A statement issued by the <keyword id="20097855" type="General" weightage="20" keywordseo="planning-department" source="keywords">Planning Department</keyword> said "speculations and rumours are being spread by notorious elements with vested interests in Delhi" that welfare schemes and subsidies will be stopped. "Even as the law takes its own course in the process of criminal investigation, it merits clarification that administration of schemes and governance are never specific to individuals and shall continue in normal course, as in the past," it read. Sources in the AAP dispensation said the statement was issued following directions from Kejriwal. All public services, social welfare schemes and subsidies currently given by the Delhi government will continue uninterrupted, it said, asking people not to be misled by "any fear-mongering and malicious disinformation in this regard". "Appeal to all citizens of Delhi to stay away from any rumour mongers, who would try to take advantage of situation arising from the arrest / remand of Hon'ble Chief Minister of Delhi by <keyword id="19895344" type="General" weightage="20" keywordseo="enforcement-directorate" source="keywords">Enforcement Directorate</keyword> on 21 March, 2024, by spreading misinformation," it said. Kejriwal was arrested by the Enforcement Directorate last week in connection with the money laundering case linked to the now-scrapped Delhi excise policy. He is in ED custody till March 28. In the statement, Planning Secretary Niharika Rai said "such rumours create an atmosphere of fear within the general public". "There shall be no disruption of any kind in disbursement of admissible subsidies, pensions, welfare benefits etc. Social welfare schemes are funded with public money through the consolidated fund, backed by budgetary allocations." The statement clarified that social welfare funds are "neither the personal property of any individual or political entity nor funded by an individual or entity's personal money". "There is an architecture of civil services and processes laid down in the National Capital Territory of Delhi, which continues as usual. Hence, these public services, social welfare schemes and subsidies are not at all affected by the arrest/remand of Hon'ble Chief Minister," it stressed.

Puducherry, May 6 () Territorial Lieutenant GovernorKiran Bedi on Wednesday said the Central Bureau ofInvestigation (CBI) has taken up investigation into organisedcrime causing wrongful loss of revenue to Excise departmentof Puducherry administration.In a whatsapp message, the former IPS officer said asmany as 236 cases were registered during the ongoing lockdownby the local police under the Excise Act resulting in thesuspension of 100 liquor licences.    She said a few officers of the Excise department and thepolice department were arrested, suspended and there was alsotransfer of some police officers.    Moreover, a senior Deputy Commissioner of Excise wasreplaced, she said.   The Deputy Commissioner of Excise was transferred on April21 close on the heels of the arrest of a Deputy Tahsildar andfour others for their alleged illegal sale of liquor duringthe COVID-19 lockdown.   Considering the scale of organised crime causing wrongfulloss of revenue to the Exchequer in the form of excise duty,the CBI has registered a case and is investigating into thecrimes and irregularities committed during the lockdown.Bedi appealed to the people to furnish information to the CBIbranch in Puducherry to facilitate the agency to hold theprobe. CBI probing into revenue loss in Excise Department: Bedi

Chandigarh, May 5 () The Excise and Taxation Department in Punjab has proposed to deliver liquor at home during ongoing coronavirus situation but a final decision on it will be taken at a state cabinet meeting, officials said here on Tuesday.The state cabinet meeting will be held here on Thursday, they said. The Excise and Taxation Department has given a proposal to the government on home delivery of liquor, they said, however, adding that a final call would be taken by the state cabinet on the matter. As per the proposal, the home delivery of liquor will be allowed between 1 pm to 6 pm in order to avoid rush at vends as witnessed on Monday across the country, officials said. It will also enable the social distancing norm, they said. The relaxation in curfew in Punjab is given for four hours from 9 am to 1 pm across the state during which all shops are open. The state government has incurred a loss of Rs 550 crore due to excise duty as vends have been shut for more than a month, officials said. The Excise and Taxation department plans to issue a curfew pass to an employee of the liquor vend contractor to deliver the liquor at home, officials said. The mobile numbers given by the contractor will be announced or circulated thus one can give a call at these numbers and get the delivery done, they said. However, the final guidelines on the proposal will be issued once the state cabinet clears the proposal, they said. The department's proposal has met with strong resistance from officials within and also the contractors as they apprehend that this will encourage bootlegging and it is also against the excise rules as liquor can be only sold from retail vends and not otherwise, sources said. The state government is likely to increase the price of liquor by imposing COVID-19 cess, sources said. The Department of Excise and Taxation is with Chief Minister Amarinder Singh who had already requested the central government to allow the sale of liquor in the state amid the extended lockdown. The government after careful consideration in exercise of powers conferred under section-93 of the Odisha Excise Act-2008 allows consumption of liquor in the Restaurant 'ON' / Hotel 'ON'/ Beer Parlour 'ON' and Club 'ON' outside the containment zone with immediate effect, a notification issued by the <keyword id="6382936" type="COMPANY" weightage="20" keywordseo="Excise-Department">Excise Department</keyword> said on Wednesday, said. A <keyword id="10488175" type="UNKNOWN" weightage="20" keywordseo="major-tax-inspection">major tax inspection</keyword> by <keyword id="10488174" type="COMPANY" weightage="20" keywordseo="the-excise-and-taxation-department">the Excise and Taxation Department</keyword> on two <keyword id="10488176" type="UNKNOWN" weightage="20" keywordseo="prominent-cigarette-distributors">prominent cigarette distributors</keyword> of the Amritsar city was conducted on Wednesday. Official sources told IANS it seems the tax evasion by both the distributors is of nearly ₹50 lakh that comprises banned tobacco products, lesser known Indian brands and a large stock of the imported ones. Trade insiders believe besides Amritsar, Chandigarh, Ludhiana and Jalandhar are the main transit points of the imported and cheap Indian brand of cigarettes that are routed from Delhi. "Delhi Customs (Preventive) conducted multiple searches, including the warehouses of logistics service providers. Seized 19.3 lakh foreign cigarettes valued at ₹2.35 crore. Four arrests so far. Investigation is on," Customs (Preventive) Delhi informed in a tweet on Wednesday. According to the officials, the seized cigarettes were smuggled from countries like China, Malaysia, South Korea and Indonesia to evade taxes and sell them in Delhi and other major cities. "When compared to the Indian brands, consumers prefer to buy foreign brands due to the international quality, catchy labels and nicely packed," an investigator informed. Whereas cigarettes produced and packed in India have to adhere to specified health warnings, both in pictorial and text formats, to discourage the smokers. Trade insiders say Punjab alone has an <keyword id="10488172" type="UNKNOWN" weightage="20" keywordseo="annual-legal-market">annual legal market</keyword> of 120 million cigarettes and the grey market accounts for 20-30%. Chandigarh and Panchkula cities have an annual legal market of 20 million and 10 million cigarettes respectively, and the illegal market has a share of 15-20%. While Kashmir has an annual legal market of 300 million cigarettes, the grey market has a share of 7-8%, comparatively less than Punjab's share. Himachal's tourist destinations Shimla and Manali have the annual illegal market of one million cigarettes each. They have a legal market of 10 million and five million cigarettes respectively. Most of the illegal cigarette brands attract the retailers as they are available at a significantly lower price than the legal cigarettes. They are sold in the market at one fifth the price of the legal product, said the investigator. Take the case of an imported brand. A pack of 20 cigarettes costs ₹20-30 to a retailer, who is selling at a cost of ₹100. While an Indian brand cost between ₹250 and ₹300 with a profit margin of approximately ₹5. A spokesperson for the Punjab government said 21,446 fines under the Cigarettes and Other Tobacco Products Act or COTPA were imposed in 2019-20 and the maximum fines were against selling cigarettes without pictorial warning. Kerala allows bars, liquor and toddy shops to reopen after nine months

A day after allowing the sale of liquor in the city, the Delhi <keyword id="26362" type="COMPANY" weightage="20" keywordseo="Government">government</keyword> imposed a 'special corona fee' on alcohol sale which will be 70 per cent of the MRP, from Tuesday. In an order issued late on Monday night, the <keyword id="113038" type="COMPANY" weightage="20" keywordseo="finance-department">Finance Department</keyword> imposed the fee, describing it as the 70 per cent of the maximum retail price on all categories of liquor sold through retail licensees for consumption "off" the premises. Followed by the May 4 order from the Finance Department, the <keyword id="45077" type="CITY" weightage="20" keywordseo="excise">Excise</keyword> Department also issued another order directing the shops to collect the Special Corona Fee on all categories of liquor sold in Delhi though the retail vends with immediate effect. "The Delhi government has levied a Special Corona Fee -- 70 per cent of the Maximum Retail Price (MRP) -- on all categories of liquor from the consumer at the Point of Sale by the retail vend licensees for consumption off the premises, which will be further reimbursed to the Government," the order signed by Deputy Commissioner (Excise) said. <div type="Article" hostid="261" msid="75527313" title="No lockdown relief in Agra as Coronavirus cases mounts to 597" mstype="2" mssubtype="0"></div> It also asked the retailers to compile the data of the sale, saying the collected Special Corona Fee shall be reimbursed to the Government on a weekly basis. Booze 70% costlier as Delhi slaps special corona fee starting today

Bars in Kerala may re-open soon, excise department seeks permission from CM

Amid reports of sale of the <keyword id="6356212" type="UNKNOWN" weightage="20" keywordseo="LIQUOR">liquor</keyword> in the national <keyword id="36749" type="ORGANIZATION" weightage="20" keywordseo="capital">capital</keyword> amid the lockdown, the Delhi government on Tuesday warned all the liquor wholesalers, dealers, restaurants and bars that their licences would be cancelled if they were found involved in such activities. In an order to all the licensee in the national capital, Excise |Commissioner <keyword id="3009191" type="PERSON" weightage="20" keywordseo="Ravi-Dhawan">Ravi Dhawan</keyword> said: "All the licensees - wholesale, retail, hotels, clubs and restaurants, are hereby warned to refrain from indulging in the unlawful activities of sale of liquor during the lockdown until further orders, failing which strict action will including cancellation of license and blacklisting shall be taken." Sell liquor during lockdown and lose your licence, warns Excise department

The government's plans to coerce the liquor traders into opening the vends in the states have recoiled with <keyword id="6397813" type="UNKNOWN" weightage="20" keywordseo="Madhya-Pradesh-high-court">Madhya Pradesh High Court</keyword> restraining it from taking any action against the liquor contractors during the pendency of the case till Wednesday. The liquor contractors filed an application seeking interim protection against the government which took action against some of them. <keyword id="9335828" type="PERSON" weightage="20" keywordseo="rahul-diwakar">Rahul Diwakar</keyword>, the petitioners' lawyer told the court that the authorities are taking action against a few petitioners by imposing penalty and issuing letters to forfeit the bank guarantee. This was contrary to the state government undertaking in the court that it would refrain from taking action during the hearing. The petitioners pleaded with the court to initiate contempt proceedings against the respondents. A division bench of the Chief Justice AK Mittal and <keyword id="2943928" type="COMPANY" weightage="20" keywordseo="Justice-VK-Shukla">Justice VK Shukla</keyword> issued the interim direction during hearing of the petitioners' application, the counsel said. The Court also issued notices to the respondents - the principal secretary (<keyword id="6382936" type="COMPANY" weightage="20" keywordseo="Excise-Department">Excise Department</keyword>) and the excise commissioner during the hearing. The court will continue to hear the liquor contractors on Wednesday, the counsel said. The Government went as far as threatening to take over the liquor trade. The cash- strapped MP government is mulling to run the liquor shops in the state as the liquor contractors are unrelenting, sources said. Chief Minister Shivraj Singh Chouhan had said that the state economy has collapsed due to <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>. The court on Tuesday heard the petition filed by 30 liquor contractors from various parts of the state. The liquor contractors have sought the HC direction to the state government to either revise the terms and conditions of their contract or recall the entire bidding process of liquor sale for the current fiscal due to economic slowdown caused by the Corona pandemic. A tussle is going on between the state government and the liquor contractors after the majority of the liquor shops were closed in despite the state government's order to re-open them last month. The liquor retailers said that the contract, 25 per cent higher than the rates of last fiscal, with the state government will burn a hole in their pocket in the wake of downturn in the market. According to the department, the shops can operate between 9 a.m. and 6.30 p.m. on alternate days. The L-7/L-9 shops were only allowed to resume sale subject to certain conditions. "They shall deposit 70 per cent special corona fee on total sales daily, which will be deducted from their ledger account linked with their Vend-ID in ESCIMS. They should, therefore, maintain the requisite balance in their ledger account," the excise department said on Friday. The department also asked the shop owners to strictly abide by the National Directives for COVID-19 Management and to take all possible measures including deployment of adequate number of guards, proper barricading, marking to ensure social distancing, in coordination with Delhi Police and local administration. "In case of any un-scanned sale, the MSR Gap generated shall be treated as the stock sold and 70 per cent special corona fee shall be levied and payable at the same," it added. The department further said that in case the shops which were allowed to operate comes under the containment zone in future, the same shall be closed immediately.

In Assam all liquor shops and wholesale warehouses will remain open from 10 a.m. to 5 p.m. on the permitted days while these will open from 9 a.m. to 4.00 p.m. from April 13 to April 17 in Meghalaya. Excise officials of the two states would supervise and monitor the business and works of these liquor shops, wholesale warehouses and permitted establishments. Medhi in a letter to the Deputy Commissioners of all 33 districts said that the state government has approved opening of India Made Foreign Liquor shops, wholesale warehouses, bottling plants, distilleries and breweries across Assam with effect from Monday subject to compliance of 10-pont guidelines. "These liquor shops may work with bare minimum staff and provide hand sanitisers to customers and staff while handling the bottles and cash. The owner and management of these shops and other permitted installations would be responsible for deploying their staff to ensure social distancing. The owner and management of these permitted installations have to strictly follow all the directives issued by the National Health Mission of Assam with reference to COVID-19," said the letter, available with IANS. It said that the liquor shops, wholesale warehouses, distilleries, breweries, bottling plants shall work with bare minimum staff (not more than 50 per cent) and the permitted establishments must arrange to keep their employee and workers within their campus and arrange food and other amenities for them. The letter also said to keep the workers and staff at a designated place nearest to the factory premises, arrange transportation for the staffs and workers from the designated place to the factory by observing all the COVID-19 guidelines, obtain vehicle passes from the deputy commissioners of the respective districts for transportation of liquor consignments. "Any violation of the guidelines issued in regard to COVID-19 would invite cancellation of the excise license," Medhi's letter said. In Shillong, in a separate decision, the Meghalaya government has allowed the opening of wine shops and bonded warehouses from Monday. Meghalaya government's Commissioner of Excise in a letter to Deputy Commissioners of all 11 districts said that maintaining social distancing the wine shops and bonded warehouses can be opened from 9 a.m. to 4.00 p.m. from April 13 to April 17. The letter stated that the owner of the wine shops would be made personally responsible by deploying their staff to ensure social distancing. "Only one person per household would be allowed to visit a wine shop for the purchase and the movement from one locality and one village to another locality shall be prohibited.
