As nationwide protests by doctors continue over the alleged rape and murder of a trainee case at Kolkata's RG Kar Medical College and Hospital, <keyword id="19934441" type="General" weightage="20" keywordseo="patients" source="keywords">patients</keyword> at Delhi's Ram Manohar Lohia (RML) Hospital are experiencing delays in treatment. On Thursday, long queues formed, as the hospital struggled with reduced staffing due to the ongoing strike. Dr Ajay Shukla, Medical Superintendent at RML Hospital, said that they faced issues due to the influx of <keyword id="19934441" type="General" weightage="20" keywordseo="patients" source="keywords">patients</keyword> from distant locations. "Our faculty are doing their best to attend to patients in the OPD, but due to the shortage of doctors, it's taking more time. Our elective operation theatres (OTs) are functioning, but compared to before the strike, there has been a decline. Emergency OTs are operating normally, but there is a 40% reduction in elective OTs," he said. Dr Shukla expressed hope that the doctors would end their strike soon, noting that the <keyword id="19900449" type="General" weightage="20" keywordseo="government" source="keywords">government</keyword> has addressed all their demands."I appealed to the doctors yesterday to call off their strike. I hope it will be called off today, as the <keyword id="19900449" type="General" weightage="20" keywordseo="government" source="keywords">government</keyword> has met all their demands. The matter is also being heard in the Supreme Court, and the Chief Justice of India has also made an appeal," he added. A patient at the hospital told that his operation had been delayed for a long time. "Every time I come here, they delay the operation with some excuse. I have no place to stay and have to sleep on the street," he said. Another patient, Rakesh Verma, who came for his 32-year-old son's treatment, said he had visited many <keyword id="19910449" type="General" weightage="20" keywordseo="hospitals" source="keywords">hospitals</keyword>, including private ones, without success. "My son's hands and feet have swollen in the last 2-3 days. We have been going to government <keyword id="19910449" type="General" weightage="20" keywordseo="hospitals" source="keywords">hospitals</keyword>, but they are on strike. I even went to a private hospital, but there was no help. Where should I go now?" he asked. Meanwhile, the Union Health Ministry issued an Office Memorandum on Wednesday regarding the National Task Force, formed by the Supreme Court to ensure the safety of <keyword id="20551393" type="General" weightage="20" keywordseo="medical-professionals" source="keywords">medical professionals</keyword>. The panel will be headed by Cabinet Secretary, Government of India as its Chairperson, and has been constituted following the Supreme Court's direction on August 20. Due to the ongoing strike by resident doctors, services at AIIMS, Delhi, are severely impacted. OPD services are down by 65%, admissions by 40%, operation theatres reduced by 90%, laboratory services by 30%, radiological investigations by 55%, and nuclear medicine by 20%, as of 4:30 pm yesterday. On August 9, a postgraduate trainee doctor was allegedly raped and murdered while on duty at RG Kar Medical College in Kolkata, sparking nationwide strikes and protests by the medical community. <h2>Commute also disrupted </h2>Not just patients, commuters in Delhi-NCR also faced a tough time, as taxi and autorickshaw drivers began their two-day strike on Thursday, demanding better compensation from cab aggregator services. Taxi and auto unions said inadequate compensation, coupled with aggergators launching bike taxi services has hit their livelihood. 80% of autorickshaws and taxis are off the road in the national capital, Delhi Auto Taxi Transport Congress Union (DATTCU) president Kishan Verma claimed, and announced that a protest will be held at the Jantar Mantar. Anil Pradhan, a cab driver, demanded a ban on bike taxis that offer services using non-commercial numberplates. "The government should step in and ban the commercial plying of vehicles with non-commercial numberplates. It is becoming difficult to make ends meet," he said. Adarsh Tiwari, another cab driver, said, "The companies offer us very less rate for our services. Due to this, we are unable to pay the installments of our vehicles and meet other expenses. We are unable to ensure good education for our children and sufficient food for our families." People took to social media to complaint about delay in getting cabs and cancellations. "Spent the last 35 mins trying to get a cab in Noida for Delhi. What's wrong with @Olacabs @Uber_India @rapidobikeapp," X user Prashhush posted. Another X user, Kshitiz Agarwal said,"Is it only me or uber doesn't work anymore now? Couldn't find a uber cab for 30 mins nowadays even at posh localities like south extension, new delhi #uber #ola." DATTCU president Verma said that "we will also be holding a protest at Jantar Mantar to demand a ban on plying of private vehicles by cab aggregator companies. Why are we made to take permits and pay taxes when private vehicles are allowed to ply? We demand that the government impose a ban on them."

New Delhi, Apr 29 () The Delhi High Court on Wednesday sought response of the Centre and AAP government on a plea alleging that a kidney patient in need of dialysis died due to denial of treatment at RML hospital here as its doctors were dealing with COVID-19 cases.A bench of Justices Siddharth Mridul and Talwant Singh issued notice to the Centre, Delhi government and disaster management authorities seeking their stands on the petition by a society which seeks that all medical facilities be made available to non-COVID patients.The court also directed RML hospital to immediately hand over the woman's body to her family, as the hospital was waiting for her COVID-19 test result to do so.The woman patient had died outside the emergency ward of RML Hospital on April 26 as she was not provided medical facility by the hospital, the petition by Nayee Soch Society has alleged.The society, in its plea, has also claimed there are not sufficient ambulances available in the national capital for non-COVID patients.Delhi government additional standing counsel Naushad Ahmed Khan said the court has orally directed the authorities to mention in their affidavit details of the number of ambulances and hospitals available in the city for non-COVID patients.The court, which heard the matter via video conferencing, listed the petition for further hearing on May 6.The petition has alleged that the woman, mother of four children, was denied dialysis at some hospitals in the city and thereafter, had to wait for around eight hours for an ambulance to take her to RML hospital.On reaching RML hospital on April 25, the doctors did not admit her saying they do not have dialysis facility and also pressed the patient's family to get her tested for COVID-19, the plea has claimed.Her husband kept waiting outside RML for her treatment and she died there on April 26, the petition has also alleged.The petition has also sought directions to the authorities to ensure that ambulances are available for non-COVID patients and no such person is denied treatment on the ground of lack of personnel or infrastructure. HC issues notice on plea alleging kidney patient died outside RML due to denial of treatment

The <keyword id="79024" type="ORGANIZATION" weightage="100" keywordseo="New-Delhi-Municipal-Council">New Delhi Municipal Council</keyword> (NDMC) has issued 80 notices this month to the <keyword id="47718" type="ORGANIZATION" weightage="100" keywordseo="Rashtrapati-Bhavan">Rashtrapati Bhavan</keyword> after <keyword id="6360092" type="PERSON" weightage="100" keywordseo="DENGUE">dengue</keyword> mosquitoes were found breeding at various places especially near residential quarters of the Rashtrapati Bhavan staff. 

	"During this month, we have issued around 80 notices to various departments to check mosquito breeding on their premises," a senior NDMC official told PTI.
 

	The civic body has also constituted a four-member team after a meeting with the Director of the President's Estate to brainstorm ways and means to control mosquito breeding at Rashtrapati Bhavan at the earliest.
 

	"The team consists of one member each from sanitation and horticulture units at Rashtrapati Bhavan, Central Public Works Department (CPWD) and Malaria unit of NDMC Health Department.
 

	"This team will review the mosquitogenic conditions at various places in the President Estate and will help in precautionary as well as controlling measures," the official added.
 

	The council had last week issued challans to four hospitals including AIIMS and Safdarjung, various government offices and a school here after dengue mosquitoes were found breeding on their premises.
 "We had issued challans to four hospitals including AIIMS, Safdarjung Hospital, RML Hospital and <keyword id="209925" type="ORGANIZATION" weightage="100" keywordseo="Lady-Hardinge-Hospital">Lady Hardinge Hospital</keyword> after their premises were found to be breeding ground for mosquitoes," the official said. 

	The Ministries of Finance and Home Affairs, Bihar Bhawan, Sikkim Bhawan and Uttarakhand Bhawan were issued notices by the NDMC for mosquitogenic conditions on their premises. 
 

	The council staff had also detected heavy mosquito-breeding conditions in five embassies including that of Ghana, Ethiopia, Singapore, Malaysia, Bhutan, Ethiopia and the Czech Republic, but no challans have been issued to them as the civic-body doesn't have an authority to do so. 
 

	The action comes in wake of the rising figures of the total number of cases from the vector-borne disease which shoot to an alarming 530, with over 440 of them being reported in August only. Two deaths have been reported due to this disease this year. 
 

	The dengue cases in the city is up this year by 251 cases compared to what was recorded last year by this time. 
 

	"We have issued a total of 137 challans this season for mosquito breeding inside institutions and households and served 3215 notices. 
 

	"During the inspection, if the premises are tested positive for mosquito breeding, they are issued notices. But if no improvement is found in the hygiene conditions during the next inspection, the defaulters are issued challans," the official said. 
 

	Earlier this month, the South Delhi Municipal Corporation (SDMC) had also issued 80 challans to government and educational institutions in the city, including JNU, DDA, DTC and PWD, for breeding of mosquitoes in their premises. 
 

	Dengue a vector-borne disease, is transmitted by several species of mosquito within the genus Aedes. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. 
 

	Doctors say treatment is symptomatic with no specific cure, so if patients use pain medicines indiscriminately there is a risk of becoming resistant to these.
