It further took serious note of crop burning in Punjab, Haryana and Western UP, says it cannot go unabated every year. “Can we survive in this atmosphere? This is not the way we can survive, Delhi is choking every year and it cannot be done in a civilised country. No one is safe even inside homes; it is atrocious. People are losing precious years of their lives due to pollution,” said SC on Delhi-NCR pollution. The apex court blamed the state government for the high levels of pollution across all major stations in Delhi. SC said it will not tolerate this and make state governments liable for them. The Centre reviewed the situation with the governments of Delhi, Haryana and Punjab and announced that Cabinet Secretary Rajiv Gauba would monitor it on a daily basis. Heavy smog disrupted traffic at Delhi airport as 37 flights were diverted and more than 250 departures and 300 arrivals were delayed were due to poor visibility, officials said. According to the Central Pollution Control Board (CPCB), the national capital's 24-hour average air quality index (AQI) stood at 494 at 4 pm on Sunday, the highest since November 6, 2016 when it was 497. Chief Minister Arvind Kejriwal called Delhi a "gas chamber" and blamed stubble burning in Haryana and Punjab for the apocalyptic haze shrouding Delhi. The share of stubble burning in Delhi's pollution stood at 46% on Friday, the highest so far. It dropped to 17% on Saturday and is expected to be at 12% on Sunday, according to the Ministry of Earth Sciences' air quality monitor SAFAR. SC says bring environmental experts to court within 30 mins over Delhi air crisis

<keyword id="66" type="COMPANY" weightage="20" keywordseo="Delhi">Delhi</keyword>'s air quality continued to be in the "very poor" category on Wednesday as schools reopened in the national capital. The air quality index was recorded at 324 on Tuesday morning while last night it was at 309. However, the air quality had improved on Tuesday from the previous days giving some respite to people suffering from pollution. An AQI between 0-50 is considered 'good', 51-100 'satisfactory', 101-200 'moderate', 201-300 'poor', 301-400 very poor' and 401-500 severe'. An AQI above 500 falls in the severe plus category. The Meteorological Department forecast a partly cloudy sky with possibility of very light rain, only thundershowers towards the evening today. The maximum temperature is expected to be 31 degrees while the minimum will be 18 degrees celsius, the MET said.

<ul><li>The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> of <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> has imposed a ban on bursting pollution causing fireworks during <keyword id="188" type="ENTERTAINMENT" weightage="20" keywordseo="Diwali">Diwali</keyword> in the country’s national capital, New Delhi. </li><li>Meanline, the other cities and states in the country have no such restrictions and can go about bursting normal fireworks. </li><li>If people in New Delhi want to burst ‘normal’ fireworks during the festive season, they will have to travel between 140kms to 200kms out of the city. </li></ul>India’s top court has cracked down on fireworks ahead of Diwali, one of India’s biggest Hindu festivals. While the Supreme Court has the banned the manufacturing and sale of all ‘pollution causing’ fireworks in New Delhi in face of deteriorating air quality, other states and cities in Indian can still indulge in normal fireworks. That being said, the Supreme Court has issued an alternative where people in New Delhi and its surrounding areas can still burst <a href="https://indianexpress.com/article/explained/explained-what-are-green-crackers-5415113/">‘green fireworks’</a>, but only between the hours of 8PM and 10PM. The court also mentioned that green firecrackers would eventually supersede the other kinds with the increase in their manufacturing from next year onwards. It’s not that other states aren’t considering more strict regulations on the bursting of fireworks during the festive season, but they are still allowed to call on their previous stock of fireworks, green or otherwise <a href="https://indianexpress.com/article/cities/delhi/supreme-court-only-green-crackers-to-be-used-in-delhi-ncr-5428096/">according to</a> Justice AK Sikri and Justice Ashok Bhushan. But the ban on the online sale of fireworks through e-commerce portals like Amazon and Flipkart applies across the nation. In order to ensure effective implementation, the Supreme Court has also threatened to drag online retailers to court if they don’t abide by the issued guidelines. The rest of India The issue with the Supreme Court’s directive is that not everyone around India celebrates Diwali at the <a href="https://www.businesstoday.in/current/economy-politics/diwali-crackers-bursting-time-north-south-india-supreme-court/story/286530.html">same time</a>. While northern states celebrate Diwali at night, southern states prefer to celebrate it in the morning. Meanwhile most states in the east celebrate Diwali a before the actual ‘designated’ day of the festival. Meanwhile, in the city of Mumbai, shopkeepers are <a href="https://indianexpress.com/article/cities/mumbai/after-supreme-court-order-firecracker-retailers-stare-at-losses-this-diwali-stock-up-other-items-in-mumbai-5428097/">diversifying</a> the products they offer to include more ‘decorative fireworks’ and those approved by the Petroleum and Explosives Safety Organisation (PESO). The firework ban legally covers areas that are nearly <a href="https://www.financialexpress.com/india-news/firecracker-ban-in-delhi-where-all-ban-is-applicable-to-purchase-crackers-legally-this-is-how-far-you-will-have-to-go-answer-will-break-your-heart/888749/">140 kms to 200 kms</a> from the eastern and the southern borders of Delhi spreading out over 21 districts of Haryana and Uttar Pradesh.
