On Monday, Suja alleged during an event held in London, that he knew that a private company was used to generate low frequency signals to hack the electronic voting machines used in the last elections, claiming he had helped design the voting machines. He further claimed that his team was able to intercept the transmissions in the recent assembly polls in India, as well as state elections in Delhi. It is unclear if Suja was a regular employee of ECIL as that claim is still unverified. The Election Commission is reportedly also <a href="https://indianexpress.com/article/india/election-commission-evm-hacking-2014-elections-5549033/">considering</a> legal action against the expert, the Indian Express reported. The expert has said he has had to take political asylum in the US because of threats against his team. During the first phase of Lok Sabha Election 2019, Malogam village in Arunachal Pradesh witnessed 100% voter turnout at 9.30am. Tayang, turned up in the thin shed like polling station to cast his vote for both the general and the assembly election. The process of <keyword id="43546" type="EVENT" weightage="20" keywordseo="Voting">voting</keyword> may not have taken long but it was a difficult task to set up a polling station in a remote place surrounded but jungle and mountains treks. The Malogam village has only one household with five residents including Tayang, according to 2011 Census. The 300-mile journey to Malogam Normally, the Election Commission of India assigns random locations to its employees to set up the polling booth. However to set up a polling booth the district, the election officer formed a team of five members who could travel and trek to the hills to set up a polling booth for Tayang. Tayang was informed about the voting schedule ahead of the polling dates. Even on the polling day it took the team a whole day to inform the assistant returning officer of Hawai and Hayuliang circle about Tayang’s presence on the voting day because of bad reception in the area. The election commission had to set up polling stations at several other remote places. The EC even reached out world’s highest polling station at 15,256 feet in Tashigang village of Himachal Pradesh to approach 49 registered voters.

<ul><li>The EC has sent a draft reform to the law ministry which places a limit on the expenditure political parties can incur when campaigning for elections. </li><li>The issue has been on the <keyword id="6359191" type="UNKNOWN" weightage="20" keywordseo="election">election</keyword> watchdog’s priority list since 2016 and now looks to be gaining momentum as most parties have agreed to it in principle. </li><li>As part of its bid to crack down on electoral <keyword id="31669" type="PERSON" weightage="20" keywordseo="spending">spending</keyword>, the EC also wants to limit anonymous donations to 20% of a <keyword id="56" type="ORGANIZATION" weightage="20" keywordseo="Party">party</keyword>’s total collections.</li></ul> Ahead of crucial state elections in Rajasthan and Madhya Pradesh and more importantly, national elections in May next year, India’s Election Commission (EC) is working with the law ministry to limit how much political parties spend on election campaigns. The issue has been on the election watchdog’s priority list since 2016 and now looks to be gaining momentum, as most parties other than <keyword id="14666" type="ORGANIZATION" weightage="20" keywordseo="BJP">BJP</keyword> have agreed to it in principle following an all-party meeting in August, and a draft reform has been sent to the law ministry. The idea behind the move is to ensure that smaller, regional parties get a fair chance when campaigning for elections and to limit the role played by wealth in determining electoral outcomes. Recent data from the Association of Democratic Reforms (ADR), a NGO, shows a significant wealth gap between the party in power, BJP, and opposition parties like the Congress- which doesn’t bode well for a fair election result next year. The EC has said that a limit to a party’s election spending hinges on the limit placed on individual candidate spends, and proposed that the party limit should be 50% or less of the combined maximum spend prescribed for all of the party’s candidates. The Law Commission has said in the past that a party spending limit will be extremely difficult to implement and monitor, so it remains to be seen whether the EC’s proposal will pass muster. The EC places a cap on how much individual candidates can spend, based on what legislature they’re campaigning for and what state they’re in, but has not yet placed a cap on the election expenditure incurred by a party. For a Lok Sabha candidate, the cap is between ₹5 and ₹7 million while the cap for state assembly candidates is between ₹2 and ₹2.8 million. Anonymous donations As part of its bid to crack down on electoral spending, the EC also wants to limit anonymous donations to 20% of a party’s total collections. This would be a significant reform as parties usually declare most of their donations as being from anonymous donors. While the EC has capped online cash donations to political parties at ₹2,000 instead of ₹20,000 and facilitated the launch of electoral bond sales, it still has more to work to do in making the political funding more transparent. A number of political parties, including the BSP, never end up declaring any donors because they say all their individual donations are less than ₹2,000. According to the ADR, 46% of all the funds political parties received in 2016-17 came from unknown sources. In response to this, the EC feels that the proportion of anonymous donations to overall donations should be capped at 20%, so the origin of at least 80% of a parties’ funding sources can be identified.

Nearly 900 million people have so far registered for the 17th Lok Sabha elections, out of which 15 million are <a href="https://www.indiatoday.in/elections/lok-sabha-2019/story/lok-sabha-2019-90-crore-register-to-vote-1-5-crore-in-18-19-age-group-1474742-2019-03-10">first-time voters</a> between the age of 18-19, according to media reports. This includes the citizens who turned 18 on 1 January, and have been registered as electors. These first-time voters account for 1.66% of the total electorate, compared to the last Lok Sabha elections in 2014, where the voter turnout was recorded to be 814.5 million including 23.1 million new voters. The total voter turnout in the last general elections was 66.4%, the highest since 1952 elections. However, voter participation from India’s <a href="https://www.hindustantimes.com/lok-sabha-elections/lok-sabha-elections-2019-number-of-new-voters-down-in-delhi/story-eORzURBgaXluzTMgKb3iZO.html">national capital</a> is significantly low in the same age group, as per the data by Delhi’s Chief Electoral Officer Ranbir Singh. The number of voters in the given age group are nearly 155,000, as on Sunday, compared to 337,000 in 2014 Lok Sabha elections. Encouraging active participation from first-time voters, Prime Minister Narendra Modi also tweeted calling electors, hoping for a record turnout. “I particularly call upon first-time voters to vote in record numbers," he tweeted.
