The <keyword id="175852" type="ORGANIZATION" weightage="80" keywordseo="Food-Safety-Standards-Authority-of-India">Food Safety &amp; Standards Authority of India</keyword> (FSSAI) has rejected applications by <keyword id="1397210" type="COMPANY" weightage="80" keywordseo="Tata-Starbucks">Tata Starbucks</keyword>, Ferrero, FieldFresh Foods, Kellog, Del Monte and McCain, who requested for product approvals. 
 
The national food regulator, FSSAI, pulled up these companies for trying to seek passage of their items using ‘Make in India’ platform and rejected their applications on account of assessment of risk or safety. 
 
The Economic Times reported the applications by Tata Starbucks that were disallowed include over 30 variants of puddings, sauces, mixes, syrups, tea and coffee. This was probably the single biggest set of product approvals request that was rejected by the FSSAI in one go. 
 
The regulatory also rejected McCain's battered pepper and cheese bites, Venky's chicken Arabic-style kofta and crispy chicken burger patty, including Kellogg's Special K-red berries, Del Monte's egg mayonnaise/salad dressing variants, natural vinegar and a proprietary hot sauce, and Ferrero Rocher's proprietary milky and cocoa spreads with cereals and milk chocolate. 
 
"Starbucks is committed to complying with the regulations in every market we operate in. In India, all of the products and ingredients that we serve are safe. FSSAI has not raised any questions on the safety of our products,” a Tata Starbucks spokesperson told ET in an email response. 
 
However, this is not the first time that Tata Starbucks had a problem with FSSAI. In April last year, the body blocked a consignment of syrups, which was released after the cafe chain moved the Bombay High Court for relief. 
 
The regulator said the companies were also trying to take advantage of ‘Make in India’ initiative. 
 
"Most food business operators, especially the aggrieved ones, appear to be swearing by the hon'ble PM's 'Make in India' initiative, conveniently forgetting that it is also accompanied by the words 'zero defect and zero effect'," FSSAI Chief Executive Officer YS Malik said in a an open letter to food &amp; beverage firms on May 11, which was posted on the website. 
 
It further read that the extent of unilateral condemnation of a sector regulator by the people whom it is meant to regulate has been unprecedented for some time in the past. 
 
A company official said that the decision could be challenged in the court but it is a long-drawn process. "We would not want to get into those issues. Product approval, as it is, is so slow that we end up losing the competitive edge despite thoroughly researching these products," the official told ET. 
 The FSSAI conducts tests of random samples and in the case of imported products and checks them at ports. ET reported the FSSAI official said in his letter that companies often find it convenient to draw parallels with the <keyword id="149107" type="ORGANIZATION" weightage="80" keywordseo="US-Food-Drug-Administration">US Food &amp; Drug Administration</keyword> or the EU regulatory system, "little realising that self-regulation is rather compelling in those economies, thanks to a very conscious and aware consumer base, coupled with an effective and responsive legal system".

ITC has decided to remove the "no added MSG" disclaimer from Yipee noodles under FSSAI’s direction. 
 The <keyword id="6376343" type="ORGANIZATION" weightage="80" keywordseo="Food-Safety-and-Standards-Authority-of-India">Food Safety and Standards Authority of India</keyword> (FSSAI), in connection with noodles of another brand, had held that such statement of having no MSG was "inappropriate", ITC said in a statement. 
 
"Therefore, ITC is voluntarily taking steps to remove the phrase 'no added MSG' from its labels in its new batches of packaging and consumers should ignore this on the current packaging. ITC would like to once again assure consumers that MSG is not added to Sunfeast YiPPee! Noodles," ITC said in the statement. 
 
It added: "In recent weeks, there has been some confusion about the manner of declaration of MSG in packaged food items". 
 
"Under the FSS Act, if a manufacturer adds MSG to the product, the quantum of MSG so added needs to be declared. Since no MSG is added in Yippee noodles, the packages carried a statement to that effect, i.e., "contains no added MSG," it added. 
 
The food regulator has ordered testing of several noodles, pasta and macaroni brands that includes Top Ramen, Foodles and Wai Wai to check if they comply with the food security norms. 
 
Nestle India, ITC, Indo Nissin Food Ltd, GSK Consumer Healthcare, CG Foods India, Ruchi International and AA Nutrition Ltd’s products are being tested under direction from FSSAI.

ITC will withdraw "no added MSG" from its Yippee
noodles

Yoga guru <a href="http://www.businessinsider.in/searchresult.cms?query=Baba+Ramdev+">Baba Ramdev </a>planned to take on the instant noodles market with his ‘healthy alternative’ you could have instead - <a href="http://www.businessinsider.in/searchresult.cms?query=Patanjali+Atta+noodles">Patanjali Atta (wheat) noodles</a>. Few weeks into the launch, and the noodles is already getting into trouble, just like the man himself. 
 
According to Zee News reports, bugs were found in a packet of <a href="http://www.businessinsider.in/searchresult.cms?query=Patanjali+Atta+noodles">Patanjali’s Atta noodles</a> in Jind, Haryana. These bugs were spotted inside a sealed pack and the customer is reportedly gearing up to sue the company. 
 
Also, India’s food regulator, the <a href="http://www.businessinsider.in/searchresult.cms?query=FSSAI">Food Safety and Standards Authority of India</a> (FSSAI) has said that <a href="http://www.businessinsider.in/searchresult.cms?query=Baba+Ramdev+">Ramdev</a>’s company <a href="http://www.businessinsider.in/searchresult.cms?query=Patanjali+Ayurved">Patanjali Ayurved</a> didn’t have approvals for instant noodles before it’s launch. Patanjali officials however said it is not required to get a product specific approval to launch instant noodles. They argue noodles falls under the ‘pasta’ category, and they had a license for the same. 
 
While many dismiss these initial reports, there is no denying that incidents like these could snowball into a bigger controvery. Patanjali noodles has huge potential in a market where people are increasingly looking for quick and easy meal. While a sizeable chunk of the pie is hooked onto <a href="http://www.businessinsider.in/searchresult.cms?query=Maggi">Maggi</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Patanjali+Ayurved">Patanjali</a>’s low prices give it the edge in an increasingly crowded market. Most of it’s products sell at 30-50% cheaper rates than it’s peers from multinational brands.

FSSAI is hiring more than 250 people for various profiles in India

In the backdrop of Nestle’s Maggi fiasco, the Food Safety and Standards Authority of India (FSSAI) has directed testing of other noodles, macaroni and pasta brands like <keyword id="411842" type="UNKNOWN" weightage="80" keywordseo="Top-Ramen">Top Ramen</keyword>, <keyword id="177230" type="PERSON" weightage="80" keywordseo="Wai-Wai">Wai Wai</keyword>, etc. 
 
The food safety regulator has also called for testing of four variants of "Maggi Nutilicious Pazzta with tastemakers". 
 
"Various test results on Maggi and some other similar products have raised serious health concerns. In view of the same, it would be advisable to draw regulatory samples for similar products for which product approvals have been granted by the FSSAI...These samples should be sent to the authorised labs for testing," FSSAI 
CEO YS Malik said in letter to Commissioners of Food Safety in all states and Union Territories. 
 
The FSSAI has ordered Nestle India, ITC, Indo Nissin Food Ltd, GSK Consumer Healthcare, CG Foods India, Ruchi International and AA Nutrition Ltd for testing their products. 
 
CG Foods CEO GP Sah told news agency PTI, "Our brands meet all regulatory standards as listed by Food Safety and Standard Authority of India. We are not closed to any tests and will cooperate with authorities if required." 
 
It seems that the FSSAI is cracking a whip on all instant food makers after tests showed Maggi containing Mono Sodium Glutamate and excess lead. 
FSSAI has banned all variants of Maggi noodles terming them as "unsafe and hazardous" for human consumption.

"FSSAI has rejected product approval applications of <a href="http://www.businessinsider.in/searchresult.cms?query=Tata+Starbucks">Tata Starbucks</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Kellogg">Kellogg</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=McCain">McCain</a> due to lack of sufficient supporting documents for safety/risk assessment," Minister of state for Health Shripad Naik said. 
 
While 34 products of Tata Starbucks have been rejected which included honey vanilla flavoured syrup, sea salt and red bean sauce, two products of Kelloggs including Kellogg's special K Red Berries and special K Oats and Honey have also been rejected. 
 
The only product of McCain Foods India which was rejected was McCain Battered Pepper and Cheese Bites. 
 
The Minister said that the primary responsibility of FSSAI is to lay down science based food standards, make regulations, regulate imports and undertake coordination with states and UTs on food safety. 
 
"In cases where samples are found to be non-compliant, action is taken as per provisions of the FSS Act 2006 by the state authorities or the FSSAI," Naik added.

If the new platform being developed gets completed, companies will get to know in advance when to move goods from factories or warehouses so that they can save the time of waiting at ports. 
 The platform, called the <keyword id="1726198" type="UNKNOWN" weightage="100" keywordseo="Swift-system">SWIFT system</keyword>, was introduced in April by the <keyword id="6361265" type="ORGANIZATION" weightage="100" keywordseo="Central-Board-of-Excise-and-Customs">Central Board of Excise and Customs</keyword> (<keyword id="117272" type="ORGANIZATION" weightage="100" keywordseo="CBEC">CBEC</keyword>), and would allow importers and exporters to file just one form at ports so that they can get clearance from all agencies including the <keyword id="6376343" type="ORGANIZATION" weightage="100" keywordseo="Food-Safety-and-Standards-Authority-of-India">Food Safety and Standards Authority of India</keyword>, <keyword id="6386816" type="ORGANIZATION" weightage="100" keywordseo="Drug-Controller-General-of-India">Drug Controller General of India</keyword> and Plant Quarantine and Wildlife Crime Control Bureau. 
 
The SWIFT platform, or Single Window Interface for Facilitating Trade, would also allow risk-based assessment at customs, while significantly cutting down on paperwork procedures and decreasing its time span that presently takes about six-seven days. 
 Delays in cargo clearance delays that happen at ports have been cited by many foreign investors as one of the key issues that form the obstacle in smooth <keyword id="44749" type="ORGANIZATION" weightage="100" keywordseo="Foreign-Direct-Investment">foreign direct investment</keyword> (FDI).

From June, even local sweet shops will have to display the 'best before <keyword id="14345" type="PERSON" weightage="20" keywordseo="Date">date</keyword>' and 'date of manufacturing' on non-packaged or loose <keyword id="1391" type="PERSON" weightage="20" keywordseo="sweets">sweets</keyword> kept in a container or tray for sale at their outlets. At present, it is mandatory to mention these details on labels of pre-packaged/pre-packed sweets. The <keyword id="109212" type="ORGANIZATION" weightage="20" keywordseo="Food-Safety">Food Safety</keyword> and Standards <keyword id="188818" type="COMPANY" weightage="20" keywordseo="Authority-of-India">Authority of India</keyword> (FSSAI) has issued a direction in this regard after reports of instances of sale of stale/expired sweets to consumers posing potential health hazards. "In public interest and to ensure food <keyword id="46574" type="COMPANY" weightage="20" keywordseo="safety">safety</keyword>, it has been decided that in case of non-packaged/loose sweets, the container/tray holding sweets at the outlet for sale should display the 'date of manufacturing' and 'best before date' of the product," the FSSAI order stated. This will be effective from June 1,2020, it added. The regulator said that food business operators (FBOs) should decide and display the 'best before date' of sweets depending upon the nature of the product and local conditions. Food safety commissioners of states have been asked to ensure compliance to these directions, the order added.

The department is seeking single-window clearance for import of <a href="http://www.businessinsider.in/searchresult.cms?query=drones&amp;sortorder=effectivedate">drones</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=satellite+phones&amp;sortorder=effectivedate">satellite phones</a> and has asked <a href="http://www.businessinsider.in/searchresult.cms?query=telecom+department&amp;sortorder=effectivedate">telecom department</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=environment+ministry&amp;sortorder=effectivedate">environment ministry’s</a> assistance in this regard. 
 
This move will have less paperwork. 
 
"We are in talks with the department of telecom and ministry of environment to bring them on board to become part of the unified clearance mechanism," a senior government official told ET. 
 Presently, separate clearances are required from these ministries before importing such products, leading to delays and hampering plans of <keyword id="6362513" type="ORGANIZATION" weightage="20" keywordseo="Startups">startups</keyword> to offer drone technology for a number of services.

New Delhi, Jun 9 () Apex industry body FHRAI on Tuesday said it has issued a guidebook listing all measures to be taken by hotels and restaurants to ensure prevention of COVID-19. The comprehensive guidebook covers all functions of hotels and restaurants that are essential to everyday operations. From guest rooms and room service to housekeeping to laundry care, the manual provides step-by-step instructions on best practices, FHRAI said in a statement. The 44-page manual has detailed instructions on training of staff on food handling, deliveries &amp; takeaways, food transportation and distribution, it added. "The manual is an exclusive guidebook for the hotel and restaurant industry and has been designed in association with the Food Safety and Standards Authority of India (FSSAI)," FHRAI Vice President Gurbaxish Singh Kohli said. Everyday activities will be required to be put under a microscope since safety of guests is paramount, he added. Federation of Hotel &amp; Restaurant Associations of India (FHRAI) has been holding food safety and training certification (FoSTaC) training programmes designed by the FSSAI and has trained more than 2,000 people under it, the industry body said. FHRAI issues guidebook for hotels, restaurants to prevent COVID-19 spread

Food safety has suddenly sparked much furore among the government, media and consumers. Thanks to Maggi containing lead above standard norms, government is instrumenting various measures to keep food products under check. However, scrutinizing imported food products being a task and thereby delaying delivery of products to the retail stores, India has decided to do away with the practice of putting each imported food consignment through lab checks and switch to the international norm of random and risk-based inspections. 
 
As per a news report in <a href="http://economictimes.indiatimes.com/industry/cons-products/food/government-to-switch-to-international-norm-of-random-and-risk-based-inspections-of-imported-food/articleshow/47793706.cms" target="_BLANK￿￿￿￿">The Economic Times</a>, the Prime Minister's Office and the cabin secretariat have held discussions on the matter with the ministries and departments concerned. 
 
Under the prevailing mechanism, there have been instances of consignments of Swiss chocolates and other popular food products languishing at Indian ports for days. The Central Board of Excise and Customs (CBEC), the apex indirect taxes body, also wants checks by various agencies such as the Food Safety and Standards Authority of India, plant quarantine, animal quarantine, Drug Controller of India and wildlife authorities to be crunched and specified so that the industry knows beforehand the time limit required for clearance of any import consignment. 
 
"The time frame will have to be brought down substantially," an official told the ET. All departments have been told to fix the stipulated time for testing as 12 hours plus the actual time taken for testing, the official said. This will serve as the defined standard operating procedure for clearance of cargo, an exercise that is being undertaken for the first time as the country looks to improve its ranking on the World Bank's doing business index. 
 
At present, clearance of import consignments containing food items could take more than 10-15 days depending on the port. Some ports even lack well-equipped labs, leading to further delays. 
 
The CBEC has created a national level customs clearance facilitation committee as also local committees at local ports, chaired by customs chief commissioner having representatives from these organisations as members, for immediate redressal of any issue that crops up during clearance. 
 
What if the consignment fails safety test? 
 
The national food safety regulator has laid down detailed recall procedures for food companies and said it will be mandatory for every firm to have a detailed recall plan ready and to comply with recall orders, confirms another news report by <a href="http://economictimes.indiatimes.com/industry/cons-products/food/national-food-safety-regulator-lays-down-stringent-recall-procedures-for-food-companies/articleshow/47793661.cms" target="_BLANK￿￿￿￿">The Economic Times</a>. If any company refuses to act on a recall order, then the concerned food authorities can take appropriate action, the Food Safety &amp; Standards Authority of India (FSSAI) has written to food business operators. 
 
"The food business operator shall be liable for violation (of a recall order)," said the note, which has sought suggestions and comments from companies. ET has reviewed a copy of the letter. 
 
"A recall plan must be available in writing and shall be made available to the food authority on request. It shall also be a part of the annual audit of the food business," said the regulator that has ordered a number of recalls recently, including that of the popular instant noodles brand Maggi. 
 
However, some industry insiders feel the regulator is acting a bit too hastily. "Before talking about recall procedures, the regulator should detail its own testing protocols and sample sizes, and allow for a suitable defence from the company," the CEO of a leading foods firm told the financial daily on condition of anonymity. 
 
"Export oriented units also need to have a recall plan in place as there may be food products that can be directed to local consumers in India," it said, adding that food imported into the country will be checked by port authorities.

India: No country for unsafe food

In the upcoming <a href="http://www.businessinsider.in/searchresult.cms?query=Union+Budget+&amp;sortorder=effectivedate">Union Budget </a>2017, <keyword id="6389694" type="UNKNOWN" weightage="20" keywordseo="junk-food">junk food</keyword> and sugar-sweetened beverages may attract higher taxes. With this move, the government will make an effort to curb the growing incidence of lifestyle diseases like diabetes and obesity. 
 
The proposal was made by the group of secretaries on health, sanitation and urban development in a recent meeting with <a href="http://www.businessinsider.in/searchresult.cms?query=PM+Narendra+Modi+&amp;sortorder=effectivedate">PM Narendra Modi </a>to discuss budget proposals. The group has also suggested that proceeds from such higher taxes be used to increase the government's spending on health. 
 
"In our presentation to the PM, we suggested higher taxes on junk food and sugary beverages because consumption of such products is growing fast and fuelling several lifestyle diseases like obesity, diabetes and heart disorders. We have also suggested that revenue earned from such tax be invested in health schemes," a member of the group, told ET. 
 
The proposal for higher taxes on such products has been in the pipeline since April last year. The government had also constituted an inter-ministerial committee headed by the health secretary to deliberate on the proposal to impose stringent measures including higher taxes and restrictions on endorsements and advertisements of such products on TV, mainly during prime time . 
 
"The FSSAI (Food Safety and Standards Authority of India) is already working on mechanisms to regulate consumption of junk food. This is crucial given the growing disease burden in India," health secretary CK Mishratold ET.

Junk food, sugary drinks may attract higher taxes in Budget 2017

New Delhi, Mar 5 () Food safety regulator FSSAI on Thursday said imported food items, including those from coronavirus-affected nations, are "safe" for human consumption but cautioned people against eating raw or undercooked meat and unprocessed food products. The Food Safety and Standards Authority of India (FSSAI) said a committee constituted to examine this issue has not found any "conclusive evidence" of the food-borne transmission of the deadly virus. Coronavirus predominately affects the respiratory system and spread from human to human via droplets while sneezing, coughing, contaminated hands and surfaces. The committee said meat from cooked livestock including poultry is safe to eat, it said in a statement. As a precautionary measure, the committee advised to avoid consumption of raw or undercooked meat as well as unprocessed food products. Frozen food items must be consumed only after cooking them properly. Good hygienic practices must be followed before consuming raw fruits and vegetables, the FSSAI added. The committee agreed with the advisories of global organizations that the predominant routes of transmission of coronavirus appear to be human to human. "FSSAI is keeping a close watch on the situation," the regulator said and added that it will continue to gather and monitor evidences from international agencies and scientific communities of any such transmission leading to coronavirus disease and will take appropriate steps to ensure the safety of food products. Not only so. Nestle has also been asked to "withdraw and recall all the 9 approved variants of its Maggi Instant Noodles from the market. Having been found unsafe and hazardous for human consumption, and stop further production, processing, import, distribution and sale of the said product with immediate effect." 
 
As per a news report in The Economic Times, FSSAI has stated, "Three major violations have been noted (a) presence of Lead detected in the product in excess of the maximum permissible levels of 2.5 ppm, (b) misleading labelling information on the package reading "No added MSG", and (c)release of a non-standardised food product in the market, viz. "Maggi Oats Masala Noodles with Tastemaker" without risk assessment and grant of product approval." 
 Meanwhile, Nestle's <keyword id="203686" type="POSITION" weightage="20" keywordseo="global-CEO">global CEO</keyword> <keyword id="225478" type="PERSON" weightage="20" keywordseo="Paul-Bulcke">Paul Bulcke</keyword> on Friday said that Maggi noodles are safe for consumption. Bulcke said, "We withdrew the product from shelves because consumers' trust was shaken. We want Maggi noodles back on shelves as soon as possible."
