After Delhi-NCR, <a href="http://www.businessinsider.in/searchresult.cms?query=diesel+ban&amp;sortorder=effectivedate">ban on sale of large diesel engine</a> vehicles may also be implemented in cities such as Mumbai, Kolkata, Bengaluru, Chennai and Hyderabad. 
 
The <a href="http://www.businessinsider.in/searchresult.cms?query=NGT&amp;sortorder=effectivedate">National Green Tribunal</a> (<keyword id="6357743" type="ORGANIZATION" weightage="20" keywordseo="NGT">NGT</keyword>) is mulling over bringing the <keyword id="6554349" type="UNKNOWN" weightage="20" keywordseo="Diesel-ban">diesel ban</keyword> to 11 cities, including the above, a move which might send automakers into a tizzy. 
 
NGT had recently imposed a similar ban in Kerala cities and also barred diesel vehicles that are older than 10 years. 
 
NGT stated that the directions passed in regard to NCT (National Capital Territory) would safely be applied to all these cities and conceded that there were three major sources of <a href="http://www.businessinsider.in/searchresult.cms?query=pollution&amp;sortorder=effectivedate">pollution</a> - burning of waste and other materials, dust emission and vehicular pollution. 
 
The green tribunal has asked the Central Pollution Control Board to place complete and comprehensive data before it on population density, car density, pollution area and pollution level of major cities across the country. 
 
After the diesel ban was imposed in Delhi-NCR, reportedly, it resulted in a production loss of 11,000 vehicles, affecting 5,500 jobs, including at dealerships. 
 
As per <a href="http://www.businessinsider.in/searchresult.cms?query=SIAM&amp;sortorder=effectivedate">Society of Indian Automobile Manufacturers</a> (<keyword id="108827" type="CITY" weightage="20" keywordseo="SIAM">SIAM</keyword>), a country wide ban would lead to a loss of 47,000 jobs. 
 
Such is the effect of the ban that automakers have started switching back to petrol-engines or making vehicles less 2000 cc diesel engine.

Extending the ban countrywide would basically stop production of all large diesel vehicles, Vishnu Mathur, director-general of SIAM told ET. 
"The polluter-pay principle applies in event of violations. Vehicle manufacturers and oil refineries have been investing to upgrade to higher emission norms and address pollution concerns," he said. "Banning vehicles that meet laiddown norms is against the fundamental right of companies doing business in the country," Mathur told ET.

What if the ban on registration of large diesel engines is extended? What if the Supreme Court doesn’t modify its order on the ban? These questions are haunting automakers, who are looking for alternate options now. 
 
After the Supreme Court banned registration of diesel vehicles with engine size of 2 litres or more for three months, automakers have gone into frenzy. 
 
So much so that the Indian arm of Toyota is mulling to bring petrol version of its diesel vehicles like Innova and Fortuner. 
 
It is also planning to also have petrol version of all its cars in future so that such temporary bans do not affect its sales. 
 
TS Jaishankar, deputy managing director-commercial at Toyota Kirloskar Motor, told ET, "When we started selling the Innova, we had made available a petrol version. It was discontinued as demand was largely diesel-driven. We have to see now ...If it warrants, we have to git back. 
Enquiries in Delhi have dropped since the ban came into force. The NCR accounts for 14% of our total sales. We are exploring options to bring in petrol versions of the Innova and the Fortuner." 
 
As per reports, every year around 4,00,000 diesel vehicles with heavy engines are sold in India, out of which 5-8% are sold in the NCR. 
 
Meanwhile, the automakers are moved the Supreme Court to appeal against the ban. 
 
Toyota said that over 53% of vehicles registered in the National Capital Territory of Delhi are of BS I and BS II standards, or more polluting than the newer ones. 
 Even <keyword id="6357096" type="COMPANY" weightage="20" keywordseo="Mahindra-Mahindra">Mahindra &amp; Mahindra</keyword> is worst hit as it has only diesel SUVs. It may also join Toyota soon.

Haunted by SC temporary diesel ban, Toyota, Mahindra may come out with petrol versions of SUVs

From <a href="http://www1.businessinsider.in/searchresult.cms?query=petrol+cars&amp;sortorder=effectivedate">petrol</a> to diesel to petrol again, carmakers are adjusting their sails and tweaking plans to sell more vehicles along with following guidelines of the Supreme Court, which has put a temporary <a href="http://www1.businessinsider.in/searchresult.cms?query=diesel+ban&amp;sortorder=effectivedate">ban on sale of diesel vehicles</a> in Delhi-NCR. 
 
Few years back when <a href="http://www1.businessinsider.in/searchresult.cms?query=automobile+manufacturers&amp;sortorder=effectivedate">automobile manufacturers</a> were making petrol versions, they had to shift to diesel as it was made cost-efficient due to government subsidy. 
 
Now, since diesel has been banned, carmakers are going back to making petrol-run vehicles to boost sales.

The share of petrol-run models, which was 42% of total passenger vehicle sales three years earlier, accounted for 56% of India's <a href="http://www1.businessinsider.in/searchresult.cms?query=passenger+vehicle+sales&amp;sortorder=effectivedate">passenger vehicle sales</a> in the fiscal year ended March 31. 
 
With demands shifting gears, carmakers are finding it tough to adjust as components change and more investments are required. 
Three years back, Honda had invested Rs 2,500 crore, set up a diesel component line and a forging unit. 
 
Likewise, <a href="http://www1.businessinsider.in/searchresult.cms?query=toyota&amp;sortorder=effectivedate">Toyota</a> Motor had raked in Rs 1,000 crore for a diesel engine facility and the factory was set to be inaugurated next month. 
 
Toyota Kirloskar's sales and marketing head, N Raja, told ET customers were worried that the ban may spread to smaller diesel vehicles as well and that inquiries for the company's petrol cars had doubled in the NCR. "We have been revising our production plans to meet this shift in demand," he said.

Carmakers are shifting gears as diesel ban drives sales of petrol-run vehicles

The <keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> has lifted the ban it had imposed on the registration of large diesel-powered vehicles in Delhi and NCR, after automakers offered to pay a 1% environment protection charge on every car that gets registered in the region. 
 
The ban was imposed on the registration of passenger vehicles having engines with 2 litres and more capacity in last December, so that the rising air pollution could be controlled. 
 
"Let (the environment protection charge of) 1% come. Pollution is now under control," said an SC bench comprising Chief Justice TS Thakur and Justices AK Sikri and R Banumathi. 
 
The companies will be paying 1% charge on the vehicle's ex-showroom price, excluding local levies and insurance cost. The rate can be modified or removed later, and could also be imposed on vehicles having less than 2-litre engines.

Supreme Court lifts ban on large diesel vehicles’ registration in Delhi, NCR

In a major relief to automakers, the <a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate">Supreme Court</a> said it may lift the <a href="http://www.businessinsider.in/searchresult.cms?query=diesel+ban&amp;sortorder=effectivedate">ban on diesel-run vehicles</a> with a capacity of 2000 CC and above in Delhi-NCR. 
 
However, the Supreme Court said the relaxation will be subject to a levy of one-time environment compensation cess. 
 
"We are inclined to allow registration. We are open to the registration subject to some kind of one-time cess," said a bench comprising Chief Justice T S Thakur and Justices A K Sikri and R Banumathi. 
 
The Supreme Court explored options of levying <a href="http://www.businessinsider.in/searchresult.cms?query=green+cess&amp;sortorder=effectivedate">green cess</a> at the time of registration of large diesel vehicles and sought opinion of lawyers appearing for automobile majors on the same. 
 
"Can you (lawyers for auto firms) ask your people to work out details as to what may be the cess to be levied on such vehicles with regard to the showroom price etc," it said. 
 
The lawyers said it was not an "adversarial" litigation and the amount of cess can be worked out. 
 
The bench also inquired about as to whether there was any prescribed emission standards for diesel vehicles. 
 
The bench has sought reports with regard to the research works carried out on the impact of Euro-IV norms on vehicular emission. 
 
Earlier, automobile giants like <a href="http://www.businessinsider.in/searchresult.cms?query=mercedes&amp;sortorder=effectivedate">Mercedes</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=toyota&amp;sortorder=effectivedate">Toyota</a>, Mahindra and <a href="http://www.businessinsider.in/searchresult.cms?query=general+motors&amp;sortorder=effectivedate">General Motors</a> had moved the apex court for modification of the order by which registration of their high -end diesel vehicles, with an engine capacity of 2000 CC and above was barred in Delhi and NCR. 
 
While continuing with the status-quo on registration of high-end diesel vehicles, the court had asked the big car makers not to treat the PIL as an "adversarial litigation" and "treat it in public interest". 
 
In order to bring down pollution levels in Delhi-NCR, the Supreme Court had banned registration of heavy diesel-run vehicles in December last year.

SC is ready to lift ban on sale of large diesel-run vehicles but with one condition

Terming Indian road ministry’s decision of advancing to BS VI norms a right move, <keyword id="6357420" type="CITY" weightage="20" keywordseo="mercedes">Mercedes</keyword> CEO Roland Folger said it will cut emissions to significant levels. 
 
Although many automakers have voiced their opposition, Folger said it is a necessary step in a radical situation. 
 
Supreme Court has temporarily banned registration of diesel vehicles above 2 litre engine in the backdrop of rising pollution. 
 India’s Transport Minister <keyword id="26680" type="PERSON" weightage="20" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> will meet CEOs of automobile companies and listen to their grievances over the two matters. 
 Meanwhile, on the <keyword id="6554349" type="UNKNOWN" weightage="20" keywordseo="Diesel-ban">diesel ban</keyword>, Folger hinted it would affect Mercedes’ future investment and employment generation potential in India. 
Folger said Mercedes was ready to introduce BS VI vehicles on short notice, if the fuel was available in the country 
 
"We are seeing how we can contribute to solving this problem. We have the technology and we can bring it into the country at a very short notice, we just need the right fuel," he said.

Mercedes says will revisit investment plans if diesel ban extended

Diesel, the once preferred fuel for luxury carmakers in India is taking a backseat as the NCR diesel ban as well as a macro shift towards cleaner fuels is driving OEMs to tweak their product portfolio. <keyword id="6363321" type="UNKNOWN" weightage="100" keywordseo="Audi">Audi</keyword> currently has a variant mix of 70% diesel and 30% petrol which the company sees growing to 35% to 40% in 2018. The share of petrol in 2015 was a mere 10% in its overall vehicles portfolio. Delhi-NCR saw an early switch to more petrol in 2015 itself when the Diesel ban was carried out, taking the share of petrol in that market to 50%, the company is seeing the demand for petrol growing in some unexpected markets. “By 2020 we wish to have an equal share of 50% diesel and 50% alternative fuels which will have petrol at the minimum and hopefully at some stage, an Environmental Vehicle(EV) also,” <keyword id="3965053" type="PERSON" weightage="20" keywordseo="rahil-ansari">Rahil Ansari</keyword>, brand director at <keyword id="148913" type="ORGANIZATION" weightage="100" keywordseo="audi-india">Audi India</keyword> said at the launch of the petrol-based <keyword id="47099" type="UNKNOWN" weightage="100" keywordseo="Audi-Q7">Audi Q7</keyword> 40 TFSI <keyword id="220394" type="ORGANIZATION" weightage="20" keywordseo="quattro">Quattro</keyword>. “Surprisingly in the South, which is a strict diesel market, we are seeing a shift towards petrol taking place which is interesting,” said <keyword id="11700" type="PERSON" weightage="20" keywordseo="ansari">Ansari</keyword>. The share of petrol in Mumbai is around 20%. However, even though the company plans to set aside half of its offering strictly for alternative fuels that may include EVs also, it will wait for the charging infrastructure in India to firm up before it makes a commitment for an EV launch in the country.

Russian diesel loadings headed for the Amsterdam-Rotterdam-Antwerp (ARA) oil refining hub rose to 215,000 barrels per day from November 1 to November 12. That's up by 126% from October, said Pamela Munger, a senior market analyst at Vortexa, per the outlet. While Europe's reliance on Russian fuel has dwindled, down more than 50% since Moscow invaded Ukraine, Russia is still the continent's largest diesel supplier. To replace Russian volumes, Europe will likely have to secure around 500,000 to 600,000 barrels per day of diesel, Eugene Lindell, head of refined products at Facts Global Energy told Reuters. Europe has been racing to fill up on refined Russian oil products ahead of a European Union embargo set to take hold in February – a penalty in response to Russia's invasion of Ukraine. The ban will follow an embargo on seaborne imports of Russian crude that kicks in December 5. It comes amid a larger energy crisis pervading the continent after Moscow cut off natural gas flows in retaliation to Western sanctions imposed on them. <a href="https://markets.businessinsider.com/news/commodities/europe-energy-crisis-diesel-fuel-next-focus-iea-says-crude-2022-11">According to the International Energy Agency</a>, a diesel-fuel crunch may be the next focal point of Europe's energy crisis while adding to inflationary pressures. Europe is loading up on Russian diesel 3 months before an import ban kicks in on refined fuels

After the Supreme Court slapped a temporary ban on registration of diesel vehicles with 2000cc-plus engines, many buyers are expected to rush to dealers in the National Capital Region (NCR) region. 
 
It is speculated that registration of vehicles will shoot in the NCR. 
 
Gaurav Vangaal, senior analyst-forecasting at IHS Automotive, told ET, "Dealers would also want to clear up available inventory. There will be a push on the supply side as well as a pull in the market. Discounting may start on these products." 
 
As per reported, Delhi-NCR is the biggest market for big luxury vehicles as the region sells around 7,000-8,000 luxury units every year. 
 
"It is a fact that people already register luxury vehicles outside Delhi to save registration charges. There is a loophole there. And this trend will go up once the ban is implemented,” Abdul Majeed, partner at Pricewaterhouse-Coopers, told ET.

That's due in part to a European Union embargo on Russian refined fuels will take hold in February, the IEA said, and is poised to add to inflation. By October, EU countries had cut Russia diesel imports by 50,000 barrels per day, and when the embargo hits in February, they will have to replace an additional 1 million bpd of diesel, naphtha and fuel oil, according to the IEA."The competition for non-Russian diesel barrels will be fierce, with EU countries having to bid cargoes from the US, Middle East and India away from their traditional buyers," it said. Diesel prices were already on the rise before Russia invaded Ukraine due to the closure of a key European refinery that erased 3.5 million barrels per day from the market. Now, prices were 70% higher in October compared to the same period in 2021, the IEA added, while the differential compared to the price of crude oil skyrocketed 425%. Remedying the situation requires a steep increase in refinery output, but "until then, if prices go too high, further demand destruction may be inevitable for the market imbalances to clear," the IEA added. The EU ban on imports of Russian diesel and other fuels that takes effect in February will follow an embargo on seaborne imports of Russian crude that kicks in December 5, when G7 nations also plan to move forward with a price cap.

But this trend is not restricted to mass brands only. Interestingly, the numbers reveal that the luxury segment too saw a whopping increase of nearly 200% in the used cars category.

	 The survey revealed that Audi’s Q7, BMW’s 7 series have recorded a whopping 167% and 150% increase in their demand respectively in the second-hand segment. On the other hand, old-man’s car, <keyword id="6357420" type="CITY" weightage="20" keywordseo="mercedes">Mercedes</keyword>’A, E and GL Class, only saw a 75%, 68% and 67% increase in their demand respectively. 
	 In the mass market, while brands such as Hyundai, <keyword id="42747" type="CITY" weightage="20" keywordseo="Tata-Motors">Tata Motors</keyword>, <keyword id="6374528" type="CITY" weightage="20" keywordseo="Toyota">Toyota</keyword>, Mahindra were adversely affected by the ban, there has been surge in the demand for their popular SUV models in the second hand market. Mahindra’s Ssangyong Rexton saw a 13% increase in its demand while Scorpio and XUV 500 recorded a 32% and 17% increase in their demand in the used car market. Toyota’s Fortuner while saw 66% decline in demand in the new car, it registered a 55% rise in its demand in the second hand car market. 
	 
	Overall, there was a 27% decline in new car leads for diesel SUV segment while used car leads for these models increased by 17% simultaneously. The SC’s order to ban big diesel cars in the city in order to curb <a href="http://www.businessinsider.in/Heres-what-is-killing-India/articleshow/49918471.cms">air pollution</a> has dented these top auto majors. 
	 
	“We foresee that the demand for used cars in this segment could see a further increase if the ban continues for a longer duration,” said the report.
