India could see a shift in foreign direct investment (FDI) trends in the second term of Donald Trump (Trump 2.0) as President of the United States, says a research report by the State Bank of India. The report highlighted that under his first term, Trump 1.0, the Trump administration made sweeping regulatory changes aimed at attracting investments back to the U.S., which impacted FDI inflows globally, including India. It added that if similar policies are reintroduced in Trump 2.0 also, it could create challenges for emerging markets like India, which rely on FDI as a significant driver of economic growth. Notably, a recent Kotak report highlighted that a complete Republican control over all arms of the US government would mean increased US earnings via corporate tax cuts, higher tariffs on imports into the US and greater US fiscal deficits. The first two could spell doom for emerging markets like India and China, since foreign investors will make a beeline for investing more money in the US markets, which will come at the cost of intense selloff in emerging markets. However, higher fiscal deficits will eventually lead to the dollar weakening after the initial euphoria dies down. "India may see shifts in foreign direct investments (FDIs) during Trump 2.0. The Trump 1.0 administration saw significant regulatory changes aimed at attracting investments back to the US," the SBI report stated. However, given that India has been gradually diversifying its sources of FDI (foreign direct investments), this trend could serve as a buffer against any potential decline. Moreover, domestic institutional investors have been stepping up big time, maintaining some balance to the massive exodus of FIIs over the past month. So far in November 2024, FIIs have withdrawn Rs 19,849 crores from the cash segment in Indian markets, while DIIs have poured in Rs 14,014.18 crores as of November 10th, 2024. "India is no longer dependent on the traditional sources of FDI inflows... unlike the recent past, FDI is now coming in many new sectors," noted the SBI report. Unlike a decade ago, when most FDI inflows came from a limited number of traditional sectors, India is now attracting investment in a wide array of industries, including renewable energy, sea transport, medical devices, and surgical appliances. Data suggests over the last 24 years, i.e., between April 2000 and June 2024, FDIs have poured in $1,013.4 billion in the Indian economy. Out of this, 67%, i.e., $689.88 billion, has come in just the last 10 years. The report added there are up to 12 emerging sectors showing strong FDI interest, which could help offset any loss of inflows in conventional sectors if there is a shift in global investment patterns under another Trump administration. In the last financial year, the top 5 sectors that have received the highest quantum of FDI inflow include the services sector (finance, banking, insurance, and business) which makes up about 16% of the inflows. This is followed computer software &amp; hardware, which constitute around 15% of total FDI flows. Trading and telecommunications follows with a share of 6% each, and Automobile Industry comes next with a 5% share. In the short term, the potential for increased U.S. tariffs, more restrictive H-1B visa policies, and a stronger dollar could bring some volatility to India's trade and investment landscape. However, in the long term, these challenges might also encourage India to expand its manufacturing capabilities, diversify export markets, and focus on becoming economically more self-reliant. Notably, India has maintained a merchandise trade surplus with the U.S. despite tariffs imposed during Trump's first term. This indicates that Indian exports have remained resilient, and there is potential to strengthen this trade relationship further by capitalizing on emerging sectors and reducing dependency on traditional industries. Suman Chowdhury, Executive Director &amp; Chief Economist, Acuité Ratings &amp; Research Limited cautions that in the medium to long term, the trade relationship with the US may see a structural improvement. "Higher tariff and trade restrictions in the US with China should translate into better opportunities for exports of manufactured goods from India", he adds.

They include <a target="_blank" href="https://www.reuters.com/business/autos-transportation/how-chinas-ev-makers-aim-beat-tesla-legacy-automakers-europe-2024-05-30/">electric vehicle-makers</a> BYD and Chery, as well as consumer brands like <a target="_blank" href="https://www.businessinsider.com/luckin-coffee-chinese-chain-making-starbucks-nervous-singapore-2023-11">Luckin Coffee.</a> Even behemoths like <a target="_blank" href="https://www.reuters.com/business/retail-consumer/alibabas-aliexpress-recruits-beckham-score-more-global-sales-2024-05-27/">Alibaba</a> are looking outside China for opportunities as growth slows at home."The current economic climate, characterized by increasing competition and market saturation within China, incentivizes companies to explore and establish a presence in international markets," Chris Pereira, the founder and CEO of New York-based business consulting group iMpact — which helps Chinese companies go international — told Business Insider.<h2 id="51d0695a-5640-4c27-a6c6-4f849139f6d3">China's outward investment surged in Belt and Road partner countries</h2>China's outward-bound investment increased nearly 1% from 2022 to 2023, hitting nearly $150 billion in 2023, according to a report <a target="_blank" href="https://www.ey.com/en_cn/news/2024/02/ey-releases-overview-of-china-outbound-investment-of-2023">professional services giant EY</a> published in February.While the 1% total increase is not a big jump, the increase in investment was pronounced in <a target="_blank" rel="noopener noreferrer" class="c-link" href="https://www.businessinsider.com/what-is-belt-and-road-china-infrastructure-project-2018-1">Belt and Road</a> partner countries, where China's non-financial outbound direct investments rose 22.6%. Asia remained the top destination for mergers and acquisitions by Chinese enterprises for the fifth straight year, per EY.The top three sectors Chinese companies invested in were technology, media, and telecom; advanced manufacturing and mobility, which includes electric vehicles; and healthcare and life sciences. These three sectors account for 53% of total investments by Chinese companies, per EY.Admittedly, it's not a new move for Chinese companies to invest outside of China. But what is new is their strategy. In the 2010s, Chinese companies were known for buying up high-profile assets. That includes the storied <a target="_blank" href="https://www.reuters.com/article/idUSL3N0S12Q8/">Waldorf Astoria hotel in New York City</a>, which was sold to a Chinese insurer in 2014, and ChemChina's takeover of <a target="_blank" href="https://www.reuters.com/article/idUSKBN1810CM/">Swiss agrochemical giant Syngenta</a> in 2016.That's not the case anymore.<h2 id="2a16f1f5-3b1b-4eee-9258-745f494acef4">Splurging on greenfield deals</h2>Instead of M&amp;A deals, Chinese companies now prefer to do greenfield deals — where they set up subsidiaries in foreign markets and operate the business from the ground up, according to <a target="_blank" href="https://www.fdiintelligence.com/content/data-trends/chinese-outbound-fdi-boom-signals-new-phase-83013">fDi Intelligence,</a> an investment publication.This means Chinese companies will set up facilities overseas under their own brand or subsidiaries. This strategy works particularly well in industries in China that already have an edge, such as electric vehicles and EV batteries, per fDi Intelligence.It's also in line with Beijing's <a target="_blank" href="https://www.cfr.org/backgrounder/made-china-2025-threat-global-trade">"Made in China 2025"</a> industrial policy that aims to make China's manufacturing capabilities competitive internationally.The strategy shift is partly due to heightened geopolitical tensions following the tightening of foreign direct investment screening criteria by the <a target="_blank" href="https://www.fdiintelligence.com/content/locations/asia-pacific/china/europe-and-us-ramp-up-restrictions-on-chinese-fdi-70107">US, UK, and EU governments</a> to safeguard critical and strategic industries.In 2022, the German government <a target="_blank" href="https://www.fdiintelligence.com/content/locations/global/asia-pacific/china/germany-changes-tack-on-chinese-investors-81816">blocked Chinese companies from taking stakes in two German chip companies, </a>citing national security concerns and concerns over technology transfer.So, even as outbound investments rise, Chinese cross-border M&amp;A transactions slumped to $17.3 billion in 2022. That was after years of expansion, which saw investment more than triple from $54.4 billion in 2010 to nearly $201 billion in 2016, per fDi Intelligence's analysis.<h2 id="ead4b63e-5bb1-4090-93b3-c53b9f1a5970">The US is not getting much love</h2>Another difference in China's overseas investment strategy lies in geography.Less than a decade ago, China was one of the top five investors in the US.Today, Chinese firms are skipping the US in favor of markets in Southeast Asia, Europe, and Africa, said Pereira."These regions offer high growth potential, favorable trade agreements, and often, a more welcoming regulatory environment," he said.China's annual investment in America dropped from $46 billion in 2016 to less than $5 billion in 2022, the <a target="_blank" href="https://rhg.com/research/vanishing-act-the-shrinking-footprint-of-chinese-companies-in-the-us/">Rhodium Group</a> wrote in a report in September.China has become a "second-tier player" in the US investment landscape, having been surpassed by countries such as Qatar, Spain, and Norway, the research firm added.Pereira said interest has fallen due to increased trade tensions, stricter regulatory scrutiny, and geopolitical factors.But even in today's complex geopolitical environment, Chinese companies are expected to continue venturing away from home, per EY."Fueled by the strong drive for development among enterprises, it is anticipated that 'going global' will continue to be a key growth strategy for many Chinese companies," Loletta Chow, the global leader of EY China Overseas Investment Network, said in the February report.

Chinese companies are setting up shop anywhere but China — and the US

As per that decision, FDI proposals from China need government approval for investments in India in any sector. An inter-ministerial committee has been formed by the government to scrutinise these proposals, they said adding most of the investments are for <keyword id="2206799" type="PERSON" weightage="20" keywordseo="brownfield-projects">brownfield projects</keyword> (means in existing Indian companies). In April this year, the Department for Promotion of Industry and Internal Trade (DPIIT) came out with a press note stating that a company or an individual from a country that shares land border with India can invest in any sector here only after getting government approval. The decision was taken to curb opportunistic takeovers or acquisitions of <keyword id="435048" type="PERSON" weightage="20" keywordseo="domestic-firms">domestic firms</keyword> due to the current COVID-19 pandemic. "We have received 120-130 FDI proposals from China, worth about Rs 12,000 crore - Rs 13,000 crore," they added. India received FDI from China worth USD 2.43 billion (Rs 15,526 crore) between April 2000 and September 2020. Further sources said that certain Chinese companies have applied for registration for bidding in government contracts and those proposals have been sent to the home ministry. There are no restrictions on Chinese firms for bidding in projects funded by multilateral institutions, they said. Indian government has reportedly received 120-130 FDI proposals worth ₹12,000 crore from China since April

In a regulatory filing, the company said that it is initiating the process to revise its foreign investment limit, as notified to its depositories, to 100 per cent with immediate effect. "Further to our intimation dated January 21, 2020, we wish to inform you that in compliance of the <keyword id="3134691" type="PERSON" weightage="20" keywordseo="FDI-approval">FDi approval</keyword> dated January 20, 2020 granted to the Company by the <keyword id="116246" type="COMPANY" weightage="20" keywordseo="Department-of-Telecommunications">Department of Telecommunications</keyword>, the company has received approvals for its relevant downstream investments," it said. <ul class="summary-list"><li>China's zero-COVID policies are pushing companies to diversify supply chains away from the country.</li><li>They were already moving out due to geopolitical tensions and tariffs from the Trump era.</li></ul>China's zero-COVID policy may just be doing what Donald Trump didn't manage to fully achieve during his term as president — shifting global supply chains away from China for the first time in 40 years.In 2018 and 2019, Trump levied <a href="https://www.businessinsider.com/trump-china-trade-war-all-the-industries-hurt-by-us-tariffs-2018-11">stiff tariffs against China</a> to counter what he called unfair trade deals with the US, spurring retaliation from Beijing and kicking off a trade war.And while many companies started discussing moving supply chains out of China as a way to distance themselves from geopolitical risks, it was really the pandemic — and China's zero-COVID policy — that drove home the importance of not depending on one country for its supply chain."The geopolitical tensions in themselves may not have resulted into this level of realignment of supply chains, but COVID certainly provided that extra vision extra fillip, the extra fuel to the fire," Ashutosh Sharma, a research director at market researcher Forrester, told Insider. Tech giant Apple provides the latest example of being burned by an overreliance on Chinese production lines, with <a href="https://www.businessinsider.com/apple-iphone-pro-china-covid-19-protests-shortfall-2022-11">iPhone output</a> hit by China's relentless zero-COVID pursuit. <a href="https://www.businessinsider.com/apple-accelerates-production-china-protests-2022-12">Apple</a> is now speeding up its push to shift its production out of China to other Asian countries. But where to go? Major Apple supplier Foxconn's top pick is <a href="https://www.reuters.com/world/india/exclusive-apple-supplier-foxconn-plans-quadruple-workforce-india-plant-sources-2022-11-11/">India</a>, and so is that of other chipmakers, after the <a href="https://txtify.it/https://www.reuters.com/technology/us-aims-hobble-chinas-chip-industry-with-sweeping-new-export-rules-2022-10-07/">Biden administration</a> in October imposed export controls on shipping equipment to Chinese-owned factories making advanced logic chips. "India has a large labor pool, a long history of manufacturing, and government support for boosting industry and exports. Because of this, many are exploring whether Indian manufacturing is a viable alternative to China," Julie Gerdeman, the CEO of supply chain risk management platform Everstream, told Insider.But the move is easier said than done.<h2>India is the world's largest democracy, and that makes decision-making a lot more complicated</h2>As a large economy with a young population, India has the potential to be a manufacturing powerhouse. But the South Asian country is also infamous for its bureaucracy and hindering red tape."It's far from a place where businesses can simply come in and open a shop without having too many company compliances," said Sharma, who is based in India. "I'm sure China has those issues too, but its ability to move fast on those compliance requirements is much higher than in India, because India is much more democratic and there are just too many stakeholders to satisfy here."India came in at the 63rd position in a <a href="https://documents1.worldbank.org/curated/en/688761571934946384/pdf/Doing-Business-2020-Comparing-Business-Regulation-in-190-Economies.pdf">World Bank</a> list of 190 countries ranked based on their ease of doing business in 2019. While this was an improvement from its position in the <a href="https://www.bloomberg.com/news/articles/2017-10-31/india-jumps-to-100th-spot-in-ease-of-doing-business-rankings">142th position in 2014</a> when Prime Minister Narendra Modi took office — it still lagged behind China, which was in the 31st position in 2019 — the last year the index was compiled before the <a href="https://www.reuters.com/business/world-bank-aims-replace-canceled-doing-business-report-two-years-2021-11-10/">World Bank discontinued it</a> after a data rigging scandal. Data irregularities improved China's position in 2018, according to a <a href="https://documents1.worldbank.org/curated/en/569901608154479291/text/Management-Review-of-Data-Irregularities-in-the-Doing-Business-Reports-from-2016-to-2020-Verification-Report.txt">World Bank audit</a> published in December 2020.India also has a <a href="https://www.bbc.com/news/business-47857583">history of protectionism,</a> which makes it less competitive in terms of attracting large investments."China manufactures at scale, while most factories in India are small and midsize due to federal regulations and protections designed specifically for SMEs," said Gerdeman.<h2>China has built a manufacturing ecosystem over 4 decades</h2>India's Prime Minister Modi has been working on attracting foreign direct investments, or FDI, since he took office in 2014, sending FDI to a record $83.6 billion in the last fiscal year, according to<a href="https://pib.gov.in/PressReleasePage.aspx?PRID=1861929#:~:text=The%20year%202021%2D22%20recorded,FDI%20in%20the%20current%20FY."> government data.</a> "India certainly has advantages in terms of demographics, in terms of geography, in terms of the infrastructure that exist, much of which has been built in the last few years," said Sharma. "It can obviously increase the scale, but what it does not have is all the pieces of the puzzle."What he means is that China has managed to build up a value chain so extensive that almost everything required to make a product can be sourced and acquired in the country, which allows for low-cost manufacturing on a large scale. In contrast, India doesn't have this capability yet, which takes years to build up. That's because manufacturers always start factory operations with the assembly line before starting to develop local supply lines for the finished products in a "backward integration" of processes, said Sharma."That supply chain takes time for it to build because even when you are sourcing it internally, the quality is not that good initially, your scale is not that high, and you run into those issues. So yes, it can be done, but it takes time," he told Insider.<h2>Once burned, twice shy companies aren't going all in on India this time</h2>In any case, companies are unlikely to flock en masse to India like they did to China because it's just been proven too risky, the experts said.And it's not just Foxconn and Apple that have gone all in on China and are now suffering for it: US sportswear giant <a href="https://www.wsj.com/articles/china-covid-19-lockdowns-hit-factories-ports-in-latest-knock-to-supply-chains-11641918247">Nike,</a> Japanese carmaker <a href="https://asia.nikkei.com/Business/Automobiles/Japan-carmakers-output-falls-21-in-April-hit-by-China-lockdowns">Toyota</a>, and South Korean tech titan <a href="https://www.scmp.com/tech/big-tech/article/3161382/samsungs-xian-chip-plants-hit-covid-19-lockdowns-tech-giant-moves">Samsung</a> all number among the many companies experiencing prolonged supply-chain issues because of their reliance on the manufacturing giant."They are looking to diversify their sourcing," said Sharma. "If you look at Foxconn and Apple, they have already moved a significant part of production to India and I'm sure to other countries like Vietnam, and a few other places. That's precisely because they want to diversify, from having dependency on one country, like China, to a couple of locations."This means more complex supply chains, but they will be diversified all from raw material stages, he said."If they can build two or three dependable places where they can source from, they will still have alternative sources even if something happens to one location in the future," said Sharma.

India is trying to become the new factory of the world, but it could take more than a global pandemic to unseat China from its 40-year reign

<ul><li>The latest <keyword id="722308" type="PERSON" weightage="20" keywordseo="World-Investment-Report">World Investment Report</keyword> showed India dropping a spot to 10th, in the list of top FDI receiving countries.</li><li>India’s witnessed 6% growth in FDI, to reach $42 billion in 2018.</li><li>Global FDI inflows slipped by 13%, from $1.5 trillion to $1.3 trillion, South Asia witnessed 3.5% increase in FDI inflows.</li><li>China, which retained the number two position, received the highest foreign inflows among the developing countries at an all time high of $139 billion, a growth of 4%. </li></ul>Despite a 6% surge in its <keyword id="44749" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Direct-Investment">Foreign Direct Investment</keyword> (FDI) inflow in 2018, India slipped a spot in the list of countries receiving highest FDI, to 10th. The latest <a href="https://unctad.org/en/pages/DIAE/World%20Investment%20Report/WIR-Series.aspx">World Investment report</a> of the United Nations Conference on Trade &amp; Investment (<a href="https://unctad.org/en/Pages/Home.aspx">UNCTAD</a>), an organization that aims at maximizing trade, investment and development opportunities of developing countries. The increase in FDI inflows is being attributed to manufacturing, communication and financial services sectors, which were the top three FDI recipients in India. Growth in cross-border mergers and acquisitions -- from $23 billion in 2017 to $33 billion in 2018 -- was primarily due to retail trade, which includes e-commerce, and telecommunication, said the report. The $16 billion<a href="https://economictimes.indiatimes.com/small-biz/startups/newsbuzz/walmart-acquires-flipkart-for-16-bn-worlds-largest-ecommerce-deal/articleshow/64095145.cms"> acquisition </a>of Flipkart by Walmart, and telecommunication deals worth $2 billion involving Vodafone and American Tower, were among the major deals this year. The report also highlighted the changes to India’s FDI policy, which it termed as “restrictive.” In February 2019, India introduced changes to its e-commerce sector where it banned foreign companies to sell their own products in e-commerce marketplace companies like Amazon. Global FDI slowdown Global FDI flows fell by 13% in 2018 from $1.5 billion in 2017 to $1.3 billion in 2018, which is the third consecutive annual decline, according to UNCTAD’s World Investment Report. The contraction was largely precipitated by United States multinational enterprises (MNEs) repatriating earnings from abroad, making use of tax reforms introduced by the country in 2017, designed for that purpose. Developed countries were the worst hit by the earnings repatriation, where flows fell by a quarter to $557 billion-levels last seen in 2004. South Asia surges ahead As global FDI inflows slump down, South Asia witnessed a <a href="https://economictimes.indiatimes.com/news/economy/indicators/fdi-flows-to-india-grew-6-in-2018-to-42-bn-un-report/articleshow/69761999.cms?utm_source=ETTopNews&amp;utm_medium=HP&amp;utm_campaign=TN&amp;utm_content=23">growth</a> of 3.5% to $54 billion in FDI inflows. "All subregions in developing Asia are expected to receive higher inflows. Prospects are underpinned by a doubling in value of announced greenfield projects in the region, suggesting continued growth potential for FDI," it said while sounding a note of caution on global uncertainties. It said uncertainties stemming from global trade tensions could weigh on the mood in the region.

India has slipped to the 10th spot in attracting foreign direct investment

The government has sought product-wise details of cheap imports, comparison with domestic prices and tax disadvantage, if any, from industry to curb low quality inbound shipments especially from China and boost domestic manufacturing, sources said. They said a high level meeting to discuss ways to promote Atma Nirbhar Bharat (Self-reliant India), including cut in import dependence from China, also took place recently in the Prime Minister's office. Industry was asked to send comments and suggestions on certain number of goods and raw materials imported from China, which include wrist watches, wall clocks, ampoules, glass rods and tubes, hair cream, hair shampoos, face powder, eye and lip make up preparations, printing ink, paints and varnishes, and some tobacco items, one of the sources said. The other details sought include import surge data between 2014-15 and 2018-19; domestic prices of similar goods that are made here, domestic capacity, imports under free trade agreements, and inverted duty issue, if any. An industry source said that they are preparing their views on all those products and would soon send to the commerce and industry ministry. The exercise to reduce and curb imports from China assumes significance in the wake of border tensions between the two countries. China accounts for about 14 per cent of India's imports and is a major supplier for sectors like cell phones, telecom, power, plastic toys and critical pharma ingredients. The government has recently put import restrictions on tyres, while also making its prior approval mandatory for foreign investments from countries that share land border with India to curb "opportunistic takeovers" of domestic firms, following COVID-19 pandemic, a move which will restrict FDI from China. During April 2019-February 2020, India imported goods worth USD 62.4 billion, while exports to the neighbouring country stood at USD 15.5 billion in the same period. The main goods imported from China include clocks and watches, musical instruments, toys, sports goods, furniture, mattresses, plastics, electrical machinery, electronic equipment, chemicals, iron and steel items, fertilisers, mineral fuel and metals. India has time and again raised concerns over widening trade deficit with China which stood at about USD 47 billion during April-February 2019-20. Apple did not confirm that it is currently building the store but stated, “We appreciate the support and hard work by Prime Minister Modi and his team to make this possible and we look forward to one day welcoming customers to India’s first Apple retail store.
