New Delhi, <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword> does not 'rush' into any Free Trade Agreement (<keyword id="20000557" type="General" weightage="20" keywordseo="fta" source="keywords">FTA</keyword>) if the pact is not equitable, balanced, and fair for the country, Commerce and Industry Minister <keyword id="19895367" type="General" weightage="20" keywordseo="piyush-goyal" source="keywords">Piyush Goyal</keyword> on Friday said. He said that the ground realities in India have changed now and the offers made by partner countries in these agreements are "not at all" comparable to what India is offering to the world. At present, negotiations for FTAs with the UK, Oman, and the four-nation European Free Trade Association (EFTA) are nearing conclusion. EFTA members are Iceland, Liechtenstein, Norway, and Switzerland. The minister also said that India should never rush for trade negotiations as they are going to impact the country for years and years to come. "We enter into negotiations with our eyes wide open, we do extensive stakeholder negotiations...we do a lot of inter-ministerial consultations. We crystal gaze into the future and see that India offers the best business opportunities. "Sometimes trade negotiations take time because the other sides take time to understand what really is happening in India, how the India story is panning out, how new India is emerging. And some people also live in a colonial mindset of the past, so it takes us some more time to get them to understand that ground realities have changed. What is on the offer on their side is not at all comparable to what we are offering to the world and therefore unless it is a very equitable, balanced, and fair trade agreement, India does not rush into trade agreements anymore," he said. <keyword id="19895372" type="General" weightage="20" keywordseo="goyal" source="keywords">Goyal</keyword> said this at the Raisina Dialogue 2024 here. He was replying to a question about why trade negotiations with the UK and the EU (<keyword id="19895384" type="General" weightage="20" keywordseo="european-union" source="keywords">European Union</keyword>) are proving more complicated. He added that some free trade agreements signed by the previous government have issues as adequate due diligence was not followed. In some cases, a little bit of rush to enter into an FTA was also there earlier, he said. India and the UK launched the talks for an FTA in January 2022 with a view to boost economic ties between the two nations. There are 26 chapters in the agreement, which include goods, services, investments, and intellectual property rights. The bilateral trade between India and the UK increased to USD 20.36 billion in 2022-23 from USD 17.5 billion in 2021-22. The seventh round of India-European Union talks is underway here. In June 2022, India and the EU restarted the negotiations for the long-pending trade and investment agreement after a gap of over eight years.

New Delhi, Feb 25 () India and Australia on Tuesday agreed to consider reviving stalled negotiations on the proposed free trade agreement (FTA), an official statement said. The matter was discussed in a Joint Ministerial Commission meeting between India and Australia, convened on February 24. It was co-chaired by Commerce and Industry Minister Piyush Goyal and his Australian counterpart Simon Birmingham. "They agreed to consider reviving the negotiations on the bilateral Comprehensive Economic Cooperation Agreement (CECA)," Commerce and Industry Ministry said in the statement. They also agreed to take forward the issue of harmonising standards and regulatory barriers for products of interest to both sides, in parallel. Under a FTA, two or more trading partners significantly reduce or eliminate customs duties on maximum number of goods traded between them. They also liberalise norms to increase trade in services and boost investments. FTA between two countries are officially dubbed as CECA. India also raised the issue of taxing of off-shore income of Indian firms through the use of India-Australia Double Tax Avoidance Agreement (DTAA) and sought early resolution of the issue. "Both sides agreed to intensify discussions," it added. On two-way investment, both sides noted the visits by three delegations of Australian superannuation funds over the previous year. "They agreed to continue to work together to foster awareness of the opportunities in India among Australian investors," the statement said. RRRVK

India, Australia agree to consider reviving talks for FTA

New Delhi, Feb 7 () The government on Friday said that currently, India is not negotiating a comprehensive free-trade agreement (FTA) with the US. "No, Sir. Presently, India is not negotiating a comprehensive FTA with the US," Commerce and Industry Minister Piyush Goyal said in a written reply to the Rajya Sabha. Both the countries are negotiating a trade package kind of a thing with a view to resolve trade irritants and push two-way commerce. A US team is likely to visit India to finalise talks on the proposed trade package ahead of the visit of US President Donald Trump. India is demanding exemption from high duties imposed by the US on certain steel and aluminium products, resumption of export benefits to certain domestic products under their Generalized System of Preferences (GSP), greater market access for its products from sectors including agriculture, automobile, automobile components and engineering. On the other hand, the US wants greater market access for its farm and manufacturing products, dairy items and medical devices, and cut on import duties on some ICT products. The US has also raised concerns over high trade deficit with India. In 2018-19, India's exports to the US stood at USD 52.4 billion, while imports were USD 35.5 billion. Trade deficit dipped from USD 21.3 billion in 2017-18 to USD 16.9 billion in 2018-19. India received FDI of USD 3.13 billion from the US in 2018-19, higher than USD 2 billion in 2017-18. Replying to a separate question, Goyal said India has challenged a ruling of the World Trade Organization's (WTO) dispute settlement panel, which held that certain provisions of the domestic export incentive initiatives are inconsistent with global trade norms. However, due to lack of quorum in the Appellate Body of the WTO dispute settlement mechanism, "there is no progress in this case". India remains committed to resolving the crisis in the Appellate Body in close consultation with like-minded WTO members, however, the outcome of "our efforts" to resolve the crisis in the body cannot be anticipated at this stage, he said. We have now seen the ninth round, if I'm not mistaken, which just finished a day or two ago. We are in the process of negotiating the German government is very much behind this," he said "We feel that the FTA is very important for our business; it will be even more so if it is a game changer. So I'm very hopeful that at some stage we come to a conclusion, but don't ask me about the timeline. I think it will take some time," he added. When asked what impact the FTA will have on the Indo-German trade relationship, the envoy said that tariffs and taxes are one of the reasons German companies say might impede investment, and with an FTA, the tariff side will be solved. "For many German companies, an FTA will bring a clear solution and regulation on tariffs and trade and it would be a great gift for their business," he added. The proposed trade deal with the EU is one of the most complex FTAs being negotiated by India. There has been no breakthrough despite several rounds of talks. On June 17, 2022, the European Union relaunched negotiations with India for a Free Trade Agreement, and launched separate negotiations for an Investment Protection Agreement and an Agreement on Geographical Indications (GIs). The mandator also gave details about the possible visit of German chancellor Olaf Scholz, saying the chancellor will travel to Delhi and parts of his cabinet, including the German ministers, will accompany him and sit down with their Indian counterparts to develop coming programmes and projects and the roadmap. "So we expect that to happen in the second half of October sometime. The dates have not been finalised yet. But it is a very, very good moment to sit down, compare notes, and say, Where is this apprenticeship going?" he added. "We will try to develop the future of this partnership during these consultations. Other items on the agenda are certainly business relations and trade relations, but also migration, which is a very interesting issue within and certainly does politics as usual," he said.

German businesses see India as a stable place to invest, says German ambassador Philipp Ackermann

Prime Minister Rishi Sunak has said that the UK government remains committed to working "as quickly as possible" towards a successful conclusion to the ongoing free trade agreement (<keyword id="6381659" type="General" weightage="80" keywordseo="fta" source="Orion">FTA</keyword>) talks with <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword>, as the majority of the substantive negotiation conversations were completed at the end of last month. Sunak was questioned about his other discussions with Modi and whether he raised issues such as India's stance over the Russia-Ukraine conflict and also the UK being an exception within Europe to not be offered the e-visa facility - something he confirmed was discussed and will remain on the government's agenda. On India's "non-aligned" position on the Ukraine conflict, he claimed "enormous comfort" from the fact that the G20 communique "contained strong language of condemnation about Russia's aggression". "Our relationship and partnership with India are much broader than just a trading relationship. I was pleased to discuss increasing our security cooperation with India," said Sunak. "We also announced the mobility scheme to enable young people from India to come here and young Brits to go there, which is a sign of what is possible. Such exchanges are positive both for our countries and for the young people who benefit," he said, with reference to the new UK-India Young Professionals Scheme launched at the summit earlier this week involving 3,000 new reciprocal visa offers annually for under-30s - dubbed as "good for both Indian students and British students who want to go back and forth". Rishi Sunak says UK is committed to working quickly on free trade agreement with India

New Delhi, Nov 28 () Union External Affairs Minister S Jaishankar on Thursday said in the Rajya Sabha that if India's concerns are addressed by the RCEP grouping, the government may take a call on what needs to done, otherwise the present stand will continue.
 The Regional Comprehensive Economic Partnership (RCEP) is a mega free-trade agreement (FTA) which was negotiated by 16 countries, including India and China.
 On November 4 in Bangkok, Prime Minister Narendra Modi took the call for not joining the RCEP agreement as its concerns were not addressed in the pact.
 The external affairs minister said if the country's concerns are not addressed, the current call will continue.
 "On RCEP, what will happen in the future is speculative. It depends on whether our concerns are addressed or not. So, if your concerns are addressed then obviously somebody will take whatever call needs to be taken. If they are not, then obviously the current call will continue," he said in the Rajya Sabha.
 Jaishankar said negotiations for the agreement, which started in Cambodian capital Phnom Penh in 2012, were not initiated by this government.
 "These negotiations have carried out for many years. What happens in a negotiation? You negotiate till a point comes when you have to take the decision. So, when we reached Bangkok, we had issues and concerns..." he said.
 At the Bangkok summit, the country had to assess whether its interests are adequately met in the set of outcomes or not.
 "We came to the conclusion (that) our concerns and the interests were not fully cleared," he said.
 "I believe it is a matter of pride, it is a positive thing that the prime minister actually looked at it and said it is not in the best interest of the nation and not the right time to go ahead with it," he added.
 He said the House should be welcoming to the prime minister who stood for the interest of the country and is willing to take tough decisions and not let pressure of international diplomacy hustle him into taking a decision which is not good for the country.
 "Members should be rest assured that this government and this prime minister will do what is right for the country on trade matters and on all other matters," he added.
 Talking about free-trade agreements of India, he said there is no in-principle opposition to do these pacts.
 He said every agreement must be judged on the basis of what it offers to India and whether India is gaining or not.
 "If India loses, we should not be hustled into it. If india gains, naturally (it is) in our interest to do it," he said.
 He added that in the past, India has signed a lot of FTAs and "today we are studying what has been the impact of these agreements on our economy and its a very mixed pitch. I have urged the partner countries to do review as well".
 The minister added that India is reviewing its agreement with ASEAN and it has also urged Japan to do the same.
 "So if an FTA offers us benefits, we are open minded about it," he said.
 The minister also said that India is open to resume the stalled negotiations for a free trade agreement with European Union.
 "There is a bilateral BTIA (Bilateral Trade and Investment Agreement) with EU. We are open to resume the FTA," he added.
 Further he said that there is a great deal of synchronisation between India's economic, financial and foreign policies.
 "This is a very very cohesive government . All of us work together so there are no mixed messages, discontinuity among us," he said. MSS RR MSS HRS

You can take a degree there (in the UK) and will be eligible for employment in India. However, professional degrees such as medicine, pharmacy, engineering, architecture will not be covered under the pact,” commerce secretary BVR Subrahmanyam said at a media briefing on July 21. Undergraduate and postgraduate degrees will now be recognised in both the countries. This means that an Indian student who has a degree from one of the Indian colleges will now be eligible to pursue higher studies in the UK and vice versa. This also means that Indian degree holders will now be treated on par with UK degree holders and will be eligible for jobs in the UK as well. The UK government has plans to attract more international students to its universities and hence, will be giving an economic boost. “The agreement will make UK universities even more appealing to Indian applicants and is likely to provide an economic boost, as the benefit to the UK of welcoming non-EU students is estimated by industry to be around £109,000 per person,” the UK government said in a statement. The two countries also signed two more agreements – on maritime education and a framework agreement on the healthcare workforce. The latter pact will facilitate the training of healthcare professionals and nurses in India by the UK government, as the country is facing a shortage. The maritime MoU paves the way for the governments to recognise the degrees, training and competency in maritime education in the respective countries. The MoUs are part of the UK-India Enhanced Trade Partnership (ETP), which was agreed upon by Prime Minister <keyword id="6380867" type="General" weightage="50" keywordseo="boris-johnson" source="Orion">Boris Johnson</keyword> and Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> last year. Negotiations for the India-UK free trade agreement (FTA) are ongoing and will be concluded by August 31, said Subrahmanyam. Currently, the fifth round of negotiations for the FTA is underway. “In August, we will be negotiating every day. The hope is to conclude the deal by August 31 and I am confident that we are on track,” Subrahmanyam said. The trade between both the countries is worth $24 billion. “Our investment relationship supports over half a million jobs. Since 2017 the UK Government has secured new access to India’s market, which businesses estimate will unlock approximately £92m of additional UK exports every year in spirits, oats, pork products, and more. Indian textile exports to remain strong amid global shifts; FTA negotiations with EU to offer growth opportunities

Mumbai, Nov 30 () India will not negotiate any free trade agreement (FTA) on the "back foot" and will always ensure protection of interest of people and industry, Commerce and Industry Minister Piyush Goyal said on Saturday.
Prime Minister Narendra Modi is ready to bite the bullet and because of that India decided to walk out from the mega free trade pact Regional Comprehensive Economic Partnership (RCEP) as the concerns of India was not addressed, Goyal said.
"When we do FTAs...the trade deal with the US...we ensure that domestic interest and our industry is a paramount. That is what will define the terms of engagement of India with the rest of the world.
"No more will India stand with weak knees, no more will India negotiate from the back foot. The country plays on the front foot," he said here at the ET (Economic Times) Awards 2019.
Talking about investments, he cautioned the e-commerce companies to follow the laws properly as millions of small traders are involved in the business in the country.
"We shall not allow, just in the garb of investment, or even large investment, anybody to bring in unfair trade practices to India, howsoever big or powerful the company may be," he said.
"You call us swadeshi, we are happy to carry that tag," he added.
The minister said that he is regularly getting complaints and "we have to address their concerns".
"I would urge all that please recognise e-commerce" laws in letter and spirit, he said.
Goyal cautioned the firms against giving huge price discounts, which are going to cut small retailers as "60 million small retailers in the country providing work to 120 million".
Further, he said the government has laid out a roadmap for an investment of Rs 100 lakh crore in the next five years, which would lift the economy. RR SM BAL
