Of the ₹403.1 million allocated for the construction of toilets, not one rupee has been spent. The money has been lying ‘idle’ in the non-interest generating current accounts of the government. The Modi government’s flagship mission was launched on October 2nd, 2014. The funds were then disbursed in January 2016 to the Delhi government, but were not utilised by the six implementation bodies -- South Delhi Municipal Corporation (South DMC), <keyword id="6356596" type="ORGANIZATION" weightage="20" keywordseo="north-delhi-municipal-corporation">North Delhi Municipal Corporation</keyword> (North DMC), East Delhi Municipal Corporation (East DMC), Delhi Urban Shelter Improvement Board (DUSIB), New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB). According to the report, the <keyword id="6354944" type="DEFINITION" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> government had initially promised to construct 200,000 toilet blocks in slums/JJ clusters and unauthorised colonies in its manifesto but failed to deliver on the promise. In fact, the few toilets that were constructed were done from the <keyword id="75926" type="ORGANIZATION" weightage="20" keywordseo="municipal-board">Municipal Board</keyword>’s own funds. The audit pointed to a lack of planning, the skewing of some guidelines and the failure of an adequate monitoring and evaluation mechanism as reasons for the government’s inability to follow through on its commitment. The key findings were as follows:- <ul><li>The implementation bodies underestimated the number of toilets they needed to construct. The three types of toilets that come under this scheme include - household toilets, community toilets and public toilets. According to the audit, the total number of household toilets the civic bodies had expected to construct (September 2015) was 11,117, which is woefully short of the Government of India’s target based on a 2011 census of 1,27,005. </li><li>Out of the six civic bodies, only the East Delhi Municipal Corporation saw the need to construct household toilets in its area. And there too, only 11,117 toilets were projected to be constructed by East DMC whereas the government had projected a need for 56,734 toilets.</li><li>The South Delhi Municipal Corporation and Delhi Cantonment Board didn’t see the need to construct any community toilets but the government had projected a requirement of 718 and 408 community toilets respectively.</li><li>South Delhi Municipal Corporation, Delhi Cantonment Board and Delhi Urban Shelter Improvement Board did not see the need to construct any public toilets. However, the North Delhi Municipal Corporation and East Delhi Municipal Corporation found the necessity of constructing only 205 and 120 public toilets as against 4,116 and 1,972 respectively projected by the central government.</li><li>The South Delhi Municipal Corporation cited space constraints as a reason for not projecting any requirement for construction of community toilets and public toilets.</li><li>“South and North DMCs did not consider unauthorized colonies for projecting requirement of Individual Household Toilets stating that they do not have jurisdiction over them thereby leaving unauthorized colonies out of Mission coverage with regard to Household Toilets.”</li><li>The audit also pointed out that the Delhi government only spent ₹20.3 million on public awareness programme against ₹51.7 million released for this purpose. The audit said, ”this was indicative of inadequate efforts on the part of these implementing agencies to educate the households to avail the benefit of household toilets.”</li><li>The audit noted that the finances were irresponsible managed. There were delays in releasing funds to the implementing agencies, which was exacerbated by the fact that some funds were allocated incorrectly. Furthermore, the implementation agencies did not make use of whatever funds they did receive.</li><li>The report added that the Delhi Urban Shelter Improvement Board (DUSIB), which is responsible for making slums and JJ clusters open defecation free, did not receive the state’s share from the government which accounted for 60% of the amount required. The DUSIB later refunded the entire amount of ₹68.6 million it had received from the centre under the Mission.</li><li>Finally, the audit noted that the oversight and monitoring mechanism set up to ensure the implementation of the Mission was ineffective. “The State level High Power Committee (HPC) headed by the Chief Secretary is responsible for approval of plan and projects, sanction of allocation of resources, and monitoring of outcome of the Mission. The audit noted that the HPC met four times since inception of the scheme; discussed the identification of beneficiaries; sought an action plan for scheme implementation, ordered the timely release of funds received from the GoI as well as the State share to the implementing agencies; and requested timely submission of utilisation certificate. Many of these issues were discussed repeatedly in every meeting without much progress thereon.”</li></ul>

This idea, which would give a boost to the ambitious <a href="http://www.businessinsider.in/Tax-Alert-You-could-soon-be-paying-cess-for-the-Swachh-Bharat-Abhiyan/articleshow/50667026.cms">Swachh Bharat campaign</a>, was given by Lt Governor Anil Baijal.

SDMC to make restrooms in South Delhi hotels and restaurants open to all

In a European makeover, the <keyword id="180135" type="COMPANY" weightage="20" keywordseo="New-Delhi-Municipal-Corporation">New Delhi Municipal Corporation</keyword> (<keyword id="6373991" type="ORGANIZATION" weightage="20" keywordseo="NDMC">NDMC</keyword>) backed by the <keyword id="6696781" type="ORGANIZATION" weightage="20" keywordseo="Urban-development-ministry">Urban Development ministry</keyword> has plans to make the inner circle of the much famed Connaught Place (CP) car free for a month. This is just a trial project for a few months, NDMC has claimed earlier. 
 
 
The inner circle of CP is lined with numerous good places to eat, drink and be merry. Apart from that, there are tons of fashion outlets by several international brands. India’s one of the most expensive office place records more than 5 lakh visitors every day. While going car free is a welcome move, but given too many hurdles in implementing is something that needs special focus. 
 
While NDMC has plans to introduce battery operated rickshaws and rented bicycles for the daily commuters, and parking spots in the outer circle, many experts feel this may give way to maximum chaos. 
 
According to the New Delhi Traders’ Association, who has signed a petition to the ministry has noted that this will not only drop the economic activity in the area but also will result in loss of jobs as well. 
 
Here are the issues that still haven’t been answered:

Lack of facilities In a long post on Facebook, <keyword id="3935269" type="PERSON" weightage="20" keywordseo="sukhija">Sukhija</keyword> also said, “CP is not wheelchair friendly and old citizens. Some of them who are traders won't be able to walk this much every day.” 
 
Security issue “Sukhija also pointed out that there is a lack of adequate parking space in outer circle or <keyword id="8859" type="ORGANIZATION" weightage="20" keywordseo="Shivaji">Shivaji</keyword> stadium and <keyword id="1303348" type="PERSON" weightage="20" keywordseo="Palika">Palika</keyword> parking. People walking to the Shivaji stadium late in the night might be teased or robbed,” concluded Sukhija. 
Most people who frequent CP often return home late at night, and parking far from inner circle would require implementing more security along the roads. 
 Sikha Nandini, a designer by profession staying at <keyword id="6361054" type="CITY" weightage="20" keywordseo="South-Delhi">South Delhi</keyword> and having her boutique in inner circle told <keyword id="824043" type="COMPANY" weightage="20" keywordseo="Business-Insider">Business Insider</keyword>,” I don’t know how it is planned! Most days I return at 10:30PM on cabs. Now walking to the outer circle everyday at that hour isn’t a sane idea.”

A civic body devoid of sense would be a better way to describe the <keyword id="6356596" type="COMPANY" weightage="20" keywordseo="North-Delhi-Municipal-Corporation">North Delhi Municipal Corporation</keyword>. In a not very sane way to lure voters, keeping in mind the municipal polls in a few months, the <keyword id="6356315" type="COMPANY" weightage="20" keywordseo="corporation">Corporation</keyword> has announced exemption of taxes for senior citizens aged 100 years or more. 
 As expected, the bizarre proposal has invited criticism from various parties in the opposition. "The current budget session is just seeing melodrama," fumed <keyword id="1021541" type="PERSON" weightage="20" keywordseo="Mukesh-Goel">Mukesh Goel</keyword>, leader of the opposition in the corporation. "How many senior citizens will you find who are 100 years or older?” he questioned. 
 <keyword id="3984603" type="UNKNOWN" weightage="20" keywordseo="Parvesh-Wahi">Parvesh Wahi</keyword>, chairman of the civic body's standing committee, who finalized the budget for 2017-18 also proposed measures such as providing mobile phones to safai karamcharis (sanitation workers), regularisation of 6,000 daily wagers, developing flower parks at the ward level, constructing 500 toilets for women in every ward and organising a monthly health camp for women in each ward. 
 “We want to equip safai karamcharis with mobile phones to strengthen sanitation services. This will help to contact them directly because we will put their phone numbers in public domain. Also, we propose to regularise the appointments of 6,000 daily wagers against vacancies in various departments and give them insurance cover,” <keyword id="11486" type="PERSON" weightage="20" keywordseo="Wahi">Wahi</keyword> explained the <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. 
 
While his party applauded the measure, the opposition asked if that will now become residents’ responsibility to call safai karmacharis whenever in need.

Live till 100 if you want exemption from property taxes

The Municipal Corporation of Delhi (MCD) has attributed the significant <keyword id="20029550" type="General" weightage="20" keywordseo="rise" source="keywords">rise</keyword> in <keyword id="20233512" type="General" weightage="20" keywordseo="dengue-cases" source="keywords">dengue cases</keyword> in the city this year to an increase in the number of <keyword id="22375552" type="General" weightage="20" keywordseo="testing-centres" source="keywords">testing centres</keyword>, which has grown from 36 to 900 compared to last year, according to an official report. As of July 6, Delhi recorded over 256 dengue cases, which is nearly double of the 136 cases recorded in the corresponding period in 2023 and the highest since 2020, according to the report's data. In previous years, the number of dengue cases stood at 153 in 2022, 38 in 2021, and 22 in 2020. The highest number of dengue cases were recorded in the Najafgarh Zone, the report said. No deaths due to the vector-borne disease have been reported so far this year. Last year, 19 deaths occurred due to dengue, the second-highest since 2020. "The rise in the number of cases this year is because more testing centres have started collecting samples and reporting the dengue cases to the civic body. Until last year, there were about 36 testing centres. Now, this number has increased to 900 because of which the numbers appear to be inflated," a senior civic body official said. The peak season for dengue is yet to arrive in Delhi and the situation will call for urgent attention when the monsoon advances, providing a suitable atmosphere for <keyword id="21283114" type="General" weightage="20" keywordseo="mosquito-breeding" source="keywords">mosquito breeding</keyword> to increase significantly, the official said. Usually, it takes about 10-15 days for a larva to become an adult mosquito that spreads dengue. The MCD is taking various measures to curb breeding at the source, another official said. According to the report, in areas under the jurisdiction of other agencies like New Delhi Municipal Corporation (NDMC), Delhi Cantt and Railways, around 10 dengue cases were reported as of July 6. The report also shows data on other vector-borne diseases. The number of malaria cases reported until the end of last week stood at 90, while chikungunya cases were logged at 22. The MCD conducted over 1.8 crore house visits to check for domestic mosquito breeding and found breeding in over 43,000 houses, the report said. It has issued nearly 40,000 legal notices and challans for violating the Malaria and other <keyword id="22294655" type="General" weightage="20" keywordseo="vector-borne-diseases" source="keywords">Vector Borne Diseases</keyword> Bye-Laws 1975 Act, it added. Rise in dengue cases due to more testing centres in city: MCD

In a major setback to Delhi's <keyword id="19935664" type="General" weightage="20" keywordseo="Aam-Aadmi-Party" source="keywords" meta.keywordsubtype="org" meta.entityname="Aam Aadmi Party" meta.hostid="345" meta.entityid="Aam Aadmi Party">Aam Aadmi Party</keyword> government, the <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="345" meta.entityid="Supreme Court">Supreme Court</keyword> on Monday ruled that the law "expressly enables" the lieutenant governor to nominate <keyword id="22669982" type="General" weightage="20" keywordseo="aldermen" source="keywords">aldermen</keyword> to the <keyword id="19900879" type="General" weightage="20" keywordseo="mcd" source="keywords">MCD</keyword> and he is not bound by the advice of the council of ministers in the matter. A bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala rejected the <keyword id="19925995" type="General" weightage="20" keywordseo="Delhi-government" source="keywords">Delhi government</keyword>'s plea challenging the LG's power to nominate 10 aldermen in the <keyword id="19907640" type="General" weightage="20" keywordseo="Municipal-Corporation-of-Delhi" source="keywords" meta.keywordsubtype="org" meta.entityname="Municipal Corporation of Delhi" meta.hostid="345" meta.entityid="Municipal Corporation of Delhi">Municipal Corporation of Delhi</keyword> without the aid and advice of the council of ministers. The apex court pronounced its verdict on the Delhi government's plea after reserving it for nearly 15 months. In its ruling impacting the fraught relationship between the LG's office and the AAP-led Delhi government, the bench said the Delhi Municipal Corporation Act as amended in 1993 "expressly enables the LG to nominate persons having special knowledge to the corporation". It said the power expressed by the statute in the name of the LG, also seen in the context of other provisions, demonstrates the statutory scheme in which the powers and duties are distributed among authorities under the Act. "The context in which the power is located confirms that the LG is intended to act as per the mandate of the statute and not guided by the aid and advice of the council of ministers. The power to be exercised is the statutory duty of the LG and not the executive power of the state. This is how we analysed the constitutional provisions," Justice Narasimha said while pronouncing the verdict on behalf of the bench. The bench said the statutory power under provision 3(3)(b)(1) which deals with nomination of persons having special knowledge was vested with the LG for the first time by the 1993 amendment of the DMC Act of 1957. The bench said the DMC Act as amended in 1993 recognises five authorities exercising the state's power and duties under the Act -- these are the Central government, the government of NCT, administrator, corporation and the commissioner. It said the amendment Act of 1993 carries out several amendments to the original DMC Act of 1957 by which the power, duties were allocated to the authorities depending on the function they perform under the law. The bench said by way of the amendment the power of nomination of aldermen was given to LG under the provision just like the power of nomination of MLAs was given to the speaker of the House. On May 17 last year, the top court had said that giving the LG the power to nominate aldermen to the MCD will mean he can destabilise an elected civic body. The MCD has 250 elected and 10 nominated members. In December 2022, the Aam Aadmi Party defeated the <keyword id="19894848" type="General" weightage="20" keywordseo="BJP" source="keywords" meta.keywordsubtype="org" meta.entityname="BJP" meta.hostid="345" meta.entityid="BJP">BJP</keyword> in the civic elections, winning 134 wards and ending the saffron party's 15-year run at the helm of the MCD. The BJP won 104 seats and the Congress finished a distant third with nine. Senior advocate Abhishek Singhvi, appearing for the Delhi government, had contended during the hearing that no separate powers have been accorded to the state government to nominate people to the MCD. For the past 30 years, the practice of the LG nominating aldermen on the aid and advice of the city government has been followed, he said. Additional Solicitor General Sanjay Jain, appearing for the LG's office, submitted that just because a practice has been followed for 30 years does not mean it is correct. The top court had observed that giving the LG the power to nominate aldermen will effectively mean that he can destabilise a democratically elected MCD because these aldermen get appointed to the standing committees and have voting power. Earlier, the top court had questioned the "source of power" of the LG under the Constitution and the law to nominate aldermen to the MCD without the aid and advice of the elected government. On May 12 last year, the top court observed that LG has to act on the "aid and advice" of the council of ministers of the Delhi government in nominating 10 aldermen to the MCD.
