<ul><li>During the <keyword id="7190005" type="UNKNOWN" weightage="20" keywordseo="interim-budget-2019">Interim Budget 2019</keyword>, the Modi government presented Vision 2030. </li><li>From clean Ganga to an astronaut in space and building hubs for Digital India, the Vision 2030 agenda has big plans. </li><li>The government’s current track record in some cases and the lack of details in others are uninspiring. </li></ul>Indian government’s budget for 2019-20 was supposed to be an interim vote on account before the elections in the upcoming summer. However, the government’s promises, hopes and estimation went as far as 2030. Here’s the 10-point agenda for the next decade set by Piyush Goyal, standing in for finance minister Arun Jaitley. “We are poised to become a Five Trillion Dollar Economy in the next five years and aspire to become a Ten Trillion Dollar Economy in the next 8 years thereafter.” The message from the government is that it is not just focussed on the headline growth, but also on the quality of life. “On the social infrastructure side, every family will have a roof on its head and will live in a healthy, clean and wholesome environment,” said Finance MInister Piyush Goyal. It was 2017, when prime minister Modi promised to double farmers’ income in the following five years. However, the rural distress has been one of the biggest failures of the administration. While ‘housing for all by 2022’ is still an ongoing project, there is still a lot left to desire in <a href="https://www.bloombergquint.com/global-economics/15-million-indian-households-have-meters-but-no-electricity">electrification</a> and <a href="https://www.livemint.com/Politics/d0gb1cTpVnVwJaUQIPIaaP/Swachh-Bharat-Abhiyan-Why-Indias-toilet-data-is-too-good-t.html">sanitation</a> of villages. “Digital India into every sector of the economy” There were two announcements towards digitisation of the economy – to turn 1 lakh villages into Digital Villages over next five years, and a plan to build centre of excellences for Artificial Intelligence (AI). This is not the first time the government has promised a push for AI. ₹3,073 crores were allocated for the programme in 2018-19. This fund was supposed to boost the development of artificial intelligence, robotics, big data analysis, and digital manufacturing, by setting up centres of excellences in the country. However, there has been little or no progress so far. The Indian government had allocated ₹10,000 crores in the last budget for Bharat Net phase II-- a pan-India broadband network--to create 500,000 rural wifi hotspots. By December 2018, the network had covered half the target range, but the utilisation was reportedly less <a href="https://thewire.in/government/pmo-bharatnet-project-shoddy-state-of-broadband-initiative">than 10%</a>. “Over ₹17,000 crore has been spent already on BharatNet. No results can be seen. There is no utilisation...Public money has been wasted and it will become a serious problem for the government," a senior official at Trai told <a href="https://www.livemint.com/politics/policy/trai-asks-telecom-dept-to-auction-bharatnet-assets-to-private-firms-1548698974471.html">Mint</a> in January. “This India will drive on Electric Vehicles with Renewables becoming a major source of energy supply. India will lead the world in the transport revolution through electric vehicles” India did assume the lead in the global fight against climate change after the <a href="https://www.hindustantimes.com/india-news/what-signing-the-paris-climate-change-treaty-means-for-india/story-RsDH1IAohQNEqRxb426YbM.html">Paris pact </a>of 2016. But the push towards green vehicles at home has had, at best, a sputtering start. While there has been a growth in demand for electric two-wheelers, only 1,200 electric cars were sold in FY 2017-18, according to a report done by the <a href="https://www.livemint.com/Politics/1x96WeyG6cCVnm5zPcUraK/Govt-proposes-incentives-to-boost-EVsalesin5-years.html">Society of Manufacturers of Electric Vehicles.</a> The main concern of the automobile companies is the lack of infrastructure for growth of EVs in India as well as the absence of <a href="https://auto.economictimes.indiatimes.com/news/industry/are-indian-automakers-ditching-ev-in-want-of-clear-policy/67749150">clarity</a> regarding the EV policy. “Expanding rural industrialisation using modern digital technologies to generate massive employment” Both industrial growth and employment have been among the big failures of the Modi regime, mostly because private investment has been lacking. It’s too soon to evaluate the progress of this plan. “High farm production and productivity will be achieved through modern agricultural practices and value addition” India, a country which has over 45% of its population employed in agriculture, is also a major exporter. According to <a href="https://www.ibef.org/exports/agriculture-and-food-industry-india.aspx">reports</a>, during April-October 2018, exports of agricultural and processed food products totalled US$ 21.61 billion. India now faces the problem of <a href="https://indianexpress.com/article/opinion/columns/agrarian-crisis-farmer-protests-rural-distress-surplus-production-crop-procurement-the-age-of-surplus-5213499/">surplus</a>, where farmers are ready to answer the demand for more produce. However, the farmer has not been in the winning end of the deal. A report of the Committee on Strategy for Doubling Farmers' Income by 2022 <a href="https://www.downtoearth.org.in/news/agriculture/you-may-pay-a-steep-price-but-does-the-farmer-make-any-money--62364">states </a>that “The WPI (wholesale price index) of food articles was lower than that of agricultural inputs for most years, indicating that farmers received lower market prices for agricultural commodities than the prices paid for the purchase of inputs.” “Aiming at healthy society with an environment of health assurance and the support of necessary health infrastructure” The Indian government had announced its ambitious Ayushman Bharat scheme in 2018. The Finance Minister during his budget speech announced that so far ₹3000 crore had been allocated to Ayushman Bharat which has benefited over 10 lakh people. However, many states have pulled out of the scheme criticising it for legitimate and political reasons. As the minister from Chhattisgarh explained, Ayushman Bharat provided insurance for secondary and tertiary healthcare in hospitals, whereas <a href="https://economictimes.indiatimes.com/industry/healthcare/biotech/healthcare/chhattisgarh-govt-to-pull-out-of-ayushman-bharat/articleshow/67550227.cms">nearly 80%</a> of the state’s citizens required primary healthcare services. Outpatient treatment, which is hugely popular with India’s poor households according to <a href="https://www.brookings.edu/wp-content/uploads/2016/12/201612_health-and-morbidity.pdf">a Brookings report</a>, isn’t provided under the scheme. In addition, as public hospitals lack the requisite infrastructure, the government is relying heavily on private hospitals, which aren’t that widespread in semi-urban and rural areas and can promote expensive treatments to improve their margins “Transforming India into a Minimum Government Maximum Governance nation” ‘Minimum Government Maximum Governance’ was one of the many slogans that Modi came up with ahead of the 2014 elections. India’s Narendra Modi has a grand vision for 2030 – but it is short on details

At the Adani portfolio level, a total investment of USD 75 billion by 2030 on our energy transition initiatives will further our vision to have 45 GW renewable energy capacity by 2030 and strengthen the pivotal role played by AGEL in India's glide path to decarbonization," the group chairman said. AGEL has emerged as the second-largest global solar PV developer in the US-based Mercom Capital Group's latest annual global report. "The company's outstanding performance and contribution to the renewable energy landscape have earned it the prestigious second rank among the world's foremost solar PV developers," the statement said. It has an operating renewable portfolio of 8.4 GW, the largest in India, spread across 12 states, offsetting over 41 million tonne of CO2 emissions cumulatively.

India’s Digital Economy to touch $800 billion by 2030: RedSeer

Mumbai, Dec 17 () The UAE-based investment firm Foundation Holdings on Tuesday said it has tied up with Ryan International Group and will infuse USD 100 million into an education joint venture over the next five years.
 The two entities will focus on the K-12 education segment to launch a managed school platform 'Ryan EduNation', an official statement said.
 "With USD 100 million investment committed to Ryan EduNation over the next five years, our ambition is to adopt a scalable partnership model by empowering educational institutions and passionate land owners across India to create a platform of change and impact," Aakash Sachdev, managing director of Foundation Holdings, said.
 Ryan, which has 137 schools in 40 cities with 2.70 lakh students, will focus on the education, while Foundation Holdings will be the investment partner.
 The joint venture, under the brand name Ryan EduNation, has already made an acquisition of the managed school platform India Education Services that has 18,000 students across the country, the statement said.
 The statement cited a study by Technopak, an advisory firm, which pegged the education market to be a USD 100 billion opportunity and the digital learning as a USD 2 billion one.
 "Through Ryan EduNation, our vision is to provide quality education to 2 lakh students annually by 2030," Ryan International Group of Institution CEO Ryan Pinto said. AA HRS

In the report 'How Urban India Pays', Kearney-Amazon Pay said strong adoption of digital payments in <keyword id="21056201" type="General" weightage="20" keywordseo="online-purchases" source="keywords">online purchases</keyword> has potentially led to a permanent shift in consumer behaviours, fuelling offline adoption as well. While 90 per cent of the respondents of the survey preferred digital payments when making online purchases, affluent consumers lead the way with the highest Degree of Digital Payment Usage (DDPU), tending to use various modes of digital payment for 80 per cent of their transactions. "<keyword id="19955338" type="General" weightage="20" keywordseo="millennials" source="keywords">Millennials</keyword> and Gen X are leading in the adoption of all types of digital payment instruments," it said. "Men and women both use digital payments in about 72 per cent of their transactions, indicating gender parity." The research was based on an online survey of over 6,000 consumers along with more than 1,000 merchants through offline and online methods across 120 cities with representation from various regions, income groups, city categories, age brackets and genders. India has seen a surge in <keyword id="19990771" type="General" weightage="20" keywordseo="e-commerce" source="keywords">e-commerce</keyword>, with the market valued at USD 75 billion to USD 80 billion in 2022 and expected to grow at a 21 per cent CAGR until 2030. "In line with India's digital journey, retail digital payments have grown dramatically over the past five years - from USD 300 billion in FY18 to USD 3.6 trillion in FY24. By FY30, they are likely to double to USD 7 trillion," the report said. The Unified Payments Interface (<keyword id="19900911" type="General" weightage="100" keywordseo="UPI" source="keywords">UPI</keyword>) has been a key driver of this growth, demonstrating a CAGR of 138 per cent in its volumes during FY18-24. Other instruments such as cards and digital wallets are also gaining in popularity, contributing 10 per cent of digital transaction value today. "With such dynamic developments, it is no wonder that India is a global frontrunner in the digital payment landscape, accounting for a stellar 46 per cent of the global digital transaction volumes in 2022," it said. Digital payments have penetrated small towns, with respondents in these areas highlighting that 65 per cent of their transactions are digital, while respondents in larger cities cited this ratio to be 75 per cent. "There is a strong correlation between a city's average DDPU and its retail potential, as measured by the Kearney India Retail Index, with the top six metros displaying both high DDPU and high retail potential," the report said. DDPU surpasses retail potential in some cities such as Lucknow, Patna, Bhopal, Jaipur, Bhubaneswar, Indore, Ahmedabad and Pune, which have a high DDPU nearly matching that of larger metropolitan cities despite having a lower retail potential than the top six metros. The report said co-branded credit cards are gaining momentum. "Emerging methods such as buy now, pay later (BNPL), wearable payments and voice assistant-based payments are also starting to make inroads." Digital modes of payment constitute around 69 per cent of the total transaction volumes for the Indian merchants that were surveyed. Even street vendors such as paan shops, fruit and flower sellers, food stalls, and kirana stores are joining the digital payment brigade. "Challenges for merchant adoption mirror consumer concerns, emphasizing issues of financial fraud, limited connectivity and trust," it said. The report said the next wave of growth in digital payments will be fueled by increasing penetration in segments with lower DDPU, such as consumers in lower-income groups and smaller towns, along with enhancing the value of spending via digital modes of payment in the higher DDPU segments by addressing their concerns. "All key stakeholders across the digital payments' ecosystem, including payment providers, the government, and value-added services players, will need to play a part in expanding digital payment adoption," it said. The focus areas should be empowering communities with financial education by launching target programmes to boost awareness of digital payments and new methods such as UPI Lite and UPI Lite X, especially for aspiring consumer segments, women in small towns, and street commerce merchants, to encourage higher adoption. Also, there is a need to create user-friendly consumer journeys by streamlining documentation and know-your-customer (<keyword id="19910870" type="General" weightage="20" keywordseo="kyc" source="keywords">KYC</keyword>) processes, optimising user interfaces, and establishing responsive customer complaint resolution mechanisms, it said adding also there is a need to enhance digital infrastructure by addressing systems and network issues and exploring innovations such as UPI Lite X for areas with limited internet. Also, the risk of fraud has to be minimised and access to credit-based payment methods expanded by using alternate data for underwriting risk, developing innovative credit products and promoting credit education for financial health. "These areas can help India overcome challenges in the digital payment ecosystem by fostering a more inclusive, secure, and user-friendly environment, thereby enhancing the adoption of digital payments among consumers and merchants in India," it added.

The Finance Minister further said that the Startup India scheme has seen thousands of entrepreneurs, including founders from Scheduled Caste and Scheduled Tribes. The minister said that they have been assisted to set up their businesses and seeing the strong demand of the Startup India scheme, the scheme will now continue from 2020-2025. The Minister also said that 80 livelihood business incubators and 20 technology business incubators in 2019-2020 to encourage and develop 75,000 social entrepreneurs in India. India’s ruling party Bharatiya Janata Party when it had released its election manifesto had promised to build a ‘New India of 130 crore dreams” and had also made way for a new Seed Startup Fund of ₹200 billion. During the Interim budget, the then Finance Minister Piyush Goyal had mentioned that special benefits and incentives were given to small businesses and start-ups while also simplifying overall compliance processes. A millennial has taken over Saudi Arabia's oil policy and people have serious concerns

Mumbai, Jan 21 () India needs a whopping USD 2.64 trillion investment to meet the UN's sustainable development goals (SDGs), offering the private sector an investment opportunity of over USD 1.12 trillion by 2030, according to a report.
 According to the Standard Chartered SDG Investment Map, the total investment that the country needs to make by 2030 is a whopping USD 2,633.9 billion. Of the total, USD 1,558.8 billion is for clean energy, USD 505.5 billion for transport infrastructure, USD 377.4 billion for digital access; and USD 192.2 billion for clean water and sanitation.
 Of the total USD 2.64 trillion of investment needed, the potential investment opportunity for the private sector is a whopping USD 1.12 trillion with USD 701.5 billion going into clean energy, USD 226.5 billion for digital access, USD 176.9 billion in transport infrastructure, and USD 19.2 billion for clean water and sanitation, said the report.
 For the emerging markets as a whole, the opportunity for the private sector is around USD 10 trillion, said the report adding that "India represents USD 1.124 trillion of SDG opportunity, or more than 10 per cent of the USD 9.668 trillion opportunity for private sector investors across all emerging markets to help achieve the UN goals."
 At USD 701.5 billion, the greatest private sector opportunity in the country is investment in achieving and maintaining universal access to electricity, which is the seventh SDG.
 The study identified opportunities for the private sector to contribute to three infrastructure-focused goals between now and 2030 - SDG 6: Clean water and sanitation, SDG 7: Affordable and clean energy, and SDG 9: Industry, innovation and infrastructure.
 Seven per cent of the country's population still do not have access to electricity.
 The opportunity in the water and sanitation is USD 19.2 billion as 24 per cent of the people still do not have access to clean water and sanitation and closing this gap by 2030 will require investment of close to USD 20 billion, said the report. 
 The SDG 9 calls for improvement in industry, innovation and infrastructure by 2030 wherein private sector can chip into transport and digital areas which requires an investment of around USD 226.5 billion. Of the total, transport infrastructure alone will need USD 176.9 billion of investment. The present digital access is only 45 per cent.
 "Opportunity 2030 provides an important map of the SDG opportunities for private sector investors looking to invest with impact and improve the lives of millions of Indians over the next decade," Bharat Padmanabhan of StanChart said.
 The Opportunity 2030 study spans 15 of the world's fastest-growing economies and estimates the potential private-sector investment opportunity to contribute to three of the most investment-ready SDGs (6,7 and 9). BEN HRS

The Indian government just gave its approval to set up a new company under the Department of Space to commercially exploit the research and development work carried out by ISRO and constituent units of DOS. This will give ISRO the opportunity to also explore manufacturing of small satellite launch vehicle with private sector players, productionisation and marketing of space-based products and services including launch and applications. Through the new company, ISRO will also look at the transfer of technology from its centres to private players for the latter to leverage on the same. According to official documents from the government of India, for technology transfer the new company will have to take license from DoS/ISRO and sub-license to industries. This is a landmark move as it will allow private companies access to breakthrough technologies that have remained in ISRO’s domain. ISRO has already been creating multiple hits in recent months.
