Around 8.2 lakh members of retirement fund body <keyword id="6372438" type="PERSON" weightage="20" keywordseo="epfo">EPFO</keyword> and private PF trusts have dipped into their savings and withdrew ₹3,243.17 crore to sustain in the lockdown imposed by the government to contain COVID-19. Earlier last month on March 28, the <keyword id="6423266" type="COMPANY" weightage="20" keywordseo="employees-provident-fund-organisation">Employees Provident Fund Organisation</keyword> (EPFO) had allowed formal sector workers under its ambit to withdraw a non-refundable advance from their <keyword id="415826" type="PERSON" weightage="20" keywordseo="retirement-savings">retirement savings</keyword> to deal with hardships due to lockdown. "EPFO under <keyword id="602690" type="COMPANY" weightage="20" keywordseo="Union-ministry-of-labour">Union Ministry of Labour</keyword> &amp; Employment, has settled a total of 12.91 lakhs claims, including 7.40 lakhs COVID-19 claims under Pradhan Mantri Garib Kalyan Yojana (PMGKY) package," a Labour Ministry statement said. Claims settlement involves disbursal of total amount of ₹4,684.52 crore which includes ₹2,367.65 crore COVID claims under the PMGKY package. The exempted private PF trusts have also risen to the occasion amidst the COVID-19 pandemic, the ministry said. As on April 27, 2020, ₹875.52 crore have been disbursed to 79,743 PF members as advance for COVID-19 by the exempted PF Trusts under this scheme, with 222 private sector establishments disbursing ₹338.23 crore to 54,641 beneficiaries, 76 public sector establishments disbursing ₹524.75 crores to 24,178 beneficiaries and 23 cooperative sector establishments disbursing ₹12.54 crores to 924 claimants, it said. Private PF trusts manage their employees' PF money and account themselves. They are exempted to file monthly PF return and thus also called exempted establishments. Tata Consultancy Services Mumbai, HCL Technologies Ltd. Gurugram and HDFC Bank Powai, Mumbai are the top three exempted establishments in the private sector, both in terms of number of claims settled and amount disbursed, it said. In public sector, ONGC Dehradun, Neyveli Lignite Corporation Neyveli and BHEL Trichy are the top three exempted establishments to have settled maximum number of COVID-19 advance claims; whereas, Neyveli Lignite Corporation Neyveli, ONGC Dehradun and Vishakhapatnam Steel Plant Vishakhapatnam are top three establishments in terms of amount disbursed to EPF members, it said. The provision for a special withdrawal from the EPF Scheme to fight COVID-19 pandemic is part of the PMGKY scheme announced by the government and an urgent notification on the matter was made to introduce a para 68 L (3) of the EPF Scheme on 28th March, 2020. Under this provision non-refundable withdrawal to the extent of the basic wages and dearness allowances for three months or up to 75 per cent of the amount standing to member's credit in the EPF account, whichever is less, is provided. Despite only one-third staff being able to work due to lockdown, EPFO is committed to serve its members during this difficult situation and EPFO offices are functional to help them during these testing times, it said. Workers have withdrawn over ₹3,200 crore from their retirement savings to survive the Coronavirus lockdown

New Delhi, Apr 22 () Retirement fund body EPFO has settled 10.02 lakh withdrawal claims, including 6.06 lakhs COVID-19 non-refundable advance claims, and disbursed Rs 3,600.85 crore in the last 15 working days. Around 90 per cent of COVID-19 non-refundable advance claims were settled within 3 days, as per a Labour Ministry statement. Under the COVID-19 non-refundable advance, the Employees' Provident Fund Organisation has allowed withdrawal of three months' basic wages (basic pay plus dearness allowances). The central government had launched the Pradhan Mantri Garib Kalyan Yojana (PMGKY) on March 26 to help the economically weaker sections cope with the COVID-19 pandemic. A provision for withdrawal from the EPF Scheme to fight COVID-19 pandemic was announced by the government and an urgent notification issued, providing for non-refundable withdrawal to the extent of basic wages and DA for three months or up to 75 per cent of the amount standing to member's credit in the EPF account, whichever is less. The EPFO has settled a total of 10.02 lakh claims, including 6.06 lakhs COVID-19 claims, disbursing an amount of Rs 3,600.85 crore in just 15 working days, the statement said. It said that despite only one-third staff being able to work due to lockdown, 90 per cent of COVID-19 claims have been settled in three working days, setting new standards of service delivery. The EPFO has also provided facility to file online COVID-19 advance claim, along with other services, on UMANG APP. The exempted (private) PF trusts have also risen to the occasion. These are the firms which manage their employees' provident fund account and money themselves. Thus they are exempted from filing EPF returns with the EPFO. As on the forenoon of April, 17, 2020, Rs 481.63 crore was disbursed to 40,826 PF members as advance under para 68-L for COVID-19 by the exempted PF Trusts. The top three exempted establishments in terms of the amount disbursed for COVID-19 claims are NLC Ltd, TCS and Visakhapatnam Steel Plant, it added. Here are 15 key reforms that Jaitley mentioned in his budget to turn his vision into a reality. 
 
1. The government is firm on its course towards fiscal consolidation without compromising on its development agenda. 3.5% fiscal deficit is targeted for FY 2017. 
 
2. Total allocation for Agriculture, Farmers’ welfare and Irrigation set at Rs. 47,912 cr, which is nearly twice the allocation of the previous year. 
 
3. New Health Protection scheme will provide health cover up to Rs. 1 lakh per family and additional Rs. 30,000 for senior citizens. 
 
4. Free LPG connections will be provided in the name of woman member of a family to 1.5 cr BPL households in 2016-17 and to continue for two more years to cover 5 cr households in total. 
 
5. Massive increase in public spending on infrastructure to Rs. 2.21 lakh cr, an increase of 22.5% over the previous year. 
 
6. Higher Education Financing Authority set up, with an initial capital base of Rs. 1,000 cr to promote higher education. In addition, 10 public and 10 private institutions to emerge as world-class Teaching and Research Institutions. 
 
7. Promoting a tax-friendly regime and minimizing hassles due to litigation through a New Dispute Resolution Scheme with low or zero penalties. Ongoing tax cases can be settled with ease. 
 
8. Increased relief for middle-class tax-payers by raising the ceiling of tax rebate under Section 87A to Rs. 5,000 for individuals with income less than Rs. 5 lakhs and by raising the limit of deduction of rent paid under section 80GG to Rs. 60,000. 
 
9. Directly providing financial and other subsidies benefits to people who deserve them by enacting a new law and developing a social security platform using Aadhar. 
 
10. Boosting formal sector employment by provisioning Rs. 1,000 cr towards contributing 8.33% on behalf of all new employees enrolling in EPFO for the first three years of their employment. 
 
11. Simplified and pro-market tax measures such as laying out the roadmap of phasing out of exemptions under Corporate Taxes, abolishing small cesses, providing complete pass through of income-tax to securitization trusts and reducing period of obtaining long-term capital gains treatment for unlisted companies to three years. 
 
12. Promoting entrepreneurship by increasing the turnover limit under Presumptive taxation scheme to Rs. 2 cr, targeting to disburse loans worth Rs. 1.8 lakh cr under PM Mudra Yojana and providing 100% deduction of profits for 3 out of 5 years for start-ups. 
 
13. Facilitating Affordable Housing by 100% tax exemption for profits from small projects, not subjecting distribution REITs and INVITs to Dividend Distribution Tax and encouraging small first-time home buyers by deducting ¬additional interest of Rs. 50,000. 
 
14. Reducing black money through a scheme to declare undisclosed income by paying 45% tax in a given compliance window. 
 
15. Strengthening the financial sector by allocating Rs. 25,000 cr towards recapitalising Public Sector Banks (PSBs), listing Government-owned General Insurance companies, and spelling out a roadmap for consolidating PSBs.
