He came from a high-achieving family of engineers, but his aptitude for finance helped him climb the ranks at global financial consultancy Arthur Andersen &amp; Co."I built a valuation practice supporting foreign investments into India in the 90s. I made my way up from a senior consultant to manager and then a director," Swaroop told Business Insider.In 2000, Swaroop leaped at the chance to be promoted to chief of staff to the company's EMEIA — Europe, the Middle East, India, and Africa— managing partner. This opportunity included company benefits like relocating from Delhi to a four-bedroom apartment in London's expensive St John's Wood area and covering London private school fees for his two young children.Soon after Swaroop was made a partner himself in 2001, Arthur Andersen &amp; Co. collapsed. The accounting firm was part of <a target="_blank" href="https://www.businessinsider.com/are-charter-schools-the-new-enron-scandal-2017-3#:~:text=The%20Enron%20scandal%20involves%20the,SPE)%20to%20mask%20business%20failures.">a massive scandal</a> involving the energy company Enron in the US. The energy company went bankrupt, and Arthur Andersen &amp; Co. was dissolved.<h2>Swaroop became a partner at EY</h2>Swaroop was one of 85,000 employees left without a job. He was faced with the decision to return to India, or to stay in the UK without the corporate benefits. "My wife and I said we would not let the kids' education get impacted, so if we wanted to stay on in London, that would be the one constant thing," said Swaroop. "We said we'd give ourselves a year to see if it would work out."He and his wife decided to cut costs by moving to a smaller apartment in a less expensive borough of London. They relied on their savings to keep their children in private education.During this time, Swaroop began his career at EY. Swaroop, alongside many of his fellow Arthur Andersen &amp; Co employees, moved to EY after it absorbed some of the Arthur Andersen &amp; Co operations.<h2>'I was at the right place at the right time'</h2>At EY, Swaroop shone. He pioneered EY's adoption of automation and AI, building the company's Automation Central division in 2015. "I felt I was at the right place at the right time, with the right sort of knowledge of the organisation, which allowed me to rapidly build the team," Swaroop told BI. "People tell me that still remains the largest such operation in the corporate world. So we did something really good," he added.<h2>EY restructured, and Swaroop no longer felt excited about his role</h2>After a company restructuring in 2019, Swaroop told BI he faced another big decision: accept a significant change to his role or leave the business. He chose the latter."I felt that working there was no longer going to be as exciting for me," said Swaroop. "So I took early retirement, partly driven by my desire to start a startup."He spent the next year co-founding an enterprise AI platform, from which he quickly parted ways. He told BI it wasn't the change he sought from corporate life.<h2>Retired life was unfulfilling, but teaching was a way out</h2>Swaroop was 56. He had paid off his mortgage and supported his now adult children through university. The next step for the ex-partner was early retirement. But he found his new schedule of golf, walks, and trips to the library unfulfilling.Swaroop told BI he read about <a target="_blank" href="https://www.businessinsider.com/quit-journalism-job-become-high-school-teacher-huge-culture-shock-2023-7">Lucy Kellaway,</a> the Financial Times editor who left journalism to become a trainee teacher. Kellaway founded Now Teach in 2017, an organisation to support people to change careers into teaching. After sitting in on lessons at five different schools, his mind was made up. Swaroop wanted to retrain as a high school math teacher.Three years on, Swaroop told BI he feels energized and inspired in his new career — even if he now earns a fraction of what he used to. The <a target="_blank" href="https://getintoteaching.education.gov.uk/is-teaching-right-for-me/teacher-pay-and-benefits">maximum salary of a qualified teacher</a> in London is around £50,000, according to the UK government.<h2>The pay cut didn't matter as long as Swaroop was making a difference</h2>Swaroop said his salary wasn't a deciding factor in this career change as he knew it wouldn't come close to his old pay. "I was keen to do something which had a purpose, so I could contribute back to society in a way," said Swaroop.Swaroop said coming into teaching as a novice in his 50s was challenging. He was surrounded by more experienced peers who were much younger. He also found standing up in front of teenagers all day more grueling than working in an office. But he has been buoyed by his students' energy, humor, and affection and how he motivates them to learn."I just want to get into the classroom and teach. I don't have an objective of becoming a head of school. Previously, I would actively try to move up the ladder. That is being replaced by my desire to be more committed to my teaching," said Swaroop."I have had students write to me that I have helped them realize their potential and what path to take in the future. QS Rankings: IIT Bombay best in employability, IIT Delhi ranks second

The new National Education Policy evoked mixed reactions among academicians on Wednesday with some hailing it as a "groundbreaking" action plan that promotes holistic and multi-disciplinary learning and others arguing that it will pave the way for privatisation of education. A <keyword id="6751919" type="UNKNOWN" weightage="20" keywordseo="single-regulator">single regulator</keyword> for higher education institutions, multiple entry and exit options in degree courses, discontinuation of M.Phil programmes, low stakes board exams, common entrance exams for universities are among the highlights of the National Education Policy (NEP) 2020 approved by the Union Cabinet on Wednesday. Former Delhi University vice-chancellor Dinesh Singh, who was an official reviewer of the document when it was being formulated, said the policy lays down the road map pretty nicely. The policy has a good vision for school education, which is the foundation for higher education, he said. "They have talked about experiential learning which is so useful. Unless you improve school education, you cannot improve higher education. The concept of transciplinarity, hands on experience, breaking down of barriers between subjects and connecting them to society are some of the key points in the policy. This is the best chance of universities to create curricula around the challenges of society," he said. Elaborating with an example, he said there is a discipline in Mathematics called fluid dynamics but not one student in this country has any idea how to use fluid dynamics and computer science to create fighter jets and they are imported all the time. "At last, we have found a document which at least gives us a chance," he added. Singh also said that he has not been extremely enthused about regulators and feel they "are disabling you all the time". "They make you do silly things. They are talking about having a single regulator because otherwise things are not working well. I believe it's good. They will need a lot of good people. I am hoping that it will restore the autonomy of the varsities. Hopefully they will not prescribe too much," he said. Jamia Millia Islamia vice-chancellor Najma Akhtar called the NEP "groundbreaking" and said the higher education in India will now be holistic and multi-disciplinary with a shared focus on Science, Arts and Humanities. "A single regulator for all higher educational institutions is a great idea as it will bring coherence of approach and purpose. It will realise the vision of education in India," she added. The approval of new National Education Policy (NEP) by the government is a positive step forward, said Jawaharlal Nehru University (JNU) VC M Jagadesh Kumar. "NEP is the outcome of an extensive, highly participatory and inclusive consultation process. NEP aims at meeting the existing challenges in education and build the foundation of India''s promising future.We look forward to its implementation," he added. Delhi University professor Rahul Yadav welcomed the policy, and said it talks about multiple entry and exit options and provides choices to students, and does not put any burden on them. He was also enthused about the fact that the policy seeks to promote a multi-disciplinary approach and does not seek to restrict students to just humanities or science. Delhi University professor Naveen Gaur, however, said the policy has just "jazzier things" to say and even though it says that the Higher Education Commission of India will be a single regulator, it will have four verticals, which means that one vertical will be responsible for policy formulation and another for funding which is dangerous. He also said that the policy paves the way for entry of foreign universities in India, without any regulations, which can be dangerous for the education sector. The professor argued that the policy will take away the autonomy of institutions rather than making them more autonomous. Jamia Teachers' Association secretary Majid Jamil questioned the timing of bringing the policy. "At a time when there is <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic, what was the need to hurry? The policy talks about online learning and virtual labs but there is no substitute to face-to-face learning. It also talks about four-year undergraduate programme, something which was implemented in Delhi University, but was met with opposition and was subsequently withdrawn. We do not agree with it," Jamil added. Delhi University's Academics for Action and Development (AAD), a teachers' body, called the NEP a policy of "tall ends with little means''. For instance, Indian has presently 18 per cent Gross Enrolment Ratio (GER) and NEP sets the goal of 50 per cent GER by 2035, it said. "How can this be achieved -- more than double of GER in next 15 years? NEP is also talking of internationalisation in the same vein and will only facilitate the entry of the foreign universities to tap the Indian educational market for their own benefits. This is a "return of Macaulay" -- building an education system in the interest of foreigners and wealthy ones," it said, referring to British officer Thomas Babington Macaulay. The Delhi University Teachers' Association (DUTA) said it was opposed to the proposal to hand over every higher educational institution to a Board of Governors, which will enjoy all powers hitherto vested in the governing authorities of colleges and universities as well as the UGC and other regulating bodies. "Autonomy has been redefined as the freedom to optimise. The empowerment of the BoG hand in hand with redefined autonomy is in parallel with the neo-liberal reforms that deregulated businesses. It amounts to converting/handing over education as a business to corporate houses," it said. National Education Policy evokes mixed reactions among academicians

Delhi University is conducting online open book exams for final semester students of postgraduate and undergraduate courses. The move was opposed by students and teachers who were demanding that the exams be scrapped. The varsity has also commenced online classes for third and fifth semester students from August 10. During an online briefing, Abha Dev Habib, a Delhi University professor, said teachers and students have been left out from the decision-making process to hold online classes. "The decision of online open book exams was taken without thinking about students. What will happen to students in Kashmir and those stuck in floods. The students do not have gadgets for online classes. "The decision was taken without consulting the statutory bodies -- the Academic and Executive Council," she alleged. Unni Maya, a student of Lady Shri Ram College in Delhi University, said the varsity has gone ahead with the decision to hold online classes without thinking about the mental health and well-being of students. Taking online classes means that students have to spend a high screen time in front of their mobiles or laptops which impacts their health. She demanded that the varsity should think about funding and providing gadgets to students and it should also release department-wise data on how many students have availed online classes. Students and teachers of other universities also raised similar issues. Jawaharlal Nehru University Students' Union president Aishe Ghosh said the varsity administration is not concerned about teaching-learning process or about students in Kashmir who still do not have access to a proper internet connectivity, or about flood-affected students or those who contracted COVID-19. "Students are being pressurised to register for the next semester at a time when the UGC has also said that the varsities must finish the current semester by September 30. There is no meaning of registration. The varsity administration is continuously creating issues," she said. She also alleged that the students of MBA and Engineering are being charged lakhs of rupees despite not having access to labs and having part-time faculty. "I would call it daylight robbery. Even the representatives from these departments have been pressurised to not raise their voice," she said. She also urged the varsity to ensure phased return of students to the campus by following proper medical protocols and establishing quarantine centres inside the premises. Voices were also raised from Delhi government-run Ambedkar University against online classes and how the administration and even the state government has not heard their pleas. Shubhojeet Dey of Ambedkar University said they had conducted a survey among students and found that 48 per cent of students had access to smartphones while two per cent did not have access to any gadget for accessing online classes. Only 50 per cent of the students have access to laptops, he said, adding that 62 per cent out of these do not have laptops for more than three hours since the laptop is also used by their siblings, who are either studying or are working. "It was found that 73 per cent of students do not have stable internet connection and 98 per cent of the female students were also supposed to contribute to household chores. We have even approached the authorities and even the Delhi government with our problems but there has been no resolution," he added. The students had boycotted the orientation class which was held to introduce the students to courses. Listing out the demands of the students, Dey said they want that the classes should be postponed by a month and laptops should be procured for students from disadvantaged sections and data packs should be given to all the students. Delhi University hikes fees, holds online classes — students and teachers voice their concern

<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. The varsity has maintained that it is opting for the open book examination mode as a one-time measure in view of the coronavirus pandemic. "Such exams may be feasible for engineering and science students, but won't serve the purpose for commerce and humanities courses. They are more like assignments rather than exams," Attri said. A professor, requesting anonymity, said such a mode of examination also raises concerns over cheating and use of fraudulent means by students. He said teachers have learnt about students sharing answers on social messaging platforms like WhatsApp. "There is no way to check such instances. The answers to many questions are easily available on the internet and students will just copy them. How do we know whether a student has actually understood what he has written? It is disadvantageous for those who actually put in hard work and prepare for the exams," the professor added. "The students are in touch with each other over WhatsApp. Even those students, who may not be willing to share answers, are forced to do so in the name of friendship. There is no way we can check this or keep a tab on it. If I get the same answer in 10 answer sheets, how am I supposed to evaluate them?" another professor rued. <keyword id="587567" type="COMPANY" weightage="20" keywordseo="Delhi-University-teachers">Delhi University Teachers</keyword>' Association treasurer Abha Dev Habib said all students have the same study material. "Earlier, the students would visit libraries and take additional notes, but due to the pandemic that has not been possible. I have sent the same notes to every student and they will be relying on similar material," she said. Abha, who teaches at Miranda House, said teachers are awaiting clarity on how they will evaluate the answer sheets. "We do not know whether we will be sent the answer sheets or given a login to the portal. We do not know which software will we be using to evaluate the answer sheets. There has been no training given to us on this," she said. Pankaj Garg, former academic council member and a professor of Rajdhani College, concurred with Abha and said teachers will face difficulties in evaluating the examinees. "There is a fair possibility that there would be swapping of the pages while scanning and uploading, this would disturb the sequence... teachers will have to be very careful in connecting all those pages which belong to the same question," he said. While scanning, some pages may be blurred and it would be difficult to read them carefully. It would be equally difficult to connect to the next page and hence, the continuity of the answer would be lost, Garg said. For teachers, the most challenging point would be marking of pages, it seems that evaluation would take much longer, he added. Delhi University teachers doubt feasibility of open book exams — await clarity on evaluation guidelines

Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. Delhi University to begin academic session from August 10 with online classes

Another student, Deepak Gupta, said he was not sure if he could successfully upload his answer sheets before the scheduled time of 11.30 am. "It was 11.28 am by the time I finished creating PDF files (of my answer sheets). I tried to upload them but they didn't get uploaded. I have mailed them to the designated ID but do not know whether they will be accepted," he added. DU online open book exam begins, students complain about difficulty in uploading answer sheets
