I treated it like a challenge I was determined to overcome, but the anxiety caused significant weight loss. It was a mentally, emotionally, and physically demanding experience. My partner at the time noticed and was concerned for my well-being.In the end, I wasn't terminated. After I completed the project, my manager gave me positive feedback.Although I accept responsibility, I think a significant factor in my getting put on the PIP in the first place was miscommunication and a lack of alignment with my new manager, whom I began working under less than two years into my time at the company.I struggled to adapt to department restructuring and didn't feel adequately supported. I really missed my original manager, who was a great mentor and someone I trusted.<h2>Friction with my new manager was difficult to overcome</h2>My new manager and I had different work styles, which sometimes led to friction. The turnaround times for my new manager's deadlines were aggressive to me, and I missed a couple in the early stages of them joining the team, which didn't set the right impression.The team was pretty lean at this point, and we had a lot of internal organizations that needed stakeholder management. My manager instructed that I take on the added workload in addition to my other projects, and I didn't feel equipped to do this effectively. It felt like my scope was rapidly increasing, and my performance was being rigorously tied to a new set of key metrics overnight.I learned that this is what can happen when new leadership comes in and sets a new tone for a team. I wasn't prepared for the abrupt shift in pace.To cope, I leaned more on my side hustle, which fueled me creatively but also impacted my work performance at times. In addition to cash payments, participants will have access to free doula care, lactation support, and financial counseling.Pilot leaders began accepting rolling applications on June 24, and will choose eligible participants in a randomized lottery until all 250 available spots are filled. To be eligible, individuals must be between 12 and 24 weeks pregnant and live in the Nicetown-Tioga, Strawberry Mansion, or Cobbs Creek areas of Philadelphia.The pilot was developed by the Philadelphia Community Action Network: a group of parents, health professionals, researchers, and policymakers. It is a partnership between the Philadelphia Department of Public Health and the Philadelphia City Fund — with funding coming from the city and various foundations.Coaxum said the goal of Philly Joy Bank is to support new families and mitigate Philadelphia's high infant mortality rate.And, while the city has notably high infant and maternal mortality rates, there are clear racial disparities in the data. According to Children's Hospital of Philadelphia, non-Hispanic Black women made up 43% of births from 2013 to 2018 but <a target="_blank" class="" href="https://policylab.chop.edu/blog/philadelphias-persistently-high-infant-and-maternal-mortality-rates-require-response#:~:text=Non%2DHispanic%20Black%20women%20made,fluctuate%20based%20on%20singular%20failures.">accounted for 73% of pregnancy-related deaths</a>. Black infants are <a target="_blank" class="" href="https://www.phila.gov/media/20200310161732/GrowingUpPhilly-031020.pdf">almost twice as likely</a> to die before their first birthday than white infants in Philadelphia, per the city's Department of Public Health."Providing this extra cash to participants during pregnancy will lower their stress, which we know has real, measurable effects on the body," Coaxum said.The no-strings cash model will give pregnant people and new parents the agency to choose what they need most, Coaxum said. For example, families could spend their monthly $1,000 on household bills, groceries, pediatrician co-pays, postpartum supplies, formula, diapers, childcare, and more.Guaranteed income programs like Philly Joy Bank "should be the standard, not the exception," Coaxum said.<h2 id="d5815e8f-6aee-4194-a479-eb7c200bae0d">PHLHousing+ aims to increase housing security for low-income families</h2>PHLHousing+ program launched in the fall of 2022 and is expected to run until summer 2025. It's a partnership between the city and the nonprofit Philadelphia Housing Development Corporation. It offers guaranteed income to families on the city's waitlist for the <a target="_blank" class="" href="https://www.businessinsider.com/housing-vouchers-crisis-funding-landlords-restrictions-inspections-renters-struggle-2024-5">Housing Choice Voucher Program</a> — also known as Section 8 — which helps reduce rent costs for low-income households facing housing insecurity.PHLHousing+ randomly selected 300 renter households on waitlists for housing vouchers to receive cash payments. To be eligible, participants must have at least one child under the age of 15 and be earning less than 50% of the area median income, which is slightly under $68,000 for a family of four.Throughout the pilot, researchers from the University of Pennsylvania will conduct surveys and interviews to compare the 300 participants to a group of 600 eligible households who were not selected to receive payments. The latter will act as a control group.Participants will pay about 30% of their personal monthly income <a target="_blank" class="" href="https://www.businessinsider.com/universal-basic-income-emergency-cash-rent-homes-government-housing-aid-2024-1">toward housing</a>, then they will receive guaranteed income to cover any remaining balance.The exact cash amount varies by household, but the Philadelphia Housing Development Corporation told BI that the median payment is $881 a month. Ninety-five percent of participants are also a female head of household.Dawn Benson is a single parent and participant in PHLHousing+. She previously told BI that guaranteed income allowed her to pay for gas, electricity, and water bills, as well as buy clothes and shoes for her family. While the rise of <keyword id="19899640" type="General" weightage="20" keywordseo="AI" source="keywords">AI</keyword> has delivered numerous benefits and potential advantages, it has also introduced some challenges, such as the emergence of deepfakes. These are synthetic media that use AI to manipulate or superimpose existing video, audio or images to produce hyper-realistic but fabricated content, presenting significant concerns around misinformation and deception. But what if we turned the tide on AI-driven misinformation by deploying the same AI technologies that are revolutionising our world? What if we use <keyword id="19918826" type="General" weightage="20" keywordseo="ChatGPT" source="keywords">ChatGPT</keyword> to actually spot <keyword id="7065261" type="General" weightage="100" keywordseo="deepfake" source="Orion">deepfake</keyword> images? A research team led by the University at Buffalo has applied <keyword id="13985511" type="General" weightage="20" keywordseo="large-language-models" source="Orion">large language models</keyword> (LLMs) to the task of spotting deepfakes of human faces. Their study revealed that although LLMs currently lag behind state-of-the-art <keyword id="22209857" type="General" weightage="20" keywordseo="deepfake-detection" source="keywords">deepfake detection</keyword> algorithms in performance, their natural language processing capabilities could make them a more practical detection tool in the future. <cmsannotation type="cmsannotation" annotationid="ChatGPT's unexpected talent for spotting deepfakes with semantic savvy" comment="subhead" text="ChatGPT's unexpected talent for spotting deepfakes with semantic savvy">ChatGPT's unexpected talent for spotting deepfakes with semantic savvy</cmsannotation> Trained on an expansive dataset comprising roughly 300 billion words from the internet, ChatGPT identifies statistical patterns and relationships between words to craft its responses. The latest iterations of ChatGPT and other large language models (LLMs) have also expanded their capabilities to include image analysis. These multimodal LLMs leverage extensive databases of captioned images to decipher the connections between words and visuals. The Media Forensics Lab team embarked on an experiment to see if GPT-4 with vision (<keyword id="18999512" type="General" weightage="20" keywordseo="GPT-4V" source="Orion">GPT-4V</keyword>) and Gemini 1.0 could differentiate between real human faces and those generated by AI. They tested these models with thousands of images, both authentic and deepfake, asking them to spot any signs of manipulation or synthetic artefacts. In their findings, ChatGPT achieved an accuracy rate of 79.5% in detecting synthetic artefacts in images produced by latent diffusion, and 77.2% accuracy on StyleGAN-generated images. This performance is on par with earlier deepfake detection methods, indicating that with the right prompts, ChatGPT can reasonably identify AI-generated images. A key advantage of ChatGPT is its ability to articulate its reasoning in clear language. For instance, when analysing an AI-generated photo of a man wearing glasses, ChatGPT accurately noted. “the hair on the left side of the image slightly blurs” and “the transition between the person and the background is a bit abrupt and lacks depth”. In contrast, existing deepfake detection models typically provide the likelihood of an image being real or fake without explaining the rationale behind their conclusions. Even when examining the model’s underlying mechanisms, some features remain beyond our comprehension. This distinction arises from ChatGPT’s reliance solely on semantic knowledge. Traditional deepfake detection algorithms are trained on extensive datasets of labelled images to discern real from fake. However, LLMs utilise their natural language capabilities to develop a sort of common-sense understanding of reality—including typical facial symmetry and the authentic look of photographs. Overall, the study concluded that ChatGPT's blend of semantic knowledge and natural language processing offers a more user-friendly tool for deepfake detection for both developers and end users. With that said, there’s still a massive room for improvement. ChatGPT’s performance lags behind the latest deepfake detection algorithms, which boast accuracy rates in the mid- to high-90s. This shortfall is partly because LLMs miss signal-level statistical differences, which are often imperceptible to the human eye, but detectable by specialised algorithms for identifying AI-generated images. Pat Ryder described North Korea potentially sending military forces to Russia as "certainly something to keep an eye on."As of now, the prospect of North Korean soldiers being deployed to Ukraine is speculative and unlikely, experts told Business Insider.But if it did happen, the main advantage Russia would take from it would be North Korea's sheer number of soldiers — not their effectiveness, they said."North Korea has a large military of 1.3 million," Edward Howell, Korea Foundation Fellow with Chatham House's Asia-Pacific Programme, told BI."Yet, the quality of North Korean conventional weapons, arms, and the soldiers themselves is far weaker," he said.John Hardie, deputy director of the Russia program at the Foundation for Defense of Democracies, said that even if the reports were true, he doubted the deployment of North Korean troops would have a "significant" impact on the battlefield in Ukraine.<h2 id="b45f638b-90e8-4a3c-8ae1-ce1c4037dd56">One of the largest militaries but not the most effective</h2>North Korea has the world's fourth-largest army, with <a target="_blank" href="https://www.csis.org/analysis/forces-shape-military-options-korea">estimates</a> <a target="_blank" href="https://www.cfr.org/backgrounder/north-korea-nuclear-weapons-missile-tests-military-capabilities">putting</a> its troop numbers at about 1.2 million personnel.But while it is "well trained" and "highly motivated," the Korean People's Army has not had any real-world combat experience in decades, said Evans Revere, senior advisor with the global advisory firm Albright Stonebridge Group.The last time they really fought was during the Korean War, where fighting ended in 1953.Revere, who <a target="_blank" href="https://www.brookings.edu/people/evans-j-r-revere/">served</a> as the acting assistant secretary for East Asia and Pacific affairs during the George W. Bush administration, said this raised questions about how its troops would perform in combat against the "agile, determined, experienced, and tough Ukrainian military."The Korean army's military exercises focus on fighting two adversaries, the US and South Korea, he said, adding that its weapons include "a lot of what the US military calls 'legacy systems,' particularly their aircraft, tanks, and artillery.""This could be a problem on the battlefields of Ukraine," he said.While North Korea is <a target="_blank" href="https://www.armscontrol.org/factsheets/arms-control-and-proliferation-profile-north-korea#:~:text">estimated</a> to have 50 nuclear warheads as of January 2024, its stockpile of weapons is seen as <a target="_blank" href="https://www.businessinsider.com/north-korean-weapons-sought-by-putin-likely-shoddy-unreliable-analysts-2023-9">outdated</a> and unreliable, experts said.This means it would take a while for North Korean soldiers to adjust to newer weaponry, Bruce Bennett, a defense researcher at RAND, told BI.This would likely prompt Kim Jong Un, the country's leader, to only send "politically reliable" troops to support Russia, he said."What is uncertain is whether the Russians would provide the North Koreans with needed advanced weaponry — better tanks and artillery, communications and electronic warfare," Bennett said, adding that Kim would likely insist on that.Wallace Gregson, a former US Marine Corps officer and former assistant defense secretary for Asian and Pacific Security Affairs, said that North Korean troops' effectiveness would also depend on how they are supported with food, fuel, and medical care, and their command relationships with the Russians."Given what we know about nutrition in North Korea, even in the army, they might have issues," he told BI.Howell from Chatham House was more blunt."If North Korea were to send troops to aid Russia's war, then they would merely be there due to their sheer numbers and not their military effectiveness," he said.<h2 id="1b5c94ce-1415-4bbc-9a4a-1ae3f4c25181">Deployment should not be completely ruled out</h2>According to Benjamin Young, assistant professor of homeland security and emergency preparedness at Virginia Commonwealth University, Kim would not send troops "thousands of miles to Europe in order to die meaningless deaths on the front lines for a different country."Young, the author of "Guns, Guerillas, &amp; the Great Leader: North Korea and the Third World," said that, if they were sent, "the North Korean troops will most likely play an auxiliary role in terms of building fortifications and structures.""They may also help repair tanks, weapons systems, and other armaments," he added.Hardie, from the Foundation for Defense of Democracies, said we should "wait and see" if the report is true and an actual deployment takes place.But if it does, he added that North Korean soldiers may "simply" be helping rebuild a destroyed city like Mariupol.Other experts, however, had a different view.Bennett, from RAND, said he thinks it is "fairly likely" that North Korea will send troops to Ukraine, without elaborating further.Howell, meanwhile, said we should not rule out the possibility of some transfer of individuals — whether troops or support personnel — given the recent increase in defense ties between Russia and North Korea.But we "must remember that, at present, these rumors are merely speculative," he added.
