<ul><li><keyword id="6354427" type="General" weightage="100" keywordseo="apple" source="Orion">Apple</keyword> suppliers have applied for land with the authority, with a proposed investment of ₹2,800 crore.</li><li>YEIDA CEO <keyword id="13375044" type="General" weightage="50" keywordseo="arun-vir" source="Orion">Arun Vir</keyword> Singh told IANS that these companies have already deposited 10 per cent of the proposed allocation for land.</li></ul>With Apple eyeing to ramp up manufacturing in <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> amid Covid-related supply chain issues in China, the <keyword id="80359" type="General" weightage="50" keywordseo="yamuna-expressway-industrial-development-authority" source="Orion">Yamuna Expressway Industrial Development Authority</keyword> (YEIDA) said on Wednesday that some of Apple suppliers have applied for land with the authority, with a proposed investment of Rs 2,800 crore while generating thousands of jobs.<br /><br />YEIDA CEO Arun Vir Singh told IANS that these companies have already deposited 10 per cent of the proposed allocation for land in Sector 29 under the <keyword id="766731" type="General" weightage="50" keywordseo="yamuna-authority" source="Orion">Yamuna Authority</keyword> near the upcoming Jewar airport in Greater Noida.<br /><br />"Seiko Advance Limited, an ink manufacturing company, expressed its desire to make its product on 5 acres of land in Sector 29 of YEIDA," Singh informed.<br /><br />Seiko Advance Limited alone will invest Rs 850 crore and provide employment to thousands of people, he added.<br /><br />Sector 29 is well-developed with several available facilities for companies.<br /><br />The Apple suppliers, along with a known camera parts maker, proposed to set up a unit on about 23 acres of land with a proposed investment of Rs 2,800 crore.<br /><br />Singh told IANS that Apple suppliers proposed the investment at a recently-held meeting in South Korea.<br /><br />Seiko Advance creates ink for devices like the iPhones.<br /><br />Apple CEO Tim Cook had visited the company in 2019, when he had said that the 'Midnight Green' colour dye was "only made by high-quality control and craftsmanship" at its plant.<br /><br />Meanwhile, Apple is fast forwarding its manufacturing plans in India and Vietnam in the wake of unrest in China over zero-Covid policy which has severely disrupted its supply chain, leading to an acute shortage of new iPhone 14 Pro models.<br /><br />The Wall Street Journal had earlier reported that the company is "telling its suppliers to plan more actively for assembling Apple products elsewhere in Asia, particularly in India and Vietnam" in order to "reduce dependence on Taiwanese assemblers led by Foxconn".<br /><br />The China upheaval, which hit its key supplier Foxconn's Zhengzhou factory last month, resulting in violent protests, means "Apple no longer feels comfortable having so much of its business tied up in one place", the report said, citing analysts and people in the Apple supply chain.<br /><br />Apple aims to ship 40-45 per cent of iPhones from India compared to a single-digit percentage currently, according to analyst Ming-chi Kuo.<br /><br />Every fourth iPhone will be made in India by 2025, according to J.P. <ul><li><strong>Companies won’t be allowed e-way bills if they fail to file their GST returns for 6 months.<br /><br /></strong></li><li><strong>The e-way bill is required for businesses transporting goods worth in excess of ₹50,000 across state borders.<br /><br /></strong></li><li><strong>The move is aimed at plugging a shortfall in GST receipts.<br /></strong></li></ul>The Indian government is planning to prohibit companies from generating e-way bills for the transport of goods in the event that they fail to file their GST returns for six months in succession, or two consecutive filing cycles, officials told the news agency, Press Trust of India (PTI).<br /><br />The e-way bill, or electronic way bill, came into force in April 2018. It is required for businesses that are transporting goods between states with a value in excess of ₹50,000. The e-way bill system will also be implemented into the National Highway Authority’s <a href="https://economictimes.indiatimes.com/news/economy/policy/e-way-bill-to-be-integrated-with-nhais-fastag-to-track-gst-evasion-from-april/articleshow/67541384.cms">Fast Tag </a>programme, an electronic toll system, in order to prevent trucks from making multiple trips on the same bill. <br /><br />The Goods and Services Tax authorities are currently in the process of developing the IT infrastructure to enable the revocation of e-way bill privileges. A formal notification is reportedly expected soon. <br /><br />The move is aimed at preventing businesses from evading taxes. Since the GST was implemented in April 2017, there have reportedly been over 3,600 instances of tax evasion and a violation of compliance norms. <br /><br />The policy will likely help plug the leakages as the government tries to bridge a shortfall in GST receipts. At ₹968 billion, the monthly average collections between April and December 2018 have consistently come in below the government’s target of <a href="https://www.thehindu.com/opinion/editorial/gst-shortfall/article25892792.ece">₹1.06 trillion</a> owing to both evasion and reductions in tax rates on various products. <br /><br />A similar attempt to penalise alleged tax evaders by the then government in Madhya Pradesh (MP), led by the Bharatiya Janata Party (BJP), led to severe unrest from the state’s business community.<br /><br />A lobby representing nearly a million truck operators, the All India Motor Transport Congress, called for a <a href="https://www.financialexpress.com/economy/whopping-rs-1-3-crore-fine-for-e-way-bill-error-triggers-transport-strike-just-a-day-before-gst-council-meet/1249415/">nationwide strike</a> in July 2018 against the MP government’s hefty penalty of ₹1.35 lakh crores ($19.2 billion) for lapses in e-way bills. <br /><br />Less than six months later, the incumbent state government under Shivraj Singh Chauhan lost the elections to rival Indian National Congress (INC). <br /><br />The Narendra Modi government may want to avoid the risk of losing further ground among its core voter base, the trading community, in an election year. Therefore, there is a chance that the policy to penalise non-compliance with e-way bills may be enforced after general elections. <br /><br />The issue with e-way bill is at times more than an intent to evade taxes. “Currently, in many companies, there is a confusion as to whether these compliances should be undertaken by the supply chain team or the finance/ tax teams and in the process, chances of error is high. Given these developments, treating the e-way bills as merely a ‘procedural’ requirement would be fraught with risk,” Pratik Jain, Indirect Tax Partner at PwC, told the Financial Express in July 2018.<br /><br />The government is trying to<a href="https://www.businessinsider.in/author_articles_all.cms?query=%22Dilsher%20Dhillon%22&amp;author=Dilsher%20Dhillon"> secure the votes of small business owners</a> with rate cuts and less stringent filing norms. It will <a href="http://v">trim the road-distance</a> to Mumbai to 12 hours, which currently takes 24-48 hours.<br /><br />The six-lane road stretching over 59 kms has been planned to diverge into four sections including the first patch of 7.3 km from DND flyway over river Yamuna.<br /><br />The expressway is expected to bring a huge relief to commuters from residents of National Capital Region. The project will have 13 flyovers, two rail-bridges and nearly 10 minor bridges. Delhi-Mumbai expressway: The proposed project may be a threat to tiger species in India

Relocating the equivalent of <a href="http://www.worldometers.info/world-population/philippines-population/">the entire population of the Philippines</a> (population: 102 million), within five years - that's a completely different undertaking.</p><p>By 2020, China hopes to move 100 million people from the country's farming regions into cities. By 2026, it hopes to move 250 million.</p><p>The plan was first unveiled in March of last year as the<a href="http://news.xinhuanet.com/english/china/2014-03/16/c_133190495.htm">"National New-type Urbanization Plan (2014-2020)."</a>At 30 chapters long, the plan is a staggeringly complex vision involving the mass uprooting of Chinese citizens and the destruction, and reconstruction, of homes, office buildings, and infrastructure. It imagines a China that can compete with the world leaders, both financially and ecologically.</p><p>So why now? Because China is tired of exporting and investing. It wants to bring the world's economy to its doorstep.</p><p><span><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span><a href="http://worldcongress2015.iclei.org/wp-content/uploads/2015/04/SP1_02_Patrick_Ho_Seoul_20150402.pdf">China Energy Fund Committee</a></span></p><p class="caption">China has both economic and sustainability goals.</p></div><p></p></div></div>"Domestic demand is the fundamental impetus for China's development," the plan says, "and the greatest potential for expanding domestic demand lies in urbanization."</span></p><p><span>In the US, roughly 80% of people live in cities. In China, fewer than 60% percent do. By moving farmers from the rural regions into urban environments, the country hopes to become a visible powerhouse in the global economy.</span></p><p><span>The 2020 plan calls for major extensions to railways and expressways so that all cities with more than 200,000 people are connected. High-speed rail will join cities with at least 500,000 people. These goals ultimately seek to maximize how many people are registered as urban residents - 54% live there full-time, but only 36% are documented, <a href="http://www.nytimes.com/2014/03/18/world/asia/china-releases-plan-to-integrate-farmers-in-cities.html?_r=0">the New York Times reported</a>. </span></p><p><span>On paper, that equates to a difference between a life of remote self-sustenance and access to subsidized health care and education for children.</span></p><p><span>Whether China is accomplishing that goal is up for discussion.</span></p><p>Since 100 hundred million people need a place to go, the country's plan has been to merge major cities with large suburbs to create so-called megacities. Formally, megacities have populations greater than 10 million. Several are already underway, including China's <a href="http://www.businessinsider.com/chinese-mega-city-has-more-people-than-canada-argentina-or-australia-2015-7">Pearl River Delta</a> to the south and <a href="http://www.businessinsider.com/china-megacity-in-beijing-will-be-larger-than-japan-2015-7">Jing-Jin-Ji</a>, which surrounds Beijing, to the north.</p><p>Here is Beijing's urban growth between 1978 and 2010. Many Western countries took centuries to build up the necessary infrastructure to support populations of 100-million-plus, and some are still in the process. In its rush to build, however, the Chinese government has hit some logistical walls.</p><p><span style="line-height: 1.5em;">In only a year since the plan's unveiling, many bridges and highways are <a href="http://www.worldbank.org/content/dam/Worldbank/Publications/Urban%20Development/EAP_Urban_Expansion_full_report_web.pdf">already lagging behind</a> their scheduled completion. High costs of living keep people confined to the outskirts, as public transportation remains their only means of access to working in the city. </span></p><p><span style="line-height: 1.5em;">Some residents in older urban areas even get caught in the crossfire. In preparation for the 2010 Asian Games, the city ordered the widespread bulldozing of houses to make room for new developments. "All my life I've worked with my hands in the fields; do I have the educational level to keep up with the city people?"</p><p>In shifting the country's mission, the Chinese government effectively told its citizens that their current way of life was outmoded. As streetwear becomes a larger presence in the mainstream, it is important to remember the communities that gave us this style — and the struggles they continue to face just for wearing it.</p><h2>Hip-hop meets fashion</h2><p>Fashion has always been an integral part of hip-hop since the musical genre was first born <a href="https://www.insider.com/hip-hop-50th-anniversary-history-black-latino-music-protest-2023-2">50 years ago on August 11, 1973</a>. As the musical genre was still in its early days, its stars had not reached the heights of wealth or popularity many enjoy today.</p><p>Hip-hop first came up in the South Bronx in the 1970s; at the time, the neighborhood was still reeling from the <a href="https://bcc-cuny.digication.com/mott_haven/1960s" target="_blank" rel="noopener">impact</a> of the Cross-Bronx Expressway, which displaced thousands of residents and decreased property values, further impoverishing the community.</p><div type="image" title="Dapper Dan attends NYFW: The Shows 2023 at Spring Studios on February 14, 2023 in New York City." height="1766" width="2355" msid="102620991" hostid="261" sizebytes="166134"></div><p>In the 1970s and '80s, hip-hop culture in New York City spawned its own form of fashion that spoke to the lifestyle of its musicians, but also borrowed from luxury houses. Monogrammed prints took from the aesthetic of brands like Gucci and Louis Vuitton and placed them on relaxed-wear, like bucket hats, hoodies, and acrylic nails. Doing so challenged standards of respectability politics, which assumed that "respectable" and luxury clothing did not include streetwear staples, which were inextricably linked to Black culture.</p><div type="image" title="21 Savage attends the 2019 Met Gala Celebrating Camp: Notes on Fashion" height="4520" width="3012" msid="102620993" hostid="261" sizebytes="1062016"></div><p><a href="https://academic.oup.com/jcmc/article/23/3/163/4962541" target="_blank" rel="noopener">Respectability politics</a> were once upheld by Black elites as a tactic to counteract the "negative" stereotypes placed upon the Black community by acting and dressing like conservative white Americans. Streetwear, on the other hand, embraced those stereotypes.</p><p>The creators and popularizers of this new breed of fashion mostly hailed from <a href="https://www.nytimes.com/2023/02/09/style/hip-hop-style-history-fashion-institute-technology.html" target="_blank" rel="noopener">1980s Brooklyn and Harlem</a>, including designers like Daniel Day, best known as Dapper Dan. Day has dressed clients like Jay-Z, Salt-N-Pepa, and LL Cool J, had a line with <a href="https://www.thecut.com/2018/07/i-have-usd28k-worth-of-guccis-new-collaboration-in-my-cart.html" target="_blank" rel="noopener">Gucci</a>, and is widely considered the <a href="https://therake.com/stories/icons/dapper-dan-harlems-hip-hop-tailor/" target="_blank" rel="noopener">godfather of luxury streetwear</a>.</p><p>When he first got his start, Day noticed that most traditional luxury brands chose not to respond to the emerging culture of hip-hop. He sought to fill that void.</p><p>"For me, fashion came by way of being poor, not having clothes, and clothes being such a huge status symbol," Day told Insider. "Clothes were the physical thing that could immediately transform you."</p><p>Day grew up in Harlem in, as he describes it, "a roach- and rat-infested building." Fashion became a way for him to change his story and his status.</p><p>"Being poor and growing up having holes in my shoes and raggedy clothes, whenever I was able to get something that made me suitable, that I could fit in — it transformed me," he said. "That was my first gravitational force that pulled me to fashion — the transformative factor that it allowed you to have."</p><p>Day became famous for screen-printing the monograms of luxury brands, like Fendi and MCM, onto his bomber jackets and tracksuits. At the time, he was treated like a pariah for using fake logos on flashy clothing. Today, he's recognized as a trailblazer, and his <a href="https://cfda.com/news/the-impact-of-dapper-dan" target="_blank" rel="noopener">influence</a> can be seen across the industry.</p><h2><strong>Streetwear goes mainstream </strong></h2><p>In the 1990s, streetwear saw a big shift from something worn exclusively in Black and brown neighborhoods to a "trendy" look adopted by mainstream celebrities.</p><p>The phenomenon sparked arguments about cultural appropriation, which Day defines as someone borrowing, stealing, or taking something from another culture without giving that culture credit for its influence. And while Day certainly agrees that it's an issue in the fashion industry, he believes there is a way to counteract the problem, so long as brands are willing to work with the original creators.</p><p>"If companies are willing to work with you, that will allow you a platform to involve you in what that appropriation is. That can open doors and create possibilities to show who is actually the creator," he said.</p><p>But that's rarely the case. </p><p>Take Marc Jacobs' <a href="https://www.vogue.com/fashion-shows/spring-2017-ready-to-wear/marc-jacobs/slideshow/collection#1" target="_blank" rel="noopener">Spring/Summer 2017 NYFW show</a>, which featured predominantly white models flaunting faux locs, a style in which hair is twisted, coiled, or palm-rolled into rope-like strands. When asked about his inspiration for the hairstyle, Jacobs <a href="https://www.thecut.com/2016/01/lana-wachowski-marc-jacobs-ads.html" target="_blank" rel="noopener">credited</a> white director Lana Wachowski's <a href="https://www.dailymail.co.uk/tvshowbiz/article-4139048/Lana-Wachowski-rocks-pink-purple-hair-Peace-Bal.html" target="_blank" rel="noopener">pink locs</a>. Jacobs' hairstylist, Guido Palau, <a href="http://nymag.com/thecut/2016/09/marc-jacobs-spring-2017-models-wore-etsy-dreadlocks.html" target="_blank" rel="noopener">cited</a> 1980s rave culture, Boy George, and Harajuku as his main cultural influences.</p><div type="image" title="Details from the Marc Jacobs show on September 15, 2016 in New York City." height="1500" width="2000" msid="102620994" hostid="261" sizebytes="380870"></div><p>While locs date back centuries — from ancient Egypt and the Incan civilization in Peru to being written about in Vedic scriptures in South Asia — in the past 50 years, the hairstyle has become synonymous with Black culture. But when Jacobs spoke of his show's hairstyling, there was no mention of <a href="https://jamaicans.com/dreadlocks/" target="_blank" rel="noopener">the Rastafarian movement</a>, native to Jamaica<a href="https://www.esquire.com/uk/style/grooming/a34465402/history-of-dreadlocks/" target="_blank" rel="noopener"></a>.</p><div type="image" title="Bob Marley" height="4995" width="3600" msid="102620995" hostid="261" sizebytes="848448"></div><p>While Jacobs, a white American born and raised on New York City's Upper West Side, might have truthfully been influenced by the grunge and street style aesthetic of the 1980s and '90s, omitting Black culture entirely from his use of locs is a form of "<a href="https://www.jstor.org/stable/10.14321/qed.4.3.0067" target="_blank" rel="noopener">racial plagiarism</a>," to use the terminology of American cultural theorist Minh-Ha T. Pham. </p><p>Pham argues Marc Jacobs' locs do "nothing to increase the acceptance or reduce the surveillance of Black women and men." Rather, by removing Black culture from the conversation, locs become a non-Black style and, when placed in association with expensive, luxury clothes, they are exalted and framed as something desirable.</p><div type="image" title="Beau McCall Black Lives Matter Triple T-shirt, 2021" height="4191" width="5588" msid="102620997" hostid="261" sizebytes="1289786"></div><h2>Appropriation vs. appreciation</h2><p>Black fashion, hairstyles, and culture continue to be appropriated under the guise of "appreciation." But there's a fine line. </p><p>"Appreciation should give credit to the source of the inspiration," Elizabeth Way, an associate curator at the Fashion Institute of Technology, told Insider. "Showing understanding and intellectual curiosity and a sensitivity to the culture really defines appreciation, and a lack of that can really result in appropriation."</p><p>Recently, Way helped launch the <a href="https://www.fitnyc.edu/museum/exhibitions/hip-hop-style.php" target="_blank" rel="noopener">Fresh, Fly and Fabulous: Fifty Years of Hip-Hop Style</a> exhibit at the Museum at FIT, a showcase of hip-hop's 50-year contribution to the fashion world.</p><p>"Hip-hop and Black American culture was a huge influence in moving our whole culture to more of a streetwear aesthetic," Way said. "But because these are styles that were born out of existing items of clothing, it's really the styling that has the cultural resonance."</p><p>As Way explained, everyone wears jeans, T-shirts, and sneakers, but Black Americans changed their presentation and their cultural context.</p><div type="image" title="Moschino earrings, 2018. The Museum at FIT, gift of Veronica Webb" height="3103" width="4138" msid="102620999" hostid="261" sizebytes="184440"></div><p>"The fact that these styles were vilified by mainstream society — whether it was oversized jeans, hoop earrings, or over-the-top nail art, things that were considered déclassé and outside of the norms of mainstream taste — Black and brown people were discriminated against for their style, until we started to see mainstream celebrities, influencers, taking on these styles and rebranding them," she said.</p><p>Today, streetwear has become revered. New sneaker releases have led to mobs and <a href="https://www.sneakerfreaker.com/features/5-of-the-wildest-sneaker-riots-ever" target="_blank" rel="noopener">riots</a>. Virgil Abloh, the late creator of the beloved streetwear brand Off-White, became one of the most sought-after designers of the decade and was given the reins to luxury powerhouse <a href="https://www.nytimes.com/2018/03/26/business/louis-vuitton-virgil-abloh.html" target="_blank" rel="noopener">Louis Vuitton</a> in 2018. A 2019 <a href="https://www.strategyand.pwc.com/de/en/industries/consumer-markets/streetwear/streetwear-the-new-exclusivity.pdf" target="_blank" rel="noopener">report</a> by PwC and Hypebeast estimated that streetwear had taken over 10% of the global apparel market.</p><p>Yet, as streetwear continues to grow in prominence within the mainstream, many within Black and brown communities are still being targeted for wearing the same styles they originated.</p><p>In 2019, Anthony Childs was fatally struck by three bullets while being pursued by a police officer trying to <a href="https://www.usatoday.com/story/news/2019/05/22/questions-remain-officer-involved-shooting-law-maker-takes-action/3771315002/" target="_blank" rel="noopener">stop him</a> for violating Shreveport, Louisiana's "saggy pant ordinance." Two years later, in 2021, luxury brand Balenciaga started <a href="https://www.usatoday.com/story/life/fashion/2021/09/13/balenciaga-racist-sweatpants-cultural-appropriation-accusations/8320213002/" target="_blank" rel="noopener">selling</a> $1,190 sagging sweatpants.</p><div type="image" title="Virgil Abloh wears a black hoodie sweater during Paris Fashion Week" height="3256" width="2171" msid="102621000" hostid="261" sizebytes="382100"></div><p>Over a decade since Trayvon Martin was killed by a neighborhood-watch captain who identified Martin as looking suspicious and wearing a "dark hoodie," the hoodie has continued to be <a href="https://www.theguardian.com/fashion/2021/feb/27/trayvon-martin-hoodies-black-young-people" target="_blank" rel="noopener">politicized</a> and racialized, while luxury brands like Louis Vuitton and Prada still <a href="https://themostexpensive.org/most-expensive-hoodies/" target="_blank" rel="noopener">charge thousands</a> of dollars for their versions of the garment.</p><p>Black women have also been <a href="https://www.npr.org/templates/story/story.php?storyId=10057104" target="_blank" rel="noopener">hypersexualized</a> and branded as "ghetto" and "ratchet" for the same looks white <a href="https://blavity.com/jack-harlow-faces-backlash-for-wearing-a-bonnet" target="_blank" rel="noopener">celebrities</a> are celebrated for <a href="https://www.refinery29.com/en-gb/tiktok-brownie-glazed-lips-appropriation" target="_blank" rel="noopener">wearing</a>.</p><p>"The issue of appropriation is not just being discriminated against for the way you dress, but oftentimes that led to very real violence, very real consequences in people's lives in terms of employment, and other ways they were perceived," Way said.</p><p>"So when you take those styles that were really important to communicating individuality and communicating community within Black and brown neighborhoods, you all of a sudden rebrand them and make them positive for a mainstream audience, that's a real problem."</p><p>Streetwear is constantly evolving and growing bigger by the day. As long as the fashion industry recognizes the style's influences, gives back to the communities slighted by appropriation, and centers Black voices, streetwear has the potential to make the fashion industry more vibrant and more inclusive.</p>

<ul class="summary-list"><li>Kathryn Garcia is one of the leading candidates in the Democratic primary for NYC mayor.</li><li>She was the city's sanitation commissioner from 2014 to 2020.</li><li>Her standing in the polls has risen following a New York Times Editorial Board endorsement.</li></ul><p>In the shadow of the <a href="https://www.businessinsider.com/tour-of-luxury-american-copper-buildings-2016-4">American Copper Building and its "dancing" towers</a> on a sweltering afternoon in late May, <a href="https://www.businessinsider.com/nyc-mayoral-candidates-democrat-primary-date-ranked-choice-voting-2021-5">Democratic New York City mayoral candidate Kathryn Garcia</a> stood on a cramped Second Avenue sidewalk to talk about homelessness and affordable housing.</p><p>Young professionals of Manhattan's Murray Hill neighborhood hurried by without paying much attention, and a visibly exhausted nurse wondered aloud who this person was and why they were blocking the sidewalk.</p><p>"Running for mayor?" another scrub-clad pedestrian replied, not entirely certain of the identity of the former sanitation commissioner and <a href="https://www.nytimes.com/2021/05/10/opinion/kathryn-garcia-nyt-endorsement-nyc-mayor.html">winner of The New York Times Editorial Board's endorsement</a>.</p><p>Other than campaign staff and a handful of reporters, no one seemed to be paying attention.</p><p>Even though Garcia has been touted by opponents for her managerial experience and impressive resume in city government - with <a href="https://www.ny1.com/nyc/all-boroughs/politics/2021/05/01/nyc-elections-2021-whos-running-andrew-yang-kathryn-garcia-deputy-mayor-talk">Andrew Yang going so far as to say he'd appoint her as his deputy mayor</a> - she has only recently begun to surge in the limited public polling available ahead of the June 22 Democratic primary.</p><p>The <a href="http://maristpoll.marist.edu/wp-content/uploads/2021/06/20210612_WNBC_Telemundo-47_POLITICO_Marist-Poll_NYC-NOS-and-Tables_RCV_20210611256-3.pdf">latest poll from Marist College had her in second place</a> with 17% of the vote, seven points behind Brooklyn Borough President Eric Adams. Marist had previously sat out the primary, along with the other top three pollsters in New York, Siena College and Quinnipiac University, which all cited concerns around simulating ranked choice voting.</p><p>Her "<a href="https://www.amny.com/news/garcia-housing-heals-homeless-end-plan/">housing first, not shelter first</a>" pitch promises to create 10,000 units of supportive housing, which she argues will have a much better effect on reducing homelessness than relying heavily on shelters where people fear for their safety.</p><p>Garcia also has a $3 billion guaranteed jobs program for all New Yorkers between the ages of 16 and 24, part of an effort to address <keyword id="1463848" type="PERSON" weightage="60" keywordseo="violent-crime">violent crime</keyword> and help rejuvenate the city's economy.</p><p>Rarely have rival campaigns attempted to challenge her on policy details, though Yang and Adams have begun <a href="https://www.politico.com/news/2021/06/02/kathryn-garcia-new-york-mayoral-race-491611">evoking images of trash bags crowding city streets</a> in an attempt to ding her tenure running the Department of Sanitation under outgoing Mayor Bill de Blasio.</p><p>Garcia caught up with Insider on Sunday afternoon for a phone interview to make the case for why she's the competent manager the Big Apple needs right now, and why voters should rank her above Adams and Yang in the city's <a href="https://www.businessinsider.com/new-york-just-embraced-a-revolutionary-ranked-choice-voting-system-2019-11">debut of ranked choice voting</a>.</p><div type="image" title="New York City mayoral candidate Kathryn Garcia speaks to reporters." height="1249" width="2500" msid="83525664" hostid="261"></div><p><em>This interview has been lightly edited for length and clarity. </em></p><p><strong>Just to start out, I was wondering if you've had any thoughts on campaigning versus governing, and whether you've picked up any skills on the campaign trail that you wouldn't have otherwise.</strong></p><p>Well, the first thing I have to say is I love campaigning in-person and not on Zoom [laughs]. Campaigning on Zoom was not fun. Yeah, in many ways there are a lot of similarities. Some of the work that I did while I was in government was how do you advocate for programs, and how do you pitch them, which similar to campaigning. You have a story to tell, there's a message you need, you want people to be involved, and that feels very similar. </p><p>One that I haven't quite mastered is that I talk to voters for far too long [laughs]. My staff is like, you have to stop asking all of these questions about what's happening in their lives, what they're facing. So that, I'm still working on. Kind of like a reporter. Reporters want to talk to people.</p><p><strong>There's a lot of confusion about the role the state plays in running the MTA [Metropolitan Transit Authority] and <a href="https://www.marketplace.org/2019/04/11/subways-us-expensive-cost-comparison/">why it's so much more expensive to build train lines than it is in most other big cities around the world</a>. What's your understanding of how feasible subway fixes would be under your administration, and how much easier would it be if there were a different governor than <a href="https://www.businessinsider.com/andrew-cuomo-scandals-summary-sexual-harassment-nursing-homes-impeachment-resignation-2021-3">Andrew Cuomo</a>? </strong></p><p>First and foremost, New Yorkers don't care. They just want to get to work on time. You know, as the mayor and when I'm there, I will do this: You have to figure out how to work with the governor, as well as with our state elected officials and the board of the MTA to get the Fast Forward program done, which is, in essence, the signals, the things that allow the trains to move more efficiently.</p><p><strong>And they're all very old and analog now, right? </strong></p><p>Old and analog. It's why you get stuck in tunnels, it's why we can't run as many trains in rush hour - because they don't have a modern signal. And it has got to be fixed, because that's how we get people back on the subway, by being the fastest, and having it be reliable is the most important thing for New Yorkers. </p><p>I'm going to work with the governor to make sure that happens for them, and he can take as much credit as he likes. All I want to do is deliver for New York City residents.</p><p><strong>Would part of that involve letting the trains move at a higher velocity? They've been slowed down ever since those crashes in the 1990s, so if Fast Foward were implemented, would that allow the MTA to raise the speeds? </strong></p><p>All of that is made possible by having the guts of the system be modern. </p><p><strong>You've emphasized completing things like the <a href="https://www.businessinsider.com/gateway-project-tunnel-red-tape-2016-5">Gateway tunnel project</a>, the 2nd Avenue subway line extension, the <a href="https://www.6sqft.com/new-proposal-turns-the-bqes-triple-cantilever-into-a-three-level-linear-park/">triple cantilever pedestrian park over the BQE</a> [Brooklyn-Queens Expressway] - do you think there'll be any bandwidth left for new game-changing projects? What kind of money do you think you'll be working with between leftover stimulus funds and fixed costs like the city's <a href="https://cbcny.org/research/nyc-debt-outstanding">debt payments</a></strong><strong>? </strong></p><p>Well, there's some things that also are partnerships with the state. Like even the BQE is a partnership with the state, but we've gotta actually fix it. Because not fixing it means it could fall down, and having the fed also help us with <keyword id="17408" type="PERSON" weightage="60" keywordseo="infrastructure">infrastructure</keyword> money - I think there still is a high likelihood that something passes at the federal level - we've gotta be ready with our projects. But there are some things we can't afford not to do, and [the BQE] is one of those projects we can't afford not to do.</p><p>There are several projects across the boroughs that are real game-changers, particularly on transportation. For example, light rail on Staten Island, as well as in Queens, doing somewhat like what was done on the West Side with the High Line to try and get the <a href="https://www.thequeensway.org/">QueensWay</a>, or decking some of the Cross Bronx [Expressway] so that you could create a connection between neighborhoods but also opportunities for green space that will change how livable a neighborhood is.</p><p><strong>What are your biggest worries about Eric Adams and Andrew Yang? </strong></p><p>For both of my competitors, it's just the lack of broad management experience. The borough president manages 100 people. I managed 10,000, usually - or more depending on how many jobs I had [in <a href="https://www1.nyc.gov/office-of-the-mayor/news/081-19/mayor-de-blasio-names-kathryn-garcia-interim-chair-nycha">interim roles running departments under de Blasio</a>] - with unions, with city dollars, with all of the challenges that come along with all of that. Similarly, Andrew Yang has run a business, but not a large one, and not been responsible for leading a force that has to deliver every day, and deliver a lot of different things, whether or not that's safety or cleanliness.</p><p>And to be quite honest with you, some of Eric's proposals on policing are really just throwbacks. They're not new and creative. Like how are we really driving the data? Where are our newest tactics? How are we really gonna integrate that with some of the longer term solutions where you're making investment years ahead on education, or violence interrupters? And a real ability to understand how police work and how unions work, and how you can actually create culture change.</p><p><strong>Since public safety and violent crime have become such a central issue in the race, when you were in the de Blasio administration, relations between the mayor and the police started to get a bit ugly. Is there anything you would have done differently? And what do you think is the best case to be made for people who no longer trust the police, and haven't for a long time? </strong></p><p>Having a real vision for where you want to go before you're in a crisis, creating the connections to your police force, you know, I did that very effectively with sanitation workers. You've gotta actually lead from the front, and you've gotta follow the data and make sure that we're using tactics that are effective at stopping and preventing crime. Kettling doesn't work, and there was a moment last summer where it was almost like he didn't want his eyes to show him what was happening. </p><p>It is driven very much by a lack of trust between police communities. We've got to rebuild police and community relations. </p><p><em>(Garcia makes an aside about someone putting out their trash where they're not supposed to as she passes by in a campaign car.) </em></p><p>I'm sorry, I got distracted. </p><p>We also need to make it so that we have a gun suppression unit who does the real investigative work to be digging into what is triggering a lot of these shootings and really digging into the intelligence of it. We also have to stop the flow of guns. The iron pipeline is a significant problem, and doing gun buybacks, they have the possibility of getting a gun off the street and saving a life.</p><p>You've gotta walk the walk, it's not just talk the talk. [People who've lost trust in the police] have gotta see it, they've gotta be talking to police officers, rebuilding that relationship. It takes a long time to build trust and a very short time to break it. An argument is not going to convince them, it's going to be seeing people who are police officers being respectful to their community - in both the large and small ways - that day today, they're treated with respect and professionalism.</p>

Q&A: Kathryn Garcia says her NYC mayoral rivals Andrew Yang and Eric Adams lack the "broad management experience" for the job

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Tesla</span></p><p class="caption">The Tesla Model S, ready for summer.</p></div><p></p></div></div>Last year, Tesla took aim at one of its key markets: the affluent Hamptons, a strip of town stretched out across the coast of Long Island's South Fork, long a vacation destination for New York City's moneyed elites.</p><p>The 2015 edition was a "pop-up" store. Adorned with Tesla branding and built from shipping containers, it welcomed potential customers in Southampton for five weeks.</p><p>The concept was so successful that Tesla is opening a fully blown store in 2016, located in East Hampton (Tesla is also opening a vacationer-oriented store in Massachusetts' Cape Cod).</p><p>But opening in this location comes with inherent risk because many people leave after Labor Day. </p><p><a href="http://www.autonews.com/article/20160523/OEM05/160529970/tesla-eyeing-summer-vacationers-to-open-hamptons-cape-cod-stores">Automotive New reported</a> that the new store would experience a major slackening off in business during the non-summer months, but that Tesla assumes interest from Memorial Day to Labor Day will be strong enough to make the effort pay off.</p><p><span>Last year, Tesla offered test drives in the Model S sedan, but wasn't able to sell anyone a car. In New York, Tesla can sell cars to consumers on only a limited basis, using its direct-sales model. Interested buyers can go online after sampling a vehicle and arrange to buy, taking delivery at a later date.</span></p><p>The electric-car maker now has an additional vehicle to sell. Last fall, after the Hamptons pop-up location closed, Tesla launched its Model X SUV.</p><p>SUVs are extremely popular in the Hamptons, where wealthy families journey from New York City to their summer homes. A trip on the Long Island Expressway or around 120 miles one-way would consumer about half the Model S or Model X's battery range. </p><p>There are currently no Supercharger locations in the Hamptons, so a complete Tesla store will be a welcome addition to owners who don't have access to fast charging. (The Supercharger network is Tesla own system of fast-charging station, where a vehicle can be fully rejuiced in about an hour, rather than overnight as is the case with slower systems.)</p><p>Tesla is under pressure to deliver substantially more cars in 2016 than 2015, when moved just over 50,000 vehicles. <ul><li><strong>Virgin <keyword id="6396317" type="PERSON" weightage="20" keywordseo="Hyperloop">Hyperloop</keyword> signs an intent agreement with the Government of Maharashtra.<br /></strong></li><li><strong>The route shall extend from the <keyword id="2094" type="COMPANY" weightage="20" keywordseo="Pune">Pune</keyword> to <keyword id="6358070" type="COMPANY" weightage="20" keywordseo="Mumbai">Mumbai</keyword>, as well as Navi Mumbai International Airport.<br /></strong></li><li><strong>Since the airport gates will be more accessible, the loop aims to ferry 150 million passengers every year.</strong></li></ul><br />It’s wonderful to live in an age where sci-fi concepts can be turned into real-life projects. Cutting down 3 hours of travel time to just 25 minutes is something that you imagine only an aircraft can do. The Hyperloop project makes it possible on-ground. <br /><br />Not only is this surreal, but <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword> could potentially be the first country to boast of a Hyperloop system in the entire world. Elon Musk’s brainchild, the futuristic transport system could be a reality in the next five to seven years. <br /><br />The <keyword id="182673" type="COMPANY" weightage="20" keywordseo="Virgin-Group">Virgin Group</keyword> just signed an ‘intent agreement’ with the Maharashtra Government to connect Pune to Mumbai using the Hyperloop transportation system. Currently, the trip takes three hours if you take the expressway, but with the Hyperloop in place, it won’t be more than 25 minutes. <br /><br />But what is Hyperloop and how can it claim to achieve such a feat?<br /><br /><strong>The wonder that is Hyperloop<br /></strong><br />Hyperloop is basically an innovative transport system that uses magnetic levitation (maglev) to transport a pod on the surface through a sealed tube. It’s conceptualised that these pods should be able to reach speeds up to 1000km/hr. <br /><br />Originally designed by SpaceX and Tesla, the project was then made open-source so that anyone could build on it and utilise the <keyword id="6355118" type="ENTERTAINMENT" weightage="20" keywordseo="technology">technology</keyword>.<br /><br />The reason these pods will able to travel so fast is due to the application of the vactrain concept. These capsules will be shooting with a vacuum tube (airless) allowing for speeds that could theoretically go up to 1200km/hr. <br /><br />So far the main obstacle in building these routes has been the high cost of maglev and the difficulty of maintaining a steady vacuum over long distances. <br /><br />The <a href="https://www.digit.in/general/meet-hyperloop-india-the-team-building-a-hyperloop-pod-right-here-in-india-33957.html" data-type="tilCustomLink">Hyperloop India</a> team, when participating in the Hyperloop One Global Challenge said that it would be better to use aluminium rather than fibre to build the pods because it would be more scalable that way. <br /><br />The route will be fully electric but the project will only take off after a six-month in-depth feasibility study has been conducted. This is essential in order to define the route alignment, environmental impact, economic and commercial viability in line with the cost and funding models that will be applied.<br /><br />The <a href="https://www.businessinsider.in/Transport-Blogger-Ridicules-The-Hyperloop-Says-It-Will-Cost-A-Fortune-And-Be-A-Terrifying-Barf-Ride/articleshow/21939118.cms" data-type="tilCustomLink">critique</a> of Hyperloop is that the possibility of an unpleasant and frightening experience happening in a narrow, sealed and windowless capsule is high. Being subject to significant acceleration and high noise levels as the capsule reaches near sonic speeds leaves a lot of people apprehensive about its usability. <br /><br /><a href="https://www.theverge.com/2013/8/16/4626506/speed-bumps-and-vomit-are-the-hyperloops-biggest-challenges" data-type="tilCustomLink">Critics</a> even state that despite the tube intently to run as smoothly as possible, all it will take a slight shift in the ground due to seismic activity, and the minor deviation could result in considerable buffeting.<br /><br />Despite this, the Hyperloop India team claims that it shouldn’t be that different from riding in an aircraft. They maintain that there’s a difference between velocity and acceleration. Acceleration is what you feel as the plane takes off, but once you’re in the air, you hardly notice that you’re moving. Riding in a vacuum tube should be akin to that. <br /><br /><strong>Virgin Hyperloop and the Government of Maharashtra<br /></strong><br />"We have signed an agreement with Maharashtra to build a Virgin Hyperloop between Mumbai and Pune, beginning with an operational demonstration track in the region," stated <keyword id="58954" type="PERSON" weightage="20" keywordseo="Richard-Branson">Richard Branson</keyword>, the Virgin Group chairman at the first day of the Magnetic Maharashtra investor summit in Mumbai.<br /><br />He added that "The proposed Hyperloop transportation system will transform the transportation system and make Maharashtra a global pioneer in the space. The socioeconomic benefits of the project is $55 billion (Rs. 3,54,750 crore),” claiming that the venture would create thousands of jobs. <br /><br />Details such as the project cost and a timeline are yet to be announced. <br /><br />Considering that the Hyperloop hasn’t yet become commercially operational anywhere in the world, India is competing against Dubai for the first spot. <p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>Considered one of the greatest artists of all time, Orson Welles is best known for his legendary work as an actor and director on Broadway - scaring the country with his fake "<a href="http://en.wikipedia.org/wiki/The_War_of_the_Worlds_%28radio_drama%29">The War of the Worlds</a>" radio broadcast and then going to Hollywood and creating masterpieces like "<a href="http://www.imdb.com/title/tt0033467/?ref_=ttawd_awd_tt">Citizen Kane,</a>" for which he won the Oscar for Best Original Screenplay in 1942.</p><p>But his later years brought financial turmoil and were marked by a stubborn obsession with having creative freedom on anything he touched. He ended up living in exile in Europe for more than a decade.</p><p>Then in the summer of 1970, Welles returned to Hollywood with dreams of a comeback - but on his own terms.</p><p>He prepared to self-finance and direct a film he "wrote" (it's still uncertain if there ever was a complete script) titled "The Other Side of the Wind."</p><p>The story would take place during a single day in the life of a legendary, self-destructive filmmaker named Jake Hannaford (played by John Huston) who returns to Hollywood after years of a self-imposed exile. Despite the obvious similarity to his own life, Welles always insisted that the film was not autobiographical.</p><p>Like all things in Welles' life, the proposed eight-week shoot on a micro-budget did not go as planned. The film would consume the maverick's life until his death in 1985. And to this day, the unfinished film has been tied up in legal and financial battles that you'd think would only have been possible in a sensational story penned by Welles.</p><p>In the new book, "<a href="http://www.amazon.com/Orson-Welless-Last-Movie-Making/dp/1250007089">Orson Welles's Last Movie: The Making of 'The Other Side of the Wind</a>,'" author Josh Karp looks back on the turbulent making of the film, to help pay for which Welles took on commercial work, and the bizarre happenings related to the film following his death.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></p><p><span style="line-height: 1.5em;">In a related note, just this week (which happens to fall on Welles' 100th birthday) it was announced that a crowdfunding campaign on </span><a href="https://www.indiegogo.com/projects/other-side-of-the-wind-orson-welles-last-film">Indiegogo</a><span style="line-height: 1.5em;"> had begun to raise the finishing funds needed to get the film closer to being released to audiences (Welles completed shooting, but never finished editing).</span></p><p>Here are excerpts from the book, which is currently on sale.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></p><p><em style="line-height: 1.5em;">Orson Welles always loved telling a good story. It didn't matter if it was for the screen or at a dinner party. As Karp writes below, one of those stories, about Welles' fistfight with Ernest Hemingway, led to the inspiration for "The Other Side of the Wind":</em></p><p><em>In the early years of shooting "The Other Side of the Wind" (1970), Welles was able to rent time on the MGM studio backlot at a cheap rate because he had his crew pretend they were UCLA film students. On the dilapidated sets of old Westerns shot there, Welles and his team filmed scenes that didn't involve Hannaford (Welles hadn't cast Huston yet; when they needed a shot of Hannaford's back or a line said off-camera, Welles would play him). Though the crew quickly learned that Welles' methods were unorthodox and volatile.</em></p><p><em><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></em><em style="line-height: 1.5em;">Most of the crew were obsessed with pleasing Welles. That was evident by 1974, when the production moved to Carefree, Arizona and Welles was in need of a few props for a scene.</em></p><p><em>The bizarre stories on set only increased when John Huston came on the film.</em></p><p><em><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div></em><em style="line-height: 1.5em;">At the time of Welles' death of a heart attack in the fall of 1985, "The Other Side of the Wind" was still in post production and Welles was in battles with his financiers over its completion. The drama around the film only increased in the following years. But Welles' longtime mistress and star of "Wind," <a href="http://en.wikipedia.org/wiki/Oja_Kodar">Oja Kodar</a>, was determined to hand the film over to another iconic filmmaker for completion. She first tried John Huston in 1986, but petty matters led to that not going forward.
