In a written reply submitted to the <keyword id="19935944" type="General" weightage="20" keywordseo="national-assembly" source="keywords">National Assembly</keyword> on Saturday, Dar, who also holds the deputy prime minister's slot, said: "India decided to impose 200 per cent duty on imports from Pakistan, suspended the Kashmir bus service and trade across the Line of Control after the Pulwama attack." According to the Dawn newspaper, Dar was responding to a question by Pakistan Peoples Party lawmaker Sharmila Faruqui seeking details about trade challenges faced by Pakistan in its relations with neighbouring countries, especially India. In March, during a press conference in London, Dar highlighted the eagerness of Pakistan's business community to resume trade activities with India. However, his office later clarified that Pakistan has no plan to resume trade relations with India which has been "non-existent" since 2019. Pakistan downgraded its ties with India after the <keyword id="20467268" type="General" weightage="20" keywordseo="indian-parliament" source="keywords">Indian Parliament</keyword> suspended Article 370 on August 5, 2019, a decision that Islamabad believed undermined the environment for holding talks between the neighbours. At his daily briefing on Thursday, he thanked New Delhi for the contribution which earned it a place on UN's "honour roll". India is one of the only 36 countries among the UN's 193 members to have paid its annual assessment for the UN's general budget by the deadline on Wednesday, according to the UN General Assembly's Committee on Contributions. New Delhi's total assessment for the general budget is $36.18 million but it is given a credit of $3.85 million, which is the credit from staff assessments -- deductions made from the salaries of UN employees who are Indian nationals in lieu of income taxes, and credited to India. India's contribution makes up 1.044 per cent of the total regular budget of the UN of the UN's budget of $3.59 billion. The national contributions are calculated by a complex formula that is based on the size of the gross national income and offset by considerations of its "capacity to pay" based on low per capita income and external debt. Because of the formula, India's assessment is only 1.044 per cent of the UN's budget of $3.465 billion despite it being the world's fifth largest economy. Thus, India's share is less than that of even some developing countries like Brazil and Mexico. <keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. Speaker of the House Ram Niwas Goel said the budget session is adjourned indefinitely. "All official businesses were transacted in the session. The number of coronavirus cases are also rising in the country. In view of these two points, the session is adjourned indefinitely," he said. The decision was taken in a Cabinet meeting chaired by Chief Minister Arvind Kejriwal on Monday. The budget session for 2021-22 will begin on March 8 and end on March 16, tweeted the Chief Minister's Office. "The budget session will begin with the tabling of the Economic Survey Report and the outcome budget of the government on March 8. The budget will be presented in Delhi Assembly House on March 9," said a senior Delhi government official. The budget for 2021-22 is expected to focus on key areas of health, education and infrastructure, including water supply, and new taxes are unlikely, sources said. The government had presented Rs 65,000 crore budget for 2020-2021 that was around 10 per cent more than that in 2019-20. The outcome budget listing performance and achievements of various departments and agencies of the government, in the previous financial year, will be presented on the first day of the session along with Economic Survey of Delhi, officials said. The session will begin with the address of the Lt Governor. In view of the COVID-19 pandemic, safety norms like social distancing and use of face masks and social distancing will be strictly followed during the session, they said. The government is likely to come out with measures to boost revenue collection that has been hit hard and has dropped by 42 per cent due to the pandemic and the year-long lockdown, the officials said. The budget is also likely to be focused on pollution and transport that have been taken up by the government on priority basis in the recent times, they said. Deputy Chief Minister Manish Sisodia who also holds the charge of the Finance Department, will present the budget in the assembly.
