<p><div class="KonaFilter image-container display-table float_right"><div><div class="image"><img src="https://static-ssl.businessinsider.com/image/542523766da811682826cc89-1200-924/rtr3ch9l-1.jpg" border="0" alt="RTR3CH9L"><p class="source"><span>REUTERS/Luke MacGregor</span></p><p class="caption">Eric Pickles, the UK minister in charge of housing policy.</p></img></div><p></p></div></div> The UK government <a href="http://www.telegraph.co.uk/property/11122090/Rent-to-Buy-to-help-people-to-build-up-a-deposit.html">will offer housing associations and developers £400 million ($652 million) in cheap loans to build new homes in a "Rent to Buy" scheme</a>, The Telegraph reports.</p>
<p>In exchange for the loan, those groups will have to rent out the properties for below market levels for seven years. The plan is partly intended to help young people save up money for a deposit.</p>
<p>According to Eric Pickles, the minister in charge of UK housing, the new scheme "will help increase the provision of low-cost rented accommodation and provide a springboard for young people to upgrade to home ownership down the line."</p>
<p>The "Rent to Buy" program <span>-</span> which compliments the government's existing "Help to Buy" scheme through which people can buy a home with a small, 5% deposit and a government-guaranteed mortgage - represents another misguided government intervention in the UK housing market.</p>
<p><a href="http://www.businessinsider.com/albert-edwards-blasts-uk-mortgage-subsidy-2013-6">Societe Generale strategist Albert Edwards pinpointed the problem with subsidized mortgages last year</a>, noting how it "encourages lending to borrowers with small deposits." Pressuring young people to buy expensive houses is not the solution for exploding UK house prices, Edwards argued.</p>
<p>The real problem with UK housing can be answered in one chart: There are simply not enough houses being built in England to keep up with the growing population.</p>

<p>There's a whole ring of "glorious green space" around London, the area that is in the most desperate need of new housing to meet demand.</p>
<p>The Conservative party is trapped between a rock and a hard place: It acknowledges that the UK needs more housing, but progress is going to be limited as long as the party's voting base is so strongly committed to the belt. </p>

Another Misguided UK Housing Scheme Ignores The Real Problem

This summer, the company released a <a href="http://www.businessinsider.com/burger-king-is-selling-burgers-with-red-buns-and-cheese-2015-6">bright red burger</a> dyed with tomato powder, as well as new black burger with deep-fried eggplant.</p><p><span>The burgers look pretty unappetizing in real life.</span></p><p><span><div><iframe src="//instagram.com/p/tNYFYThwRt/embed/" width="800" height="auto" frameborder="0" scrolling="no" allowtransparency="true"></iframe></div></span></p><p class="embed-spacer"><span>But they aren't meant to replace the Whopper.</span></p><p><span>The sandwiches are instead a marketing scheme meant to offset the company's slim ad budget in Japan, <span>Masanori Tatsuiwa, </span><span>Burger King Japan's general manager for business management, told </span><a href="http://adage.com/article/cmo-strategy/reason-burger-king-making-red-burgers/299305/">AdWeek.</a></span></p><p><span>"At the moment we don't have much ad budget in our hands, so we do almost everything by ourselves, Tatsuiwa told AdWeek. "We are not using any creative agencies for these products. And this way we don't need any big money to expand our awareness in the market."</span></p><p><span>Burger King Japan's marketing team, including research and development, is comprised of just five people, <span>Tatsuiwa </span>said.</span></p><p><span>And the chain is struggling to compete with much bigger rivals in the region, such as McDonald's.</span></p><p><span>Burger King has fewer than 93 restaurants in Japan, while McDonald's has about 3,000, by comparison.</span></p><p>The company's strategy with the colored burgers appears to be working. <span>Nearly every major media organization in Japan and the US, including Business Insider, <a href="http://blogs.wsj.com/japanrealtime/2015/06/17/burger-king-japan-to-sell-red-burgers/">The Wall Street Journal</a>, <a href="http://time.com/3327567/burger-king-black-burger/">Time</a>, <a href="http://www.forbes.com/sites/saritharai/2014/10/05/rivals-burger-king-and-mcdonalds-in-black-burger-face-off-in-tokyo/">Forbes</a>, and <a href="http://www.japantimes.co.jp/life/2015/06/17/food/burger-king-unveils-red-colored-burgers/">The Japan Times</a> has written stories about Burger King's oddly-colored burgers.</span></p><p><span>And customers have been posting hundreds of photos of the burgers online.</span></p><p>That's why Burger King decided to bring them to the US, Burger King Chief Marketing Officer Eric Hirschhorn said in a statement.</p><p>"Our US guests have been extremely curious about the bun flavors they've seen introduced in Japan and other countries, so we saw the opportunity to bring them an equally unique experience," Hirschhorn said. "We tailored the flavor of the black bun to the American palate with A.1. sauce, a flavor this country loves, and we're delivering it in a way that's never been done before by baking it into the bun. Burger King is bringing one of its most bizarre burgers to the US

<p>But lower temperatures do get cooks geeking out on seafood-shellfish, in particular, some varieties of which are at their prime in colder waters because of where they are in their life cycle.</p>
<p>Take oysters from the Gulf of Mexico. They spawn in summer, which makes them milky and flabby before they turn clear and firm as winter approaches, says Ryan Prewitt, chef at Peche Seafood Grill in New Orleans. "In October, they get a lot better, in November they start to pick up steam, and by January and February, we're getting our best."</p>
<p>Diners, ever more attuned to what's in season, are savvy enough to pick up on these nuances, which is why restaurants are changing their dishes and planning farther in advance to highlight local gems. Here's how four chefs will make the most of their short time together with the seaworthiest.</p>

<p><strong>Gulf oysters</strong><br><small>PEAK SEASON:</small> Late fall through winter<br>"Oysters from the Gulf have this distinctive creamy flavor, leaning toward umami-they're meaty," says John Currence, chef and owner of City Grocery restaurant group in Oxford, Mississippi. "They have a much greater spectrum of preparations" than smaller, minerally East Coast oysters. At Snackbar, Currence serves Gulf oysters on the half shell with spicy pork-belly mignonette and pickled beech mushrooms.</br></br></p>

"When you get them less than a day old, they're like sugar drops." Korsh is preparing the scallops as a raw appetizer with pickled aji dulce peppers-light smokiness, moderate heat-that he started growing in the restaurant's roof garden last summer specifically for this dish.</br></br></p>

"But when the Maine uni comes in, I'm working with it whenever possible," he says. "It has a lot of funk, in a good way-I equate it to gaminess." The restaurant's signature dish is the creamy, briny Smoked Uni Spoon: a dollop of the roe topped with a quail-egg yolk and osetra caviar.</br></br></p>

Tang's chile-garlic-roasted crab accompanies buttery spaghetti with bread crumbs and grilled lemon; he leaves the shells on, and the pasta soaks up the chile-garlic crab juice that seeps out.</br></br></p>

How To Eat Seafood In The Winter

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/587fb2aef10a9ac1348b884a-1709/undefined" alt="Soyuz TMA 19M rocket launch nasa" data-mce-source="NASA/Joel Kowsky" data-link="https://www.nasa.gov/image-feature/expedition-46-soyuz-launch-to-the-international-space-station" /><p class="source"><span><a href="https://www.nasa.gov/image-feature/expedition-46-soyuz-launch-to-the-international-space-station">NASA/Joel Kowsky</a></span></p><p class="caption">A Russian Soyuz rocket launch.</p></div><p></p></div></div></p><p>NASA, already in a serious financial pickle with the Russians, may soon look to Boeing for help.</p><p>When the space agency retired its last space shuttle in July 2011, it expected commercial carriers like SpaceX and Boeing to launch its astronauts into space by 2015.</p><p>But both SpaceX and Boeing <a href="http://www.businessinsider.com/spacex-financials-rocket-accident-costs-revenue-2017-1">hit snags</a> with the development of their rockets and spaceships, slipping that schedule by at least 3 years, according to <a href="https://oig.nasa.gov/audits/reports/FY16/IG-16-028.pdf">a September 2016 audit by NASA's Office of Inspector General</a> (OIG).</p><p>This left NASA with one option for getting astronauts to and from the International Space Station (ISS) through 2018: a Russian spacecraft called the Soyuz.</p><p>Russia has taken full advantage of its temporary monopoly by charging NASA <a href="http://www.businessinsider.com/astronaut-cost-per-soyuz-seat-2016-9">ever-more-exorbitant sums</a> for those Soyuz seats - yet the problem for NASA might soon get worse.</p><p>As Eric Berger <a href="http://arstechnica.com/science/2017/01/nasa-formally-seeks-option-to-buy-additional-soyuz-seats-for-2019/">reported at Ars Technica</a>, NASA issued <a href="https://www.fbo.gov/index?s=opportunity&amp;mode=form&amp;id=d4bd5c52373053a6dfb6acd03398978c&amp;tab=core&amp;_cview=0">a new solicitation on January 17</a> to buy two more Soyuz seats from Boeing, plus "an option to acquire crew <keyword id="34991" type="ORGANIZATION" weightage="60" keywordseo="transportation">transportation</keyword> from Boeing for three crewmembers on the Soyuz in 2019." In other words: NASA may end up buying five tickets aboard the Soyuz from Boeing.</p><p>If that sounds a little convoluted, particularly since Boeing's spacecraft development delays helped drive NASA to this conundrum in the first place, welcome to the current state of human spaceflight.</p><p>As Berger notes at Ars Technica, RSC Energia - the Russian entity that makes and launches Soyuz rockets and spacecraft - recently settled <a href="http://spacenews.com/boeing-and-energia-negotiating-sea-launch-settlement/">a $320 million lawsuit with Boeing</a>. Part of Boeing's settlement package includes five Soyuz seats and, according to NASA's recent solicitation, one is scheduled for 2017, another for 2018, and three for 2019.</p><p>NASA wants those tickets to ensure it's making good on <a href="https://oig.nasa.gov/audits/reports/FY14/IG-14-031.pdf">its roughly $75 billion investment in the ISS</a>, set to <a href="http://www.businessinsider.com/afp-russia-confirms-will-use-international-space-station-till-2024-2015-2">disband in 2024</a>, by filling it up with as many crewmembers as possible.</p><p>What might NASA pay Boeing for each of its Soyuz tickets?</p><p>A NASA representative declined to provide Business Insider with an estimate, but noted "prices will be finalized during contract negotiations" and that the space agency "will ensure it receives a fair and reasonable price for the transportation services from Boeing before a contract is awarded." Representatives from Boeing acknowledged an emailed query from Business Insider, but did not immediately provide an answer.</p><p>If precedent is any guide, however, Boeing's Soyuz seats could cost NASA dearly.</p><p><a href="http://www.businessinsider.com/putin-ends-roscosmos-space-agency-2015-12">Roscosmos</a>, Russia's space agency, used to charge NASA as little as $21.8 million per seat in 2008 (when the space shuttle was still around). By 2018, however, it intends to charge NASA $81 million per seat by 2018 -<strong> an increase of 372% over 10 years</strong>:</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/57c987e809d2939b008b5da1-1667/nasa-russia-price-seat-launch-astronauts-business-insider.png" alt="Chart showing how much Russia is charging NASA per seat for launching US astronauts." data-mce-source="Skye Gould/Business Insider" data-mce-caption="How much NASA is paying Russia for each US astronaut seat aboard a Soyuz spacecraft from 2006 through 2018." /><p class="source"><span>Skye Gould/Business Insider</span></p><p class="caption">How much NASA is paying Russia for each US astronaut seat aboard a Soyuz spacecraft from 2006 through 2018.</p></div><p></p></div></div></p><h2> </h2><p>That's according to NASA OIG's September 2016 audit data.</p><p>The chart below, also based on the report, factors in the price of a seat and the number of astronauts that NASA plans to launch (about six per year) to show how much NASA has paid Russia and could end up paying for Soyuz seats.</p><p>The total cost over 12 years is more than $3.36 billion - and that's not including the possible purchase of Boeing's three Soyuz seats for 2019.</p><p>Assuming NASA's budget remains roughly $18.5 billion a year, that means about 3% of the agency's funding could be diverted to Russia in 2018:</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><img src="https://static-ssl.businessinsider.com/image/57c987e809d2931a008b5daf-1667/nasa-russia-price-cost-launch-astronauts-business-insider.png" alt="Chart showing how much Russia is charging NASA for launching US astronauts." data-mce-source="Skye Gould/Business Insider" data-mce-caption="How much NASA will pay Russia to send US astronauts into space from 2006 through 2018." /><p class="source"><span>Skye Gould/Business Insider</span></p><p class="caption">How much NASA will pay Russia to send US astronauts into space from 2006 through 2018.</p></div><p></p></div></div></p><p>A presentation <a href="https://twitter.com/StephenClark1/status/735110540763246592">given by a NASA official in May 2016</a> estimates the cost of each seat aboard SpaceX's Dragon spacecraft and Boeing's CST-100 Starliner spacecraft will be $58 million.</p><p>The Sept. 2016 audit made clear that any other hiccups in the NASA's commercial crew program, which could earn Boeing and SpaceX up to $4.2 billion and $2.6 billion (respectively) for their services, will be costly.</p><p>"Given the delays in initiating a U.S. capacity to transport crew to the ISS, NASA has extended its contract with the Russian Space Agency for astronaut transportation through 2018 at an additional cost of $490 million," the report stated. NASA may pay Boeing as a middleman to launch 5 astronauts on Russian spacecraft

A few of its high-profile customers include Uber, CBS Interactive and Khan Academy.</p><p>Asana is also known for its incredible employee perks in the land of over-the-top employee perks.</p><p>For starters, its 190 employees enjoy homemade gourmet food all day long (free breakfast, lunch, dinner) from a professionally trained chef and his "culinary staff." As one <a href="https://www.glassdoor.com/Benefits/Asana-US-Benefits-EI_IE567443.0,5_IL.6,8_IN1.htm">employee on Glassdoor</a> put it, "we have a nutritionist consult, a pastry chef, and nearly everything (from the pickles and smoked fish on the salad bar to the granola and bbq potato chips) are made in-house."</p><p>Plus, employees enjoy on-site yoga classes, a life coach, 12-week parental leave for new moms and dads, and $10,000 to spend on creating an ergonomically correct workstation.</p><p><span><span>Despite the lavish digs, Asana has not been known as a startup that burns through cash. Spotify's latest $1 billion debt raise <a href="http://techcrunch.com/2016/03/29/stream-with-the-devil/">has already been characterized by TechCrunch's Josh Constine as a 'devilish' deal</a>.)</p><p>On top of that, Moskovitz added, "We do manage our finances.
