According to a <keyword id="21670510" type="General" weightage="20" keywordseo="Worker-Adjustment-and-Retraining-Notification" source="keywords">Worker Adjustment and Retraining Notification</keyword> (WARN) notice filed earlier this week, approximately 1,695 employees will lose their jobs in a phased approach starting this November. The move is reportedly a part of GM's larger strategy to streamline operations and cope with changes in market conditions.<br /><h2>Two phases of layoffs <br /></h2><br />The layoffs will occur in two stages, as per a Reuters report. The first phase, set to begin on November 18, will affect 936 workers. Out of these, 686 full-time employees will be temporarily laid off, and 250 temporary workers will have their contracts terminated. This phase is expected to cause an immediate impact on the plant’s workforce and operations, and the layoffs were confirmed in a company filing submitted to the state of Kansas.<br /><br />The second phase will commence on January 12 next year, with an additional 759 full-time employees facing temporary layoffs. The company has not yet provided any further details regarding the specifics of this round. The layoffs are tied to GM's earlier decision in May to halt production of its Cadillac XT4 model post-January 2025 at the Fairfax plant. <ul class="summary-list"><li>Auto workers at the Detroit 3 carmakers are on strike.</li><li>The work stoppage is costing GM and Ford at least $100 million a week, Goldman Sachs estimates.</li></ul><p>Detroit automakers Ford and General Motors stand to lose $100 to $125 million in revenue per week from the <a target="_blank" href="https://www.businessinsider.com/ford-gm-stellantis-uaw-workers-indefinite-strike-2023-9">United Auto Workers strike</a>, analysts at Goldman Sachs estimate.</p><p>As of Monday, three factories had been strategically targeted by the UAW: part of a Ford plant in Wayne, Michigan; a GM assembly plant in Wentzville, Missouri; and a Stellantis assembly complex in Toledo, Ohio (one at each of the Detroit automakers). The targeted plants account for nearly 13,000 workers and more than 14,000 vehicles in weekly production.</p><p>The bank's calculations are based on revenue estimates for Ford and GM based on weekly production of the affected plants, as well as the specific vehicle models that are manufactured at these plants. Ford's Wayne plant makes the Bronco and Ranger while GM's Wentzville plant makes models like the GMC Canyon and Colorado, according to the bank's September 17 note.</p><p>Though unionized Stellantis workers are also on strike, Goldman Sachs did not estimate the potential impact on the Jeep-maker.</p><p>In response to the targeted strike, the auto companies are already idling operations elsewhere. GM will likely halt production at its <a target="_blank" href="https://www.npr.org/2023/09/18/1200052537/uaw-strike-worker-job-plant-layoffs-day-4-gm-ford#:~:text=Workers%20are%20out%20of%20jobs%20and%20companies%20won't%20pay%20them&amp;text=General%20Motors%20warned%20that%202%2C000,its%20Wentzville%20plant%20in%20Missouri.">Fairfax plant in Kansas City, Kansas, this week, impacting 2,000 workers</a>, while <a target="_blank" href="https://www.clickondetroit.com/news/local/2023/09/15/600-ford-michigan-assembly-plant-workers-temporarily-laid-off-amid-labor-strike/">Ford has temporarily laid off 600 workers due to a pause at its Michigan Assembly Plant body department</a> (workers are unable to continue production given the strike is impacting that plant's assembly and paint areas).</p><p>The UAW, which has nearly 150,000 members, is likely to pause labor at additional factories, depending on <a target="_blank" href="https://www.businessinsider.com/uaw-strike-history-what-happened-during-2019-gm-union-stoppage-2023-9">how negotiations go in the coming days</a>.</p><h2>What's at stake</h2><p>The UAW went on strike on Friday after weeks of negotiating failed to produce an agreement with the Detroit 3.</p><p><a target="_blank" href="https://www.businessinsider.com/uaw-auto-workers-union-negotiations-contract-strike-ford-gm-stellantis-2023-7">Union members are fighting for</a> increased wages, cost-of-living adjustments, the return of pensions, a 32-hour workweek, and more. <ul class="summary-list"><li>Gov.-elect Youngkin tapped ex-EPA chief Wheeler to become <keyword id="11918128" type="UNKNOWN" weightage="60" keywordseo="virginia" source="Orion">Virginia</keyword>'s secretary of natural resources.</li><li>The move was blasted by <keyword id="11896865" type="UNKNOWN" weightage="60" keywordseo="democrats" source="Orion">Democrats</keyword>, who were critical of his rollback of regulations under Trump.</li></ul><p>Virginia Gov.-elect <keyword id="11972415" type="UNKNOWN" weightage="60" keywordseo="glenn-youngkin" source="Orion">Glenn Youngkin</keyword> on Wednesday tapped <keyword id="12916348" type="UNKNOWN" weightage="60" keywordseo="andrew-wheeler" source="Orion">Andrew Wheeler</keyword> — the former <keyword id="12338657" type="UNKNOWN" weightage="60" keywordseo="environmental-protection-agency" source="Orion">Environmental Protection Agency</keyword> administrator who helped rescind Obama-era regulations under then-President <keyword id="11914386" type="UNKNOWN" weightage="60" keywordseo="donald-trump" source="Orion">Donald Trump</keyword> — to become the Commonwealth's secretary of natural resources.</p><p>The nomination immediately drew opposition from state Democrats and environmental groups, according to <a href="https://richmond.com/news/state-and-regional/govt-and-politics/youngkin-names-trumps-epa-chief-to-lead-natural-resources-sparking-outrage-from-dems-environmental-groups/article_7c364fa5-956e-54e9-9502-ac42f8d0de4a.html">The Richmond Times-Dispatch</a>.</p><p>Youngkin — who will succeed term-limited Gov. Ralph Northam on January 15 — also nominated Michael Rolband, the founder of Wetland Studies and Solutions Inc., to lead the Virginia Department of Environmental Quality.</p><p>"Andrew and Michael share my vision in finding new ways to innovate and use our natural resources to provide Virginia with a stable, dependable, and growing power supply that will meet Virginia's power demands without passing the costs on to the consumer," the governor-elect said in a statement.</p><p>The Wheeler nomination could produce an intense confirmation battle just as Youngkin builds the first Republican administration in Virginia since then-Gov. Bob McDonnell held office from 2010 to 2014.</p><p>As a member of the governor's Cabinet, the natural resources secretary must be confirmed by the Virginia General Assembly. While Republicans will control the House of Delegates by a narrow 52-48 margin beginning this month, Democrats maintain a razor-thin 21-19 majority in the state Senate.</p><p>Democratic state Sen. Scott Surovell of Fairfax County blasted Youngkin's selection last week.</p><p>"I know he's new to Virginia government and all but @GlennYoungkin does understand cabinet secretaries require General Assembly approval --- right?" <a href="https://twitter.com/ssurovell/status/1478734326854529024?s=20">he wrote</a> on Twitter. "Some GOP legislators should have problems with this unless they're not interested in re-election?"</p><p>Walton Shepherd, a senior staff attorney with the Natural Resources Defense Council in Virginia, told the Times-Dispatch that the nomination was "over the top."</p><p>"It's an outright oddity to appoint an inside-the-D.C.-Beltway coal lobbyist in a state that produces virtually zero coal," he told the newspaper. "Governor-elect Youngkin could accelerate progress on clean air, clean water, clean energy, but this is a ham-handed appointment that only assures he'll get nothing done."</p><p>Michael Town, the executive director of the Virginia League of Conservation Voters, decried the pick.</p><p>"As head of EPA under former President Trump, Wheeler did nothing more than cater to corporate polluter interests time and time again, putting their welfare ahead of our environment and Americans' health," he said in a statement. "This is hands down the most extreme nomination for an environmental post in Virginia's history and the absolute worst pick that the Governor-elect could make."</p><p>Surovell expressed hope that members of both parties would squelch the Wheeler nomination. </p><p>"I would hope in Virginia there would be bipartisan opposition to choosing him," he told the newspaper.</p><p>Republican state Sen. Richard Stuart of Westmoreland County told the Times-Dispatch that he wasn't too familiar with Wheeler but didn't doubt his qualifications from their work on the governor-elect's natural resources transition committee.</p><p>"He is incredibly competent, smart and very qualified," Stuart told the newspaper. "Now, I've already heard from some of my Democratic colleagues and friends on the other side of the aisle. But it seems to me their objection is he worked for President Trump.</p><p>While nominees can be rejected, it is not a frequent occurrence in the Commonwealth.</p><p>In 2006, Republicans in the House of Delegates <a href="https://www.washingtonpost.com/archive/politics/2006/03/08/gop-delegates-stymie-kaines-cabinet-choice-span-classbankheadgovernor-warns-of-retaliation-for-unprecedented-action-against-ex-labor-chiefspan/11582c17-65bf-4fcd-b2f3-924527be408f/">blocked</a> Democratic Gov. Tim Kaine from appointing the former labor leader Daniel LeBlanc as the secretary of the commonwealth, largely due to the then-nominee's opposition to the state's right-to-work law. That particular law ensures that employees can opt out of paying fees to a union, even if the employees are benefiting from protections.</p><p>In 2014, the GOP-led House of Delegates <a href="https://www.washingtonpost.com/local/virginia-politics/boyd-marcus-appointment-blocked-by-virginia-house/2014/03/07/56e9f4e2-a620-11e3-84d4-e59b1709222c_story.html">rejected</a> then-Democratic Gov. Terry McAuliffe's choice of Boyd Marcus for a slot on the Alcoholic Beverage Control (ABC) Board, despite his approval by the state Senate. Marcus, a well-known Republican strategist in the Commonwealth, worked for McAuliffe's successful 2013 gubernatorial campaign.</p><p>Youngkin last month said that he would use executive action to <a href="https://richmond.com/news/state-and-regional/youngkin-says-he-will-remove-virginia-from-regional-greenhouse-gas-initiative/article_d81d961f-85d9-5fc6-b6be-70d5ca87b1d9.html">remove</a> Virginia from the Regional Greenhouse Gas Initiative — a program devised to lessen emissions from power plants — but it is unclear whether he has the power to make such a decision since the state's participation was approved by the Democratic-controlled legislature in 2020.</p>

" /><p class="source"><span>REUTERS/Rick Wilking</span></p><p class="caption">A $1-billion US investment.</p></div><p></p></div></div>General Motors announced on Tuesday that it will invest $1 billion in its US operations, bringing total investments since the carmaker emerged from bankruptcy in 2009 to $21 billion.</p><p>The investment was expected and planned by GM, but the timing couldn't be better for the company, as Donald Trump prepares to take office as the 45th President on a platform of restoring US manufacturing employment.</p><p><span>"As the US. manufacturing base increases its competitiveness, we are able to further increase our investment, resulting in more jobs for America and better results for our owners," GM CEO Mary Barra said in a statement. </span></p><p><span>"The US is our home market and we are committed to growth that is good for our employees, dealers, and suppliers and supports our continued effort to drive shareholder value."</span></p><p><span>According to GM, 450 jobs will be brought back to the US from Mexico, where axle-production for pickup trucks has been taking place. </span></p><p><span>The carmaker also pointed it that it has returned thousands of what it described as "IT jobs" to the US.</span></p><p><span>It's important to looks closely at GM's announcement in terms of the overall business case it's pursuing with this move.
