HAL delivers the first made-in-India Dornier 228 aircraft to Alliance Air

Lucknow, Feb 6 () HAL on Thursday received the modification document from the Director General of Civil Aviation for its Dornier-228 civil aircraft after reducing its gross weight below 5,700 kg.The document was handed over to the state-owned Hindustan Aeronautics Ltd by Joint DG of the DGCA, G Rajshekhar, during the ongoing DefExpo-2020 in Lucknow.Two civil Do-228 aircraft were produced by the aeronautical agency for launch under the regional connectivity scheme UDAN. But to meet the prospective operator's requirement of a transport aircraft flyable under Commercial Pilot Licence, their maximum takeoff weight (MTOW) had to be reduced from 6,200kg. HAL undertook efforts to reduce the weight below 5,700 kg, the agency said in a statement.Apart from that, HAL Do-228-201 (Upgraded) civil aircraft will also be equipped with a digital cockpit to ensure more accurate readings, precise information and ergonomic data displays with feedback loops and capability for self-check to alert pilot in emergencies, according to the statement.The glass cockpit architecture-enabled aircraft will be the most sought-after "new age aviation technology", it added.Also, the incorporation of civil-certified turboprop minus 10 engine ensures more reliable torque sensing system, higher component life, lighter in weight and higher time between overhaul as compared to previous minus 5 engine.The integration of the five blade propeller to the aircraft will significantly reduce the noise levels, aid faster engine start, less lubrication and better damping characteristics, HAL said.The five-day DefExpo, that began on Wednesday, is being attended by 38 defence ministers and top executives of 172 foreign defence majors and 856 Indian companies.The main theme of the biennial exhibition of military platforms and weapons is 'India: The Emerging Defence Manufacturing Hub' and the focus is on 'Digital Transformation of Defence'. HAL gets modification document from DGCA for upgraded Dornier-228 civil aircraft

	The <keyword id="6355725" type="CITY" weightage="80" keywordseo="Tata-Group">Tata Group</keyword> today (June 23) said it aims to bring out a fully built aircraft for Ruag Aviation, an international group for aerospace and defence.
 <keyword id="1706423" type="COMPANY" weightage="100" keywordseo="Tata-Advanced-Systems-Ltd">Tata Advanced Systems Ltd</keyword> (<keyword id="469678" type="ORGANIZATION" weightage="100" keywordseo="TASL">TASL</keyword>) has tied up with Europe's <keyword id="2362617" type="UNKNOWN" weightage="100" keywordseo="RUAG-Aviation">RUAG Aviation</keyword> to manufacture crucial systems for the latter's <keyword id="1092069" type="UNKNOWN" weightage="100" keywordseo="Dornier-228">Dornier 228</keyword> new generation aircraft. 

	The Tata-Ruag partnership is a glowing example of cooperation between India and Europe, S Ramadorai, TASL chairman, said. 
 

	"It is our belief that this project is a significant step forward in India's growth as a high technology, precision, manufacturing destination. Ruag has entrusted the Tatas to deliver its showcase product, the Dornier 228, at world-class standards of precision and quality," he said. 
 

	"Our vision is to work with Ruag in having a full aircraft, equipped with systems flying out from a Tata final assembly. This will be of significant importance to the Indian Armed forces in their desire to produce products locally," he added
 TASL, in a span of five years, has become a significant player in the Global Aerospace market by delivering successfully over 70 Sikorsky S-92 cabins, and delivered Empennage and Center Wing Box for the C-130 J aircraft through its separate JV with <keyword id="112859" type="CITY" weightage="100" keywordseo="Lockheed-Martin">Lockheed Martin</keyword>, Ramadorai said. 

	It has also made Hyderabad a premier manufacturing destination for Global OEMs, he added.

Tata Group Keen To Work With Ruag Aviation To Build Aircraft

Leading venture capital firm <keyword id="10135370" type="General" weightage="80" keywordseo="elevation-capital" source="Orion">Elevation Capital</keyword> on Friday announced its eighth $670 million fund for early-stage startups in <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> and to help their founders realise their dreams. Over the past two decades, the company has invested almost $2 billion of capital in over 150 companies across seven funds, with 13 early-stage investments becoming unicorns. These include category leaders such as Acko, FirstCry, Makemytrip, Meesho, NoBroker, Paytm, Sharechat, Spinny, Swiggy, Unacademy, Urban Company, Xpressbees and several others. With the $670 million Fund VIII, the VC said in a statement that it will once again focus on the seed/Series A stage as its core. According to the company, its investment pace has been accelerating and went up by 100 per cent in the past 12 months. The firm has to date invested in over 150 companies across consumer internet, SaaS, fintech, consumer brands, edtech, healthtech and Web3/Crypto, and has offices in Bengaluru, Gurugram and Salt Lake City in the US. "Fund VIII will allow us to demonstrate a greater commitment to exceptional founders with a larger initial investment and continued support to them until much later in their journeys," said the VC. Elevation (earlier SAIF Partners) first started investing in India 20 years ago. India's equity market capitalisation is already the fifth-highest in the world, at $3.2 trillion, and is expected to approach $10 trillion over the next 10 years. Elevation Capital announces $670 million fund for early-stage startups

New Delhi, Dec 5 () The defence ministry on Thursday said it has signed more than 180 contracts worth over Rs 1.96 lakh crore with the Indian industry since 2014.
 In a statement, the ministry also released some details of a number of major defence contracts signed in the last five years.
 The statement by the ministry came in the wake of criticism that 'Make in India' in defence sector has not been successful as envisaged by the government.
 The ministry said a contract worth Rs 45,000 crore was signed in 2015 with Mazagon Dockyards Limited (MDL) to manufacture frigates for the Indian Navy under Project P-17A.
 Another project to build two frigates at a cost of Rs 14,100 crore was finalised with Goa Shipyard Limited (GSL) in October 2018.
 It said contracts for manufacture of 41 advanced light helicopters (ALH) for Indian Air Force and 32 ALH for Indian Navy have been signed with Hindustan Aeronautics Limited (HAL) in 2017 at a combined value of Rs 14,100 crore.
 "This is in addition to procurement of 14 Dornier 228 aircraft from HAL at a cost Rs 1,100 crore under a contract signed in February 2015," the ministry said.
 It said seven squadrons of Akash Missile system are being procured from Bharat Electronics Limited (BEL) at a cost of Rs 6,300 crore. Separately, an Integrated Advanced Command and Control System is being procured under a Rs 7,900-crore contract.
 The ministry said the Ordnance Factory Board has been tasked with supplying 464 T-90S/SK tanks worth Rs 19,100 crore for which indent has been placed last month.
 "Also 100 155x52mm calibre self-propelled guns are being procured under the 'Make in India' initiative from Ms/ L&amp;T at a cost of Rs 4,300 crore," the ministry said.
 It said the three services have also placed a number of contracts with the private sector vendors.
 The ministry said 44 projects have been given approval.

Defence Ministry says it signed contracts worth Rs 1.96 lakh crore with Indian firms since 2014

On May 8, Russia's only aircraft carrier, the Admiral Kuznetsov, passed through the Netherlands' exclusive economic zone. Although the Dutch Navy had spotted the Kuznetsov days earlier, it was unable to provide an escort for the Russian warship as it passed through their territorial waters, David Cenciotti wrote for <a href="https://medium.com/war-is-boring/a34753c6e286">Medium</a>. 
Just as it is common practice for NATO air forces to scramble and intercept intruding aircraft, non-NATO vessels are supposed to be escorted as they pass through a member state's territorial waters. 
Ultimately, the Dutch Coast Guard resorted to deploying a Dornier-228 aircraft to shadow the Russians through the Netherlands' territory. But the aircraft lacks the equipment necessary for comprehensive electronic or photographic intelligence gathering. 
Since 2002, the Dutch have retired their entire fleet of dedicated patrol aircraft. The Royal Netherlands Navy has also shrank due to years of military budget cuts. 
This failure of the Dutch to escort a Russian ship through its own territory underscores a wider failing within Europe to maintain a state of military readiness. NATO members are meant to spend at least 2% of their GDP every year on <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">defense</keyword> spending, although only four member states reached that goal in 2013.

Defense spending throughout much of Europe has steadily fallen over the past two decades, partly because of the U.S.'s treaty-bound protection of its European allies. And the end of the Cold War convinced European states that a period of peace was at hand. 
The average defense spending of European NATO members fell from 2.5% of GDP between 1990 to 1994 to only 1.6% of GDP by 2013. In comparison, the U.S.'s defense spending remains over the NATO minimum at 4.1% of GDP.

Russia's Air Craft Carrier Crossed Into A NATO Member State's Territory With Total Impunity

Released July 29, the 69-page <a href="http://cao.stanford.edu/?page=home">report </a>to Peru's Ministry of the Environment could become a tool itself to battle rising temperatures, offering unprecedented data for the creation of carbon offset programs. It is complete with vivid 3-D maps that pinpoint with a high degree of certainty the carbon density of Peru's vast and varied landscape, from its western deserts and savannas, to its lowland forests, to its soaring Andean peaks, to its lush eastern Amazon rainforests.
The maps also reveal in sharp detail what's missing: large swaths of once carbon-laden jungles now stripped bare by the extraction industry. Many of Peru's gold, copper and silver mines operate legally; many of them do not. Environmental <a href="http://www.businessinsider.com/gold-mining-destroying-peruvian-amazon-2013-10">devastation</a> is often the result.
<h2>A country-wide survey</h2>
The report represents two years of intensive aerial surveying by Greg Asner, of Stanford University, and his team which operates the <a href="http://cao.stanford.edu/?page=cao_systems">Carnegie Airborne Observatory</a>.
The observatory is actually a twin-engine turboprop Dornier 228 filled with more than $10 million in the latest short-wave and infrared sensors. Those tools can scan up to 100,000 hectares (240,000 acres) a day at a density of just one hectare (2.4 acres). At that level of precision, the data reveal not only the height of the trees below, but also the individual leaves on each tree as well as the chemical activity in all those leaves.
Asner's team sampled 16 million acres of ecosystems within Peru's 320-million total acreage. Those samples were scaled up to a country-wide map using field plots and existing satellite imagery. In the map below, the colors indicate how much carbon is stored above ground. The scale goes from blue - zero carbon -to dark red in the highest areas.
The report found, for example, that 53 percent of all Peruvian carbon is stored in one large Amazonian region - Loreto, followed by Ucayali and Madre de Dios (26 percent combined). Here's what that looks like:

<h2>Why make a map?</h2>
Asner's report emphasizes its underlying motivation and connection to climate-change mitigation: if global markets are going to value carbon at a competitive rate as an incentive to reduce greenhouse gas emissions, countries like Peru will need to know with great certainty how much carbon their forests contain when it comes to negotiating prices for carbon offsets.
"Peru's minister of the environment can make very good use of this information," says <a href="http://www.bluemoonfund.org/who-we-are/staff/enrique-ortiz/">Enrique Ortiz</a>, one of Peru's leading conservationists and a senior program officer with the Blue Moon Fund in Washington, D.C., which supports global environmental projects. "It is a good proxy for creating mechanisms to reward good action, like which areas need to be protected and how to manage carbon trade. It also shows us where illegal mining is taking place, and that's important, too."
Asner and his Carnegie scientists used the airplane observatory to map Panama's carbon stock a year ago. But he says his maps of Peru are far larger and more accurate with potentially a broader impact.
"These maps suddenly place Peru at the very forefront of the challenge to combat climate change," says Asner, whose 2013 <a href="http://www.ted.com/talks/greg_asner_ecology_from_the_air#t-479638">TED talk</a> on his aerial research has 522,000 views. "It's a sea change in capabilities. It will enable the country to use its carbon stock as a tool for engaging the international community to slow the rate of deforestation and forest degradation through conservation."
<h3>The importance of Peru</h3>
When it comes to the global environment, it is difficult to overstate Peru's importance. Its Amazon jungles are deemed among the most biodiverse on earth in terms of tree, plant, animal and bird species. It also has the world's fourth-largest store of tropical forests, behind only neighboring Brazil, the Congo and Indonesia. Critically, tropical forests soak up and store carbon emissions from industrialized countries. In doing so, they are an irreplaceable line of defense in slowing the rate of rising temperatures due to global warming.
The Carnegie report also comes at a critical time for Peru. While still largely poor, <a href="http://www.andina.com.pe/Ingles/noticia-wb-perus-economy-stands-as-top-performer-in-latam-515920.aspx">Peru's economy</a> is the fastest-growing in Latin America in part because of the prevalence of mining for minerals and drilling for fossil fuels. Those industries, which flourish as trees fall, helped put Peru at the top of <a href="http://news.mongabay.com/2013/0626-amazon-deforestation.html">another list</a> - a leader among Amazonian countries in deforestation rates. The country lost some 400,000 acres in 2012.
To keep its economic growth rolling, the Peruvian Congress stunned environmentalists by <a href="http://m.washingtonpost.com/politics/congress/new-peru-law-weakens-environmental-safeguards/2014/07/20/174b2448-0fc3-11e4-b0dd-edc009ac1f9d_story.html">passing a law</a> on July 11 that reduces the authority of its Ministry of the Environment. The new laws could make it easier for mining and drilling activities to increase in forested lands, and make it more difficult to add additional protected land to Peru's large inventory.
"Despite making good steps in regards to both economic growth and environmental protections over the last 20 years, these new laws show a lack of consistency and add doubt regarding the direction we are going," says Pedro Solano, director of the influential <a href="http://www.spda.org.pe/ver-directorio.php?id=3">Peruvian Society for Environmental Law</a> in Lima. "Our environmental policy is still strong, but now <keyword id="6358883" type="PERSON" weightage="60" keywordseo="Politics">politics</keyword> will dictate more decisions."
All this comes as Lima is preparing to host in December the 20th annual Conference of the Parties <a href="http://www.climate-leaders.org/climate-change-resources/india-at-cop-15/unfccc-cop">(COP)</a> of the United Nations Framework Convention on Climate Change. The COP culminates in Paris in 2016 when the group will seek binding international agreements akin to the Kyoto Protocol signed in 1997.
In Lima, policy makers at the COP will negotiate amid the pressure of another looming deadline - the scientific community's consensus view that widespread efforts to reduce carbon emissions must be implemented in the next 10 years to limit predicted global temperature increases to around 3 degrees F. If not, far worse droughts, hurricanes and sea-level rises than we're already experiencing are anticipated in the next 50 to 75 years.
In such a context, the Peruvian carbon maps created by Asner and his team take on a heightened importance. He says the maps can help place a competitive value on carbon, which he believes is the best, and possibly only, hope to keep large tracts of tropical forests intact.
"I'm going to the COP as a delegate and I'm going to give these maps to everyone I can," Asner says. "The negotiators need to see the truth about what they have to lose and what they have to gain."
<h3 dir="ltr">Tropical forests: stand or fall?</h3>
As I wrote for National Geographic <a href="http://newswatch.nationalgeographic.com/2013/11/14/the-promise-of-redd-giving-tropical-countries-a-choice-in-whether-to-decimate-their-forests/">NewsWatch</a>, one of the cruel ironies of climate change is that countries that ring the equator - most of them poor and eager to develop - possess a valuable asset in fighting rising temperatures that can they only monetize if they destroy it: their tropical forests.
These lush, dense woodlands are incomparably important to our lives on earth. They pull greenhouse gases from the air and store them, thus slowing the rate of global warming. They play a powerful role in the water cycle, thus creating clouds that make weather around the world. They harbor and sustain the majority of the earth's biodiversity, thus providing shelter and habitats to countless species of wildlife and plantlife. And they provide these vital ecological services to all of us on the planet for free.
But these forests routinely sit atop lucrative troves of fossil fuels or minerals. Or they cover land that when cleared can be used for cattle ranching and palm-oil farming. Often, the governments in these countries, staring at high poverty and unemployment rates, chose revenue over conservation.
When that happens, a double whammy occurs. What was once a carbon sponge becomes a sieve. When trees fall, they release their carbon. Global deforestation contributes an estimated 17 percent of all greenhouse gas emissions, remarkably on par with the combined fuel burned in cars, trucks, trains and airplanes, according to the <a href="http://www.epa.gov/climatechange/ghgemissions/global.html">EPA</a>.
<h2>Converting carbon to dollars</h2>
Asner believes that the high-resolution carbon maps he is producing can play a crucial role in changing the economic dynamic in tropical countries. If you know how much carbon is locked up in your forests and vegetation - in Peru's case, his report estimates the amount at 6.92 billion metric tons - you can better place a value on it. And choose conservation over development.
"All the data Greg (Asner) is generating is being converted into knowledge about the carbon cycle," says <a href="http://college.wfu.edu/biology/people/faculty/silman/">Miles Silman</a> a tropical biologist at Wake Forest University who contributed field data to Asner's report. "And that knowledge is being converted into how we think about remediating global climate change. We do that by converting carbon into dollars. We allow countries and enterprises to make an investment or get paid to keep forests standing."
Asner picks up the thread: "The truth is, carbon is now worth about $6 a ton on the voluntary market. That's pretty low. It's worth so little because there is a huge uncertainty based on where the carbon is and how much is there. By offering really precise details about the amount of carbon in Peru and where it's located, it has a chance of being worth a lot more."
Economists speculate that when carbon returns to or exceeds its <a href="http://www.institutionalinvestor.com/Article/3350123/Asset-Management-Macro/Carbon-Markets-Keep-Multiplying-but-Do-They-Work.html#.U9KDYfk7uSo">peak value</a> in 2006 of $32 a ton, and when carbon offset policies take hold as a vital international strategy in battling climate change, countries like Peru will be rewarded for protecting their forests instead of allowing them to be plowed under.
But such international strategies involving carbon offsets are far from reality. Among the best hopes appears to be REDD, the slow-moving, decade-old U.N. program of "reducing emissions from deforestation and forest degradation."
There is both a supply and demand side to REDD. On the supply side, countries like Peru must show how much area they are saving from deforestation and prove that the land will remain protected. On the demand side, industrialized countries that exceed their annual agreed-upon carbon emissions must be ready to pay countries like Peru for the land it's preserving in return for carbon offset credits.
But the financing mechanisms and national emissions caps to make REDD work do not exist.
"We want to push this ahead in Lima (at the COP) this year and try to get a (global financing and emissions) agreement next year in Paris," says <a href="http://www.edf.org/people/chris-meyer">Chris Meyer</a>, a expert on REDD policy with the Environmental Defense Fund. "To do this, we need to improve our ability to measure carbon stocks and density, and Asner is at the forefront of <keyword id="41551" type="ENTERTAINMENT" weightage="100" keywordseo="science">science</keyword> in creating new technologies to provide these measurements."
<h3>Will it help?</h3>
<a href="http://www.whrc.org/about/cvs/abaccini.html">Alessandro Baccini</a>, a remote sensing scientist with Woods Hole Research Center in Massachusetts, says that while national carbon maps have been produced before, the technology used by Asner and the Carnegie team allows for greater precision and accuracy.
"What is really important is the level of information that a country like Peru now has access to," Baccini says. "It's very enabling. It helps Peru really understand its landscape and understand the very best data out there for policy purposes - if they want to use it."
Ideally, Peru will use these maps to steer development and extraction away from areas of highest carbon density; ideally, it will be rewarded by the industrialized world with carbon offset investments for doing so. Ideally, Asner's high-resolution maps in Peru - which cost $1.2 million in private funding to produce - will be replicated in other countries dense with carbon-bearing tropical forests to help bolster the global carbon market and conserve more tropical forests..
"What's important now is to ask: what will they do with it?" Baccini says. "Will it change the game? Will it open the eyes of the (Peruvian) government so that they say, "Gee, we can't cut down these forests, look at how much carbon we're losing."? We'll see."
