Government is taking the performance assessment of its officials online, so that it can take the big call on retiring the non-performers and check those who lack the required integrity. <keyword id="185360" type="ORGANIZATION" weightage="100" keywordseo="department-of-personnel-and-training">Department of Personnel and Training</keyword> (<keyword id="82842" type="ORGANIZATION" weightage="100" keywordseo="DoPT">DoPT</keyword>) had launched the 'Online Probity Management System' a few days ago in association with other ministries so that assessing the integrity and performance levels of officers can be made easier. The performance of <keyword id="6356457" type="UNKNOWN" weightage="100" keywordseo="government-officials">government officials</keyword> who have turned 50 or 55 or have completed 30 years of service are being monitored to decide whether they should be allowed to remain in service or asked to retire, depending on their performances. "Since the number of officers under review is huge, it involves lot of paperwork at ministries and the submission of regular physical reports. The new 'Probity' portal makes the process completely online by which ministries can now submit their reports online and the government gets a birds eye-view of the status on one portal," a government official told <a href="http://economictimes.indiatimes.com/news/politics-and-nation/government-starts-online-performance-assessment-system-for-bureaucrats/articleshow/58885614.cms">ET</a>. <keyword id="52861" type="PERSON" weightage="100" keywordseo="Jitendra-Singh">Jitendra Singh</keyword>, the Minister of State for DoPT and PMO, has said that 30 Group A officers and 99 Group B officers were compulsorily retired in the past few months, adding that 24,000 Group A officers and 42,251 Group B officers were scanned prior to the retirement. Besides, the government was also looking into service records of another 34,451 Group A officers and 42,521 from Group B to keep an eye on non-performers. Meanwhile, the Sparrow (Smart performance appraisal report recording online window) system is being used to make the entire appraisal system digital, which can be accessed by ministries. The third DoPT portal is 'Solve,' for online vigilance enquiry for board-level appointees. This portal can be expanded for other employees so that the government can coordinate between 'Probity', 'Sparrow' and 'Solve' portals and assess performance and integrity of different bureaucrats. Bureaucrats to soon have online performance assessment system

The government is planning to a push a proposal to provide <keyword id="1139733" type="UNKNOWN" weightage="100" keywordseo="Reservation-in-Promotion">reservation in promotion</keyword> for Scheduled Caste (SC) and Scheduled Tribe (ST) employees in government jobs. As per a key official report, the reason behind this move is government’s belief that underprivileged sections need affirmative action. The judgment said that Article 16(4A) was only an enabling provision, and states were free to decide about reservation in promotion to SC/ST employees. After this meeting, DoPT was asked to prepare a report. As per the 2006 order, the provision for reservation could be enforced only after the said employees met several conditions, like backwardness, inadequacy of representation, and administrative efficiency. Govt considering SC/ST quota in promotions as well

The <keyword id="6359973" type="PERSON" weightage="80" keywordseo="recruitment">recruitment</keyword> process including advertising vacancy and conducting interviews by <keyword id="26362" type="ORGANIZATION" weightage="80" keywordseo="Government">government</keyword> <keyword id="6399032" type="ORGANIZATION" weightage="80" keywordseo="departments">departments</keyword> need to be completed within six months time, the Centre said today. 
 
The move comes after noting long gap between the date of advertisement for the vacancy and date of examination or interview. 
 This delay may deny the opportunity to fresh candidates who become eligible during that period, while creating an atmosphere of uncertainty to candidates who have applied," an order issued by Department of Personnel and Training ( <keyword id="82842" type="ORGANIZATION" weightage="80" keywordseo="DoPT">DoPT</keyword>) said. 
 
All ministries or departments are, therefore, requested that while initiating the recruitment process to fill vacant posts by the method of direct recruitment, it may be ensured that the entire recruitment process including and starting from advertisement, conducting written examination or holding of interview may be completed within six months, it said. 
 
The administrative ministries or departments have been asked to issue similar instructions to autonomous bodies, public sector undertakings and statutory bodies under their administrative control. 
 
The Centre has decided not to hold interviews for recruitments of Group B (non-gazetted), Group C and Group D categories beginning this year.

Government asks departments to complete recruitment process before six months

The Department of Personnel and Training (<keyword id="82842" type="ORGANIZATION" weightage="20" keywordseo="DoPT">DoPT</keyword>) has put an end to the clerk era and has come up with a new nomenclature. 
 Designations like <keyword id="893904" type="POSITION" weightage="20" keywordseo="Lower-Division-Clerk">Lower Division Clerk</keyword> (LDC) and <keyword id="225253" type="POSITION" weightage="20" keywordseo="upper-division-clerk">Upper Division Clerk</keyword> (UDC) in central government's employee hierarchy have been replaced as Senior Secretariat Assistant and Junior Secretariat Assistant, respectively. 
 
Also, the Assistant post under Central Secretariat Service (CSS) has been renamed as Assistant Section Officer. 
 
Earlier in March, the DoPT had decided to replace the 'class' categorisation for specifying the seniority of its employees with new alphabetical groupings. 
 
The Class-III (Group C) employees had expressed concern that they were taunted as 'third-class' employees due to the categorisation. 
 
The Class-I classification is for gazetted officers while Class-II refers to mainly the non-gazetted officers, though there are some gazetted officers in this category too.

Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. The government has sought data on vacancies from all public sector undertakings (PSUs) and asked them to prepare a roadmap to fill those with an aim to reducing unemployment in the country. Information has been sought by the government regarding vacancies at the entry-level as well as at the senior level, a senior official of a PSU told PTI. The move comes against the backdrop of opposition parties raising concerns over rising unemployment in the country. As per the direction, identified entry-level vacancies till December this year are required to be filled by August-September next year, the official said. Filling vacancies in government institutions takes time as appointments are made in a transparent manner by following specified guidelines, the official said, adding tests and interviews are conducted based on the advertisement that specifies eligibility criteria. Each stage consumes time as aspirants across the country participate in the process, the official said.As per the official data, there were 255 Central Public Sector Enterprises (CPSEs) operating in the country at the end of FY21. Out of the 255 CPSEs, 177 are profit-making and have generated a profit of Rs 1.89 lakh crore during FY21. Last month, the finance ministry convened a meeting with heads of public sector banks and financial institutions to take stock of the employment situation in these entities and their monthly recruitment plan. The total employee strength of public sector banks peaked at 8.86 lakh during 2012-13. It declined to 7.80 lakh during 2020-21.Banks have started issuing advertisements for recruitment. For example, the country's biggest lender <keyword id="6354731" type="General" weightage="80" keywordseo="state-bank-of-india" source="Orion">State Bank of India</keyword> (<keyword id="13222" type="General" weightage="80" keywordseo="sbi" source="Orion">SBI</keyword>) recently issued advertisements for the recruitment of 1,673 probationary officers. The direction from the Prime Minister came following a review of the status of human resources in all government departments and ministries. The vacancies are likely to be filled before the next general elections to be held in 2024.Earlier this year, the government had said in Parliament that there were about 8.72 lakh posts vacant in various Central government departments as of March 1, 2020. New Delhi, Apr 14 () As monitoring of essential commodities is necessary during the lockdown, Consumer Affairs Secretary Pawan Kumar Agarwal on Tuesday said his department has decided to seek replacement of officials unable to report for work due to medical conditions or other valid reasons.A decision has been taken after some of the Consumer Affairs Ministry officials did not show up for work despite the government's directive on the weekend."Our ministry has a crucial role as it monitors the supply of essential commodities and prices. Some officers are required for this purpose. If they remain absent, then I have to seek replacement from the Department of Personnel and Training (DoPT)," Agarwal told .A list of officers who are unwilling to come for work is being prepared, he said, adding that an office memorandum has been issued in this regard.Agarwal said the department will decide not to deploy on duty those officials who have medical conditions and other valid reasons and ask for replacement from the DoPT for the manpower.The government has exempted movement of essential commodities from the lockdown, which has been extended till May 3 to prevent the spread of COVID-19 in the country.Stating that the office memorandum (OM) has created some confusion, Consumer Affairs Minister Ram Vilas Paswan later said the OM was intended to compile the list of staff and officers, who are not able to come for emergency duties during the lockdown period either due to medical conditions or for any other valid reason (such as staying in hotspot areas) so that such persons are not deployed for such duties."In view of ambiguity in the language of this OM, this is withdrawn forthwith," he said.The department would compile such information and use it while drawing up roster duty of officers / staff during the lockdown period so that no one is put to any hardship, while the work of the department is carried out smoothly, he added. Consumer Affairs Ministry to seek replacement of absentee officials amid COVID-19

New Delhi, Mar 23 () The Income-Tax Department is "proactively pursuing" with the government extension of the statutory March 31 deadline to complete important tax-related works due to the COVID-19 outbreak, an all-India body of IRS officers said on Monday.It has also urged all I-T department officials to work from home in view of the social distancing guidelines issued by the government."Field officials have raised legitimate concerns about going to office. The I-T Department is proactively pursuing extension of statutory limitation/time barring dates with the government."Till then, DoR (department of revenue under Union finance ministry) instructions based on DoPT's 22/03 order allows us to do whatever work possible from home, even if ITBA tasks cannot be carried out," the association of the Indian Revenue Service (IRS) officers said.The Department of Personnel and Training (DoPT) had recently directed ministries and departments that junior-rank officials of the central government should rationalise manpower and allow work from home and in shifts in certain cases.The association said local situations must be paramount in determining how and whether tax offices run, even if they are officially not shut."Feasibility of commuting of officers/staff, prohibitory orders under section 144, border restrictions between states in areas like NCR, ability of drivers to come for duty, etc. So, while we wait for orders, let us not panic. Let us take necessary precautions and ensure minimum travel and maintain social distancing," it said in a statement."We must follow Hon'ble PM's advice and maintain utmost vigil," it added.The more vigilant the officials are, the association said, greater the chances of conquering the extraordinary COVID-19 challenge."So work from home as much as you can. COVID-19: IRS body says I-T Dept pursuing extension of Mar 31 deadline for tax-related works

New Delhi, Feb 1 () The government has allocated Rs 9.90 crore for the Central Information Commission (CIC) and the Right to Information (RTI) Act in the Union Budget 2020-21, an increase of 80 per cent as compared to the last budget.
Finance Minister Nirmala Sitharaman on Saturday announced an allocation of Rs 9.90 crore for the 'CIC and RTI' as compared to Rs 5.5 crore allocated in the budget for 2019-20.
In the last budget, the commission's funds were slashed by 38 per cent as compared to the Union Budget of 2018-19.
"Fund allocations in respect of the CIC's Construction of Head Office Building and DOPTs Propagation of the RTI Act," the budget document said.
The CIC has also received funds under a separate head of 'CIC and PESB' with an increase of 6.95 per cent from the last budget. 
It has been allocated Rs 32 crore as compared to Rs 30.02 allocated crore last year under this head.
This provision is for "establishment related expenditure of the Public Enterprises Selection Board (PESB) and the Central Information Commission", the document said. ABS KJ

CIC receives 80 pc increment in Union Budget

The Centre assured the <keyword id="6354977" type="General" weightage="20" keywordseo="Supreme-Court" source="Orion">Supreme Court</keyword> on Monday that the counselling process of NEET-PG will not commence till the top court decides the challenge to 27 per cent reservation for <keyword id="45661" type="General" weightage="20" keywordseo="OBC" source="Orion">OBC</keyword> and 10 per cent for <keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword> category in PG All India Quota seats (MBBS/BDS and MD/MS/MDS) from the current academic session. A bench of Justices D Y Chandrachud and B V Nagarathna recorded the assurance given by Additional Solicitor General (ASG) K M Nataraj, appearing for the Centre, and observed that students will be in serious problem if the counselling process goes ahead as scheduled. The assurance by Nataraj was given after senior advocate Arvind Dattar, appearing for some NEET candidates, mentioned that as per the schedule announced by the Director General of Health Services, the counselling process for the NEET-PG is to commence from October 25. He said that by the time the court decides the pending batch of petitions, challenging the July 29 notification, introducing the reservation from academic year, the entire process of admission will be over and serious prejudice would be caused to the students. Nataraj said the communication which counsel for petitioner is referring to was sent only to the medical colleges for verification of seats and one more clarificatory notification has been issued on Monday. The counselling process will not begin till the court decides the pending batch of petitions, the ASG submitted. The bench said that it is taking the word on record. We will take your word on record that counselling process will not start till we decide the batch of petitions one way or the other. Nataraj agreed with the observation of the court and said that if there is any problem at all in the future, the petitioner's counsel can contact him directly. On October 21, the top court had asked the Centre whether it would like to revisit the limit of rupees eight lakh annual income, fixed for determining the Economically Weaker Sections (EWS) category for reservation in NEET admissions for medical courses. The top court had clarified that it is not embarking into the policy domain but is only trying to ascertain whether constitutional principles have adhered or not. It had asked the Ministry of Social Justice and Empowerment and the Department of Personnel and Training (DOPT) to file their affidavits in a week's time and had formulated questions to be answered by the Centre. The top court had said, Tell us if you want to revisit the criteria or not. If you want us to discharge our duties, then we are ready to do so. We are formulating questions which you need to answer them . It had added, We may stay the government notification fixing rupees eight lakh criteria for determining the EWS and you can keep filing the affidavits . The top court was hearing a batch of pleas challenging the Centre and Medical Counselling Committee (MCC) July 29 notice providing 27 per cent reservation for Other Backward Class (OBC) and 10 per cent for EWS category in the National Eligibility cum Entrance Test (NEET) admissions for medical courses. It had asked searching questions from Centre, and asked whether any exercise was undertaken before fixing a limit of Rs 8 lakh annual income for determining the EWS category. It had said the court is not going to tell the government as to what should be the limit whether it should be rupees four lakh or rupees six lakh because it is for the executive to decide but all it wants to know is on what basis Rs. 8 lakh criteria was fixed. For determining creamy layer in Other Backward Classes (OBC) category the limit was fixed as Rs 8 lakh annual income and they were considered progressed class among OBCs and they were excluded from reservation benefits. Here, for the EWS category, the limit is the same Rs 8 lakh annual income but it was for inclusion in the reservation benefits, the top court had said. On October 7, the top court had posed searching questions to the Centre on its decision to fix a limit of rupees eight lakh annual income for determining the EWS category for reservation in NEET admissions. The Centre had then said fixing a limit of Rs eight lakh annual income for the EWS category is a matter of policy based on the National Cost of Living Index. On September 17, the top court has agreed to hear a batch of pleas of students against the July 29 notice providing 27 per cent reservation for OBC and 10 per cent for EWS category in 15 per cent UG and 50 per cent PG All India Quota seats (MBBS/BDS and MD/MS/MDS) with effect from the current academic session 2021-22.
