its policy regarding Palestinian students at Israeli universities. Sabaneh, as well as her nine fellow Palestinian university students, would be inoculated.</p><p>Dr. Salmon from the Health Ministry told Insider the agency had "already assessed the matter of Palestinian students in Israeli Universities and...currently have made vaccinations available to them as well," in a March 10 email.</p><p>Sabaneh said she doesn't particularly care what the driving reason behind the policy change was - she's just pleased she and her fellow Palestinian students will be vaccinated like all their peers.</p><p>"I'm happy that this is the end result whether [I] was the cause or not," Sabaneh said. "I'm glad we got our entitled right."</p>
