Extremely severe cyclone storm cyclone ‘Fani’ hit <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword> earlier in the morning and is now moving northwards. The cyclone had moved close to north coastal Andhra before it made landfall in neighbouring Odisha. 12.30pm West Bengal Chief Minister Mamata Banerjee on Friday said the state was prepared to combat the extremely severe cyclonic storm Fani that is likely to affect six southern districts, while urging people to stay alert and not to panic. The cyclone made landfall on neighbouring Odisha's eastern coast on Friday morning. Despite extensive damage caused by near 200 kmph winds and heavy to very heavy rainfall, no loss of life has been reported so far. It is now located 418 km southwest of Kolkata and 364 Km, southwest of the East Midnapore district sea resort Digha. Six districts in Gangetic West Bengal likely to be affected are East and West Midnapore, North and South 24 Parganas, Howrah and Kolkata. 12.15pm As a precaution against cyclone 'Fani', the Indian Railway has cancelled 223 trains in the Bhadrak-Vizianagaram section, along the coastal lines of Odisha on the Kolkata-Chennai route till May 4, officials said. A senior Railway Ministry official told IANS: "140 Mail and Express trains and 83 passenger trains have been cancelled till May 4 afternoon on the Bhadrak-Vizianagaram section (along Odisha coastline) of Kolkata-Chennai route." He said that nine trains have been diverted and four trains have been short terminated. 12.00pm As per PIB, Cyclonic Storm 'Fani' lay centered at 10.30 Hours IST today. Puri reported maximum sustained wind speed of 142 Kmph gusting to 174 kmph as of 07.30 IST today. It is very likely to move north-north eastwards and weaken into a very severe cyclonic storm during next 3 hours. 11:46 a.m. West Bengal chief Minister Mamata Banerjee has reportedly cancelled all her political rallies. "We are monitoring the situation 24x7 and doing all it takes. I appeal to all people to cooperate. Cyclone Fani updates: Relief operations underway, 4,000 storm shelters set up in Odisha

A cyclonic storm formed over the Bay of Bengal is likely to intensify into a severe cyclonic storm over the next 24 hours and set to move towards <keyword id="6357783" type="LOCATION" weightage="20" keywordseo="West-bengal">West Bengal</keyword> and Bangladesh coasts, skirting Odisha, a senior IMD official said. Cyclone '<keyword id="15276" type="PERSON" weightage="20" keywordseo="bulbul">Bulbul</keyword>', moving at a speed of 7 kmph, was currently centred over east-central Bay of Bengal, about 730 km south-southeast of Paradip in Odisha and 830 km south- southeast of Sagar Islands in West Bengal, according to the director of Bhubaneswar Meteorological Centre, HR Biswas. As a precautionary measure, the Odisha government has asked all district administrations to closely watch the development of the cyclonic system, as it may trigger heavy rainfall in several areas. Around 15 of the state's 30 districts had been asked to remain prepared to deal with any possible waterlogging and flood-like situation, a state government official explained. IMD Director General Mrutyunjay Mohapatra said the cyclonic system was being monitored to ascertain the exact direction the storm and the possible location of its landfall. "The cyclone is likely to intensify into a severe cyclonic storm. It is very likely to move north-northwestwards towards West Bengal and Bangladesh coasts," he said, adding that Odisha might be spared of its rage. The prediction has come as a major relief to the people of the state, who are struggling to return to normalcy post Cyclone Fani in May. According to official reports, more than 64 people lost lives in Cyclone 'Fani' and over five lakh houses were destroyed under its impact. A fortnight ago, six people were killed in Odisha in rain-related incidents. Special Relief Commissioner (SRC) P K Jena said a total of 15 districts, including Ganjam, Gajapati, Nayagarh, Puri, Khurda, Jagatsinghpur, Cuttack and Kendrapara, had been asked to keep their administrative machineries "fully prepared" to tackle any contingency. Officials have been told to ensure that no fisherman ventured into the sea from November 8 till further notice. Farmers have also been advised to take steps to protect crops and harvested paddy. Biswas said light to moderate rainfall was likely to lash several places in the north coastal districts of Odisha from November 9 to 11. Sea condition would be very rough in east-central Bay of Bengal till Thursday evening, and might become "phenomenal" thereafter in the adjoining northwest area, he added.

The southern coasts of Odisha experience cyclonic storms more frequently since Phailin cyclone of 2013.”

 The Eastern Naval Command (ENC) is on high alert to render necessary humanitarian assistance, a Navy spokesperson said on Tuesday. Indian Naval ships at Visakhapatnam and Chennai are on stand-by to proceed to the most affected areas to undertake Humanitarian Aid Distress Relief (HADR), evacuation, logistic support including providing medical aid. These ships are embarked with additional divers, doctors, inflatable rubber boats and relief material that include food, tents, clothes, medicines and blankets. Naval aircraft are also on stand-by at the Naval Air Stations INS Rajali at Arakkonam, Tamil Nadu and INS Dega at Visakhapatnam, Andhra Pradesh, to undertake reconnaissance, rescue, casualty evacuation and air drop of relief material to the stranded if required, the spokesperson added. The ENC is closely monitoring the developments in the Bay of Bengal and Flag Officer Tamil Nadu and Puducherry Naval Area (FOTNA) and Naval Officers-in-Charge (Andhra Pradesh) and (Odisha) are in constant communication with respective state administrations. Cyclone Fani, a 'very severe' natural disaster is set to hit India's eastern coast

Depression over Bay of Bengal may intensify into cylonic storm: MeT <keyword id="50863" type="LOCATION" weightage="20" keywordseo="Bhubaneswar">Bhubaneswar</keyword>, Nov 5 () A fresh low pressure area formed over the Bay of Bengal intensified into a depression on Tuesday, the Meteorological Centre here said. It is likely to further intensify into a cyclonic storm on Wednesday, the MeT Centre said. "The depression lay centred over east-central and adjoining south-eastern Bay of Bengal and north <keyword id="134931" type="LOCATION" weightage="20" keywordseo="andaman-sea">Andaman Sea</keyword>, about 950 km south-southeast of Paradip in <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword>," Director of Bhubaneswar MeT Centre, H R Biswas said. It is likely to intensify into a deep depression shortly and then into a cyclonic storm on Wednesday, Biswas said. "The cyclonic storm may move west-northwestwards initially and then north-northwestwards, towards Odisha-West Bengal coasts," he said. The likelihood of a cyclonic storm over Odisha comes barely six months after the <keyword id="6386783" type="UNKNOWN" weightage="20" keywordseo="CYCLONE">cyclone</keyword> Fani devastated coastal areas of the state on May 3, claiming around 64 lives and leaving many without a shelter. The warning comes a fortnight after six people were killed in rain that battered the state under the impact of a low pressure area. Under the impact of the fresh depression, several parts of coastal Odisha are expected to receive rain from November 8 which is likely to intensify, the MeT Centre said. "We are constantly monitoring the movement and direction of the depression. At present, a clear picture about its possible impact is yet to emerge," a MeT official said. At 5.30pm on Thursday ‘Fani’ was located at a distance of 320 km South from Puri. It hit Odisha coast between Gopalpur and Chandbali around Puri. The cyclone is expected to move towards West Bengal with a speed of 115 Kmph. Moreover, the cyclone is expected to move towards north-east region and emerge into Bangladesh on Saturday Evening, said IMD. Storm surge of about 1.5 metres height above astronomical tide is very likely to inundate low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha at the time of landfall.

Fishermen have been advised not to venture into deep sea areas. It warned that the cyclone is likely to cause damages to all types of houses, communication and power poles, road and rail infrastructure. The Odisha government said that around 900 cyclone shelters have been made ready to house the evacuees. "It is estimated that a total of 1150,000 people will have to be moved to safer areas, of which about 330,000 people have already been evacuated," a statement said.

 Teams of National Disaster Response Force (NDRF) and Odisha Disaster Rapid Action Force (ODRAF) have been put in place. Sinha directed establishment of a central toll free helpline for the general public and asked the Central ministries to set up control rooms to coordinate rescue and relief operations. The Civil Aviation Ministry informed that flight operations from Bhubaneswar were suspended from midnight of Thursday, while operations from Kolkata airport also will remain suspended from Friday morning until conditions improve. The railways have already suspended operations of trains in Odisha and all trains in Bhadrak-Vizianagaram section (of the Kolkata-Chennai route) has been cancelled till Saturday. A total of 140 trains including 83 passenger trains have been cancelled so far. The Indian Coast Guard and the Navy have deployed ships and helicopters for relief and rescue operations while the Army and Air Force units in the states have also been put on standby.

Moreover, The East Coast Railway (ECoR) has decided to run a special train from Puri to Shalimar on Thursday for tourists in view of the landfall of cyclonic storm Fani on the Odisha coast. The train is scheduled to leave Puri at 12 noon on Thursday. It will make stoppages at Khurda Road, Bhubaneswar, Cuttack, Jajpur, Keonjhar Road, Bhadrak, Balasore and Kharagpur, said an ECoR official. Odisha was hit for 30 hours by a super cyclone two decades ago that killed 10,000. However, a million people were saved through mass evacuation, said the report. India has a cyclone season that generally starts in April and lasts till December. The season bounds tens of thousands of people to evacuate from their home leaving severe damages to infrastructure. Both India and Bangladesh have witnessed deaths and damages to crop and property.

While the government was able to contain casualties with timely evacuation, they could not protect the city’s power infrastructure from being ravaged by the storm. The cities of Puri, Bhubaneswar, Cuttack and Khurda saw the worst of it. As many as 3.5 million households continue to suffer without electricity, days after the storm came and left. Bhubaneswar, Feb 28 () Immediate revision of coal royalty and a special economic package for speedy development of the region were among the major demands raised at the Eastern Zonal Council (EZC) meeting chaired by Union Home Minister Amit Shah here on Friday. The meeting, attended by Odisha Chief Minister Naveen Patnaik and his West Bengal and Bihar counterparts Mamata Banerjee and Nitish Kumar, respectively, was skipped by Jharkhand chief minister Hemant Soren. Soren, who was unable to attend the meeting, deputed state's Finance Minister Rameshwar Oraon to the meet. Though no reason for Soren's absence at the meeting was cited, it was perhaps because of the commencement of the month-long budget session of the Jharkhand Assembly, sources said. It is not known what Amit Shah said at the meeting, but chief ministers raised issues concerning their states as well as for the region during the meeting. Patnaik, who is the vice-chairman of the council and host, batted for the entire east zone and demanded a special economic package for the region, saying the states lag in many sectors despite being endowed with natural and mineral resources. Patnaik also urged that Odisha be declared a "Special Focus State" in view of frequent natural disasters faced by the state and its vulnerability to natural calamity. All the participant states demanded that coal royalty, which has not been revised since 2012, be hiked forthwith. All the four eastern states - Odisha, West Bengal, Bihar and Jharkhand are coal bearing areas. Lamenting delay in revision in coal royalty, Patnaik said there is an urgent need to revise royalty on coal and also to share proceeds of clean energy cess with the state government. He said the entire eastern region lags in teledensity, railway density and banking density and, therefore, needs to be given a special economic package for speeding up Infrastructural Development of the zone. Emphasising that this zone contributes maximum to the mineral wealth of the country and in turn manufacturing and energy security, he said the fruits of this wealth should boost economic growth of this region and its people. "Our Regions have some of the largest scheduled areas of the country. I reiterate my demand for inclusion of Ho, Bhumij and Mundari languages in the Eighth Schedule of Constitution, the Chief Minister said. He thanked the Union government for supporting the state during cyclone Fani last year. After the meeting, Mamata Banerjee told reporters that she highlighted West Bengal issues at the EZC meet where she expressed concern that her state did not get require assistance during natural calamities like cyclone Fani and Bulbul. She also said Bengal has been neglected in many matters and the state should get its due share in the central pool. "We have not got Rs 50,000 crore from the Centre," the chief minister said. Banerjee said she also raised other issues related to her state like delay in GST compensation payment, lowered share in the devolution and other issues hitting the states interest. Issues relating to development of the states in the region, the need for coal royalty revision, strengthening of infrastructure were also discussed at the EZC meeting, she said. Apart from the security scenario and vexed Left Wing Extremism (LWE) menace, the EZC meeting also discussed heinous crimes and rail link projects, official sources said. Addressing the meet, Bihar CM Nitish Kumar reiterated the demand for grant of special category status to the state. He asserted that despite achieving double digit growth rate in past few years, Bihar is lagging behind on major indices of development like poverty line, per capita income and industrial as well the social and physical infrastructure vis-a-vis the national average while pressing for the special category status demand to the Union Home minister. Kumar also urged West Bengal and Jharkhand, sharing border with Bihar, to initiate strong measures to stop smuggling of liquor in the state, where prohibition is in force since 2016. He also urged the Centre to share the expense in deployments of central security forces for dealing with the naxal problem with the state, which at present is solely bearing the cost. Kumar said curbing naxal menace was joint responsibility of the Centre as well the state while buttressing the demand. Issues such as inter-state water rows, power transmission lines, royalty and operationalization of coal mines, land &amp; forest clearance of rail projects, investigation of heinous offences and cattle smuggling across countrys borders figured during the ECZ meet, sources said.
