Noting that private coaching centres are running a parallel education system and are still out of the ambit of any regulation and running without any statutory compliances leading to serious hazards to students, the government has asked institutes with enrolment of more than 20 students to register themselves with the Directorate of Education (DoE). The government also proposes to collect the data of such institutes and details of their infrastructure, land area, basic facilities, fee structure, safety standards etc. "Private coaching institutes and centres, imparting pre-admission coaching to students for admission into medical and engineering or any other professional courses or pre-examination coaching for securing government or private job through written or oral examination conducted by any agency of the government or a private establishment, or coaching and tuition of any subject taught at secondary or senior secondary school examination level, are growing rapidly in Delhi," said <keyword id="10105886" type="PERSON" weightage="20" keywordseo="yogesh-pal-singh">Yogesh Pal Singh</keyword>, Delhi's Assistant Director of Education. "The students from all over India come in the city for preparation of such examination and seek admission in private coaching centres. Singh pointed out that a tragic fire incident at a coaching centre in Gujarat's Surat, which claimed lives of 22 students, has drawn the attention of the government to formulate guidelines for such private coaching institutions and centres with respect to basic facilities, fee and safety measures etc. "It has also come to the notice of the government about some events of cheating and fraud on the part of some private coaching centres which remain unattended due to lack of regulation in this field. The government is very much concerned to safeguard the interest of such students already enrolled or desirous to enroll into such coaching institutes in Delhi. "Therefore, it is felt that there is an urgent need to regulate the functioning of education provided by such coaching institute and centres within jurisdiction of Delhi," Singh said. Delhi government to formulate a policy for regulating private coaching centres

The Central Board of Secondary Education (<keyword id="6356155" type="General" weightage="80" keywordseo="cbse" source="Orion">CBSE</keyword>) has opposed a petition challenging certain provisions of the Right to Education Act, 2009 for being "arbitrary, irrational, and violative" and seeking direction to the Centre to implement common syllabus and curriculum for the students of Class 1 to 8 standard throughout the country. In its reply to a <keyword id="6355791" type="General" weightage="20" keywordseo="PIL" source="Orion">PIL</keyword> filed by lawyer and BJP leader Ashwini Upadhyay, the CBSE clarified that education falls under the 'Concurrent List' of the Indian Constitution, and the majority of schools are under the jurisdiction of state governments. As a result, it is the responsibility of the respective state and Union territory governments to formulate syllabi, curricula, and conduct examinations for schools in their regions. The CBSE further pointed out that the National Curriculum Framework (NCF), developed by the National Council of Educational Research and Training (<keyword id="48505" type="General" weightage="20" keywordseo="ncert" source="Orion">NCERT</keyword>) in accordance with the National Policy on Education, provides guidelines and direction for syllabus and textbook development across all school stages. In line with the NCF, the NCERT develops curriculum, syllabi, textbooks, and supplementary materials, it said. The Board said that the State Councils of Educational Research and Training (SCERTs) and State Education Boards either adopt or adapt the NCERT's model syllabi and textbooks or create their own based on the NCF. The CBSE also said that a uniform curriculum across India may not adequately consider local context, culture, and language. It further highlighted the importance of a national framework with flexibility that allows for the incorporation of local resources, culture, and ethos. The CBSE's response underscored that a curriculum closely related to a student's life outside of school is more relatable and effective. Therefore, they expressed support for a diversity of curricula and educational resources, in addition to a common core element. A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad had earlier sought the Delhi government, the CBSE and the NHRC's response on the petition. The plea also challenges the provisions under the RTE Act which excludes madrasas, Vedic pathshalas and educational institutions imparting religious knowledge. Upadhyay had argued that all competitive examinations be it engineering, law and the Common University Entrance Test (CUET) should have a common syllabus. "But we have multiple syllabus at school level, how will it provide an equal opportunity for students? In Kendra Vidyalayas across the country, we have a common syllabus. Every developed country has a common syllabus in schools. It is unfortunate we are under pressure from the coaching mafia." He had contended that as per the Articles of the Constitution, students do not get equal opportunities. Upadhyay, in his plea, alleges that "education mafias are very powerful and have a very strong syndicate. They influence rules, regulations, policies and examinations. The bitter truth is that school mafias do not want one nation-one education board, coaching mafias do not want one nation-one syllabus, and book mafias do not want NCERT books in all schools. That is why the <keyword id="97896" type="General" weightage="50" keywordseo="uniform-education-system" source="Orion">uniform education system</keyword> up to the 12th standard has not been implemented yet." "It is necessary to state that the purposive and harmonious construction of Articles 14, 15, 16, 21, 21A with Articles 38, 39, 46 confirms that education is a basic right of every child and the state cannot discriminate against this most important right. Right of a child should not be restricted only to free education, but must be extended to have equal quality education without discrimination on the ground of the child's social, economic and cultural background," the plea reads.

CBSE opposes PIL in Delhi HC seeking common syllabus across India

New Delhi, Apr 15 () Football coach Priya P V, who guided Gokulam Kerala FC to the Indian Women's League title, is currently assisting relief operations in the coronavirus-forced lockdown through a helpline centre which provides medicine and food to the needy. Priya has joined the same helpline centre in Kannur, where India and Jamshedpur FC attacker CK Vineeth has been working. The biggest challenge for them at the centre is to make sure that all requests for medicines are met. "We have been getting around 150-200 calls every day. Most of these are for medicines. We make sure that whenever we get any requests for medicines, they are duly sent to those in need," Priya, who had earlier coached India U-19, said in a press release. "No requests for medicines are ever turned down. We try to do the same for grocery and food items as well. But sometimes we have to keep in mind that we have to distribute such items among a lot of people. So we try to divide it for everyone to get some amount," she added. The call centre also attends to requests from students and other professionals from around the area. Kannur being the headquarters of the helpline centre, Priya and Vineeth also get a number of calls from the nearby districts, where tertiary networks have been set up to help the people. "We are working from the headquarters in Kannur. There are tertiary helpline centres in different districts as well who have their own network of pharmacists, grocers, and delivery executives," said Priya. "If we get a call from any of these districts, we forward the call to the respective helpline centre." Priya, who won the IWL 2019-20 title as head coach of local club Gokulam Kerala FC, is staying away from her family to work at the helpline centre. "My ancestral home is a bit far from the call centre, so I am currently staying at a place that is close by. Initially, I wanted to go to my ancestral home every weekend, in order to make sure that my parents have all they need during the lockdown," she said. 'The footballing calendar in India is quite packed, and those of us making a living out of the beautiful game do not get much chance to give back to society. (Eds: With additional details) New Delhi, Jun 14 () Terming his meeting with Union Home Minister Amit Shah as "extremely productive", Chief Minister Arvind Kejriwal on Sunday said the Centre and the Delhi government will fight the COVID-19 together in the national capital, which has witnessed an alarming spurt in cases. Sources said that the meeting called by Shah discussed every aspect of the coronavirus situation. However, the issue of lockdown in the national capital did not come up. "Extremely productive meeting betn Del govt and Central govt. Many key decisions taken. We will fight against corona together (sic)," Kejriwal tweeted after the meeting. The meeting, also attended by Union Health Minister Harsh Vardhan and Lt Governor Anil Baijal, comes in the wake of coronavirus cases in Delhi rising to nearly 39,000 and the death of over 1,200 people. The number of coronavirus cases in Delhi is the third highest in the country after Maharashtra and Tamil Nadu. Taking to Twitter after the meeting, Shah said that the testing of COVID-19 will be doubled in Delhi in the next two days and subsequently increased by three times. In view of shortage of beds for coronavirus infected patients in Delhi, the Modi government has decided to immediately provide 500 railway coaches which will be equipped with all facilities, he said. Also, detailed guidelines will be issued for conducting the last rites of those who succumb to the deadly virus. The meeting comes two days after the Supreme Court lashed out at the AAP government, describing as "horrific" the state of affairs in Delhi hospitals with bodies being stacked next to COVID-19 patients. It had also expressed concern over fewer tests being conducted in the national capital and had directed ramping up of testing. Taking note of the "gravity" of the COVID-19 situation, the Delhi High Court has also directed the AAP government and the Centre to increase the number of beds and ventilators for the coronavirus patients. Meanwhile, the city government has directed district magistrates to make arrangements for 20,000 beds to accommodate more COVID-19 patients. New Delhi, Jun 15 () The Railways will deploy 200 more isolation coaches for coronavirus patients in Delhi on Tuesday, taking their total number in the national capital to 250, officials said Monday. After directions from Union Home Minister Amit Shah, the Railways on Monday deployed 40 isolation coaches at Shakurbasti Railway Station, where it already had 10. Officials said 180 coaches will be deployed at Anand Vihar Railway Station from Tuesday and 20 more at other stations in the national capital. On Sunday, the Northern Railways issued orders reserving its seven platforms at the Anand Vihar Railway Station for COVID-19 care coaches and moved its five trains scheduled to be operated from there to the Old Delhi Railway station. The Railways on Monday said it has formed a joint team with the Delhi government to identify locations for the deployment of the 500 COVID care coaches which have been given to the capital city, which has seen a spike in number of coronavirus cases. It recorded 1,647 fresh cases on Monday, taking the tally in the city to 42,829, and the death toll due to the disease climbed to 1,400, authorities said. Seventy-three fatalities have been recorded in the last 24 hours, the Delhi health department said in a bulletin late Monday evening. Chairman Railway Board, VK Yadav said on Monday that each of the COVID care centres will be under the care of the chief medical officer of the state. "We have already placed 10 coaches in Delhi's Shakurbasti on May 31 and we placed 40 more yesterday. So, 50 coaches with 800 beds are read to be occupied. We have earmarked 500 coaches for Delhi and we are jointly working with the Delhi government to finalise locations. "A joint team is working on it. The main objective is for the centre and the state government to work as a team and see that we succeed in fighting the pandemic," Yadav said. Yadav also said that each COVID care centre at every location will be linked to the nearest hospital so that patients can be moved there quickly in case of an emergency. He also said that the Railways has appointed nodal officers for each state who will liaison with the local government for such isolation coaches. Each of the isolation coaches have capacity to hold 16 beds. Yadav, however, said that the suspected and confirmed patients will be kept in separate coaches. He also said that these coaches are meant to be used when the health infrastructure of states gets exhausted due to any sudden spike in COVID-19 cases. According to the integrated COVID-19 plan developed by the health ministry and the NITI Aayog, these coaches can be used in areas where the state has exhausted the facilities and needs to augment capacities for isolation of both suspected and confirmed COVID-19 cases. The train coaches have all necessary medical equipment such as oxygen cylinders, blankets, medical supplies, sterilized berths for the safety and convenience of the individuals placed in isolation. According to the Railway Ministry, these coaches-turned-isolation wards will be equipped with mosquito nets, charging points for laptops and phones. The toilets also have been modified into bathrooms. These coaches have been modified at a cost of Rs 2 lakh each. Some of these coaches were ready for deployment by April 11, officials said. States like Uttar Pradesh, Telangana, Andhra Pradesh and Delhi requisitioned these coaches two months after the national transporter converted over 5,000 of its non-air conditioned coaches into COVID care centers. New Delhi, Jun 11 ( After languishing for almost two months, the Railways' isolation coaches have finally found takers -- Telangana which has requisitioned 60 of these coaches and Delhi which has asked for 10 such coaches. The coaches can be used for very mild cases that can be clinically assigned to the coronavirus care centres as per guidelines issued by the Union health ministry. According to the integrated coronavirus plan developed by the health ministry and the NITI Aayog, these coaches can be used in areas where the state has exhausted all facilities and needs to augment capacities for isolation of both suspected and confirmed COVID-19 cases. "Sixty coaches have been requisitioned in Telangana for Secunderabad, Kachiguda and Adilabad. Ten coaches have been requisitioned in Delhi," the railways said. (Eds: updating) New Delhi, Jun 24 () The first patient to be admitted to the Railways' isolation coaches facility in Delhi arrived at the Shakur Basti station here on Wednesday, and around 15 more are expected to come, officials said. This is the first patient to be admitted in any of the 503 coaches requisitioned by the Delhi government to be used as COVID Care Centres for suspected or confirmed patients categorised as mild or very mild cases, they said. Around 50 such modified coaches are currently stationed at the Shakur Basti railway station maintenance depot, the officials said, adding that each coach has 16 beds. Only suspected cases will be kept here, they said. Ten coaches have been made operational on a trial basis, with five on each platform, Northwest District Magistrate Sandeep Mishra told . "Once the trial is successful, the facility will be replicated at other places," he said. The facility started as per a tripartite collaboration of the Railways, the Army, and the Delhi government. "Only asymptomatic patients will be housed in the facility which will be attached with the Bhagwan Mahavir Hospital," Mishra said. The Directorate General of Health Service will provide the protocols for the treatment of admitted patients and the required numbers of ambulances for the facility. The Army Medical Corps will be in charge of healthcare of the patients admitted to the facility. "First patient arrived at Shakur Basti COVID Care Center of Railways in New Delhi. We are committed to provide all necessary help in this fight against COVID-19," Railway Minister Piyush Goyal tweeted. States like Uttar Pradesh, Telangana, Andhra Pradesh and Delhi requisitioned these coaches two months after the national transporter converted over 5,000 of its non-air conditioned coaches into COVID care centres. Seventy coaches have been deployed in Uttar Pradesh -- 10 each in Pandit Deen Dayal Upadhyay Junction, Varanasi, Bhadohi, Faizabad, Saharanpur, Mirzapur and Jhansi. Fifty-four have been deployed at Shakurbasti maintenance depot in Delhi. Sixty coaches have been deployed in Telangana -- 20 each in Secunderabad, Kachguda and Adilabad and 20 coaches in Andhra Pradesh's Vijayawada. While Uttar Pradesh has asked for 240 such coaches for 24 locations, Telangana has requisitioned 60 for three places and Delhi has asked for 10 such coaches as COVID-19 cases in India surpassed the three lakh-mark. (Eds: Additional details) New Delhi, Jun 24 () Coronavirus isolation coaches deployed in New Delhi received their first occupants on Wednesday, when two patients were admitted in the Railways' COVID-19 care centre at the Shakur Basti station, officials said. About 15 more are expected by the end of day, they said, as the ambulance carrying the first coronavirus patient arrived at the station in the morning. The second patient arrived soon after. The first admissions happened in these coaches – modified to work as COVID-19 Care Centres – on the day the total number of coronavirus cases in the city crossed the 70,000-mark. No relatives were allowed to follow the patients inside and the entire area resembled a containment zone, the station secured like a fort by the Railway Protection Force (RPF) personnel. While the main gate of the station has been shut, all other gates are being manned by RPF personnel. The open areas adjoining the isolation coaches have been covered with green nets to block onlookers out. The first patient, who will stay here for the mandatory 14-day or leave early if his test reports are negative, will be provided with food and linen by the Railways. The Army Medical Corps will be in charge of their healthcare, Northwest District Magistrate Sandeep Mishra said. He said only confirmed positive cases who are asymptomatic or have mild symptoms will be kept in these coaches. The Delhi government has requisitioned 503 coaches to use them as COVID Care Centres for suspected or confirmed patients with mild or very mild symptoms, officials said. Around 50 such modified coaches are currently stationed at the Shakur Basti railway station's maintenance depot, the officials said, adding that each coach has 16 beds. The Northern Railways said that the Bhagwan Mahavir Hospital, Pitampura, New Delhi, is the primary facility under which the coaches at this station will work. The hospital will provide requisite medicines, medical equipment and material along with coach attendants. Coach sanitation and waste segregation and disposal will also be the responsibility of the hospital. DM Mishra told that 10 coaches have been made operational on a trial basis, with five each on two platforms. "If the trial is successful, the facility will be replicated at other places." The facility started as per a tripartite collaboration among the Railways, the Army, and the Delhi government. The Directorate General of Health Service will provide the protocols for the treatment and ambulances for the facility. "First patient arrived at Shakur Basti COVID Care Center of Railways in New Delhi. We are committed to provide all necessary help in this fight against COVID-19," Railway Minister Piyush Goyal tweeted. A similar facility was started at the Mau railway station in Uttar Pradesh on June 20 where around 59 patients had been admitted. Many of them have already been discharged. The Northern Railways will be responsible for the basic infrastructure and maintenance of the premises like cleaning and sanitization of platforms, providing housekeeping materials like linen and blankets, management of bio-toilets, power and electric supply arrangements, watering, communication facilities and signage and marking of different areas. It will also provide catering and oxygen cylinders in the coaches. This will include meals three times a day and tea in the morning and evening. The RPF will provide security at the station premises and the platform area where the coaches have been placed, while the Delhi Police will be in-charge of the security arrangements outside and areas adjoining the station. ¨The coaches have been handed over to the local administration by the Railways to be used as Covid care centre. The identification, transportation, admission and discharge of the patients will be the responsibility of the Health Department of the state government," Northern Railways officials said. A reception centre has been set up at the station for administration of the coaches and the patients. An emergency control room has also been set up at the site by the Railways. This will be manned 24x7 by the railway officials for coordinating and providing railway-related assistance. The coaches at Shakur Basti have been placed under a shed to block direct sunlight and fans have been provided in each coupe for optimum air circulation and better temperature control. (Eds: With updates, more details) New Delhi, Jun 11 () After almost two months, the railways' isolation coaches have finally found takers -- Uttar Pradesh has asked for 240 such coaches for 24 locations, Telangana has requisitioned 60 for three places and Delhi has asked for 10 such coaches as COVID-19 cases in India close in on the three lakh mark. The railways' first such COVID-19 care centre was deployed at Shakur Basti railway stations in Delhi on May 31. It consisted of 10 coaches with a capacity of 160 beds. The coaches can be used for very mild cases that can be clinically assigned to the coronavirus Care centres according to guidelines issued by the health ministry. "Sixty coaches have been requisitioned by Telangana at Secunderabad, Kachiguda and Adilabad. Ten coaches have been requisitioned by Delhi. Each coach has a capacity for 16 beds. "However, the composition of the COVID care centres (rakes) will be decided as per the requirements of the state. As of now, Telangana which has asked for 60 coaches will get 960 beds which they can use in the three locations they have identified. Uttar Pradesh has asked for 240 coaches," railway spokesperson said. Uttar Pradesh on Thursday reported 24 more deaths and 478 new coronavirus cases, the biggest single-day spike in both numbers so far as the state battles a COVID-19 surge. The death toll in the state stood at 345 after three consecutive days of record highs while the COVID-19 tally reached 12,088. It now has 4,451 active cases. Telangana has reported 4,111 coronavirus cases so far, while Delhi, which is among the worst-hit cities, has reported 32,810 cases. India saw the highest single-day spike of 357 fatalities and 9,996 cases on Thursday, pushing the death toll to 8,102 and the nationwide tally to 2,86,579. According to the Health Ministry, the country registered over 9,500 cases for the seventh day in a row, while the casualty figure crossed the 300-mark for the first time. Amid the surge in cases, Uttar Pradesh has asked for a minimum of 10 COVID care centres coach at 24 railway stations including Varanasi City, Jhansi, Gorakhpur, Gonda, Bareilly City, Saharanpur, Sonbhadra, Azamgarh and others. In Delhi, the COVID care centre consists of 10 non-AC coaches with 160 beds and three AC coaches for healthcare staffers, including doctors. These coaches are the first of the 5,321 coaches which have been converted into isolation wards by the railways for the treatment of coronavirus patients. According to the integrated COVID plan developed by the health ministry and the NITI Aayog, these coaches can be used in areas where the state has exhausted the facilities and needs to augment capacities for isolation of both suspected and confirmed COVID-19 cases. The train coaches have all necessary medical equipment such as oxygen cylinders, blankets, medical supplies, sterilized berths for the safety and convenience of the individuals placed in isolation. According to the Railway Ministry, these coaches-turned-isolation wards will be equipped with mosquito nets, charging points for laptop and phones. The toilets also have been modified into bathrooms. These coaches have been modified at a cost of Rs 2 lakh each. Some of these coaches were ready for deployment by April 11, officials said. Sustaining the fight against COVID-19, Indian Railways is making an all-out effort to supplement the health care efforts of Centre.
