However, in over enthusiasm, Dhoni’s personal details got shared on social media, leaving wife Sakshi enraged and demanding action from Union Law and Information and Technology Minister <a href="http://www.businessinsider.in/indians-dont-steal-jobs-they-create-them-says-ravi-shankar-prasad-amid-h1b-visa-row/articleshow/57689276.cms">Ravi Shankar Prasad</a>. 
 
After Prasad promised prompt action, UIDAI director has blacklisted the agency for 10 years.

The security breach happened in the form of a tweet that the agency's Common Services Center did from its official handle. The tweet carried a photograph of <a href="http://www.businessinsider.in/heres-what-dhoni-gifted-virat-kohli-after-india-won-series-against-england/articleshow/56757764.cms">Dhoni</a> getting his biometric data registered, and another of his personal details on the Aadhaar website. The tweet with the details was later deleted.

MS Dhoni's Aadhar details leaked; wife demands action from Ravi Shankar Prasad

<ul><li>A temporary <keyword id="144117" type="General" weightage="20" keywordseo="aadhaar" source="Orion">Aadhaar</keyword> may soon be given to infants soon after their birth.</li><li>Aadhaar will also be linked to death records to plug the leak of direct benefit transfer.</li><li>The temporary Aadhaar will be converted to permanent when the children attain five years of age.</li></ul>The Unique Identification Authority of India (UIDAI) which is tasked with issuing and managing Aadhaar to the citizens is preparing to launch two new pilot programmes which may make Aadhaar a part of life from birth to death. The new programme proposed by UIDAI is aimed at plugging misuse of benefit transfers and offering benefits to children from birth. According to an Economic Times <a href="https://economictimes.indiatimes.com/tech/technology/uidai-is-expanding-aadhaar-to-cover-a-persons-entire-lifecycle-from-birth-to-death/articleshow/92212747.cms">report</a>, new-born infants and death registration records may soon be linked to Aadhaar. New-born infants are expected to receive a temporary Aadhaar number at birth, which will later be renewed with biometric data. This is aimed at offering government benefits to the children and their families right from their birth. Similarly, death registration records may soon be linked with Aadhaar to plug the leak of direct benefit transfers. “The allocation of a UIDAI number at birth will ensure that children and families benefit from government programmes and no one is left out of the social security net,” an official familiar with the matter told ET. The biometric data of children is generally taken after they are five years old. As part of the pilot, teams from UIDAI will visit families and collect biometric data of children after they are five years old and provide them with a permanent Aadhaar number. “Biometrics for kids are taken when they are at least five years old. Our teams can visit these new-borns’ families after that period and complete the formalities of registering their biometric, and allocating them a permanent Aadhaar number,” the official added. The biometrics will be taken again when the child turns 18 as “these parameters stabilize by then and remain the same for an individual’s remaining natural life.” <cmsannotation type="cmsannotation" annotationid="UIDAI to track deaths" comment="subhead" text="UIDAI to track deaths">UIDAI to track deaths</cmsannotation> UIDAI will track deaths using city and state databases and the body also plans to approach public and private hospitals for data on deaths to avoid duplication of data. Since then, he has reported the issue to the authorities, but his <a href="https://thenewsminute.com/article/13-lakh-aadhaar-numbers-leaked-andhra-govt-website-linked-personal-details-80178">fear</a> is that the surveys conducted in Andhra and Telangana have allowed citizens to carry phones and biometric readers, collecting private information on almost every individual. Not the first time Most recently, Karan Saini, a security researcher, told <a href="https://www.zdnet.com/article/another-data-leak-hits-india-aadhaar-biometric-database/">ZDNet</a> that <keyword id="6356006" type="UNKNOWN" weightage="20" keywordseo="Aadhaar-card">Aadhaar card</keyword> information could be obtained through Indane’s system, a state-owned utility company. According to them, they tried to contact the authorities for over a month through several avenues but to no avail. The affected endpoint was only pulled offline once the story had gone live. <a href="http://www.tribuneindia.com/news/nation/rs-500-10-minutes-and-you-have-access-to-billion-aadhaar-details/523361.html">The Tribune</a> also looked into the Aadhaar database and found that they could attain all the details about a person by typing in the 12-digit unique identification number once they paid an agent ₹500 (approximately $8). For another ₹300 (approximately $5), that same individual could even print out a copy the Aadhaar card, which could then be used to access various government schemes. Even the Android Aadhaar app was <a href="https://www.indiatimes.com/technology/news/french-cyber-expert-cracks-official-aadhaar-app-in-1-minute-realizes-uidai-s-worst-nightmare-341416.html">hacked</a> by Robert Batiste, a french researcher, in under a minute.

]]></cdata></div> That said, Aadhaar breaches haven’t been directly through the Aadhaar database, but through various government portals and third-parties. So, Ajay Bushan Pandey, CEO of <keyword id="6355252" type="DEFINITION" weightage="20" keywordseo="uidai">UIDAI</keyword>, wasn’t incorrect when he said that there have been no data leaks from the UIDAI database. The Aadhaar card system, in its usage, is more than just the database. There’s a wide ecosystem to be take in to account where security concerns are yet to be addressed. A secure database doesn’t necessarily imply security of information since so much of it exists outside the Aadhaar database itself.

Indian government portal leaks 8.9mn Aadhaar details, again

<keyword id="45830" type="PERSON" weightage="100" keywordseo="Bill-Gates">Bill Gates</keyword> is a lot of things. He’s the founder of Microsoft, one of the world’s richest men and arguably, the world’s most generous philanthropist. He’s also an advocate of the world’s largest biometric identification programme, the Indian government’s <keyword id="155319" type="PERSON" weightage="20" keywordseo="Aadhar">Aadhar</keyword> scheme. It currently has over 1.1 billion Indian citizens enrolled. Gates has said that the scheme <a href="https://economictimes.indiatimes.com/news/politics-and-nation/aadhaar-doesnt-pose-any-privacy-issue-bill-gates/articleshow/64013082.cms">does not pose any privacy issues</a>. In an additional vote of confidence, he has also provided funding for <keyword id="6354424" type="ORGANIZATION" weightage="20" keywordseo="world-bank">World Bank</keyword> projects to replicate the scheme in other countries. Gates did, however stress, that the applications that use people’s Aadhar details need to be monitored effectively. “The individual applications that use Aadhaar, you have to look and see what's been stored and who has access to that information. And so, application by application, you have to make sure that's well managed”. Gate’s remarks echo similar sentiments expressed in November 2017, when he said that he didn’t called Aadhar a <a href="https://www.thequint.com/news/india/bill-gates-on-aadhaar-elephantiasis-swachh-bharat">“12-digit lie detector”</a> and said that it didn’t intrude on people’s <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword> by itself. It’s worth noting that he was also a <a href="https://economictimes.indiatimes.com/news/politics-and-nation/bill-gates-lauds-govts-demonetisation-move/articleshow/55465263.cms">big fan of the Indian government’s demonetisation move</a> when it was launched, before<a href="http://www.thehindu.com/news/national/Now-Gates-has-%E2%80%98no-opinion%E2%80%99-on-demonetisation/article16644671.ece"> changing tack the following month</a>. The Aadhar scheme has received a lot of backlash in recent years over security breaches, data leaks, its potential for mass surveillance and the fact that it requires the accumulation of several details of a person in a central database. There have also been fundamental concerns regarding the release of personal information to government agencies. In response, the government has consistently downplayed these concerns and cited the scheme as a tool for empowerment and the distribution of benefits. In July last year, K.K. Venugopal, the Attorney General representing the central government, said <a href="http://www.thehindu.com/news/national/right-to-privacy-not-fundamental-right-centre-tells-sc/article19369385.ece">that privacy could not be considered a fundamental right.</a> The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme court</keyword> disagreed, accordingly, stating the following month that privacy was “<a href="https://timesofindia.indiatimes.com/india/right-to-privacy-is-a-fundamental-right-supreme-court/articleshow/60203394.cms">intrinsic to the right to life</a>”. Hence, in implementing of the scheme, the government will have to focus on ensuring the right to privacy. The matter is still ongoing in the Supreme Court, and is said to be in its final stages. In the meantime, the linking of Aadhar details with mobile phones and <a href="https://www.indiatoday.in/india/story/epfo-suspends-services-through-csc-says-no-data-leakage-1225340-2018-05-02">provident fund accounts</a> has been suspended, although the RBI still made it mandatory <a href="http://www.thehindu.com/business/rbi-makes-aadhaar-linking-of-bank-accounts-mandatory/article23621105.ece">for opening a bank account</a>, subject to the Supreme Court’s ruling.

Bill Gates defends India's Aadhar scheme, again

<ul><li><keyword id="4009819" type="PERSON" weightage="20" keywordseo="Amazon-Pay">Amazon Pay</keyword>, <keyword id="18635" type="CITY" weightage="20" keywordseo="Amazon">Amazon</keyword> <keyword id="418872" type="PERSON" weightage="20" keywordseo="digital-wallet">digital wallet</keyword> in <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword>, is rolling out user verification (KYC) for its customers.</li><li>Reportedly submitting biometrics using <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> credentials is a faster process for verification than other physical documents. </li><li>But concerns related to Aadhaar aren’t about its convenience, but about its security.</li></ul>Amazon Pay is the next digital wallet to roll out physical customer verification — but there’s a catch. If you use your <keyword id="6356006" type="UNKNOWN" weightage="20" keywordseo="Aadhaar-card">Aadhaar card</keyword> for verification, the process is a lot quicker than if you other methods of verification — passport, drivers license, voter ID, or bank statements. It’s not really Amazon’s fault because the biometric verification through Aadhar is simple matter of verifying your fingerprint through a fingerprint reader. But, with other physical documents, the company needs people on the ground to verify the authenticity of the documents. Simply put, the verification through Aadhaar is a lot cheaper for Amazon as compared to using other documents for physical verification. Amazon Pay and other digital wallets have to enforce user verification in line with the Reserve Bank of India’s new policy on data localisation. Not an Amazon-specific problem India’s central bank, the Reserve Bank of India, rolled out its data localisation policy rendering 95% of mobile wallets in the country vulnerable to being shut down. The directive of the policy makes it mandatory for all digital wallets to have biometrics or physical customer verification in place. Even PayTM nudged its users into adopting KYC in order to continue using their wallets. If your PayTM account isn’t verified, you can still receive payments from other users and make payments at retail outlets using the QR-code but you can’t send out money to other users directly. Other digital wallets like MobiKwik have shifted to diversifying themselves because they haven’t been able to push their customers towards KYC norms with RBI’s February deadline coming up. The case with Aadhaar India’s top court has already ruled that private companies can’t make it ‘mandatory’ for Aadhaar to be the only method of user verification. But that doesn’t negate it as an option. The issue that people are facing with Aadhaar isn’t whether or not it’s convenient, but whether or not it’s safe. The series of data breaches associated with the Aadhaar system didn’t happen through actual government database, but through third-party organisations that were using Aadhaar information as user identification. A <a href="https://timesofindia.indiatimes.com/india/80-people-concerned-about-aadhaar-data-security-study/articleshow/64382747.cms">study </a>by Velocity MR estimates that as many as 80% of respondents in India are concerned about data security when it comes to giving out their Aadhaar card information anywhere. It’s not just about identity theft but information being leaked that leads to customers being spammed over text and email — or even phished. This is probably why Amazon is looking to roll out its own Unified Payments Interface (<keyword id="6358921" type="ORGANIZATION" weightage="20" keywordseo="upi">UPI</keyword>) because, in that case, KYC isn’t mandatory for setting up an account. The verification done by the respective banks is enough. This is why Amazon wants your Aadhaar number

Like a lot of botched situations, this one started with an ill-advised tweet. On 28 July, Ram Sewak Sharma, the current chief of the Telecom Regulatory Authority of India (TRAI) and interestingly, the former chief of the Unique Identification Authority of India (<keyword id="6355252" type="DEFINITION" weightage="20" keywordseo="uidai">UIDAI</keyword>), challenged the Indian public to do their worst after disclosing his <keyword id="155319" type="COMPANY" weightage="20" keywordseo="Aadhar">Aadhar</keyword> number on <keyword id="6354616" type="UNKNOWN" weightage="20" keywordseo="Twitter">Twitter</keyword>.

 The challenge was meant to end the <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword> debate over Aadhar once and for all. Here was a prominent government official and a staunch advocate of the Aadhar programme giving out his details and asking for a “concrete example of harm”. The Twitterati had a field day. A number of users posted details about his PAN card, mobile number, home address and date of birth. However, Sharma brushed off the responses, stating that the info found was publicly available and they had nothing to do with his Aadhar number. While the accuracy of most of the information found wasn’t able to be verified, the damage was done.

 Even a French hacker, going by the handle of Elliot Alderson, like the character in the TV show Mr. Robot, weighed into the debate, posting a picture of Sharma with his daughter and declaring that he should never have disclosed his number in the first place.

 Sharma, however, remained adamant. He said that no “harm” had been caused yet, implying that he believed that he had won the challenge.

 On 29 July, the UIDAI released a statement on the issue. The government agency in charge of implementing the Aadhar programme refuted the fact that RS Sharma’s personal information had been stolen by using his Aadhar number and reiterated the fact that these details were already available on the internet.

 On 30 July, the Indian government issued a statement saying that Sharma’s personal details hadn’t been extracted from the Aadhar database, and therefore, had nothing to do with the security of the Aadhar programme.

 On 31 July, Sharma, looking to reframe the narrative, authored <a href="https://indianexpress.com/article/opinion/columns/rs-sharma-aadhaar-number-challenge-trai-chairman-twitter-5283781/">an opinion piece </a>in the Indian Express titled “Why I gave out my Aadhar number”. He explained that the tweet wasn’t “impulsive” and restated his beliefs about the security of the system. Rather than explaining what the risks of the programme were and how the UIDAI had provisioned for these risks, Sharma chastised the critics of Aadhar for “scaremongering”. He added that the people who had taken up the challenge had found his personal details through Google searches and had been using the info to “unsuccessfully” hack his email account and also subscribe him to a number of services, which failed because they required OTP authentication. Finally, he addressed the fact that someone had deposited ₹1 into his account. Without pausing to examine the leak of the his bank account info, he said that this did not mean anything because he had actually received money, which was a good thing. However, on the same day, the UIDAI issued a series of tweets cautioning people against giving out their Aadhar details.

 The statement, which functioned as a veiled rebuke of the challenge in the first place, explained that publishing personal information was not compliant with the law. The UIDAI also said that it was doing so would make the holder “vulnerable”, although it wasn’t clear to what - trolling on social media or the theft of their private info? The end result? No one knows for sure whether the Aadhar programme is safe or not. No one’s mind seems to have changed. If anything is certain, however, it is that the people at the helm of the programme need to think first before starting a wave of misinformation and confusion on social media. It only serves to dilute the national conversation.

This oversight happened despite <a href="https://www.businesstoday.in/opinion/columns/bsnl-cyber-security-could-have-been-fixed-two-years-ago/story/272034.html">Sai Krishna Kothapalli</a>, informing BSNL about the same problem two years prior to Robert’s follow-up. There were two more incidents where BSNL’s security was compromised, albeit not as severe. The first, where their real-time bandwidth monitoring system was available publicly and second, where directories of BSNL documents were accessible on the web for anyone to see. This has resulted in criminals taking advantage of loopholes in the system. Web developers must use HTTPS and ensure that directories containing sensitive information are password-protected. Implementing firewalls and regularly updating software can also prevent security breaches. Employees should be trained on data privacy and the importance of handling sensitive information securely. They should be taught to recognise phishing scams and other potential threats. Since regular people have no way of knowing for sure how safe their documents will be on a certain website, the best you can do is use masked ID (or) Virtual ID. Redditor finds Aadhaar, PAN and passports of many Indians freely available on Google; raises concerns over data security

Last month, details like mobile numbers, addresses, bank account numbers and <a href="http://www.businessinsider.in/finance/keep-your-aadhaar-number-ready-while-filing-income-tax-return/articleshow/57777330.cms">Aadhaar numbers </a>of more than 100,000 beneficiaries of a welfare scheme were made public by a government department. 
 
The government officials had revealed the information keeping in mind the <a href="http://www.businessinsider.in/transportation/Now-RTI-appellate-authority-hasasked-PMO-how-the-Prime-Ministers-travel-bills-can-be-a-security-threat/articleshow/55130837.cms">Right to Information </a>Act. However, because of citizen confidentiality, details like name, address and amount could have been sufficient.

Govt wants digital India, but what about digital security?

<ul><li>A five-member bench of India’s <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>, led by outgoing chief justice Dipak Misra, upheld the constitutional validity of the Aadhar ID programme. </li><li>Enrollment in the programme has been made necessary for filing tax returns. </li><li>However, in light of the threats to an individual’s <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword>, a number of provisions of the Aadhar Act of 2016 were struck down. </li><li>Indians don’t have to hand over their <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> info when opening up bank accounts or getting a mobile subscription. In addition, Section 33(2) of the act, which mandates disclosure of Aadhaar details for the purposes of national security was scrapped. </li></ul>After four months and 38 days of hearings, the matter has been laid to rest. On 26 September, a five-member bench of India’s Supreme Court, led by outgoing chief justice Dipak Misra, upheld the constitutional validity of the Aadhar ID programme, voting 4-1 in favour of the scheme, and allowed its passage as a money bill. In a verdict read by Justice AK Sikri, the scheme was said to empower the marginalised sections of Indian society. The bench also found that the Unique Identification Authority of India (UIDAI), the government agency in charge of the scheme, had taken adequate measures to prevent the card from being duplicated. Enrollment in the programme was also made necessary for filing tax returns through linking with PAN cards. However, in light of the threats to an individual’s privacy, a number of provisions of the Aadhaar Act of 2016 were struck down. Section 33(2) which mandates disclosure of Aadhaar details for the purposes of national security was scrapped, as was Section 57, under which private companies are allowed to ask for a citizen’s Aadhaar details in order to provide services. This means that Indians don’t have to hand over their Aadhaar info when opening up bank accounts or getting a mobile subscription. Infact, telecom companies have been ordered to delete all the Aadhaar details of their customers. Additionally, educational institutions will not be allowed to ask for the Aadhaar details of prospective students. An expected outcome? While it may have seemed far from a foregone conclusion, there was no way that the Supreme Court could undo the world’s largest biometric identification programme and make the government start from scratch, especially in light of the scheme’s progress so far and the amount invested, which is estimated at around ₹88 billion. Despite the amount of data leaks and growing privacy concerns, the scheme has enrolled 1.2 billion Indians and allowed a lot of people to access government services. In retrospect, the scheme was always going to be modified to incorporate <keyword id="145060" type="ORGANIZATION" weightage="20" keywordseo="data-security">data security</keyword> protocols and to allow citizens the option of enrolling. The modifications to the scheme also reflected a landmark decision made by the Supreme Court in August last year, when it declared that privacy was a fundamental right.

The Aadhaar ID programme is here to stay but with some modifications

Following the culmination of a four-month-long hearing in the Supreme Court last month, it seems that the Indian government is acting on the <keyword id="6355135" type="UNKNOWN" weightage="20" keywordseo="Privacy">privacy</keyword> concerns related to the <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> biometric identification programme. Starting July 1st, Indians won’t be required to surrender their 12-digit Aadhaar ID to telecom operators as part of the know-your-customer (KYC) norms when purchasing a new <keyword id="6427652" type="UNKNOWN" weightage="20" keywordseo="sim">SIM</keyword> card. Instead, according to a directive issued yesterday by India’s Department of Telecommunications (DoT), Indians can submit a temporary 16-digit virtual ID to authenticate their details. The DoT has given telecom operators until the end of the month to adjust their systems to comply with the new norms. Furthermore, during the authentication process, they will not be allowed to store the Aadhar or virtual ID information of their customers in any of their systems or databases. The ruling has been received favourably so far. Rajan S Mathews, the Director General of the Cellular Operators Association of India, stated, “We believe that this step will provide convenience and confidence to the subscribers to get an authentic verification conducted without having the fear of giving their Aadhaar number”. A temporary ID On April 2nd, the Unique Identification Authority of India (UIDAI) announced the launch of the Virtual ID programme, tweeting <a href="https://resident.uidai.gov.in/web/resident/vidgeneration">a link </a>to a page where an Aadhar enrollee can generate the ID.  The Virtual ID gives people the option of authenticating their identities and complying with KYC requirements without sharing their Aadhaar card information. The 16-digit number is temporarily mapped with the user’s Aadhar number and can be regenerated a number of times. The UIDAI’s goal was to prevent the Aadhar details of enrollees being leaked and misused by offering a temporary ID as a substitute. The Supreme Court is still deliberating on whether it should be mandatory to link Aadhar information with <keyword id="6354485" type="UNKNOWN" weightage="20" keywordseo="Mobile">mobile</keyword> subscriptions, bank accounts and a number of other services. If the Virtual ID scheme is implemented successfully, it could pave the way for a decision in favour of the Aadhaar programme.
