Kolkata, Apr 17 () Hailing the Reserve Bank's measures to aid the economy, the engineering exports body EEPC on Friday said the sector needs a special package to meet the unprecedented challenges.Relaxations and forbearance given by the RBI on loans would help the industry and the exporting units, particularly in the Small and Medium Enterprises (SME) segments, EEPC Chairman Ravi Sehgal said. However, as RBI Governor Shaktikanta Das has cited the report of the World Trade Organisation, the global trade is expected to decline up to 32 per cent in 2020 in theface of coronavirus forcing major economies to lock down."Under these circumstances, the merchandise exporters face the gravest of threats and would need a special package from the RBI and government," he said.As China is recovering from the impact of pandemic, it would flood the desperate global markets with essential supplies, India needs to have a specific strategy which should ride on empowering exporters to deal with this unprecedented challenge, the exporters body said in a statement. Prime Minister <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> has been working hard to make the South Asian region as a nerve centre for the <keyword id="6395867" type="UNKNOWN" weightage="80" keywordseo="manufacturing-sector">manufacturing sector</keyword>. His hard work is now bearing fruits for <keyword id="446620" type="UNKNOWN" weightage="80" keywordseo="Engineering-exports">engineering exports</keyword> as the region has emerged as the number one destination for Indian high-tech products, generating around $1 billion in April 2015. As against a miniscule increase of 0.23% in overall engineering exports in April this year, the shipments <keyword id="52011" type="CITY" weightage="80" keywordseo="South-Asia">South Asia</keyword> leapfrogged by over 90% to $892 million for the month over $465 million compared to last year, according to an Economic Times report. "Significantly, South Asian countries which used to account for modest share of Indian engineering exports have become a major market for us giving us more than 15% of the total shipments," said <keyword id="1298777" type="PERSON" weightage="60" keywordseo="Anupam-Shah">Anupam Shah</keyword>, chairman of the <keyword id="219563" type="ORGANIZATION" weightage="80" keywordseo="EEPC">EEPC</keyword> India. 

	Meanwhile, total engineering exports in April were $5.7 billion. 
 "When Europe and several other parts of the world are posing challenges, finding a handsome growth in the neighborhood was a pleasant surprise. The development gels very well with the policies of the government to give top priority to our neighbours in the <keyword id="44266" type="ORGANIZATION" weightage="80" keywordseo="Foreign-policy">foreign policy</keyword>," said Shah.

South Asia is No.1 destination for Indian high-tech products

It is the second time that India has become the partner country for the prestigious <keyword id="2516490" type="UNKNOWN" weightage="20" keywordseo="Hannover-Messe-2015">Hannover Messe 2015</keyword>. With the new government in place and a paradigm shift in the policies, <keyword id="2587191" type="UNKNOWN" weightage="20" keywordseo="Marco-Siebert">Marco Siebert</keyword>, Director, International Relations at <keyword id="2319960" type="COMPANY" weightage="20" keywordseo="Deutsche-Messe">Deutsche Messe</keyword>, speaks to BI India and share his views on the opportunities for Indian companies at the fair, Make in India campaign and his expectations. Here are the excerpts: 
 
Hannover Messe is the world’s largest fair. How did Deutsche Messe choose India as a partner? 
 
Well, choosing a partner country is a long term planning and normally takes two to three years. Becoming a partner country is not just our decision but also of our major exhibitors and also from the German government. The decision to make India as the partner country is also because it’s an interesting, growing key market for the industries as well as the good relations that exists between German and Indian enterprises. 
 
The decision of choosing India as a partner country also comes from the positive experience that we had when India was the partner country at Hannover Messe 2006. Besides, we also look for political stability, which was a little bit of challenge last year as we knew there could be a change in the government. So, all the discussions happened under the umbrella of the former government. But the new government too was very open and quick to accept. 
 We also know the associations in India very well such as Engineering Export Promotion Council India (<keyword id="219563" type="ORGANIZATION" weightage="20" keywordseo="EEPC">EEPC</keyword>), Confederation of Indian Industry (<keyword id="6358345" type="ORGANIZATION" weightage="20" keywordseo="CII">CII</keyword>) and Indian Brand Equity Foundation (<keyword id="2535642" type="ORGANIZATION" weightage="20" keywordseo="IBEF">IBEF</keyword>) among others. Besides, we have a large number of exhibitors from India who are very experienced in export business. So, all these factors together brought us to India. 
 
India has been participating in the fair for a long time now. So how different is it going to be for Indian exhibitors this time especially since India is the partner country? 
 
Normally, the Indian companies come here as individual exhibitors. They have to bring a lot of things on their own. But since India is the partner country, all exhibitors from India will get full support from the government as it is strategic project under the umbrella of the Prime Minister and the Ministry of Commerce and Industries. Normally, there are only a couple of pavilions but this time, they will have nearly 10 pavilions where the government associations will offer support to the companies in terms of training, preparations among others. Besides, there will be conferences, wherein they can learn as well as get to network with exhibitors from other countries. 
 
India does not have a matured manufacturing sector. How do you think this fair will benefit the manufacturing sector? And what do you think of India as the manufacturing hub and Narendra Modi’s ‘Make in India’ campaign? 
 
First of all, when an industrial company wants to export to another country, they have to look at the need of that industry. India is one of the developing countries in the world with a fast growing market. There are a lot of opportunities for foreign industrial companies to come to India to do business as well as make investments in the country. Of course, there should be a lot of emphasis on the manufacturing sector within the country to grow, to develop better and to do a lot of research work. Hannover Messe can help if they are coming to find new cooperations or partnerships. They can meet people from Germany, Europe, the US and other parts of the world and invite them to join forces in India to learn and develop. 
 
As far as Make in India campaign is concerned, I found the topic to be perfect. It is a very strong and clear message. This campaign covers all sides of business, which is export and import. The campaign clearly asks people to produce in India for exports as well as invest in India so that it can be made in India. The market is big and has a lot of potential. 
 
You have mentioned that there are a lot of opportunities of collaborations and co-operations in India. According to you, which are the sectors that can have strategic tie-ups between Indian and foreign players? 
 
My experience has always been that if there are challenges, then there are a lot of chances. If there are a lot of challenges, then there are many chances. And Prime Minister Modi has spoken about a lot of chances in the infrastructure sector. I believe, he totally understands the need to partner with other countries. For example, German railway company Deutsche Bahn AG has entered into partnership with the Indian railways to share and explore information on technology and business developments. Another sector is the energy. I believe there is a very interesting process in India, but there is a scope of cooperation in this sector as well. Again, the target of experienced firms is to work in such countries. 
 
Another area where I can see a possibility of cooperation is water and waste management. The new Indian government is keen on cleaning river Ganga and I believe it is a great area where associations can be made in terms of technology solutions, which is required to carry out the work. 
 
Also, skill development and education offer great opportunities to foreign companies for investments. India is young country with largely young population. Millions of these young people want to learn and become more international in their education and skills. Universities can come in and work together to impart the required education as well as skills. 
 
What according to you are the sectors in engineering products where India can learn from Germany and vice-versa? 
 
I think one sector in the industry regarding the industrial automation is energy efficiency. We are very limited in energy. We do not have our own oil and have very limited gas. So, to grow and be successful, Germany has to be successful in energy efficiency research work. I see a potential here for a partnership with India in the field of research and development. India can use our research to produce more efficiently, as well as competitively, in the market. 
 
And in the other way round, India has several young, intelligent and highly educated engineers, whom we have already invited to come to Germany and participate in government programmes. I believe Germany can mutually take the expertise and intelligence of these young engineers. Also, India has a stronghold in the IT sector, which I think Germany can learn from. 
 
Lastly, what kind of participation do you expect from India at the fair? Also, kindly tell us about your expectations from the fair? 
 
Of course, we are expecting a lot of more visitors from Indian delegation this time. Also, there is a huge programme by the government to support the exhibitors. Besides, everyone has this project on their mind so that ways we expect to see a enormous participation from India. 
 
We are closely working together with the Indian embassy in Berlin as well as the German embassy in New Delhi. Also, the Indo-German Chamber of Commerce is also involved with us. Our goal is to find out where our respective companies can tie up. In the next couple of months, along with the EEPC, we are planning road show to promote our goals. The German embassy will be involved and will be participating in the show. 
 
Finally, we are expecting institutions and companies to sign Memorandum of Understanding (MoU) for collaborations at the fair. Last year, there were about 122 exhibitors and close to 3,000 visitors from India.

India Is A Very Strong And Clear Message To The World: Marco Siebert

The US remains the top destination for <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword>'s engineering goods exports in the financial year 2022-23 with total shipments value recording 6.8 per cent year-on-year growth to USD 18.67 billion. The other key markets, which registered positive growth, include the UK, Germany, Singapore, Saudi Arabia, Mexico, and Indonesia. Exports of engineering goods to China continued a downward trend month after month. In FY23, engineering shipments to China fell by 52.4 per cent year-on-year to USD 2.63 billion from USD 5.53 billion in the previous year. The other top markets that recorded negative growth during the year included UAE, Turkey, and Thailand. After reaching their all-time high at USD 112.16 billion during fiscal 2021-22, engineering exports from India finished fiscal 2022-23 at USD 107.04 billion, a decline of 4.57 per cent. In terms of the <keyword id="6355302" type="General" weightage="80" keywordseo="rupee" source="Orion">rupee</keyword>, however, engineering exports recorded 2.77 per cent growth year-on-year. This disparity was due to the substantial year-on-year depreciation of the rupee vis-a-vis the US Dollar in 2022-23. Geo-political crisis in the CIS region led by the Russia-Ukraine war, the economic slowdown in North-East Asia especially China, the crisis in South-East Asia, and the slowdown in Europe are the major factors responsible for the lower shipment of engineering goods from India during FY23. "The decline was a direct result of the depressed global demand, especially in the metal sector. FY23 in general has been a difficult year for global trade. While the end of FY22 marked the recovery from the COVID pandemic it was soon overshadowed by the Russia-Ukraine crisis which dented the European and Central Asian economies to a significant extent," said EEPC India Chairman Arun Kumar Garodia. He further said the decline could have been sharper if timely government measures had not been made. "We appreciate the efforts made by the Ministry of Commerce which has always been forthcoming in coming up with relief measures. Besides, the encouraging words by Hon'ble Prime Minister <keyword id="2082035" type="General" weightage="50" keywordseo="shri-narendra-modi" source="Orion">Shri Narendra Modi</keyword> have had a catalytic effect. We are grateful for the launch of the Foreign Trade Policy 2023 which covers all important aspects of trade including ease of doing business, introduction of Rupee trade, including the states and the districts in export strategy, export incentives, and infrastructure and logistics," said Garodia. According to the Quick Estimates of the Commerce ministry of the Central government, the share of engineering exports in India's total merchandise exports during fiscal 2022-23 was 23.92 per cent as against a higher 26.58 per cent in fiscal 2021-22. Panel-wise analysis showed that out of 34 engineering panels, 22 recorded growth in exports during 2022-23 while 12 conceded a decline in shipment. <keyword id="953254" type="General" weightage="80" keywordseo="iron-and-steel" source="Orion">Iron and steel</keyword> were the main spoilsports behind the decline in engineering exports with a 41.52 per cent decline in exports during 2022-23 over the previous fiscal. Excluding the iron and steel panel, engineering exports in 2022-23 recorded 4.91 per cent growth over the previous fiscal. Among the major panels, 'Motor Vehicles/Cars', 'Products of Iron and Steel', 'Electric Machinery and Equipment', 'Industrial Machinery', "Medical and Scientific Instruments', 'Ships, Boats, and <keyword id="1992685" type="General" weightage="50" keywordseo="floating-structures" source="Orion">Floating Structures</keyword>' and 'Auto Components/Parts' recorded higher shipments over the previous fiscal while basic metals like Iron &amp; Steel, 'Aluminium and products' and 'Copper and Products' recorded a decline in shipments. Indian engineering exports continued to decline for the fifth straight month to March 2023 and for eight months in fiscal 2022-23. During March 2023, engineering exports declined by 7.49 per cent to USD 10.19 billion from USD 11.01 billion in March 2022. As many as 16 out of 34 engineering panels witnessed positive year-on-year growth in March 2023, while the remaining 18 panels witnessed negative growth in exports. Major engineering products like Iron and Steel, Products of Iron and Steel, Aluminium and products, Industrial Machinery, Electrical Machinery and Equipment, Two and Three wheelers, Bicycle parts, Auto Tyres, and Hand tools witnessed a decline in exports during March 2023 vis-a-vis March 2022. Excluding the export of iron and steel, engineering exports recorded a 3.26 per cent year-on-year decline in March 2023. Global trade sentiments continue to remain bleak, WTO economists in April 2023 said in a new forecast that merchandise trade is expected to grow 1.7 per cent as against 2.7 per cent last year. The subpar performance will be mainly due to the Ukraine crisis, high inflation, tighter monetary policy, and financial market uncertainty. India's export of engineering goods to US grows by 6.8%, China's falls by 52.4%

New Delhi, May 5 () Certain sections of economists and academicians have suggested various measures such as an incentive package for exporters and relaxation to businesses for delayed GST payment, with a view to help the economy tide over the impact of the COVID-19 pandemic. The recommendations are part of a report titled 'COVID-19: Challenges for the Indian Economy - Trade and Foreign Policy Effects'. The Engineering Export Promotion Council of India (EEPC India) in a statement said it is an initiative where 40 economists and academics of Indian and international institutions have written their assessment of the economic, social and political impact of COVID-19. The Council said it would brainstorm various ideas and assessments. Nitya Nanda, director of Council for Social Development, suggested that the government could allow delayed depositing of GST, "say, one more month to deposit GST dues without any penalty". Businesses may be allowed to deposit only a part of the GST dues and retain the balance that can be adjusted against the input credit, Nanda said. Sanjib Pohit, professor, National Council of Applied Economic Research (NCAER), said that a cut in intermediate tax during this time would definitely help the economy. It is essential that the Union government transfers the states' share of GST amount due immediately, Pohit said adding that the Centre should be proactive in releasing the GST due amount of firms immediately. Another academician has stated that the government should invest heavily on infrastructure like power, roads, ports, and water possibly in a public-private partnership (PPP) mode to motivate the private sector to have some ownership of the infrastructure for long-term sustainability. Sacchidananda Mukherjee, associate professor, National Institute of Public Finance and Policy (NIPFP), has stated that on revenue mobilisation, the government may consider acceleration of disinvestment programmes, auction of licences of natural resources extraction and utilisation (such as 5G spectrum and coal blocks) and reduction of unproductive subsidies. Another writer has recommended that the exporter community will need to be given "big incentives and stimulus" to overcome the challenges in tough times. COVID-19 crisis: Certain economists, academicians for incentive to exporters, delayed GST payment

New Delhi, Dec 10 () The government is aware of the problems faced by exporters and efforts are being taken to boost exports, including to emerging markets through preferential and free trade agreements, Union Minister Hardeep Singh Puri said on Tuesday.
Addressing an event organised by Engineering Export Promotion Council (EEPC), the minister said he had a meeting with member exporters from EEPC India in August, based on which a short and medium-term strategy for enhancing engineering shipments has been formulated.
"Efforts are also being undertaken to increase our exports to emerging markets of Africa, Latin America through PTAs/FTAs (preferential/free trade agreements)," the Minister of State for Commerce said.
In essence, we are trying to provide whatever support you, as exporters, need from the government, Puri said.
Based on feedback from EEPC India, non tariff barriers for engineering sector have been identified, including the list of countries where test reports of the Central Power Research Institute are not accepted, he noted.
"These have been shared with the concerned territorial divisions of the Department for taking them up bilaterally with the concerned country/region, for resolving the issues expeditiously," the minister said.
Outlining the measures taken by the government to enhance exports, the minister said a fully electronic refund module for quick and automated ITC (income tax credit) online refund system is now in place, and the remission of duties for taxes on export products (RoDTEP) scheme, which will replace the Merchandise Exports from India Scheme (MEIS), has already been announced.
We are framing a new scheme known as NIRVIK to provide higher insurance coverage to banks on their export credit to Export Credit Guarantee Corporation (ECGC), Puri said.
The scheme NIRVIK (Niryat Rin Vikas Yojana) will provide more comfort to banks to lend to exporters.
He also observed that action is being initiated to establish accredited labs to International Organisation of Legal Metrology either through Petroleum and Explosives Safety Organisation (PESO) or any other certifying agency for facilitating export of measuring equipments. RSN BAL

Efforts being made to boost exports: Minister

Mumbai, Mar 27 () Appreciating the massive liquidity infusion with a slew of measures that the RBI announced earlier in the day, the national exporters body has called for specific steps for the industry since it being the worst hit."While the moratorium on all loans repayments for three months and 75 bps cut in interest rates would help exporters as well, the export sector has been the worst hit by the Coronavirus pandemic and would thus need bigger relief."The moratorium on loan repayments should be extended at least to 6-12 months for exporters since the global economy is set to be slipping into a recession," EEPC chairman Ravi Sehgal said in a statement.He said it will be a long haul for exports to resume as almost the entire world is under lockdowns. "Moreover, it takes years to develop and nurture exports markets and once the supply chain is broken, for whatever reasons, resumption is always challenging," he added. Kolkata, Apr 28 () Hit hard by the COVID-19pandemic, exporters have sought relief from the government andbanks to deal with the situation, a representive of a tradebody said on Tuesday.Chairman of CII National Committee on Exports andImports, Sanjay Budhia, said exporters are looking forward toextension of interest subvention scheme that expired on March31, among other measures."CII and all industry associations are asking forrenewal of the scheme as interest rates in India are as highas 9 to 10 per cent," Budhia said.Indian exporters should get cost of credit atinternational rates to compete with Chinese exports, he said.Budhia said China has announced export rebate of up to13 per cent and also devalued its currency.Another exporters' body, Engineering Exports PromotionCouncil (EEPC), has also made a case for term loan extension."Working capital is an issue and term loan extensionis what the exporters are looking for," Executive Director ofEEPC Suranjan Gupta said.On rolling over of forward contracts, Budhia said dueto the lockdown, there are no shipments taking place."The exporters are seeking rollover of forwardcontracts and they should not be penalized for forward covertaken as non-shipment of goods is not leading to realisationof export proceeds," he said.Leading public sector lender State Bank of India saidsome packages are being worked out for exporters, adding thatthese have to be within the guidelines of the RBI and otherregulations."We are already extending an emergency line of fund-based limit and non-fund based limit to the MSMEs," anofficial of the bank said.He also said exporters will be granted extension oftime for export realisation and no interest charges will applyfor making deferred payments up to three months. Exporters seek relief amid COVID-19 outbreak, SBI working on packages

New Delhi, Dec 13 () India's exports contracted for the fourth month in a row in November, dipping 0.34 per cent to USD 25.98 billion, mainly on account of poor shipments of petroleum, gems &amp; jewellery and leather products.
 Imports too declined by 12.71 per cent to USD 38.11 billion in November, narrowing the trade deficit to USD 12.12 billion, according to government data released on Friday.
 Gold imports increased by 6.59 per cent to USD 2.94 billion in the month.
 The trade deficit stood at USD 17.58 billion in November 2018.
 Out of the 30 key sectors, as many as 17 segments showed contraction in exports during the month under review.
 Shipments of petroleum products, gems and jewellery, fruits and vegetables, leather and leather products and ready-made garments of all textiles contracted by 13.12 per cent, 8.14 per cent, 15.10 per cent, 5.29 per cent and 6.52 per cent respectively.
 In November, oil imports declined by 18.17 per cent to USD 11.06 billion, while non-oil imports contracted 10.26 per cent to USD 27.04 billion.
 Cumulatively, during April-November 2019, exports were down 1.99 per cent to USD 211.93 billion while imports contracted by 8.91 per cent to USD 318.78 billion.
 Trade deficit during the period narrowed to USD 54.06 billion as against USD 82.47 billion in April-November 2018-19.
 Commenting on the data, EEPC India Chairman Ravi Sehgal said though engineering exports have put up a reasonably good show with 6.32 per cent growth in November 2019, the overall external trade environment remains challenging and subdued.
 "We are working with the government to improve our competitiveness and hope that the issues raised by exporters, like the higher cost of basic raw material of steel, are addressed,'' Sehgal said. RSN NKD CS ABM

India's exports contract for fourth straight month in Nov to USD 25.98 bn

New Delhi, Feb 6 () Economists and financial experts have welcomed RBI's widely expected status quo on repo rate, and other announcements to spur economic growth and ensure money supplies effectively. The RBI on Thursday kept the key policy rate unchanged at 5.15 per cent. This follows a cumulative 135 basis points (bps) cut in repo rate since February to December 2019. The six-member Monetary Policy Committee (MPC) headed by RBI Governor Shaktikanta Das unanimously decided to keep the repo rate unchanged. Bank of India CMD A K Das termed the RBI policy quite progressive and forward looking. "Notwithstanding unchanged policy rates, introduction of Term Repo opens up ways to transmit the signal rate changes," he said. "Measures like DCCO extension for realty, MSME window expansion for restructuring and CRR exemption for incremental funding to key segments are growth oriented and promise to provide the much needed impetus to bank lending," Das said. According to Rajni Thakur, Economist, RBL Bank, MPC's decision was on expected lines. "The changes in development and regulatory policies however were a positive surprise and could potentially turn out to be a big support to the troubled sectors in the economy," Thakur said. Specific announcements in terms of CRR relief or long-term durable liquidity for banks push the overall credit availability in the financial system. Whether these steps manage to improve demand conditions is another question all together, she added. The RBI has announced term repurchase agreements (repos) of one-year and three-year tenors of appropriate sizes for a total amount of Rs 1 lakh crore at the policy repo rate, from the fortnight beginning February 15. "It is an effort to ensure better monetary policy transmission. It will enable banks to reduce their lending rates," RBI Governor Das told reporters in the post policy conference. Upasna Bhardwaj, Economist, Kotak Mahindra Bank said very aptly, MPC has addressed the growth concerns through pushing transmission via tweaking the liquidity framework, providing long term liquidity operations and incentivising credit to select sectors. "We expect these measures to aid transmission with the shorter end of the yield curve expected to rally meaningfully. These measures should help availability of funds at lower costs and aid sectors in stress," Bhardwaj said. ICRA Economist Aditi Nayar said: "The tone of the MPC's statement was rather dovish, especially given the reiteration that policy space is available for future action. "The accommodative stance will be maintained for as long as necessary to revive growth, in spite of the headline inflation having breached the upper threshold of the MPC's medium term target." The RBI also raised upwards the retail inflation projection for last quarter of this fiscal to 6.5 per cent citing high input cost for milk and pulses besides costlier crude oil prices amid rising geo-political tensions. Nayar said the statement suggests the near certainty of at least one additional rate cut, even if its magnitude is modest, the timing of which will depend on how quickly inflation appears to be reverting towards 4 per cent. Umesh Revankar, MD and CEO - Shriram Transport Finance said the attention-grabbing aspect of the policy is marginal improvement in IIP, manufacturing index (PMI) and service index. These numbers depict beginning of increasing activity though still under wait and watch radar to bring in any further excitement, he said. "We believe that all the policy decisions along with pro-consumption budget corroborates that there would be better demand from the consumption side. Once that increases, automatically there will be better credit demand," Revankar said. The expansionary monetary policy stance was necessary and is an assurance that there will be no reversal of easing and that the RBI will not hike rates immediately, opined Rumki Majumdar, Economist, Deloitte India. Engineering Exports and Promotion Council (EEPC) Chairman Ravi Sehgal said RBI measures to provide one-time restructuring window for advances to MSMEs would help growth revival in the employment-oriented sectors. MSMEs contribute significantly to the country's exports. "With global markets being subdued, exporters, particularly those in the SMEs are facing challenges. The RBI measures through loan restructuring and providing CRR incentives to the banks to lend to MSMEs would certainly help the exporting sector," he said. Ample liquidity with the banks should lead to lowering of interest rates as part of effective transmission of earlier reductions, he added.Anarock Property Consultants Chairman Anuj Puri said the extension for restructuring of project loans by a year is a major relief to the real estate sector. It complements many of the previous initiatives by the government in 2019. "Loans for projects that have been delayed for reasons beyond the control of their promoters have been extended by another one year without downgrading the asset classification. This is a big move and will bring the much-needed relief to the cash-starved real estate sector - and to both developers and HFCs from the liquidity perspective," Puri said. KPM KPM ANUANU
