Machine learning (ML) - a segment of AI in which computers are programmed to learn how to solve problems - can be used to pore over massive troves of patient and historical data, in order to refine diagnoses of medical conditions and paint a clearer picture of the patient for doctors. For example, the Ada Health app uses ML in its <a href="http://www.businessinsider.com/digital-health-briefing-us-telehealth-restrictions-loosened-after-trump-request-ai-powered-health-app-raises-47-million-polar-opens-api-2017-11">chatbot</a> to help condense a user's symptoms into a list of possible conditions before reaching out to a medical doctor. But, AI is still a long way from being fully autonomous and should be confined to augmenting the work of medical professionals, Ada CMO Claire Novorol said during the health conference. </li><li>Fitness device makers and healthcare institutions are partnering to explore ways in which health and fitness data can be used to prevent illnesses. The rapid adoption of wearables has resulted in a flood of personal fitness and health data - for example, fitness band maker, Fitbit has more than 90 billion hours of heart rate data and 5.4 billion nights of sleep stored in its database. And while, eventually, this data could help in preventing things like heart failure, there's not yet enough evidence to prove its viability. Fitbit is working with Georgetown University to see if fitness trackers are a reliable method of detecting heartbeat irregularities, Fitbit co-founder Eric Friedman said during the conference. If the device senses the user's heartbeat is weak it could send a notification telling the person to "see a doctor." </li><li>The emergence of AI and the Internet of Things (IoT) is paving the way for "ambient intelligence" in hospitals. This is effectively the combination of connected devices and AI providing a constant feed of information about the patient's environment and wellbeing to hospital staff, according to Philips chief innovation and strategy head Jeroen Tas. These systems, built into hospital rooms and wards, can recognize the patient and their situation, configure to their needs, and respond to changes in their health or condition. The proposed regulations create a framework that will allow certain companies to bring more tests to market by eliminating a requirement for premarket review for every new test they release. Instead, these companies will only be required to pass a one-time initial review of their processes with the FDA. This would allow the FDA to assess the company rather than every single product being produced, in a similar fashion to the "<a href="http://www.businessinsider.com/digital-health-briefing-anthem-prepares-to-launch-digital-health-hub-fda-to-clarify-requirements-for-medical-devices-vr-finds-footing-in-healthcare-2017-10">Pre-Cert for Software Pilot Program</a>", which was designed by the FDA to streamline regulation around health-related software and products. However, for the system to be effective, the ADHA will need to continue to find ways, whether through partnerships or incentives, to get the majority of physicians and consumers in the region to sign up and share data. <div>VAICA INTRODUCES A SMART MEDICATION STORAGE DEVICE: Vaica, the Israel-based medication adherence solution provider, <a href="https://www.prnewswire.com/news-releases/vaica-medical-launches-capsuled-a-novel-personally-customized-medication-adherence-solution-for-pharmaceutical-companies-300551808.html" target="_blank" rel="noopener noreferrer">launched</a> its new smart storage device for pharmaceutical companies, Capsuled. The device, which leverages cloud-based software, provides auditory and visual alerts to remind users to take medication, educational videos, and time messages of encouragement. In addition, the device can also compile weekly adherence reports and provides users with a way to contact their healthcare provider. These features could help drive up engagement with patients, which could go a long way to improving the rate of positive patient outcome through medication adherence. Low medication adherence rates, or the share of patients who don't take their medication as prescribed, is a huge cost to healthcare systems. She still has no idea of her whereabouts."The Chinese government is basically holding her hostage for my speaking out about the horrific blatant human rights abuses of the Chinese government," Abbas told Business Insider last month."My sister's story is not unique. China harasses Uighurs in the diaspora's relatives back home, presenting them with heartbreaking choice: Keep silent about the horrific violations of human rights, or let your family and friends suffer the consequences for your choice for speaking out," she said."I am an example of that."Courtesy of Bahram SintashBahram Sintash (right) and his father, Qurban Mamut, during Mamut's February 2017 visit to Washington, DC.<h2>An entire business gone</h2>Abbas is not the only foreign Uighur who has been punished in Xinjiang for their actions outside the region.Bahram Sintash, a Uighur-American living in Chantilly, Virginia, has been campaigning for his father's release from the Xinjiang camps since October 2018. He has called on the Chinese government to reveal the whereabouts of his father, a retired magazine editor, through social media, protests, and <a href="https://www.businessinsider.com/family-of-uighurs-in-china-say-are-blocked-deleted-by-scared-family-2019-2">speaking to journalists</a>.Sintash has been living in the US since 2008, but continued to visit his family in Xinjiang until 2015, when his Chinese visa was inexplicably revoked. That same year, he had opened a company in Urumqi, Xinjiang's capital city, to provide fitness supplements and workout plans to Uighurs in the region.Sintash requested anonymity for his company to protect its former employees. But he said the business flourished, and had earned close to a million dollars.That success came to an end in October 2018 - exactly two days after Sintash <a href="https://www.rfa.org/english/news/uyghur/journalist-10182018151224.html">spoke to Radio Free Asia</a> about his father's disappearance for the first time.Courtesy of Bahram SintashSintash's father Qurban Mamut in Washington, DC, during a February 2017 visit.Multiple police officers went to the company's office in Urumqi, took photos of every corner of the office, and told employees to leave as soon as possible, Sintash told Business Insider.Shortly after the raid, police officers further questioned his colleagues, shut down his office, storage warehouse, and corporate social media accounts, he said."The police warned my partners to stop communicating with me and told them I was the enemy of the country living overseas," Sintash said."I couldn't get my money back from the region," he added. Mahsut told Business Insider that even as she kept blocking the numbers calling her, she kept receiving the same automated calls from other numbers.It's not clear how the caller got Mahsut's phone number, what documents she is referring to, and why Mahsut was receiving these calls. It added that the alleged scam is "not targeted at a specific group of people."Some 30 members of the Uighur diaspora in Norway have received dozens of automated calls from phone numbers connected to the Chinese embassy in Oslo, <a href="https://www.aljazeera.com/indepth/features/norway-automated-calls-china-embassy-spook-uighur-diaspora-191113205036890.html">Al Jazeera reported</a> last month.One of the Uighurs, a naturalized Norwegian citizen, said she started receiving the calls after attending an anti-China rally on October 1.The Chinese embassy in Oslo denied the calls in a similar manner to the London embassy, saying they were part of a scam.Uighurs living in the US and France also told <a href="https://www.thedailybeast.com/chinese-police-are-spying-on-uighurson-american-soil">The Daily Beast</a> and <a href="https://foreignpolicy.com/2018/03/02/chinese-police-are-secretly-demanding-personal-information-from-french-citizens-uighurs-xinjiang/">Foreign Policy</a> last year that they had been asked for personal information including <a href="https://www.businessinsider.com/china-compiling-uighur-muslim-global-database-reports-2018-8">license plate numbers, bank details, ID photos, and marriage certificates</a> - and threatened harm to their families in Xinjiang if they did not comply.Kevin Frayer/GettyUighur men pray before a meal during the Corban Festival, also known as Eid al-Adha, in Turpan, Xinjiang, in September 2016.Sintash, the fitness company owner, has also received messages in Chinese threatening to harm his family.FacebookA Facebook comment that Bahram Sintash received from a Chinese-speaking account in January 2019.In January 2019, he received a comment in simplified Chinese on Facebook, in response to a comment he had left in the Uighur language on another person's page."You are a good son of the Chinese Communist Party. Your father has been released now," the comment read, without providing any evidence."I reckon you can keep selling your white powder [crying-eyes emoji]," the comment continued, in what Sintash took to mean his fitness supplements. "Strongly support you."The account was registered under a Chinese name, and its profile photo was of a young Chinese woman.The entire account has since been deleted. Business Insider last saw the post in February, and has preserved screenshots of the comment."What I understood [from the comment] was: 'Keep obeying the Chinese Communist Party and shut your mouth. Your father is in our hands,'" Sintash told Business Insider."I felt threatened by the CCP."Trolling people is not a new Chinese tactic. The country's propaganda department <a href="https://www.businessinsider.com/how-china-propaganda-department-glosses-over-human-rights-2018-6">pays some two million people to publish pro-government posts and attack critics</a> on social media, a Harvard University <a href="https://gking.harvard.edu/50C">report</a> found in 2016.These commenters are known as the "wumao dang," which translates to "50 cent party" in Chinese - a reference to the amount of money in yuan they are allegedly paid per post. That's about $0.07.<h2>'Your mother has died'</h2>Another bizarre run-in with Chinese speakers took place in late October, when Sintash and other Uighur activists staged a protest outside the Capital One Arena in downtown Washington, DC.As Sintash and 13 others held up signs and chanted slogans, a Han Chinese man - the largest ethnic group - went up to them and said: "Your mother has died" five times.Video shows the group looking at the man, puzzled, as he walked away."He was a pro-CCP Chinese citizen who could've said anything to define [himself] ... but he chose to tell us 'your mother has died,'" Sintash said."I was shocked at the time. I never expected someone to deliver such an evil message while in the United States."Those words were particularly jarring to Sintash, who hadn't spoken to his mother or anyone else in his family since February 2018. Mysterious automated calls, vanished relatives, and sinister Facebook comments: How China intimidates Uighurs who don't even live in the country

<div class="KonaFilter image-container display-table float_right"><div><div class="image"></div></div></div>The UK Independent is making a moving statement on its front cover on Sunday after the brutal death of British taxi driver Alan Henning at the hands of ISIS, just days after his wife pleaded to release the man who was taken hostage <a href="http://www.nbcnews.com/storyline/isis-terror/isis-releases-video-showing-beheading-alan-henning-n208816">while driving an ambulance</a> in a humanitarian aid convoy in December.
Instead of any photos of Henning or clips from the propaganda video of his death released by the Islamic State of Iraq and the Levant (ISIL or ISIS), the Independent chose a black background with a simple message:
"On Friday a decent, caring human being was murdered in cold blood. Our thoughts are with his family," it reads. "He was killed, on camera, for the sole purpose of propaganda. Here is the news, not the propaganda."
Henning was the fourth westerner beheaded by the militant group, which has made a land grab in Iraq and Syria.
The killing was condemned by UK Prime Minister David Cameron and US President Barack Obama, and ignited a fury against ISIS within the British Muslim community, especially since the video's release came so close to the Islamic holiday of Eid al-Adha, <a href="http://www.theguardian.com/world/2014/oct/05/isis-murder-alan-henning-british-muslim-community">according</a> to The Guardian.
"Everybody is sickened by this," Julie Siddiqui, former head of the Islamic Society of Britain, told the paper. "Why did they decide to announce it when they did? Some of us, naively, thought Alan might even have been released on Friday. They chose a day of reflection, when many were thinking of peace forgiveness, thinking about others. There is a genuine feeling that they did it deliberately, it seems too much of a coincidence."
At the end of the video of Alan Henning's death, the executioner closes with a threat against the life <a href="http://www.businessinsider.com/isis-peter-kassig-2014-10">an American named Peter Kassig, a former US Army Ranger</a> who was abducted on Oct. 1, 2013 while working to provide medical support with a humanitarian group he founded.

In April, the US State Department <a href="https://www.state.gov/j/drl/rls/hrrpt/humanrightsreport/index.htm#wrapper">said it had heard</a> of Uighurs who had "disappeared" or were unexpectedly detained.Meanwhile, Muslim countries have been deafeningly silent.Over the past year alone, activists have found evidence of Chinese authorities <a href="http://uk.businessinsider.com/xianjiang-province-china-police-state-surveillance-2018-7">tracking Uighurs' cellphone activity</a> and forcing them to <a href="http://uk.businessinsider.com/police-cutting-dresses-off-uighur-women-in-xinjiang-china-2018-7">cut off their beards and dresses</a>. Others say China has demanded the Uighur diaspora <a href="http://uk.businessinsider.com/china-compiling-uighur-muslim-global-database-reports-2018-8">hand over personal information</a> - and threatened their families if they do not.Chinese officials have denied the the camps exist, though have acknowledged a program of "resettlement" for people it refers to as extremists. As Myanmar's military ramped up its violence against <a href="http://uk.businessinsider.com/category/rohingya">Rohingya Muslims</a> late last year, citizens in Jordan and Iran <a href="https://foreignpolicy.com/2017/09/26/the-rohingya-are-the-new-palestinians/">staged multiple protests</a> in solidarity with the Rohingya.Saudi Arabia's mission to the UN also <a href="https://twitter.com/ksamissionun/status/904033839433076737">condemned the situation online</a>.The Organisation of Islamic Cooperation, an international consortium which calls itself "<a href="https://www.oic-oci.org/page/?p_id=52&amp;p_ref=26&amp;lan=en">the collective voice of the Muslim world</a>," also <a href="https://www.aljazeera.com/news/2018/05/oic-assume-stronger-role-rohingya-crisis-180506171514197.html">pledged this May</a> to set up a "proper investigation" into the Rohingya crisis.So why hasn't anyone said anything about China's Uighur issue?<div class="KonaFilter image-container display-table"><div><div class="image on-image">Eric Lafforgue/Art in All of Us/Corbis via Getty ImagesA mural in Yarkand, Xinjiang, in September 2012. The Chinese words say: "Stability is a blessing, instability is calamity."</div></div></div><h2>Money, money, money</h2>Many Muslim-majority countries aren't speaking out because they don't want to jeopardize their economic relationships in China, experts say.Several states in Central Asia and the Middle East are part of <a href="http://uk.businessinsider.com/what-is-belt-and-road-china-infrastructure-project-2018-1/">China's Belt and Road Initiative</a> (BRI), a massive project launched in 2013 linking 78 countries across Asia, Africa, Europe, and Oceania through a network of railroads, shipping lanes, and other infrastructure projects.Many of these deals entail China giving hefty loans to economies with a bad credit rating, which countries <a href="https://www.ft.com/content/4421a5a8-9176-11e8-b639-7680cedcc421">such as Pakistan</a> are already finding difficult to repay. And it appears that these economic partnerships are stopping these countries from speaking out about Xinjiang.Simone van Nieuwenhuizen, a Chinese <keyword id="6358883" type="UNKNOWN" weightage="100" keywordseo="politics">politics</keyword> researcher at University of Technology Sydney, told Business Insider: "Like most states, many Muslim-majority countries have increasingly close economic relations with China."There is a general consensus that speaking out about the situation in Xinjiang might jeopardize the development of economic ties, and it is therefore not in their interests to do so."<div class="KonaFilter image-container display-table"><div><div class="image on-image">Lintao Zhang/GettySaudi Crown Prince Mohammed bin Salman and Chinese President Xi Jinping in Hangzhou, China, in September 2016.</div></div></div>Alip Erkin, an activist in Australia who runs the <a href="https://twitter.com/UyghurBulletin">Uyghur Bulletin network</a>, specifically cited BRI as a hindrance. He told BI: "Enormous trade and investment opportunities, as well as debt burden from China, through the BRI not only result in the tight lips of Muslim states but also an active cooperation with China in Uighur crackdown."Egypt, <a href="https://dailynewsegypt.com/2018/03/14/egypt-important-country-chinas-one-belt-one-road-initiative/">a BRI partner country</a>, has even appeared to help China with its Uighur crackdown.Last summer, Egypt detained dozens of Uighur students in the country without giving a reason, denied them access to lawyers and their families, <a href="https://www.hrw.org/news/2017/07/07/egypt-dont-deport-uyghurs-china">Human Rights Watch reported</a>.Cairo also deported at least 12 Chinese Uighurs back to China around the same time, <a href="https://www.nytimes.com/2017/07/06/world/asia/egypt-muslims-uighurs-deportations-xinjiang-china.html">according to The New York Times</a>.Peter Irwin, the program manager at the World Uyghur Congress, told BI: "There is a certain expectation that Muslim-majority countries would naturally lend support to Uighurs and criticize China, but we just haven't seen this, and I don't expect we'll see this given China's economic ambitions with the Belt and Road Initiative, however successful the plan may or may not be."<div class="KonaFilter image-container display-table"><div><div class="image on-image">ReutersMap showing the projects subsumed under the Belt and Road Initiative as of December 2015.</div></div></div><h2>China's Uighur treatment may not offend Arab states</h2>It may be too simplistic to cite economic dependence on China as the only reason why Muslim countries aren't standing up to China over the Uighurs.Many Middle Eastern states also have a poor human rights record, and prioritize social stability over individual rights, much like China does, van Nieuwenhuizen said.China justifies its crackdown on Xinjiang as protecting the peace and preventing terrorism. Militant Uighurs have been accused of starting deadly ethnic riots in Xinjiang and terrorist attacks across the country from 2009 to 2014.Many Arab countries "exhibit a similar understanding" of prioritizing social stability over human rights, van Nieuwenhuizen said.She told BI: "Many Middle Eastern states have a poor human rights record themselves - including when it comes to the treatment of religious minorities. Many exhibit a similar understanding of human rights to China's - that is, that social stability trumps individual rights."This is how the Chinese government has framed the presence of re-education camps and other repressive measures."Erkin also told BI that although many Gulf states can afford to make a political stand against China, they "are mostly ultra-authoritarian states that advocate non-interference in other states' internal affairs to avoid the same interference in theirs."He added: "The silence of the Muslim majority countries over the horrific treatment of Uighurs, especially the recent cultural cleansing drive in East Turkestan, is both frustrating and unsurprising."East Turkestan is the Uighur term for Xinjiang.He continued: "It is frustrating because the principle of Muslim brotherhood has become a selective foreign policy tool that has more to do with the international politics of Muslim countries and less to do with its true message of solidarity."Business Insider has contacted the Organisation of Islamic Cooperation for comment, but received no reply.<div class="KonaFilter image-container display-table"><div><div class="image on-image">Kevin Frayer/Getty ImagesA policeman stands guard as Uighur children play in Xinjiang.</div></div></div><h2>What happened when Turkey tried to stand up to China</h2>Turkey, which is majority-Muslim, has spoken out against China's treatment of its Uighurs in the past - and China has not forgotten.In 2009 then-prime minister Recep Tayyip Erdogan (who is now president) <a href="http://news.bbc.co.uk/1/hi/8145451.stm">described ethnic violence in Xinjiang as "a kind of genocide"</a> and said: "We have difficulty understanding how China's leadership can remain a spectator in the face of these events."Shortly after the comments were made, the state-run China Daily newspaper <a href="http://www.chinadaily.com.cn/opinion/2009-07/14/content_8424256.htm">ran an editorial</a> warning Erdogan to take back his remarks, with the headline: "Don't twist facts."In 2015 Turkey also offered shelter to Uighur refugees fleeing China, which China Daily <a href="https://www.aljazeera.com/news/2015/07/erdogan-china-tension-treatment-uighurs-150729045802164.html">again warned</a> "may poison ties and derail cooperation."Although Erdogan has not spoken out recently, Chinese state media has continued to threaten Turkey.As the country witnessed a <a href="http://uk.businessinsider.com/category/turkish-lira">dramatic economic crisis</a> this month, the state-run tabloid Global Times <a href="http://www.globaltimes.cn/content/1116209.shtml">published an unsparing editorial</a> offering Chinese economic support, but warned it against making any more "irresponsible remarks on the ethnic policy in Xinjiang."<div class="KonaFilter image-container display-table"><div><div class="image on-image">Jason Lee - Pool/GettyRecep Tayyip Erdogan and Xi Jinping in Beijing in May 2017.</div></div></div><h2>What Uighurs are saying</h2>It's hard to gauge what Uighurs in Xinjiang think about the issue, because the Chinese government severely restricts information flow out of the region, Maya Wang, a senior researcher at Human Rights Watch, told BI.But many other activists with ties to the region say that, although many Uighurs and diaspora feel helpless, they are still holding out hope for change.Erkin, the Uyghur Bulletin publisher, told BI: "There is no doubt that Uighurs in East Turkestan as well as in the diaspora feel extremely helpless in the face of the current cultural cleansing campaign in their homeland, and hope that the UN and other powerful countries of the world call China out and defend their basic religious and cultural rights as humans."But still, given the past political solidarity and migration support from Turkey, many Uighurs would like to keep their hopes alive about it being the defender of Uighurs when its international relations are stabilized and economic woes are tackled."Irwin of World Uyghur Congress added: "The Uighur community is obviously disheartened by the lack of support, but it is certainly not something that has been given up on."The United States, European Union and others need to remain vocal on human rights and bring on larger contingents of like-minded countries to collectively stand against these policies," he added."Although China seemingly flouts international norms of behavior, the country's leadership still remains particularly concerned about how they are perceived internationally." <div class="margin-top"> <h3>NOW WATCH: <a href="https://www.businessinsider.com/what-happens-to-north-korea-defector-2018-8">A North Korean defector's harrowing story of escape</a></h3> <div> </div> </div>
