Srinagar, Jun 18 () National Conference (NC) president and Member of Parliament Farooq Abdullah on Thursday expressed concern over the situation along the Line of Actual Control (LAC) in eastern Ladakh and asked India and China to show restraint and engage in military de-escalation through dialogue. The former Jammu and Kashmir chief minister's remarks come after 20 Indian Army personnel including a colonel were killed in a fierce clash with Chinese troops in the Galwan Valley in eastern Ladakh on Monday night, the biggest military confrontation in over five decades that has significantly escalated the already volatile border standoff in the region. "Sober diplomatic channels should be employed to de-escalate brimming tensions on the LAC. War is no solution. It will only aggravate the predicaments of the people living in South East Asia," Abdullah said in a statement here. The MP from Srinagar said rather than head-locking themselves on the border disagreements, both the countries should engage in a profitable dialogue and congregate their efforts to bring long-lasting peace to the entire region. "I would urge the media to act responsibly and refrain from adding tinder between the two huge and densely inhabited countries of the region. I am convinced that the governments of both countries are aware of the possible repercussions of the fall-out between them," he said. The NC president said the world is confronting the worst-ever challenge in the face of COVID-19 which has exposed many lacunae in public health facilities and "it is time to invest in the future we want for the people of the world and the region". "The pandemic has also brought to light how closely connected the people of the world are, and how susceptible humanity as a whole is to different challenges ranging from diseases to environmental issues. COVID-19 crisis has upturned and continues to shake our lives but it has also revealed that nations are better in response to the challenges and issues confronting humanity when attended to collectively," he said. "I pray for long-lasting peace to the entire region. Later in September, he was placed under detention under the Public Safety Act. “In exercise of powers conferred under Section 19(1) of the Jammu and <keyword id="6354495" type="LOCATION" weightage="20" keywordseo="kashmir">Kashmir</keyword> Public Safety Act (PSA), 1978, the government hereby revokes the detention order bearing No. DMS/PSA/120/2019 issued by District Magistrate, Srinagar,” the order said. Sajjad Hussain. In fact, Ladakh was the only constituency where IND put up a candidate. Jammu and Kashmir has 6 Lok Sabha constituencies in total. Baramulla and Jammu went for polling during the first phase of 2019 Lok Sabha elections on April 11. Srinagar and Udhampur voted during the second phase of elections on April 18. The polling in Ladakh was conducted on May 6. Since it has been declared as a highly sensitive constituency, the single seat of Anantnag went for polling in three phases on April 23, 29 and May 6, which was a record setting news in the history of Indian elections. For three years, the constituency of Anantnag remained vacant. Now the key contesting candidates working out their luck from Anantnag seat are Sofi Youssaf of BJP, Ghulam Ahmed Mir of Congress, Hasnain Masoodi of National Conference and Mehbooba Mufti of PDP. In 2014 general elections, Mehbooba Mufti secured a thumping victory over Mirza Mehboob Beg of the National Conference. Mehbooba Mufti is contesting from Anantnag seat for the third time now. During 2014 Lok Sabha elections, the results favored two parties equally by giving three seats each from the state to BJP and PDP (People’s Democratic Party). From Ladakh seat, BJP’s Thupstan Chhewang won in 2014 elections with a thin margin of just 36 votes.

People's Democratic Party (PDP) president <keyword id="6375812" type="General" weightage="20" keywordseo="mehbooba-mufti" source="Orion">Mehbooba Mufti</keyword> was put under <keyword id="46827" type="General" weightage="20" keywordseo="house-arrest" source="Orion">house arrest</keyword> on Monday ahead of the Supreme Court's verdict on a batch of petitions challenging the abrogation of <keyword id="405091" type="General" weightage="20" keywordseo="article-370" source="Orion">Article 370</keyword> of the Constitution that conferred a special status on <keyword id="17605" type="General" weightage="20" keywordseo="jammu-and-kashmir" source="Orion">Jammu and Kashmir</keyword>, her party claimed. However, Jammu and Kashmir Lieutenant Governor Manoj Sinha said the news of house arrest or arrest of anyone ahead of the Supreme Court verdict on Article 370 is "totally baseless". "Even before Supreme Court judgement is pronounced, <keyword id="11098" type="General" weightage="20" keywordseo="police" source="Orion">police</keyword> has sealed the doors of the residence of PDP president @MehboobaMufti and put her under illegal house arrest," the party said in a post on X. Meanwhile, police did not allow journalists to gather near National Conference (NC) president Farooq Abdullah and vice-president Omar Abdullah's residence at Gupkar here, officials said. A posse of police personnel was deployed at the entry point of Gupkar Road and journalists were not allowed anywhere near the residence of the NC leaders. An NC leader said the main gate of the residence was locked by the police in the morning. "Mr @OmarAbdullah has been locked up in his house. Democracy?" NC's additional state spokesperson Sara Hayat Shah said in a post on X. She also posted pictures of the locked gate of the Abdullah residence on the microblogging platform. Omar Abdullah lives with his father after he vacated his official residence in October 2020. While Farooq Abdullah, who is the Member of Parliament from Srinagar, is in Delhi for the ongoing Parliament session, his son is in the valley.

While the first day of the meeting saw informal discussions followed by a dinner meeting, Tuesday will see formal deliberations. All political parties were asked at the dinner meeting on Monday night to suggest names for the alliance and the same would be discussed and consensus would be arrived at during the deliberations. Sources said the parties are also likely to issue a joint declaration and finalise a committee for the functioning of the grouping. </td></tr></tbody></table> Data from Election Commission Jammu and Kashmir has been sliced down the middle with the Bharatiya Janata Party (BJP) claiming seats in Jammu and Ladakh, while the valley has chosen Farooq Abdullah's Jammu and Kashmir National Conference (JKNC) to represent them. In fact, this is Abdullah's fourth win in Srinagar in his 42-year political career. The state has a reputation for low voter participation. Since 1998, Jammu and Kashmir has registered to lowest voter turnout of all the Indian states in every election. This year, the voter turnout dipped even further. In Anantnag, one of Jammu and Kashmir’s constituencies, the voter turnout was a mere 8.76% — the worst the constituency has seen in two decades. The share of people that did vote chose JKNC's Hasnian Masoodi. In fact, a lot of constituencies that are considered to be PDP’s strongholds recorded low polling numbers as separatists and militant groups reportedly called for a boycott of the Lok Sabha Election. Jammu and Kashmir has 6 Lok Sabha constituencies in total. Baramulla and Jammu went for polling during the first phase of 2019 Lok Sabha elections on April 11. Srinagar and Udhampur voted during the second phase of elections on April 18. The polling in Ladakh was conducted on May 6. Since it has been declared as a highly sensitive constituency, the single seat of Anantnag went for polling in three phases on April 23, 29 and May 6, which was a record setting news in the history of Indian elections. For three years, the constituency of Anantnag remained vacant. Now the key contesting candidates working out their luck from Anantnag seat are Sofi Youssaf of BJP, Ghulam Ahmed Mir of Congress, Hasnain Masoodi of National Conference and Mehbooba Mufti of PDP. In 2014 general elections, Mehbooba Mufti secured a thumping victory over Mirza Mehboob Beg of the National Conference. Mehbooba Mufti is contesting from Anantnag seat for the third time now. During 2014 Lok Sabha elections, the results favored two parties equally by giving three seats each from the state to BJP and PDP (People’s Democratic Party). From Ladakh seat, BJP’s Thupstan Chhewang won in 2014 elections with a thin margin of just 36 votes.

Jammu, Jul 9 () A Youth National Conference leader died Thursday night due to COVID-19 at the Government Medical College (GMC) hospital here, officials said. However, other details about Rohit Kirni, the Jammu district Youth NC president, like his exact age and medical history were not immediately know. With his death, a total of six people died due to COVID-19 in the Union Territory on Thursday "Sadly we lost Rohit a few minutes ago. He had been put on a ventilator but the medical teams, in spite of their best efforts, couldn't stabilise him. He leaves behind a wife &amp; two young kids. May his soul rest in peace. #Covid_19 kills. Taking it lightly is suicidal," former chief minister and NC leader Omar Abdullah wrote on his twitter handle at 7.42 pm. Before that, around 5.20 pm, Abdullah had tweeted, "My young colleague Rohit Kirni has been found #Covid_19 positive &amp; is in a serious condition in hospital in Jammu. The entire @JKNC family joins me in praying for his speedy &amp; complete recovery. Rohit's condition drives home the point that youth is no safeguard against COVID." National Conference President Farooq Abdullah also expressed deep grief over the passing away of Kerni, describing his death as a great loss to the party. Provincial President Devender Singh Rana, Provincial Youth National Conference President Ajaz Jan and senior leaders also expressed grief and shock over the demise of Kerni. The government, meanwhile, said that 240 new positive cases of novel coronavirus were reported Thursday -- 55 from Jammu division and 185 from Kashmir division -- taking the total number of positive cases in Jammu and Kashmir to 9,501, officials said. Five COVID-19 deaths were reported from Kashmir division, they added. Moreover, 128 more COVID-19 patients have recovered and discharged from various hospitals -- 54 from Jammu Division and 74 from Kashmir Division. According to the daily Media Bulletin on novel coronavirus, out of 9,501 positive cases, 3,652 are active cases, 5,695 have recovered; and 154 have died --14 in Jammu division and 140 in Kashmir division. Youth NC leader dies due to COVID-19

Delimitation stands for the defining of the boundaries of assembly or parliamentary constituencies in a country or province governed by a legislative set up. The process of delimitation actually redraws the size and scope of the constituencies and also decides the number of seats that have to be reserved for the Scheduled castes. Delimitation process is repeated in regular intervals to ensure that the different constituencies have a similar number of votes. The process of delimitation is entrusted to a commission specially set up for this purpose. The orders of the delimitation commission cannot be questioned by the state legislative assembly, parliament or any court of law. Delimitation in the past Usually delimitation commissions are set up after every census following the enactment of delimitation Act by the parliament under the Article 82 of the constitution. So far, 4 delimitation acts were passed in 1952, 1962, 1972, and 2002. The existing delimitation of constituencies are the result of the delimitation act, 2002 accomplished in the same year based on the data obtained from the 2001 census. Delimitation Act 2002 In the delimitation Act 2002, a special amendment was made to freeze the delimitation of states in the country till the census after 2026. This will mean that the status of the present constituencies will have to be maintained till the first census after 2026. This amendment was made on the following grounds. When delimitation was done according to the population, the states which achieved in population control found their number of seats reduce while the states reporting higher populations were benefited by more constituencies. Therefore only after 2026, changing the number of seats in the parliament can be considered. Delimitation in <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> Following the accession of Kashmir into India, Sheikh Abdulla’s government allotted 30 seats for the Jammu region, 43 seats for the Kashmir region and two seats for the Ladakh region. After this move, the regional disparity continued to exist with Jammu having 37 seats, Kashmir having 46 seats and Ladakh having 4 seats. Between 2005 and 2008, the Gulam Nabi Azad’s government recommended a 25% increase in the number of seats in all the three geographies. Though this process would have increased an additional of 22 constituencies in the assembly, the PDP – Congress alliance could not achieve this since it lacked majority in the assembly. Demands for Delimitation in J&amp;K In 2002, the Farooq Abdullah government amended the constitution of Jammu and Kashmir leading to the freezing of delimitation till 2026. This will mean that the status quo of the constituencies in Jammu and Kashmir will remain the same till 2026 on par with the other states of India. While the need for delimitation is felt increasingly in the region now more than ever in the past, the present moves by the BJP government seeks to fulfill the long-standing demands of the people of Jammu and Kashmir so that they will get an equal representation in the parliament. Legal experts say that the Delimitation Act of 2002 can be struck down by the Governor and the decision will have to get the concurrence of the parliament within a period of six months after passing the ordinance.

Understanding Delimitation in the context of Jammu and Kashmir

With the news of demise of J&amp;K Chief Minister Mufti Muhammad Sayeed goes a dignified man from this world who lived the life of a true Indian Muslim to say the least. Born to a humble family in south Kashmir’s Bijbehara area of Anantnag district on January 12, 1936, he looked at the conflicted region of Kashmir through the prism of Indian ethos. 
 
Several times, he lifted the tricolor in the Valley knowing that it was life-threatening from him to do so. In a political career spanning nearly six decades, the veteran politician who entered the political field in the 1950s emerged as a rival power centre to the mighty Abdullahs, making friends with parties following conflicting ideologies to suit his political agenda.

Childhood: Born in Baba Mohalla of Bijbehara, Sayeed had his early education at a local school and graduated from SP College, Srinagar. He went on to obtain a law degree and Master's degree in Arab History from Aligarh Muslim University. 
 
Late 1950s: He cut his political teeth early, having joined the Democratic National Conference of GM Sadiq in the late 1950s. Recognising the potential of the young lawyer, Sadiq appointed him as the District Convenor of the party. 
 
1962: Sayeed was elected to the state assembly from Bijbehara, the seat which he retained five years later. He was appointed a Deputy Minister by Sadiq, who by then had become Chief Minister. However, he fell out with the party a few years later and joined the Indian National Congress, a courageous but risky decision at that time given the unstinted support of most Kashmiris to Sheikh Mohammad Abdullah, who was in jail. Considered an astute organiser and administrator, Sayeed ensured that Congress not only got a foothold in the Valley but created pockets of staunch support for the party. 
 
1972: He became a Cabinet Minister and also Congress party's leader in the Legislative Council. He was made the state Congress president a couple of years later. As he rapidly grew in stature, Sayeed saw himself as the next Chief Minister of the state. However, all hopes he might have harboured of occupying the hot seat were dashed when the then Prime Minister <keyword id="6354478" type="PERSON" weightage="20" keywordseo="Indira-Gandhi">Indira Gandhi</keyword> entered into an accord with Abdullah and facilitated his return as chief minister after a hiatus of 11 years, much against the wishes of Congress workers in general and Sayeed in particular. 
 
Not the one to give up easily, Sayeed engineered a coup of sorts ahead of the 1977 elections as Congress withdrew support to Abdullah's government. The aim was to have a Congress Chief Minister - which would have been Sayeed - in place for elections to control the official machinery but Governor LK Jha brought the state under Governor's rule. It was the first time that Jammu and Kashmir was brought under Governor's rule. . 
 
1977: Assembly election results killed Sayeed's dream of becoming the Chief Minister as Abdullah's National Conference came to power with a thumping majority. 
 
1986: As Farooq Abdullah warmed up to <keyword id="12596" type="PERSON" weightage="20" keywordseo="Rajiv-Gandhi">Rajiv Gandhi</keyword> in 1986 to ensure his return as Chief Minister ahead of the 1987 assembly elections, Sayeed was shifted to Delhi and appointed as the Union Minister for Tourism and Civil Aviation. <keyword id="222693" type="COMPANY" weightage="20" keywordseo="The-National">The National</keyword> Conference and Abdullahs have privately held the wily man from south Kashmir responsible for the intra-party rebellion against and subsequent dismissal of Farooq Abdullah by Governor Jagmohan in 1984. The power tussle between Farooq and his brother-in-law GM Shah led to a permanent estrangement and also saw the latter becoming Chief Minister with Congress support. 
Sayeed was a key player when Governor's Rule was imposed for the second time in the state in 1986. Shah's tenure also did not last long as Congress headed by Sayeed withdrew support to his government leading to imposition of Governor's rule for the second time in 1986. 
 
1987: Sayeed meanwhile quit as tourism minister in 1987 and later co-founded Jan Morcha with VP Singh, who had quit Congress over the Bofors scandal. 
 
1989: He won the Lok Sabha election from Muzaffarnagar in Uttar Pradesh as a <keyword id="123462" type="ORGANIZATION" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> candidate and became Union Home Minister in VP Singh's cabinet. The high-points in the political journey of Sayeed, who would have turned 80 on January 12, was his being catapulted to the chair of free India's first Muslim Home Minister at a time when militancy broke out in Kashmir and, years later, becoming the Chief Minister of the restive state for a second time in 2015, heading a coalition with BJP, which had its first brush with power in the only Muslim-majority state. 
 
Sayeed's stint in the Home Ministry, at a time when militancy had begun to rear its ugly head in his home state, would, however, be most remembered for the kidnapping of his third daughter Rubaiya by JKLF. The militants demanded freeing five of their comrades in exchange for Rubaiya's freedom and let her off only after their demand had been met. The kidnapping and subsequent release of the militants, according to Sayeed's rivals, projected India as a "soft state" for the first time. He appointed Jagmohan as Governor despite protests by Farooq Abdullah, who resigned and the state came under Governor's rule again in 1990. 
 
1998: Towards the end of PV Narsimha Rao's tenure as Prime Minister, Sayeed returned to Congress fold with daughter Mehbooba Mufti. Sayeed won the Anantnag Lok Sabha seat in 1998 general elections, while Mehbooba became Congress MLA in 1996. 
While the state was brought under <a href="http://www.businessinsider.in/A-Fractured-Verdict-Paves-Way-For-Governors-Rule/articleshow/45826306.cms">Governor's Rule in 2002 and 2014</a> due to Sayeed taking time to thrash out coalition dispensations with Congress and BJP respectively, it was his manoeuvrings that saw a democratically elected government give way to administration by the Raj Bhawan in 2008. 
 
1999: With his dream of becoming Chief Minister of the state still unfulfilled, Sayeed parted ways with Congress and floated a regional outfit - Peoples Democratic Party (PDP) - in 1999. Some of the things associated with the PDP are considered exemplary of Sayeed's political genius. 
The green flag and pen-inkpot election symbol of the PDP were lifted straight from the Muslim United Front (MUF) - the Jamaat-e-Islami-led conglomerate of anti-National Conference, anti-Congress parties in 1987 assembly elections. 
 
2002: Though MUF received wide public support in the Valley, it had only four seats to show. Its symbols found ready acceptance in the Valley as PDP made significant gains and won 16 seats in the 2002 assembly elections. Although way short of majority in the 87-member house, Sayeed managed to bargain with Congress and secure a three-year stint as the Chief Minister on rotational basis. Sayeed was sworn in as the ninth chief minister of state on November 2, 2002 - fulfilling a long-standing dream. 
 
2008: The wily politician, who enjoyed good relations across the political spectrum at national level, saw his PDP grow to 21 seats in 2008 Assembly elections but surprisingly decided to sit in the opposition. He withdrew support to coalition government headed by Congress' Ghulam Nabi Azad in July 2008 following widespread protests over the Amarnath land allotment row that pitted the people of Hindu-dominated Jammu region against the Muslim-majority Kashmir Valley. 
 
2014: The youngest party in the state continued to gain in strength as it not only won all the three Lok Sabha seats in the Valley in 2014 general elections but also emerged as the single largest party in the state elections later in the year. Sayeed became the unanimous choice for Chief Minister when PDP and BJP reached an agreement to form a coalition government and took oath on March 1, 2015.

As the news of the demise of <a href="http://www.businessinsider.in/searchresult.cms?query=mufti+mohammad+sayeed">Mufti Mohammad Sayeed</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=jammu+and+kashmir">Jammu and Kashmir’s</a> Chief Minister began taking momentum, people all over the country reacted with shock and sadness, at the loss of such a dignified man and an even efficient politician. 
 
However, the question on everyone’s mind seemed to overlap. Who would be the successor to the 79-year-old and take the responsibility of a state marred in controversy? 
 
The answer to that question seems to be in Mufti’s blood. 
 His daughter <keyword id="6375812" type="PERSON" weightage="80" keywordseo="Mehbooba-Mufti">Mehbooba Mufti</keyword> is all set to take oath as the Chief Minister of <keyword id="17605" type="UNKNOWN" weightage="80" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> on Sunday, January 10. 
 
Mehbooba is being backed by the <a href="http://www.businessinsider.in/searchresult.cms?query=PDP">PDP</a>, which has been forced into unchartered terrain for the second time in over a year due to Mufti’s death. 
 
It goes without saying that Mehbooba, who joined politics ‘accidentally’ has huge shoes to fill, but the president of the People’s Democratic Party is also known to be a firebrand and come Sunday, she’ll end up being the first woman Chief minister of J&amp;K. 
 
And, thus we at Business Insider take you through the life and times of Mehbooba Mufti. 
 Mehbooba was born on May 22, 1959 in Akhran Nowpora, Anantnag District in India and is the eldest daughter of the late Mufti Mohammad Sayeed. She is also the President of <keyword id="42369" type="ORGANIZATION" weightage="80" keywordseo="PDP">PDP</keyword>, a party that her father found in 1999. 
 
Her accident stint in politics however started in 1996 when her father, who was at the time spearheading the Congress electoral battle in Kashmir was at a loss of candidates to field. He then got his two brothers-in-law, wife and daughter to contest the state assembly elections. 
Mehbooba, who was then a law graduate was fielded from the family home turf of Bijbehara and ended up being one of the two Congress candidates to win from Kashmir. 
 
Mehbooba quickly made a mark as the leader of the opposition in the assembly, taking on the government of then chief minister Farooq Abdullah with severity. 
 
Then in 1999, when Mufti split from the Indian National Congress to form the Jammu and Kashmir People’s Democratic Party, she took on the charge of being vice-president. 
 
Resigning from her assembly seat, she went on to contest the parliamentary elections in 1999 from Srinagar where she lost to the sitting member<a href="http://www.businessinsider.in/15-Most-Popular-Tweets-From-Politicians-This-GeneralElection/articleshow/33731547.cms"> Omar Abdullah</a> but won the Pahalgam seat in the state assembly from south Kashmir when assembly elections were held again in 2002. 
 
And, when in 2002, Mufti became the CM of a PDP-Congress coalition in 2002, it immediately became clear that Mehbooba was the main architect of fulfilling her father’s dream. 
 
What will work in her favour is the fact that Mehbooba is able to relate to common people, particularly women, far more easily than her father. Establishing the party with hard work in the villages of south Kashmir since the late 1990’s, she’s made it a point to extensively visit common people who had suffered in the course of militancy and counter-insurgency operations. 
 
She has also been elected to the Lok Sabha from Anantnag seat in 2004 and 2014. 
 
But thoughtout it all, she remained dedicated to her father, even till his last breath. Over the past week, she has been tending him day and night in the hospital, even telling the chief minister’s staff to leave the work to her, as it was her job- not theirs.
