The national capital has reported an "isolated" case of Japanese Encephalitis, official sources said on Thursday. All public health measures have been instituted as per the National Centre for Vector Borne Diseases Control (NCVBDC) guidelines, the sources said, adding there was no cause for concern. Referring to an order issued by the Municipal Corporation of Delhi on Wednesday, the sources said that the 72-year-old man from west Delhi was admitted to the All India Institute of Medical Sciences on November 3 following chest pain. The patient was diabetic, had coronary artery disease, bilateral lower limb weakness and bowel and bladder incontinence, the source said. After the patient's blood sample was collected on November 6, he tested positive for Japanese Encephalitis. He was discharged on November 15, the sources said. According to the Integrated Disease Surveillance Programme data, in 2024, 1,548 Japanese Encephalitis cases were reported from 24 states and Union Territories, with 925 cases from Assam alone. The central government guidelines, two doses of the vaccine have been a part of the Universal Immunisation Programme since 2013. Adult <keyword id="24203625" type="General" weightage="20" keywordseo="Japanese-Encephalitis-vaccine" source="keywords">Japanese Encephalitis vaccine</keyword> has been introduced in high-burden states, sources said. "No outbreak of Japanese Encephalitis has been reported in Delhi in the past although occasional isolated cases have been reported from tertiary hospitals like AIIMS, Ram Manohar Lohia and Safdarjung among others - mostly from neighbouring states," a source said. While all public health measures have been instituted according to the NCVBDC guidelines, there is no cause for concern due to this isolated case of Japanese Encephalitis, the source said. The Japanese Encephalitis virus is normally carried by waterfowl and amplified in pigs from where it is accidentally transmitted to humans through the bite of infected culex mosquitoes. The infection may result in febrile illness and in a small proportion of cases cause neurological illness and may result in death, he said. There is no specific treatment for Japanese Encephalitis and there is no human-to-human transmission of the virus, the source said. Delhi reports 'isolated' case of Japanese Encephalitis

Ahead of college admissions, <keyword id="56459" type="General" weightage="50" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword> (<keyword id="44171" type="General" weightage="100" keywordseo="ugc" source="Orion">UGC</keyword>) has warned students against unrecognised or 'fake' institutions operating in the country. In the last two years, the UGC has identified 27 such 'fake' higher educational institutions in the country. With the admission process around the corner, students across the country have been asked to beware of educational institutions that are not established as per the UGC Act but offer degrees in contravention of stated provisions. According to <keyword id="693288" type="General" weightage="50" keywordseo="union-education-ministry" source="Orion">Union Education Ministry</keyword>, the degrees provided by such institutions will not be valid for further studies or jobs. Recently, the UGC detected two unrecognised institutions and is likely to soon release a fresh list of such institutions. According to a recent notice issued by the UGC, the 'Open International University for Alternative Medicines' and the '<keyword id="17077663" type="General" weightage="50" keywordseo="national-board-of-alternative-medicines" source="Orion">National Board of Alternative Medicines</keyword>' are running courses in violation of the UGC Act 1956. The UGC appealed to students across the country not to take admission in these institutions as their degrees will not be valid for further education or job. Earlier, the UGC had also issued a similar notice against the All India Institute of Public and Physical Health Science, a higher educational institution in Delhi. The UGC in its notice advised students not to take admission in "self-styled" institutes. The UGC from time to time releases lists of such unrecognised colleges, universities and institutes to make students aware of institutions, which are fraudulently offering degree courses. It also keeps an eye on such self-styled institutions in the interest of students. Last year, the UGC identified about 24 such higher educational institutions and declared the degrees awarded by them "invalid and fake". According to the UGC, students should thoroughly examine it before taking admission in higher educational institutions. Students and parents should make sure that the concerned educational institution is recognised by the UGC. These educational institutions can be verified on the UGC website. Significantly, the UGC and All India Council for Technical Education (AICTE), which promotes technical education in India, have also issued a warning against the educational institutions of Pakistan. In this joint advisory issued for Indian students, it was said that Indian students should not take admission in any college or educational institution in Pakistan. According to the UGC, students pursuing education in Pakistan will not be eligible to get jobs and higher education in India. UGC and AICTE have said that Indian students should not go to Pakistan for higher education. An Indian student going to Pakistan to pursue technical education, higher education or any other course will not be able to take admission in India for further studies or jobs. UGC cautions Class 12 students against fake univs; says no to higher studies in Pak

Currently, U-WIN is in pilot mode across all states and Union Territories, except for West Bengal, which is yet to start uploading data, the sources told PTI, adding that it is still under consideration in the state. The U-WIN platform captures every <keyword id="19933690" type="General" weightage="20" keywordseo="vaccination" source="keywords">vaccination</keyword> event for pregnant women and children under the Universal Immunization Programme (UIP). Minister of Finance <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> had announced in the interim Budget for 2024-2025 that U-WIN, along with intensified efforts under Mission Indradhanush, will be rolled out nationwide for managing <keyword id="21423640" type="General" weightage="20" keywordseo="immunisation" source="keywords">immunisation</keyword>. "The U-WIN will ensure timely administration of vaccine doses by digitally recording every vaccination event under the Universal Immunisation Programme among all pregnant women and children aged 0-5 years," an official told PTI. "The portal will target 2.9 crore pregnant women and 2.6 crore infants (0-1 years) annually by providing 11 vaccines against 12 vaccine preventable diseases -- diphtheria, measles, rubella, and tetanus through more than 1.2 crore vaccination sessions across the country," the official added. The platform generates a uniform QR-based, digitally verifiable e-vaccination certificate, similar to Covid vaccination certificate, which can be accessed anytime by the citizens through a single click. Vaccination records under UIP are being maintained manually as of now. So this will do away with the hassle of keeping a physical record, the officials explained. It will enable the digitisation of session planning, and updating vaccination status on a real-time basis, they added. "Also, there is no mechanism of individual tracking. There is also lack of awareness among beneficiaries about session location and date especially in urban areas and iniquity in immunisation coverage in states and UTs," another official said. "Besides, another major issue is that immunisation at private health facilities is not recorded," the official added. The U-WIN is going to be the single source of information for immunisation services which will record pregnancy details and outcome, newborn registration and immunisation at birth. It will update vaccination status, and delivery outcome, among others, on real time, the official said. As of July 9, 2024, the pilot has registered 5.33 crore beneficiaries on U-WIN. Over 83.55 lakh vaccination sessions have been digitally conducted, and 18.15 crore vaccine doses have been recorded. The platform aims to reduce zero-dose and left-out children through a name-based tracking mechanism and empower citizens with anytime, anywhere access to vaccination services, particularly benefiting migratory populations, the official said. Citizens can self-register for vaccinations via the U-WIN web portal or its Android mobile application, select preferred vaccination centres, and schedule appointments. It also facilitates the creation of Ayushman Bharat Health Account (ABHA) IDs for comprehensive health record maintenance. The U-WIN also supports the frontline workers to digitally record all vaccination events for children and pregnant women for complete, accurate and easy record maintenance, the official said.

He said that 10 years ago India imported 98 per cent of mobile phones and at present 99 per cent of the devices are made in India. "(Mobile phones worth) USD 11 billion were exported last year. In the coming days, you will see exports to the tune of USD 50-60 billion. 10 lakh people work in electronics manufacturing. He said that when the country is in 5th spot in terms of economy it has created huge infrastructure in terms of railways, highways, airports etc. The minister said that the government added 5,200 kilometres of railway line last year, which is equivalent to the size of the entire Switzerland railway network.. "Already 4,972 kilometres have been completed. The entire month of March is left. We will add 5500 kilometres (railway lines) this year," Vaishnaw said. There was uncertainty around it. Today, when you see India anywhere, everyone says it is among the top 5, a bright spot, growing at a steady pace. Imagine economic muscle power when we will be the third largest. Our own supercomputing chip, our own semiconductor fab, AI models," Vaishnaw said. Many teachers say they are so burned out by the pandemic, overworked because of staff shortages, and fed up with low pay and a lack of respect, they're ready to quit. Kayla Bryant, a former fourth-grade teacher from Sacramento, said the expectations for teachers were so high and the support so low, she couldn't talk about work without crying.In a Chicago suburb, Alexandra Lobb had enough when she saw parents in her community "bashing teachers" on Facebook and complaining that teachers just wanted to stay home during the pandemic and do nothing."I was so embarrassed to realize this is what people thought of my career — a career that I was once so proud to announce out loud," Lobb, who quit in June 2021 after teaching eighth grade for eight years, told Insider. "It turned into me not wanting to admit I was a teacher during the pandemic." Children "might not get what is best for them because a few people are worried about a child's comfort instead of their growth," she wrote in an email. Feeling demoralized, she quit without another job lined up, rather than "continuing in a profession where I felt so devalued." Politics has taken over classrooms to a point at which communities are dictating everything teachers must do, said Lobb, of the Chicago suburbs. She began looking for a job after seeing the Facebook comments from parents, saying "go back to work, you just want to sit on your butts."Late last school year, a student reinforced that decision when she answered her phone in the middle of class. When Lobb called on her, the student turned her back and continued talking. "It was the first time I cried after a class," said Lobb.Paige DeAngelis said she cried every day before leaving her job teaching kindergarten at a Tampa charter school. "I think it's having a snowball effect," said Gomez, who also hosts the Teacher Career Coach podcast.Lobb, who has a master's degree in curriculum and instruction, now works as a sales instructor for a Fortune 500 technology company, training new hires, leading group activities and administering assessments. He pioneered EY's adoption of automation and AI, building the company's Automation Central division in 2015. "I felt I was at the right place at the right time, with the right sort of knowledge of the organisation, which allowed me to rapidly build the team," Swaroop told BI. "People tell me that still remains the largest such operation in the corporate world. So we did something really good," he added.<h2>EY restructured, and Swaroop no longer felt excited about his role</h2>After a company restructuring in 2019, Swaroop told BI he faced another big decision: accept a significant change to his role or leave the business. He chose the latter."I felt that working there was no longer going to be as exciting for me," said Swaroop. "So I took early retirement, partly driven by my desire to start a startup."He spent the next year co-founding an enterprise AI platform, from which he quickly parted ways. He told BI it wasn't the change he sought from corporate life.<h2>Retired life was unfulfilling, but teaching was a way out</h2>Swaroop was 56. He had paid off his mortgage and supported his now adult children through university. The next step for the ex-partner was early retirement. I don't have an objective of becoming a head of school. Previously, I would actively try to move up the ladder. That is being replaced by my desire to be more committed to my teaching," said Swaroop."I have had students write to me that I have helped them realize their potential and what path to take in the future. National teachers union president says 'radicalized Supreme Court' delivered a 'gut punch' against abortion rights, separation of church and state

<ul class="summary-list"><li>The Dartmouth men's basketball team filed a petition to unionize earlier this month.</li><li>Like all student athletes, Dartmouth faces a number of barriers to unionization under federal labor law.</li></ul>Dartmouth College is a Division 1 school in the NCAA, competing in the Ivy League conference. They are known as the Big Green. And its men's basketball team just made a big move.The team <a href="https://www.insider.com/dartmouth-ncaa-mens-basketball-unionize-2023-9">filed a petition</a> last week with the National Labor Relations Board, or NLRB, asking to hold a union vote. This is a necessary step before they can hold an official vote to form a union that is sanctioned by the NLRB, an independent federal agency that protects workers' rights to organize.'While we currently receive many forms of non-traditional compensation, these don't pay our bills, and so we are unionizing to be compensated like other student employees, with hourly wages similar to other student wages on campus or scholarships," players Cade Haskins and Romeo Myrthil wrote in an <a href="https://www.thedartmouth.com/article/2023/09/haskins-and-myrthil-why-we-are-unionizing#:~:text=While%20we%20currently%20receive%20many,wages%20on%20campus%20or%20scholarships." target="_blank" rel="noopener">opinion piece</a> for The Dartmouth, the school's student-run newspaper.It was a surprising and even exciting move for those following the business of college sports.The filing comes just two years after the NCAA granted college athletes the right to <a href="https://www.businessinsider.com/ncaa-college-athletes-who-could-make-millions-off-name-likeness-2021-7?_gl=1*lrkffj*_ga*MzE2MDMwODg2LjE2ODY1OTA0NDM.*_ga_E21CV80ZCZ*MTY5NDg4ODI1NC4yMDIuMC4xNjk0ODg5MTA5LjYwLjAuMA..">make money off their name, image, and likeness</a> for the first time. And the ability to unionize would allow student athletes to collectively bargain for improved workplace conditions and even compensation.For Michael LeRoy, a professor of labor and employment relations at the University of Illinois at Urbana-Champaign, the bid is an important advancement for college athletes looking to achieve economic rights on par with professional athletes."It's a very significant development because, conceptually, it takes a case for unionization beyond where it last stood before the National Labor Relations Board," LeRoy told Insider.The case for unionizing college sports teams is a precarious one, as athletes face significant barriers under federal labor law. But that all could change as a judge gears up to argue a case this November that could eliminate those barriers and open the doors for college athletes to finally organize. <h2>College athletes face barriers to unionization</h2>The <a href="https://www.nlrb.gov/guidance/key-reference-materials/national-labor-relations-act" target="_blank" rel="noopener">National Labor Relations Act (NLRA)</a> poses two barriers that prevent college sports teams from unionizing.First, the NLRA states you must be an employee to unionize. The NCAA, along with the colleges that house sports teams, <a href="https://www.ncaa.org/sports/2021/5/11/our-division-i-priorities.aspx" target="_blank" rel="noopener">consider players amateurs</a> and, therefore, not employees of their college.Second, the NLRA does not protect public sector employees' right to unionize.Certainly, public sector employees can and do unionize — take public school teachers, for example — but their labor relations are governed by state statutes rather than the NLRA. That means that student athletes at public universities, even if they were considered employees, do not have their right to unionize protected by the NLRA.<h2>Why did Dartmouth men's basketball file to unionize, then?</h2>There is an <a href="https://www.nlrb.gov/case/31-CA-290326" target="_blank" rel="noopener">NLRB case</a> that an administrative law judge will hear this November that could open the floodgates for college teams to unionize. The National College Players Association — a nonprofit advocating for NCAA reforms that bolster the rights of college athletes — brought the case against the University of Southern California, Pac-12, and the NCAA in May. The nonprofit argued these organizations have violated USC athletes' rights under the NLRA by not considering them employees, according to the filed complaint.That case will be heard in November. A presiding administrative law judge will have to rule on whether USC, Pac-12, and the NCAA have indeed violated athletes' rights under the NLRA.If the judge rules in favor of the National College Players Association, it would give both public and private college athletes the right to unionize under the NLRA, LeRoy said. Exactly what unionization would look like, though, is still unclear. The general counsel of the NLRB is Jennifer Abruzzo, an outspoken advocate for college athlete unionization. Abruzzo <a href="https://www.nlrb.gov/news-outreach/news-story/nlrb-general-counsel-jennifer-abruzzo-issues-memo-on-employee-status-of" target="_blank" rel="noopener">issued a memo</a> in 2021 supporting college athlete unionization and committed herself to pursuing the issue. Abruzzo argued college athletes are, in fact, employees because they "perform services for institutions in return for compensation and subject to their control."In their opinion piece, players Haskins and Myrthil said the team will fight to obtain employee status."Other than a set of rules that the schools impose on themselves through the Ivy League Agreement, there is no reason that basketball players shouldn't be considered student employees like students working any other campus job," Haskins and Myrthil wrote.<h2>Have other college sports teams tried to unionize before?</h2>Northwestern's football team filed a petition to unionize in 2014 and got as far as holding a union vote. However, those ballots were never opened after a five-person NLRB panel <a href="https://www.nlrb.gov/case/13-RC-121359" target="_blank" rel="noopener">ruled against their bid in 2015</a>.The panel had two primary reasons for this ruling. First, there was the issue of employment: Athletes still were not considered employees.Second, the panel said Northwestern's unionization would be destabilizing because it would only affect one team in the league. For instance, what would happen if Northwestern went on strike but the rest of their league couldn't, especially public schools in the same league?"It was unworkable to have one school bargaining for pay and benefits and so forth when the other schools can't," LeRoy said. "And what would happen if Northwestern went out on strike and the rest could not?"But, given the <a href="https://www.businessinsider.com/us-workers-strikes-reach-a-record-high-since-2000-2023-9">shifting labor landscape</a> and Aburzzo's dedication to college athlete unionization, it's possible Northwestern's ruling may not hold up, LeRoy said. A decision in favor of the National College Players Association in the USC case would overturn the Northwestern decision. It would pave the way for discussions about the best way forward, allowing the NLRB to explore questions in the coming years about if and how teams could unionize across leagues and divisions, according to LeRoy.One of those questions will be the repercussions that come with considering student athletes employees. It's possible not all college athletes will be in favor of such a thing, said Irwin Kishner, cochair of the Sports Law Group at Herrick Feinstein, a New York law firm. Kishner said the label could give coaches the ability to fire at will or cause universities to cut low-profit teams because of increased expenses. "There's a litany of things that come from being an employee and there's a litany of things that come from not being an employee," Kishner told Insider. "To get them all down on a piece of paper at this juncture to predict where all this lands would be very difficult." As for when we'll get final answers, Kishner and LeRoy both agreed: It could be years before we know the fate of the union bid by the Dartmouth men's basketball players.

A <keyword id="6751919" type="UNKNOWN" weightage="20" keywordseo="single-regulator">single regulator</keyword> for higher education institutions, multiple entry and exit options in degree courses, discontinuation of M.Phil programmes, low stakes board exams, common entrance exams for universities are among the highlights of the National Education Policy (NEP) 2020 approved by the Union Cabinet on Wednesday. Former Delhi University vice-chancellor Dinesh Singh, who was an official reviewer of the document when it was being formulated, said the policy lays down the road map pretty nicely. The policy has a good vision for school education, which is the foundation for higher education, he said. "They have talked about experiential learning which is so useful. Unless you improve school education, you cannot improve higher education. The concept of transciplinarity, hands on experience, breaking down of barriers between subjects and connecting them to society are some of the key points in the policy. This is the best chance of universities to create curricula around the challenges of society," he said. Elaborating with an example, he said there is a discipline in Mathematics called fluid dynamics but not one student in this country has any idea how to use fluid dynamics and computer science to create fighter jets and they are imported all the time. "At last, we have found a document which at least gives us a chance," he added. Singh also said that he has not been extremely enthused about regulators and feel they "are disabling you all the time". "They make you do silly things. They are talking about having a single regulator because otherwise things are not working well. I believe it's good. They will need a lot of good people. I am hoping that it will restore the autonomy of the varsities. Hopefully they will not prescribe too much," he said. Jamia Millia Islamia vice-chancellor Najma Akhtar called the NEP "groundbreaking" and said the higher education in India will now be holistic and multi-disciplinary with a shared focus on Science, Arts and Humanities. "A single regulator for all higher educational institutions is a great idea as it will bring coherence of approach and purpose. It will realise the vision of education in India," she added. The approval of new National Education Policy (NEP) by the government is a positive step forward, said Jawaharlal Nehru University (JNU) VC M Jagadesh Kumar. "NEP is the outcome of an extensive, highly participatory and inclusive consultation process. NEP aims at meeting the existing challenges in education and build the foundation of India''s promising future.We look forward to its implementation," he added. Delhi University professor Rahul Yadav welcomed the policy, and said it talks about multiple entry and exit options and provides choices to students, and does not put any burden on them. He was also enthused about the fact that the policy seeks to promote a multi-disciplinary approach and does not seek to restrict students to just humanities or science. Delhi University professor Naveen Gaur, however, said the policy has just "jazzier things" to say and even though it says that the Higher Education Commission of India will be a single regulator, it will have four verticals, which means that one vertical will be responsible for policy formulation and another for funding which is dangerous. He also said that the policy paves the way for entry of foreign universities in India, without any regulations, which can be dangerous for the education sector. The professor argued that the policy will take away the autonomy of institutions rather than making them more autonomous. Jamia Teachers' Association secretary Majid Jamil questioned the timing of bringing the policy. "At a time when there is <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic, what was the need to hurry? The policy talks about online learning and virtual labs but there is no substitute to face-to-face learning. It also talks about four-year undergraduate programme, something which was implemented in Delhi University, but was met with opposition and was subsequently withdrawn. We do not agree with it," Jamil added. Delhi University's Academics for Action and Development (AAD), a teachers' body, called the NEP a policy of "tall ends with little means''. For instance, Indian has presently 18 per cent Gross Enrolment Ratio (GER) and NEP sets the goal of 50 per cent GER by 2035, it said. "How can this be achieved -- more than double of GER in next 15 years? NEP is also talking of internationalisation in the same vein and will only facilitate the entry of the foreign universities to tap the Indian educational market for their own benefits. This is a "return of Macaulay" -- building an education system in the interest of foreigners and wealthy ones," it said, referring to British officer Thomas Babington Macaulay. The Delhi University Teachers' Association (DUTA) said it was opposed to the proposal to hand over every higher educational institution to a Board of Governors, which will enjoy all powers hitherto vested in the governing authorities of colleges and universities as well as the UGC and other regulating bodies. "Autonomy has been redefined as the freedom to optimise. The empowerment of the BoG hand in hand with redefined autonomy is in parallel with the neo-liberal reforms that deregulated businesses. It amounts to converting/handing over education as a business to corporate houses," it said. Delhi University is conducting online open book exams for final semester students of postgraduate and undergraduate courses. The move was opposed by students and teachers who were demanding that the exams be scrapped. The varsity has also commenced online classes for third and fifth semester students from August 10. During an online briefing, Abha Dev Habib, a Delhi University professor, said teachers and students have been left out from the decision-making process to hold online classes. "The decision of online open book exams was taken without thinking about students. What will happen to students in Kashmir and those stuck in floods. The students do not have gadgets for online classes. "The decision was taken without consulting the statutory bodies -- the Academic and Executive Council," she alleged. Unni Maya, a student of Lady Shri Ram College in Delhi University, said the varsity has gone ahead with the decision to hold online classes without thinking about the mental health and well-being of students. Taking online classes means that students have to spend a high screen time in front of their mobiles or laptops which impacts their health. She demanded that the varsity should think about funding and providing gadgets to students and it should also release department-wise data on how many students have availed online classes. Students and teachers of other universities also raised similar issues. Jawaharlal Nehru University Students' Union president Aishe Ghosh said the varsity administration is not concerned about teaching-learning process or about students in Kashmir who still do not have access to a proper internet connectivity, or about flood-affected students or those who contracted COVID-19. "Students are being pressurised to register for the next semester at a time when the UGC has also said that the varsities must finish the current semester by September 30. There is no meaning of registration. The varsity administration is continuously creating issues," she said. She also alleged that the students of MBA and Engineering are being charged lakhs of rupees despite not having access to labs and having part-time faculty. "I would call it daylight robbery. Even the representatives from these departments have been pressurised to not raise their voice," she said. She also urged the varsity to ensure phased return of students to the campus by following proper medical protocols and establishing quarantine centres inside the premises. Voices were also raised from Delhi government-run Ambedkar University against online classes and how the administration and even the state government has not heard their pleas. Shubhojeet Dey of Ambedkar University said they had conducted a survey among students and found that 48 per cent of students had access to smartphones while two per cent did not have access to any gadget for accessing online classes. Only 50 per cent of the students have access to laptops, he said, adding that 62 per cent out of these do not have laptops for more than three hours since the laptop is also used by their siblings, who are either studying or are working. "It was found that 73 per cent of students do not have stable internet connection and 98 per cent of the female students were also supposed to contribute to household chores. We have even approached the authorities and even the Delhi government with our problems but there has been no resolution," he added. The students had boycotted the orientation class which was held to introduce the students to courses. Listing out the demands of the students, Dey said they want that the classes should be postponed by a month and laptops should be procured for students from disadvantaged sections and data packs should be given to all the students.
