Mukerjee's term as President of India, a post enabled by the Congress, ended in 2017. Known for his ability to strike a deal, Mukherjee played crucial roles in breaking many political deadlocks.  Indian President Pranab Mukherjee, Vice-President Hamid Ansari, <keyword id="6354814" type="UNKNOWN" weightage="100" keywordseo="prime-minister-Narendra-Modi">Prime Minister Narendra Modi</keyword>, along with Three Service Chiefs paid homage to Kalam. 
 
Defence Minister Manohar Parrikar, Delhi Police Commissioner B.S. Bassi and Delhi Chief Minister Arvind Kejriwal were also present. 
 
 
 
Public can pay homage to the late President from 3pm onwards at 10 Rajaji Marg in New Delhi. 
 
 
 
The last rites will take place at Rameswaram in Tamil Nadu. 
 
People from all walks of life took to social media and paid homage to the apolitical President. Kalam led the scientific team that developed missiles able to carry India's nuclear warheads. 
 
He became a national hero after helping oversee nuclear tests in 1998 that solidified India's status as a nuclear weapons state. India's first atomic test was in 1974. 
 
Meanwhile, <a href="http://www.businessinsider.in/searchresult.cms?query=smriti+irani">Union HRD Minister Smriti Irani</a> announced Rashtriya Avishkar Abhiyan to be renamed as APJ Abdul Kalam Rashtriya Avishkar Abhiyan. 
 
Telangana Government has announced holiday, whereas the Andhra Pradesh Government has decided to work one hour extra to pay tribute to the late President. 
 
Kalam died on Monday (July 27) from a cardiac arrest at the age of 83. 
 
Kalam, popularly known as 'Missile Man', was delivering a lecture in Shillong when he collapsed and was rushed to Bethany Hospital.

Business Insider's Global Trends Festival is coming to India — and it's gonna be huge!

As per the new amendments, employers can gave gives wages to workers through cheques or<a href="http://www.businessinsider.in/searchresult.cms?query=online+payments&amp;sortorder=effectivedate"> online-method </a>without any written authorisation. 
 The new law has amended the <keyword id="695544" type="UNKNOWN" weightage="20" keywordseo="Payment-of-Wages-Act">Payment of Wages Act</keyword>, 1936, which mandated payment of all wages either in coin or currency notes, or both. 
 
Before introduction of a bill to amend the 1936 Act on February 3, an Ordinance was promulgated by the President on December 28, 2016. 
 The Bill was passed in Lok Sabha on February 7 and in <keyword id="48510" type="ORGANIZATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>, the next day. 
 
With the President's approval to the Act, "the Payment of Wages (Amendment) Ordinance, 2016 is hereby repealed", the order said. 
 
As both the Houses of Parliament were not in session and immediate action was required to be taken to ensure that the benefits of the proposed legislation reach the employed persons at the earliest, the President promulgated the Payment of Wages (Amendment) Ordinance 2016, the bill had stated. 
 
The new Act allows the governments to specify the industrial or other establishment, the employer of which shall pay to every person employed there, the wages only by cheque or by crediting it in his bank account.

The 2019 prize, it added, is awarded to Attenborough for a lifetime of doing more to reveal the wonders of the natural world to us than perhaps any other individual. Suman Dubey, secretary of the trust, said Attenborough had tirelessly worked to "awaken humankind to the need, to preserve and protect the biodiversity on our planet, to live in a sustainable and harmonious way with all life, and to stop being what he has called: 'a plague on earth'."

He also stated that the differences between him and the central bank head were nothing more than legitimate exchanges of opinion over purely professional matters. 
 In his autobiography, Mukherjee has also asked if Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> and Finance Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> should individually go and meet industrialists. He then stated that in his tenure as the FM, his meetings with industrialists, either individual or collective, were very important. 
 He also stated that <keyword id="6652246" type="POSITION" weightage="100" keywordseo="VP-Singh">VP Singh</keyword>, who served as the Minister of Finance from 31 December 1984 to 23 January 1987 was "adamant" about not meeting industrialists one-on-one. 
 
Talking about the socially and politically unstable period of 1998 to 1991, Mukherjee has mentioned of differences in approach that he and V P Singh carried. 
 "For instance, as Finance Minister, he was adamant about not having any one-on-one meetings with industrialists. My view--which I followed during my tenures as the Finance and Commerce Ministers--was that meetings with industrialists, individually or collectively, were very important to get an overall understanding of specific contexts. In other words, how can a Finance Minister or Prime Minister not meet industrialists?," the President asked in the book, called "<keyword id="3224907" type="UNKNOWN" weightage="100" keywordseo="The-Turbulent-Years-1980-1996">The Turbulent Years- 1980-1996</keyword>". Mukherjee was the FM before Singh took charge of the post.

The Election Commission today assured that polled electronic voting machines (EVM) are ‘absolutely safe in strongrooms’-- reacting to videos on media and social media which show EVMs being transported in private vehicles. “The visuals seen viral on media do not pertain to any EVMs used during the polls,” said EC in a press statement. These series of videos show these machines being tampered in Bihar, Punjab, Haryana and Uttar Pradesh (UP). Opposition Unites Leaders of several parties like Telugu Desam Party (TDP), Bahujan Samaj Party (BSP) and Aam Aadmi Party (AAP) complained to the EC on these alleged movement of electronic voting machines (EVMs) to replace the polled machines in strongrooms. Chandrababu Naidu who is already doing the rounds and gathering steam against Bharatiya Janata Party, is one of the leaders along with Communist Party of India (Marxist) leader Sitaram Yechury who is mobilizing parties to meet EC. “The EC is yet to come out with a procedure in case there is a mismatch between the VVPAT and the EVM tally. We want that even for a single mismatch in the VVPAT samples picked for counting and EVMs, all VVPATs in that assembly segment must be counted. This is important to maintain integrity of the electoral process,” Yechury said, according to a <a href="https://www.hindustantimes.com/lok-sabha-elections/oppn-parties-may-meet-ec-to-demand-evm-tracking/story-e6PJ9EOGW99ZuX7GGcvuRM.html">HT report</a>. EC however has been assuring that its procedures are in place. “The aspersions in clips being used in media merely pertain to the storage or movement of Reserve unused EVMs. However, any case of lapse even in handling of reserve EVMs is thoroughly investigated and disciplinary action taken against the officers responsible,” EC assured in a statement. Exit Poll Effect These allegations which came a day after exit polls, and mostly by opposition parties, could cast a shadow of doubt on Lok Sabha election results, which are to be announced on May 23. A poll of polls predicts a comfortable win for National Democratic Alliance (NDA) led by PM Narendra Modi. An aggregation of the various exit polls says that NDA would win more than 300 seats in the current Lok Sabha Election, leaving no option for many opposition parties to come together and form a front, in case of a fractured mandate. Conspiracy theories hound electronic voting machines two days before India’s election results

All thanks to the <keyword id="1003616" type="ORGANIZATION" weightage="20" keywordseo="7th-Pay-Commission">7th Pay Commission</keyword> recommendations that the central government employees are getting a 23 per cent hike and even the minimum basic pay is increasing to Rs 18,000. 
 But as the <keyword id="6359327" type="ORGANIZATION" weightage="20" keywordseo="Home-Ministry">Home Ministry</keyword> is working out the details and re-working salaries, it turns out that the Cabinet Secretary, the top most bureaucrat of India, will be taking home more salary than President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>. 
 
Currently, the President receives Rs 1.50 lakh per month, the Vice-President Rs 1.25 lakh and governor of a state Rs 1.10 lakh. 
 
However, after the 7th pay commission's revision, the cabinet secretary will take home Rs 2.5 lakh per month and a secretary in the Union government will receive Rs 2.25 lakh per month. 
 
The ministry is working on this anomaly and may raise the emoluments of the President, Vice-President as well as governors of states. 
Official sources told ET the home ministry proposal may be submitted for the Union Cabinet's approval next week. After the Cabinet gives its nod, bills to this effect will be tabled in Parliament. 
 
The last salary hike that the President, Vice-President and governors got was in 2008. Till 2008, the President's salary was Rs 50,000, the Vice-President's Rs 40,000 and a governor's Rs 36,000.

In what came as a breakthrough decision by China and India today, the two countries have agreed on expanding cooperation to combat terrorism at the UN and other international fora. 
 The decision comes a day after President <keyword id="6359124" type="PERSON" weightage="100" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> raised the issue of Beijing blocking New Delhi's move to get Pakistan-based JeM chief <keyword id="6459729" type="PERSON" weightage="20" keywordseo="Masood-Azhar">Masood Azhar</keyword> blacklisted by the UN. 

	Describing Mukherjee's four-day state visit as "very successful and fruitful", Foreign Ministry spokesperson Hua Chunying said, the two sides have "agreed to carry forward our fine traditions, deepen practical cooperation and elevate bilateral relations." 
 

	"The two sides will expand bilateral cooperation in counter-terrorism. Terrorism is our common enemy. We will continue to enhance our counter-terrorism efforts under the UN, the BRICS and other frameworks to jointly maintain regional peace and stability," Hua said when asked about the outcome of Mukherjee's visit and whether China supports India's move in the UN to ban JeM chief Azhar. 
 During his meeting with Chinese President <keyword id="191809" type="PERSON" weightage="20" keywordseo="Xi-Jinping">Xi Jinping</keyword> yesterday, Mukherjee sought China's cooperation in international fora like the UN in the fight against terrorism stating that there was "no good or bad terrorists". 

	"As for specific outcomes, the two sides agreed to maintain high-level exchanges to better top level design and put in place improved mechanisms," Hua said. 
 

	Hua also said both sides will "properly manage and control our disputes, so that these disputes will not stand in the way of our practical cooperation". 
 

	"We will continue to make full use of the special representatives meeting on border question to maintain border peace and tranquility," she said. 
 

	India and China held 19th round of Special Representatives talks last month to resolve the disputes over 3488-km long Line of Actual Control (LAC). 
 

	China claims Arunachal Pradesh as Southern Tibet and India asserts that the dispute covered Aksai Chin area which was occupied by China during 1962 war. 
 

	Hua said China and India will support each other on regional and international occasions by joining their voices together on the international stage. 
 

	She spoke of more "balanced" bilateral trade as India has expressed serious concerns over $48 billion deficit in about $70 billion annual trade in China's favour. 
 

	India is seeking big ticket investments from China in India to generate more trade to offset the trade deficit. 
 

	"In practical cooperation we will enhance our cooperation in industrial zones, construction and build more sister cities . The two sides will also enhance cooperation in investment, tourism and more. We will try to move forward our two way trade in more balanced way through cooperation," she said. 
 

	Earlier, state-run Xinhua news agency quoted Xi as saying in his meeting with Mukherjee that "the two sides should appropriately address our differences" and consolidate political trust by maintaining strategic communications between the top leaders.

<a href="http://www.businessinsider.in/searchresult.cms?query=pranab+mukherjee&amp;sortorder=effectivedate">Indian President Pranab Mukherjee</a> outlined the Government’s agenda while addressing the joint session of both the houses of the <a href="http://www.businessinsider.in/searchresult.cms?query=indian+parliament&amp;sortorder=effectivedate">parliament</a>. Convening the first day of the <a href="http://www.businessinsider.in/searchresult.cms?query=budget+2017&amp;sortorder=effectivedate">Budget session</a>, Mukherjee termed it a historic session due to merger of Railway and Union Budget. 
 
Lauding the <a href="http://www.businessinsider.in/searchresult.cms?query=black+money&amp;sortorder=effectivedate">black money </a>fight, Mukherjee said the resilience shown in fight against black money was remarkable, adding the core of all government policies is the welfare of the common man and the needy. 
 
He said the government was taking giant strides in helping the downtrodden and needy. 
 
“Financial inclusion is the key to poverty alleviation. More than 26 crore Jan Dhan accounts have been opened for the unbanked,” said Mukherjee. 
 
Mukherjee said more than Rs 2 lakh crore has been provided through Rs 5.6 crore loans sanctioned under Prime Minister’s various schemes. 
“Rs 16,000 crore given to self-help groups in the current financial year, 1.5 lakh post offices to function as payments banks. Close to 13 crore poor have been covered under various social security schemes,” said President Mukherjee. 
 
Mukherjee also spoke about several energy schemes undertaken by the <a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra </a><a href="http://www.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Modi</a>-led Indian Government. 
 
“Over 11,000 LED bulbs distributed under PM's UJALA Scheme and Pradhan Mantri Ujjwala Yojana will make clean energy accessible to the poor,” said Mukherjee.

In his recent speech, President <keyword id="6359124" type="PERSON" weightage="20" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> won several hearts with his inspiring words to <keyword id="13780" type="UNKNOWN" weightage="20" keywordseo="Management-students">management students</keyword> from <keyword id="6357276" type="CITY" weightage="20" keywordseo="ISB">ISB</keyword> who had gathered in Mohali to celebrate the institute's 15th anniversary. 
 As the President took to the stage, he kickstarted his speech by expressing concern over the quality and <keyword id="6355445" type="COMPANY" weightage="20" keywordseo="Education">education</keyword> standards of institutes in India. 
 
The President said business schools needed to impart ‘right skills’ to students to make students employable. "India has more than 750 universities, 36,000 colleges and several other institutions, but the quality of education leaves much to be desired. Leave apart figuring in international rankings, most of the institutions are not even making their graduates sufficiently employable," he said. 
 
Calling Indian students and their young minds bright, creative and innovative, he said, "Skill imparting has become imperative. If we fail to do, it will be demographic disaster." 
 
"The restless mind will resort to violence,” he cautioned and urged the business schools to come out with innovative ways and create conducive environment to impart skills. 
 Asserting that India’s growing young population need to be trained to compete in the job market, the President said that the country has demographic advantage and it will add 60 crore <keyword id="6356126" type="ENTERTAINMENT" weightage="20" keywordseo="Youth">youth</keyword> by 2030. 
 
Taking the examples of Dr Hargobind Khurana and others who became Nobel Laureates after completing initial education in India, he reiterated the need for an atmosphere that facilitates their success. 
 
He further put the onus on business schools saying they play a stimulating role in helping India achieve its potential for setting up 10,000 start-up firms in the next few years. There are many universities and polytechs “but the quality of many institutes is not up to the standards” in terms of competing in getting jobs, he noted. 
 
He also spoke about the need of students to become job creators instead of mere job seekers, highlighting the fact that they need to innovate more and view their social responsibility as a primary target to achieve in future. 
 
As he concluded his speech, he struck a chord with these words - "Youth and graduates should add social commitment and social responsibilities to their aspirations in life ahead, with the aim of giving back to society. You are citizens of a free nation, take risks in life, innovate, create and make a difference."

President <keyword id="6359124" type="PERSON" weightage="80" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword>, who is presently in <keyword id="63113" type="COUNTRY" weightage="80" keywordseo="Belarus">Belarus</keyword> on the first-ever state visit by an Indian President, raised concern over <keyword id="6358165" type="COMPANY" weightage="80" keywordseo="terrorism">terrorism</keyword> originating from India's neighbourhood. He said terrorism remains a big security threat for India as well as other countries in South Asia. 
 The President said India has and would always remain committed to peaceful methods to solve problems like terrorism, reported PTI. "Terrorism and extremism emanating from our shared neighbourhood remains a major security threat for India and for Belarus too," Mukherjee said in his address at the <keyword id="2883381" type="UNKNOWN" weightage="80" keywordseo="Belarus-State-University">Belarus State University</keyword>. He insisted that such challenges could not be solved alone. Such menace could be addressed only with greater cooperation from all countries. Earlier, on the first leg of his two-nation tour, Mukherjee had raised the issue of terrorism while speaking at the <keyword id="651255" type="ORGANIZATION" weightage="80" keywordseo="Uppsala-University-in-Sweden">Uppsala University in Sweden</keyword>. "What is happening in West Asia? What is happening in different parts of the world? Whatever be the divergence of views, on the issue of terrorism, I am sure that all will agree that terrorism has no respect for any religion," he had said, adding that it believes in nothing but wanton destruction. 
	 

	"It is important for the international community to face this greatest menace, I would say, not to any country or territory but to entire civilisation. The very existence of human values, the respect for peaceful co-existence, tolerance, pluralism are being dangerously threatened by this," the president said. Meanwhile, Mukherjee was conferred upon the Professor <keyword id="633116" type="UNKNOWN" weightage="80" keywordseo="Honoris-Causa">Honoris Causa</keyword> by the Belarus State University. 
	 

	He said India is strongly interested in further deepening its relationship with Belarus. 
	 

	"I have had excellent discussions with President (Alexander) Lukashenko earlier today. With a view to further energise our co-operation, we have issued a very substantive and focused Roadmap on the India-Belarus partnership. "We are hopeful that we can double our trade to a level of USD 1 billion by the year 2020. India's decision to grant 'Market <keyword id="34412" type="ORGANIZATION" weightage="80" keywordseo="economy">Economy</keyword> Status' to Belarus will also be a significant step to enhance our bilateral trade and to promote greater integration of Belarus in <keyword id="35028" type="ORGANIZATION" weightage="60" keywordseo="international-trade">international trade</keyword> structures," the 79-year-old President said. 
	 

	Maintaining that the two countries have similar approach towards international issues, President Mukherjee exuded confidence that India and Belarus can continue to further their respective regional and global agenda through mutual support and understanding.
