Greek Finance Minister quits

Union Finance Minister <keyword id="129243" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> on Saturday morning chaired a <keyword id="20255269" type="General" weightage="20" keywordseo="pre-budget-meeting" source="keywords">pre-budget meeting</keyword> with Finance Ministers of all States and Union Territories. The Pre-Budget Meeting is organised by the Ministry of Finance and Corporate Affairs with Finance Ministers of all the States and Union Territories (with Legislature) to take suggestions for the upcoming <keyword id="20387181" type="General" weightage="20" keywordseo="Union-Budget-2024-25" source="keywords">Union Budget 2024-25</keyword>.<br /><br />Ministers of State along with other stakeholders are participating in the meeting and visuals showed Uttar Pradesh finance minister Suresh Kumar Khanna, and finance minister of Rajasthan Diya Kumari at the Bharat Mandapam venue before the meeting commenced this morning. The Union Finance Ministry had begun consultations on the budget a few days ago with different stakeholders of economy. Sitharaman has met economists, finance and capital market experts and industry bodies.<br /><br />Sitharaman chaired the first pre-budget consultations with leading economists on June 19. The meeting was attended by Union minister of State for Finance Pankaj Chaudhary, the finance secretary, secretaries of the departments of economic affairs, revenue, financial services and corporate affairs and the chief economic adviser.<br /><br />Meanwhile, Sitharaman will also chair the 53rd <keyword id="19922145" type="General" weightage="20" keywordseo="Goods-and-Services-Tax" source="keywords">Goods and Services Tax</keyword> (GST) Council Meeting scheduled in the second half of the day. This is the first meeting of the <keyword id="19994390" type="General" weightage="100" keywordseo="GST-Council" source="keywords" meta.keywordsubtype="org" meta.entityname="GST Council" meta.hostid="261" meta.entityid="GST Council">GST council</keyword> after the formation of the new government.<br /><br />State finance ministers will also be present at the 53rd meeting of the Goods and Services Tax Council. As is the norm, the GST Council gets together to discuss issues pertaining to the GST regime, such as tax rates, modifications to policies, and administrative challenges.<br /><br />The Council is a key player in shaping India's indirect tax system, making sure that it facilitates company and citizen tax relief while also being in line with the country's economic objectives. The information on the agenda of Council meeting is not yet in public domain. However, the decisions and recommendations arising from the 53rd GST Council meeting will be closely watched by various stakeholders, including businesses, policymakers, and the general public, as they have the potential to influence taxation, trade, and overall dynamics.<br /><br />Goods and Services Tax was introduced in the country with effect from July 1, 2017, and states were assured compensation for loss of any revenue arising on account of the implementation of GST as per the provisions of the GST (Compensation to States) Act, 2017 for five years. Union Finance Minister Sitharaman chairs pre-budget meeting with finance ministers of states, UTs; GST Council to meet later today

<p><div class="image-container float_right" style="width:400px"><div class="image"></div><p class="source">AP</p></div>Just breaking now: The Finance Minister of <keyword id="6373843" type="COUNTRY" weightage="60" keywordseo="Cyprus">Cyprus</keyword> Michael Sarris has resigned.</p>
<p>This comes in the wake of a very tumultuous bailout for the country, which saw large depositors at two large banks get slammed.</p>
<p>According to Bloomberg, the resignation is the result of an ongoing investigation.</p>
<p>Sarris has not been Finance Minister very long, as the current Cypriot Government has only been in power since early this year.</p>

THE CYPRUS FINANCE MINISTER HAS RESIGNED

<p><strong><span style="line-height: 1.5em;">Via Bloomberg, Reuters is reporting that Sarris says there is no truth to the reports about his resignation.</span></strong></p>
<p><span style="line-height: 1.5em;">Earlier, Bloomberg and Reuters reported that <keyword id="6373843" type="COUNTRY" weightage="60" keywordseo="Cyprus">Cyprus</keyword> finance minister Michael Sarris has resigned, <a href="https://twitter.com/Reuters/status/314040614570303490">citing Market News International</a>.</span></p>
<p>Sky News <a href="https://twitter.com/SkyNewsBreak/status/314042079686836224">cited sources as well</a>, saying this is the case.</p>
<p>Sarris is in Moscow today to meet with Russian officials over the Cyprus bank bailout, so the timing of the reports seem very odd.</p>
<p>CNBC also reported that Cypriot President Nicos Anastasiades won't accept the resignation.</p>

Cypriot Finance Minister Denies Resignation

<p>In an interview on Sunday, French Finance Minister Pierre Moscovici said: "Austerity is over, but we remain serious," <a href="http://uk.mobile.reuters.com/article/businessNews/idUKBRE94405G20130505">according to Reuters</a>.</p>
<p>The "we remain serious" part seems to refer to the country's dedication to hit deficit targets. But those targets have been loosened; Moscovici obviously believes that Europe has reached an end of budget cutting for the sake of budget cutting.</p>
<p>There's been an incredible collapse in the last month of the pro-austerity movement.</p>
<p>The U.K. has been rebuked by IMF officials. Reinhart and Rogoff have imploded publicly. Niall Ferguson stuck his foot in his mouth equating Keynes' economic philosophy with his sexual orientation. Bill Gross has blasted the U.K. The new Italian Prime Minister has said austerity is over.</p>
<p>The whole facade of trying to stimulate the economy (or even reduce debts) by cutting spending is collapsing.</p>

FRENCH FINANCE MINISTER: 'Austerity Is Over'

New Delhi, As all eyes across the country are set to witness the <keyword id="6358021" type="COMPANY" weightage="20" keywordseo="budget">Budget</keyword> 2021 to be presented in Parliament very soon, Finance Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="Nirmala-Sitharaman">Nirmala Sitharaman</keyword> on Monday moved for the House.<br /><br />The Budget comes at a time when India has been battling with the coronavirus or <keyword id="8902449" type="UNKNOWN" weightage="20" keywordseo="covid-19-pandemic">Covid-19 pandemic</keyword> and the <keyword id="34412" type="ORGANIZATION" weightage="20" keywordseo="economy">economy</keyword> is reeling under the aftereffects of the <keyword id="91743" type="PERSON" weightage="20" keywordseo="lockdown">lockdown</keyword>.<br /><br />Sitharaman will present the Budget at 11 a.m. in the Lok Sabha. The Budget is in a series of three-four mini Budgets presented during <keyword id="1799114" type="PERSON" weightage="20" keywordseo="last-year">last year</keyword> considering the pandemic. This would be Sitharaman's third Budget under the National Democratic Alliance (NDA) government led by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>.<br /><br />Breaking the tradition, this year's Budget will be unique as it will be paperless.<br /><br />At the beginning of the joint session of Parliament on Friday, Modi had also said that the Finance Minister had already announced 3-4 mini budgets and that the 2021-22 Budget would be a historic.<br /><br />After an estimated 7.7 per cent contraction in 2020-21, the Economic Survey presented by Sitharaman on Friday has projected that India's real GDP would record a growth of 11 per cent in 2021-22. Finance Minister reaches Parliament to present Budget 2021

<keyword id="161813" type="POSITION" weightage="20" keywordseo="Union-finance-minister">Union Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> will today meet state finance ministers to discuss the next year’s <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union budget</keyword>. Thereafter, the finance minister will commence pre-budget consultations with industrialists, trade unions and other stakeholders.<br />
<br /> Jaitley will meet industry and trade groups on January 6, 2015. The following day, he will hold discussion on the agriculture sector. This would be the first full-fledged budget of the Narendra <keyword id="6360789" type="ORGANIZATION" weightage="20" keywordseo="Modi-Government">Modi government</keyword>. Modi government had assumed power in May this year and Jaitley had presented the budget in July.<br />
<br /> In his meeting state finance ministers, Jaitley is likely to discuss issues pertaining to the proposed Goods and <keyword id="6355686" type="COMPANY" weightage="20" keywordseo="Service-tax">Service Tax</keyword> (<keyword id="6354679" type="ORGANIZATION" weightage="20" keywordseo="GST">GST</keyword>). A broad consensus on the constitutional amendment Bill for the new indirect tax system was recently reached. The government is keen to implement GST in the next financial year in a bid to accelerate economic growth.<br />

Jaitley To Meet State Finance Ministers To Discuss Union Budget

<br /> <keyword id="6355261" type="POSITION" weightage="100" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> has stated that the capital gains tax provisions of the recently-concluded tax pact with Mauritius will be extended only when India renegotiates its tax treaty with Singapore. <br />

However, he didn’t state the time by when this renegotiation would be done, saying that it "is a separate sovereign state, it (Mauritius treaty) does not ipso facto automatically extend. The principles will have to be applied, but applied through a process of renegotiation." <br />
 <br />
Jaitley was speaking at an Indian Women Press Corps event in New Delhi, where he added, "But sooner or later, that process will commence and hopefully conclude." <br />
 <br />
It was on May 10 that the 34-year-old tax treaty with Mauritius was amended. Because of this, India will begin imposing capital gains tax on investments in shares through Mauritius from April 2017. <br />

This has also triggered a similar amendment in India's tax treaty with Singapore. <br />
 <br />
"I am not giving it a timeline, because if you recollect, the renegotiation process of the Mauritius treaty started first in 1996 and it continued till about 2002 and then there was a pause. Singapore was entered into in 2005 and one of the covenants of Singapore was that provisions of what happens in Mauritius treaty would extend to it," Jaitley said. <br />

Singapore tax treaty needs to be amended, says finance minister

FM Nirmala Sitharman chairs pre-Budget meeting with state finance ministers

NEW DELHI: Even before the new <keyword id="6355261" type="POSITION" weightage="40" keywordseo="Finance-minister">finance minister</keyword> gets down to preparing the next budget, he has to grapple with unpaid subsidies of at least Rs 1 lakh crore left behind by the <keyword id="26374" type="ORGANIZATION" weightage="40" keywordseo="UPA-government">UPA government</keyword>.<br />
<br />
While the food subsidy bill accounts for almost half the amount with unpaid subsidies adding up to over Rs 50,000 crore. Then, there are dues of Rs 38,000 crore to fertilizer companies and another Rs 24,000 crore to public sector oil marketing companies, which sold cooking gas and kerosene below the international price.<br />
<br />
There are also additional taxes that the government had mopped up from companies in its bid to meet its ambitious tax targets, and show healthier finances, which now need to be refunded, with interest.<br />
<br />
Tax department officials, however, said that companies were not coaxed into paying higher taxes and refunds were not stopped.<br />
<br /> While economists and corporate chiefs have been critical of the UPA leaving behind a large liability for the new finance minister, <keyword id="43940" type="PERSON" weightage="40" keywordseo="P-Chidambaram">P Chidambaram</keyword> had said that these payments are for the fourth quarter of the 2013-14 financial year, which are to be paid this fiscal.<br />
<br />
Officials dealing with sectors that have been hit as government didn't clear dues are, however, complaining that the held back payments are resulting in the companies having to borrow from banks to meet their cash requirements.<br />
<br /> In fact, they are severely critical of the Manmohan Singh government's subsidy policy, saying that the government burden was transferred to oil and fertilizer companies in addition to the <keyword id="107125" type="COMPANY" weightage="40" keywordseo="Food-Corporation">Food Corporation</keyword> of India, rendering many of them financially unviable.<br />
<br /> In fact, during UPA 1, the <keyword id="47209" type="ORGANIZATION" weightage="40" keywordseo="Finance-Ministry">finance ministry</keyword> had resorted to issuing bonds to oil and fertilizer companies, which were not explicitly shown as subsidies and had faced stiff criticism as the system was not transparent. But thanks to the unexpected 3G bonanza in 2010, <keyword id="6359124" type="PERSON" weightage="40" keywordseo="Pranab-Mukherjee">Pranab Mukherjee</keyword> cleared the dues, although some of the companies had to take a hit.<br />
<br /> Even during UPA-II, transparency was often missing. Under pressure from the rating agencies, the government sought to cut down on spending to show a healthier <keyword id="6365485" type="UNKNOWN" weightage="40" keywordseo="fiscal-deficit">fiscal deficit</keyword>.<br />
<br />
The government has budgeted for fiscal deficit of 4.1 per cent of GDP for 2014-15, compared to 4.6 per cent last year. But if the government had budgeted for the over Rs 1 lakh crore outgo last year, the number would have been vastly different.<br />

As reported by TOI on Friday, several ministries, including finance, fertilizer and petroleum are going to make a fresh pitch for a reduction in subsidies by focusing only on the poor.<br />

<p></p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div><p>Greece's finance minister did&#xa0;<a href="http://uk.businessinsider.com/greece-yanis-varoufakis-finance-minister-cnbc-liability-interview-finger-interview-germany-2015-3">two abysmal interviews over the weekend</a> - and in the second, he was accused by a German TV host of giving Germany the finger during a speech from 2013 (long before he was finance minister).&#xa0;</p><p>There is footage of the incident below, so you might want to avert your eyes if you find that gesture offensive.&#xa0;</p><p>Varoufakis denies the allegation, saying that the footage is doctored.&#xa0;<span>However, in Greece, giving Germany the finger is probably a net positive for the finance minister's personal popularity.</span></p><p>Varoufakis was already in local trouble for posing for a <a href="http://uk.businessinsider.com/varoufakis-paris-match-pr-disaster-2015-3">glamorous photo shoot in Paris Match</a>, which he has now said he regrets. The Narendra Modi-led government is keen to implement GST in the next financial year in a bid to accelerate <keyword id="47276" type="UNKNOWN" weightage="20" keywordseo="Economic-growth">economic growth</keyword>.<br />

As per media reports, the deal is likely to be clinched soon and the government intends to introduce a constitutional amendment bill for this in the ongoing session of Parliament. "Most states are on board. Just a couple have concerns and the minister will address those in meetings over Monday and Tuesday," The Economic Times quoted a senior Finance Ministry official.<br />

"The matter (GST) was discussed elaborately. The discussions are moving in a positive direction," Empowered Committee Chairman Abdul Rahim Rather said. Since crude oil prices have fallen to $60 per barrel, the Finance Ministry can now use the savings to compensate states after GST gets implemented.<br />

According to some estimates, GST is likely to contribute two percentage points to India’s GDP growth. It was originally meant to be implemented on April 1, 2010.<br />
