The sheriff then retracted his claim. </p><p>Pierce County Sheriff Ed Troyer is facing calls for his resignation after a January 27 encounter with Sedrick Altheimer, a 24-year-old Black newspaper carrier, according to the <a href="https://www.seattletimes.com/seattle-news/times-watchdog/pierce-county-sheriff-ed-troyer-faces-calls-for-resignation-over-confrontation-with-black-newspaper-carrier/">Seattle Times</a>. </p><p>Troyer had followed Altheimer along his delivery route. Then he called Washington police, telling them repeatedly that Altheimer had threatened to kill him. </p><p>"He's in some sort of gray car, and he was in my driveway and in my neighbor's driveway, and he knows who I am and he threatened to kill me and I've got him blocked in," Troyer said during his phone call with the police, a recording of which was <a href="https://www.seattletimes.com/seattle-news/audio-pierce-county-sheriff-repeatedly-claimed-man-he-mistook-for-a-prowler-threatened-to-kill-me/">obtained by the Seattle Times</a>.</p><p>"He looks homeless in his car," Troyer added on the call. "He was in my driveway and I got in my car and he was in my neighbor's driveway and tried to get in my garage."</p><p>"I'm trying to be polite to him, but he says I'm a racist and wants to kill me, so."</p><p>Since then, a police report indicates that Troyer went back on the claim that Altheimer threatened to kill him, according to the Seattle Times. Altheimer "never threatened him," the reports says.</p><p>Troyer continues to give mixed messages on the matter. </p><p>When reached for comment by the Seattle Times, Troyer insisted that he felt a "perceived threat" and that Altheimer had threatened him. But he also said the dispatcher on the call with him "took it wrong." </p><p>"Even though there's the argument and a threat - and my perceived threat was there - I didn't want to take it any further," Troyer said. </p><p>"That's what I was telling police," he added. "I think [the officer] took it wrong."</p><p>Later, Troyer released a statement in which he said he stands "by my original recorded statement to dispatch, where I reported that there were verbal threats made."</p><p>Altheimer has repeatedly denied Troyer's claim, but he's been <a href="https://www.seattletimes.com/subscribe/signup-offers/?pw=redirect&amp;subsource=paywall&amp;return=https://www.seattletimes.com/seattle-news/crime/black-newspaper-delivery-driver-detained-after-pierce-county-sheriff-claims-then-recants-threat-to-life/to-life/">detained</a>. </p><p>The Washington <keyword id="2771111" type="PERSON" weightage="60" keywordseo="black-lives-matter">Black Lives Matter</keyword> Alliance, a nonprofit police reform coalition, demanded on Friday that Troyer immediately face suspension, the Seattle Times reported. </p><p>The group also called for an "independent, thorough and transparent investigation," arguing that he "abused the public trust, and abused, misused and weaponized his standing in law enforcement to harm Black and Brown Lives."</p><p>Pierce County Executive Bruce Dammeier condemned Altheimer's detention in a tweet Friday. </p><p>"We already know that Black people are disproportionately involved with law enforcement in our community," Dammeier said. Altheimer "never threatened him," the report says.</p><p>Troyer's attorney, John Sheeran, maintains that Altheimer did threaten Troyer. Sheeran told Insider that after Troyer learned that Altheimer was a newspaper delivery person, Troyer told the responding officer, "you know, we don't need to pursue it anymore."</p><p>"He never walked back the threat," Sheeran said.</p><p>Troyer declined "repeated requests" for interviews with the attorney general's investigators, The Times reported. Troyer called the attorney general's investigation a "blatant and politically motivated anti-cop hit job" in a written statement to the newspaper.</p><p>"I have never had a sustained or founded complaint in 37 years," Troyer told the Times in an interview. "I have never had a complaint of racial bias, use of force, or sexual discrimination even filed." </p><p>Sheeran echoed Troyer's claims that the attorney general's investigation was politically motivated to curry the favor of people "attached to the defund the police movement."</p><p>"You don't spend this kind of money in these kind of resources investigating a misdemeanor that didn't happen," Sheeran told Insider. </p><p>Police from over 40 units belonging to various agencies in Pierce County responded to Troyer's original 911 call for help, though most were called off after the Tacoma Police Department arrived at the scene, according to The Times.</p><p>The Pierce County Sheriff's Department did not immediately return Insider's request for comment.</p>

<ul class="summary-list"><li><keyword id="9347686" type="UNKNOWN" weightage="60" keywordseo="manuel-ellis">Manuel Ellis</keyword>, a black man, died at the hands of police officers in Tacoma, Washington, on March 3, according to a newly released medical examiner report.</li><li>He yelled, "I can't breathe" as he was restrained – like <keyword id="9295731" type="UNKNOWN" weightage="60" keywordseo="george-floyd">George Floyd</keyword> and <keyword id="2431550" type="PERSON" weightage="60" keywordseo="Eric-Garner">Eric Garner</keyword>, other black men who died at the hands of police.</li><li>"There's a lot of questions that still need to be answered," Monet Carter-Mixon, Ellis's sister, said of the police's actions.</li></ul><p>Manuel Ellis, a 33-year-old black man, yelled out, "I can't breathe" as police restrained him on March 3 in Tacoma, Washington.</p><p>Ellis's plea can be heard in <a href="https://www.cbsnews.com/news/manuel-ellis-death-black-man-tacoma-police-custody-ruled-homicide-i-cant-breathe/">a police radio recording taken on the night of his death</a>. There were no bystanders to film the incident, and the police weren't wearing body cameras.</p><p>The Pierce County Medical Examiner's Office <a href="https://www.nytimes.com/2020/06/03/us/manuel-ellis-tacoma-police-homicide.html">ruled the death a homicide Wednesday</a>, reporting he died from respiratory arrest as a result of oxygen deprivation, hypoxia, and physical restraint, and adding that methamphetamine intoxication and heart disease were contributing factors. The Pierce County Sheriff's department has been preparing a report on the death, <a href="https://www.nytimes.com/2020/06/03/us/manuel-ellis-tacoma-police-homicide.html">the New York Times reported</a>.  </p><p>"The information is all being put together," Ed Troyer, a spokesperson for the <keyword id="9347687" type="UNKNOWN" weightage="60" keywordseo="tacoma-police-department">Tacoma Police Department</keyword>, <a href="https://www.nytimes.com/2020/06/03/us/manuel-ellis-tacoma-police-homicide.html">told the Times</a>. "We expect to present it to the prosecutor at the end of this week or early next week."  </p><p>"I can't breathe" has become a rallying cry for anti-racist protesters after the death of black man George Floyd, who <a href="https://www.insider.com/black-man-george-floyd-dies-after-police-officer-kneels-neck-2020-5">repeatedly said those words</a> as <a href="https://www.insider.com/derek-chauvin-police-history-shootings-violence-george-floyd-2020-5">then-officer Derek Chauvin</a> knelt on his neck.</p><p>As a New York police officer choked black man Eric Garner to death in 2014, <a href="https://www.nytimes.com/2019/07/16/nyregion/eric-garner-case-death-daniel-pantaleo.html">Garner said the same thing</a>.</p><p>An average 2.8 men die per day in police-involved incidents, <a href="https://ajph.aphapublications.org/doi/10.2105/AJPH.2018.304559">a study found</a>. Black men are four times likelier to be killed than white men.</p><p>In the wake of Ellis's death, his sister, Monet Carter-Mixon, demanded that the police be held accountable for killing him. "There's a lot of questions that still need to be answered," she said.</p><p>"My heart literally hurts," she added. "It's painful. My brother was my best friend."</p><h2>The police are the only known witnesses of the incident</h2><p>Spokesman Troyer told the Times that officers in a police cruiser watched Ellis, a musician and father of two, bang on a car window while they were at an intersection. Troyer said Ellis walked toward the vehicle and pushed an officer to the ground when the officer got out of the cruiser.</p><p>"Mr. Ellis was physically restrained as he continued to be combative," the Tacoma Police Department said in a statement on Wednesday. (After police killed Floyd, the Minneapolis Police Department <a href="https://www.cnn.com/2020/05/28/us/video-george-floyd-contradict-resist-trnd/index.html">said</a> he "physically resisted arrest." It seemed like he was well-liked by the other workers," Rick Christenson told the newspaper. "I feel really bad for Richard and for his family. I hope they can make it through this."</p><p>Russell helped tow airplanes on the tarmac and handled baggage, Christenson said. As part of the airline's tow team, Christenson said Russell would have received training on airplane systems like the auxiliary power unit, hydraulics, and radios, and would have performed tasks like communicating with the air-traffic control tower from the cockpit and applying brakes in an emergency.</p><p>Authorities said at a press conference Saturday that the employee had been with Horizon Air since 2015, and had undergone various background checks and received full security clearance to be near the airplanes.</p><p>Pierce County Sheriff officer Ed Troyer said the man was "suicidal," and the incident was not terror-related.</p><p>The episode transfixed the country on Friday night after authorities reported that a Horizon Air Q400 turboprop plane had taken off without authorization, and the man piloting it was performing stunts in the air while two F-15 fighter jets were scrambled out of Portland, Oregon.</p><p>Dispatch audio revealed the conversations between Russell and a cool-headed air-traffic controller, who referred to Russell as "Rich" and attempted to persuade him to try landing the plane. Russell, however, ignored many of the pleas, but apologized to his loved ones.</p><p>"I've got a lot of people that care about me. It's going to disappoint them to hear that I did this.
