<ul><li>In March 2018, <keyword id="21259" type="PERSON" weightage="20" keywordseo="Lalu-Prasad">Lalu Prasad</keyword> was sentenced in the fourth <keyword id="6362256" type="UNKNOWN" weightage="20" keywordseo="fodder-scam">fodder scam</keyword> case to 14 years in jail and fined ₹6 million. </li><li>He has been serving time in the Birsa Munda Jail in Ranchi since 23 December 2017. </li><li>In September 2013, Lalu Prasad, <keyword id="119222" type="PERSON" weightage="20" keywordseo="Jagannath-Mishra">Jagannath Mishra</keyword> and 45 others convicted in the <keyword id="1718140" type="ORGANIZATION" weightage="20" keywordseo="Chaibasa-treasury">Chaibasa Treasury</keyword> case. In the first of the six cases levied against him, Lalu was sentenced to five years in jail.</li></ul> <keyword id="18656" type="PERSON" weightage="100" keywordseo="Lalu-Prasad-Yadav">Lalu Prasad Yadav</keyword> the (erstwhile) indomitable leader of the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) seems to have bitten off more than he can chew with the all-too-famous Fodder Scam. Just last month he was sentenced for the fourth time to <a href="https://timesofindia.indiatimes.com/india/fodder-scam-case-lalu-prasad-sentenced-to-14-yrs-in-prison/articleshow/63440143.cms">14 years in jail and fined </a>₹60,00,000. He has already been serving time in the Birsa Munda Jail in Ranchi since 23 December 2017. The scam that spiralled into a multi-million scandal began with the small-scale falsification of transactions related to syphoning of government funds in the name of buying livestock and supplying fodder. Basically, in the name of non-existent livestock, thousands and thousands of rupees worth of fake bills were made out to be paid to suppliers for fodder, medicines and animal husbandry equipment. What is to be noted that this practice was not exclusively created by Lalu Prasad and his party, but had been at the very core of the functioning of the Animal Husbandry Department (AHD) of Bihar since <a href="https://www.firstpost.com/politics/fodder-scam-all-you-need-to-know-about-the-21-year-old-case-against-lalu-prasad-yadav-3432192.html">20 years past</a>. The scam involved politicians and bureaucrats belonging to previous administrations for decades with Lalu Prasad perpetuating the practice. In 1985, comptroller and auditor general of India, TN Chaturvedi, found something amiss when he noticed that the Bihar treasury inevitably submitted their monthly accounts later than the due date. In January 1996, deputy commissioner of Chaibasa, Amit Khare, launched a raid at the Animal Husbandry Department where they discovered the documents confirming illegal withdrawals and uncovered a nexus between officials and suppliers. In March 1996, the Patna High court gets the CBI to look into the fodder scam and subsequently, the CBI registered an FIR in the Chaibasa (now in Jharkhand) Treasury case. In June-July 1997, a CBI enquiry in the case was launched based on a PIL filed by BJP state unit chief <keyword id="6364740" type="PERSON" weightage="20" keywordseo="sushil-kumar-modi">Sushil Kumar Modi</keyword> in the Patna High Court. Lalu Prasad Yadav and former Bihar Chief Minister Jagannath Mishra were both named in this charge sheet along with 55 other co-accused. This led to Lalu’s relinquishing the Chief Minister seat in July to his wife - a political masterstroke. Lalu then surrendered before CBI court and was subsequently sent to judicial custody. After four months he was released on bail. In April 2001, Lalu Prasad’s wife, <a href="https://www.livemint.com/Politics/IfdjSRYTn0nD6yzYQ4spRO/Fodder-scam-case-A-timeline-of-events.html">Rabri Devi joined the list of accused</a> in the scam but was granted bail. In October 2001, after the bifurcation of Bihar, <a href="http://www.newindianexpress.com/nation/2017/dec/23/a-timeline-of-the-fodder-scam-that-changed-bihar-politics-forever-1735327.html">53 of the total 63 fodder scam cases</a> were moved to the newly created state of Jharkhand by the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>. In December 2006, a Patna lower court acquits both Lalu and his wife in a disproportionate assets case filed by CBI. In March 2012, the CBI court frames charges against Lalu Prasad and his predecessor Jagannath Mishra, amongst others. In September 2013, Lalu Prasad, Jagannath Mishra and 45 others convicted in the Chaibasa Treasury case involving the withdrawal of ₹377 million from the Chaibasa treasury. In the first of the six cases levied against him, Lalu is sentenced to five years in jail but gets out in three months on bail. He is disqualified as Lok Sabha member and debarred from contesting elections. In November 2014, the <keyword id="6382425" type="ORGANIZATION" weightage="20" keywordseo="jharkhand-high-court">Jharkhand High Court</keyword> drops four pending criminal conspiracy cases against Lalu on grounds of a convicted person cannot be repeatedly be tried for similar cases based on same witnesses and evidence. In May 2017, the Supreme Court quashes the Jharkhand High Court’s decision and reinstates the charges. Lalu to be tried on each of the five remaining cases against him. In December 2017, CBI court convicts Lalu Prasad Yadav in the second — illegal withdrawal of money from the Deogarh treasury — fodder scam case but acquits Jagannath Mishra. In January 2018, Lalu Prasad sentenced to <a href="https://www.thehindubusinessline.com/news/national/fodder-scam-case-lalu-prasad-sentenced-to-threeandahalf-years-in-jail/article10018142.ece">three and a half years in jail</a> and a 10 lakh rupee fine by the special CBI court. Later that month, in the <a href="http://www.thehindu.com/news/national/other-states/lalu-prasad-jagannath-mishra-convicted-in-third-fodder-scam-case/article22506233.ece">third case</a> pertaining to the fraudulent withdrawal of ₹336.7 million from Chaibasa district treasury, both Lalu Prasad and Jagannath Mishra were awarded an additional five years jail and ₹1 million fine. In March 2018, Lalu Prasad was sentenced in the fourth fodder scam case to 14 years in jail and fined ₹6 million. This is by far the severest sentence doled out to the 69-year-old RJD chief so far.

1985-2018: How Lalu Prasad Yadav got multiple jail terms for the Fodder Scam

In the run up to the Lok Sabha elections earlier this year, there was a huge controversy when <keyword id="1275069" type="PERSON" weightage="100" keywordseo="Sanjay-Baru">Sanjay Baru</keyword>, the then Prime Minister Manmohan Singh’s media advisor, released a book <keyword id="2193106" type="POSITION" weightage="100" keywordseo="The-Accidental-Prime-Minister">The Accidental Prime Minister</keyword>: The Making and Unmaking of Manmohan Singh. In this book, he alleged that the PM did not exercise full control over the government and was remote-controlled by the UPA chairperson Sonia Gandhi. 
 However, this was not a one-off case in Indian politics. There have many instances of ‘<keyword id="2443943" type="UNKNOWN" weightage="100" keywordseo="Accidental-Chief-Ministers">accidental chief ministers</keyword>’ taking office in various states. The latest example is Bihar’s new <keyword id="5269" type="POSITION" weightage="100" keywordseo="Chief-Minister">Chief Minister</keyword> <keyword id="6385519" type="PERSON" weightage="100" keywordseo="Jitan-Ram-Manjhi">Jitan Ram Manjhi</keyword>. Following the dismal performance of his party, the Janata Dal (United), in the 2014 Lok Sabha elections, <keyword id="6358190" type="PERSON" weightage="80" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> played the tried and tested caste card and anointed Manjhi – who belongs to the Musahar caste (the most backward caste among the Dalits) – as the state’s chief minister. Manjhi is not known for his administrative skills and is widely regarded as Nitish’s ‘puppet.’ BJP’s <keyword id="6364740" type="PERSON" weightage="80" keywordseo="Sushil-Kumar-Modi">Sushil Kumar Modi</keyword>, Bihar’s former deputy chief minister, even dubbed Manjhi as "<keyword id="2443948" type="UNKNOWN" weightage="100" keywordseo="dummy-chief-minister">dummy chief minister</keyword>." 
 
 
 
In Bihar itself, on July 25, 1997, the then Chief Minister Lalu Yadav was forced to quit after an arrest warrant was issued against him in connection with the <keyword id="6362256" type="UNKNOWN" weightage="100" keywordseo="Fodder-scam">fodder scam</keyword> case. In order to retain hold on power, he brazenly installed his wife <keyword id="6362315" type="PERSON" weightage="100" keywordseo="Rabri-Devi">Rabri Devi</keyword>, who was not only a political novice but was also illiterate, as chief minister of Bihar. 
 

	Rabri Devi earned the dubious distinction of being the <keyword id="2443949" type="UNKNOWN" weightage="100" keywordseo="first-illiterate-chief-minister">first illiterate chief minister</keyword> of a state. Interestingly, in the press conference following her swearing-in ceremony, Lalu asked reporters not to pose tricky questions to her as she was new to politics and a “seedhi-saadi aurat.” 
	 
	 
	 In the neighbouring state of Jharkhand, Madhu Koda, an independent MLA, was propped up as chief minister by Lalu Yadav’s Rashtriya Janata Dal, <keyword id="6362712" type="ORGANIZATION" weightage="80" keywordseo="Jharkhand-Mukti-Morcha">Jharkhand Mukti Morcha</keyword> and the Congress. It was Lalu’s masterstroke to keep the BJP away from power. It was also for the first time that an independent MLA was made the chief minister of a state.<o:p></o:p>
He is known only for the large-scale corruption that marked his rule. Koda allegedly took huge bribes for illegally allotting iron ore and coal mining contracts as the chief minister of the state. According to estimates, Koda and his associates accumulated Rs 4,000 crore in the mining scam. He was also arrested and he is currently out on bail. 
 In Maharashtra, <keyword id="6356262" type="PERSON" weightage="100" keywordseo="Prithviraj-Chavan">Prithviraj Chavan</keyword> was appointed the chief minister after Ashok Chavan had to step down from the chief minister's post after the allegations of his involvement in the Adarsh Housing Society scam. Prithviraj Chavan, who is not a significant political figure, has still not been able to have a firm grip either on the party or the government. He had no experience of the state politics of Maharashtra and was directly paratrooped as the state’s chief minister. Although he has been in politics for almost three decades, he was never a member of the state legislature. 
 <keyword id="172066" type="PERSON" weightage="100" keywordseo="Sadanand-Gowda">Sadanand Gowda</keyword>, who is the current railway minister, was the self-proclaimed ‘accidental chief minister' as he had himself once admitted that he was an accidental CM. He said he had never thought he would become chief minister one day. Gowda said his “politics of love” was the reason behind his accomplishment.

Patna, The Rashtriya Janata Dal (RJD) has formally announced its candidates for all but one of the 23 Lok Sabha seats in Bihar, where the party is contesting as a constituent of the opposition '<keyword id="19941767" type="General" weightage="20" keywordseo="Mahagathbandhan" source="keywords" meta.keywordsubtype="org" meta.entityname="Mahagathbandhan" meta.hostid="261" meta.entityid="Mahagathbandhan">Mahagathbandhan</keyword>'. Party president <keyword id="19900762" type="General" weightage="20" keywordseo="Lalu-Prasad" source="keywords">Lalu Prasad</keyword>'s daughters - Rohini Acharya and Misa Bharti - are among the <keyword id="21255353" type="General" weightage="20" keywordseo="RJD-nominees" source="keywords">RJD nominees</keyword>. According to a release issued by RJD state president Jagdanand Singh late on Tuesday, Acharya will contest from Saran, a seat her father had won many times. Prasad represented the seat until his disqualification in 2013 when he was convicted in a fodder scam. Bharti, his eldest daughter who is enjoying her second term in the Rajya Sabha, will try her luck in the Patliputra Lok Sabha constituency. A party functionary said a candidate is yet to be announced for Siwan, where the RJD had for years been fielding the late Mohd Shahubuddin. As per the seat-sharing arrangement among partners of the 'Mahagathbandhan', the RJD has kept 26 of Bihar's 40 Lok Sabha seats, leaving nine for Congress and five for the Left parties. The RJD, last week, struck a deal with former Bihar minister Mukesh Sahni, whose Vikashsheel Insaan Party has been given three seats from its quota. Sudhakar Singh got the RJD ticket from the Buxar Lok Sabha seat, while Ali Asharaf Fatmi will contest from Madhubani and Surendra Prasad from Jehanabad. Other <keyword id="20596421" type="General" weightage="20" keywordseo="RJD-candidates" source="keywords">RJD candidates</keyword> include Kumar Sarvjeet (Gaya), Shrawan Kumar Kushwaha (Nawada), Bima Bharti (Purnea) and Archana Ravidass (Jamui). All the four have already filed their nominations. The party also nominated Jai Prakash Yadava from Banka, Lalit Yadav from Darbhanga and Chandrahas Chaupal from Supaul. Alok Kumar Mehta will contest on an RJD ticket from Ujiyarpur, Arjun Ai from Sitamarhi, Deepak Yadav from Valmikinagar, Ritu Jaiswal from Seohar and Kumar Chandradeep from Madhepura. The Lok Sabha elections to 40 seats in Bihar will be held in seven phases between April 19 and June 1.

<keyword id="123786" type="General" weightage="50" keywordseo="rashtriya-janata-dal" source="Orion">Rashtriya Janata Dal</keyword> president and former Chief Minister <keyword id="21259" type="General" weightage="100" keywordseo="lalu-prasad" source="Orion">Lalu Prasad</keyword> was admitted to <keyword id="6358805" type="General" weightage="50" keywordseo="patna" source="Orion">Patna</keyword>'s Paras hospital on Monday morning after his condition worsened following a fall from the stairs. <keyword id="42678" type="General" weightage="50" keywordseo="rjd" source="Orion">RJD</keyword> sources have said he was in the ICU and was having breathing problems, adding that his condition was serious. Lalu Prasad on Sunday evening fell from the stairs at his home and suffered a fracture in his right shoulder. The family doctors had applied a temporary plaster on his shoulder. Sources said that he complained of uneasiness and breathing problems around 4 a.m. <keyword id="6354578" type="General" weightage="50" keywordseo="tejashwi-yadav" source="Orion">Tejashwi Yadav</keyword>, the younger son of Lalu Prasad immediately took him to the nearby Paras hospital and admitted him. He is currently in the <keyword id="57843" type="General" weightage="50" keywordseo="intensive-care-unit" source="Orion">Intensive Care Unit</keyword> (ICU), and also underwent an MRI. Lalu Prasad is convicted in the fodder scam and is currently on bail after completing more than half of the prison sentence. The RJD leader is suffering from several health diseases, including kidney infection, water accumulation in lung and blood pressure. The 75-year-old veteran socialist leader wants to go to Singapore to consult doctors for his kidney transplant. Recently, the court released his passport as well. Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> on Friday raised the issue of deadly <keyword id="9415025" type="UNKNOWN" weightage="20" keywordseo="Galwan-Valley-clash">Galwan Valley clash</keyword> between India and China troops, scrapping of Jammu and Kashmir state's special status, and even the <keyword id="4650805" type="PERSON" weightage="20" keywordseo="pulwama-Attack">Pulwama attack</keyword> in order to woo Bihar voters ahead of the Assembly elections. Addressing his first-ever rally in Sasaram's Biada Maidan ahead of the elections, Modi said: "The sons of Bihar lost their lives in the Galwan Valley for the sake of the Tricolour and ensured that Mother India's head is held high. Bihar's jawans were also martyred in the Pulwama attack (in February 2019). I bow my head at their feet and pay my respects." Many Bihar Regiment jawans had bravely fought and laid down their lives in Galwan Valley in eastern Ladakh on June 15. He then referred to Congress leaders' recent statement that it will bring back <keyword id="405091" type="PERSON" weightage="20" keywordseo="Article-370">Article 370</keyword> in erstwhile state of Jammu and Kashmir, which his government had scrapped on August 5 last year. "After saying this, they dare to seek votes from Bihar. Is it not an insult of Bihar? The state that sends its sons and daughters to the borders in order to protect the country." Earlier, Modi began his speech by paying respects to two Bihar leaders who recently passed away -- Ram Vilas Paswan and RJD's Raghuvansh Prasad Singh. The latter had resigned from the party before his death. Taking a potshot at the Rashtriya Janata Dal without naming them, he said that those who once ruled Bihar are now again looking at the "developing state with their greedy eyes". But Bihar, he added, would not forget who pushed them back. He brought up the issue of Bihar's worsening law and order and corruption in the past, in a seeming reference to Lalu Prasad's rule and the fodder scam. Asserting that Bihar was well on its way to development, he said that the era of 'lantern', the electoral symbol of the RJD, was over. He also pointed to the opposition to the three central agricultural laws and alleged that the same stemmed from efforts to "protect the middlemen" just like the opposition "was speaking their language" during the Rafale controversy. Attacking the RJD and the Congress, he said that as the Gujarat Chief Minister, he witnessed how the Centre then "wasted" 10 years of Bihar after their defeat. He added that to make India self-reliant, Bihar needs to vote for the National Democratic Alliance. Modi praised the steps taken by the Bihar government to contain the spread of the coronavirus pandemic in the state. Chief Minister Nitish Kumar, also present on the occasion, was full of praise for Modi's "leadership". Kumar said that if his government returned to power in Bihar, it would focus on the availability of irrigation facilities and benefits of latest technology in every village. Multiple stages are set up during Bihar's electoral rallies by the NDA to ensure physical distancing, with efforts to arrange chairs on the podiums at a distance for the crowd. Those who thronged the rally maintained social distance norms and wore masks. The Prime Minister's first rally in this Bihar poll season witnessed an enthusiastic crowd that cheered continuously.
