<ul><li>The national capital of India may be facing a <keyword id="6355017" type="UNKNOWN" weightage="20" keywordseo="water-shortage">water shortage</keyword> over the next three days.</li><li>The water shortage will not only impact the general population, but also hospitals, which are currently reeling from the surge in COVID-19 patients.</li><li>According to the Delhi Jal Board (DJB), Haryana is to blame for reducing the supply of water by 20% to 30% as well as making the water dirtier.</li><li>The DJB has filed a petition with the Supreme Court to address the issue. The court will hear the cases tomorrow on May 6.</li></ul>India’s national capital, New Delhi, has been under lockdown for nearly three weeks now, due to the surging number of COVID-19 cases. And a water shortage will only make things worse. The city is already facing a number of shortages as it is, from vaccines to oxygen to medical supplies. The administration in Delhi saw this coming, more than a month ago. The vice chairman of the Delhi Jal Board (DJB), Raghav Chaddha, claims he has even written multiple letters to the Haryana Chief Minister to address the issue, but no resolution has been offered. With no other option on the table, the DJB finally moved the Supreme Court to help the national capital in its moment of crisis. It told the apex court that there is a critical shortage in water being supplied from the neighbouring states of Punjab and Haryana. Not only will the people in the city suffer at large, the water shortage could hit hospitals as well -- the same hospitals which are currently understaffed and overrun with COVID-19 patients. <div type="ExtQuote" text="&quot;Due to depletion of levels at Wazirabad Pond and reduction in the release of raw water by Haryana into Yamuna, water production has been curtailed from the water treatment plants at Wazirabad, Chandrawal and Okhla.”" auname="Notification by the Delhi Jal Board on May 5"></div> The bench, headed by Chief Justice of India (CJI) Nuthalapati Venkata Ramana, has decided to hear the matter tomorrow on May 6. <cmsannotation type="cmsannotation" annotationid="How bad is the water situation in Delhi?" comment="subhead" text="How bad is the water situation in Delhi?">How bad is the water situation in Delhi?</cmsannotation> The Yamuna River in Delhi gets around 250 million gallons of raw water from the Upper Ganga Canal. As of April, that flow was down to around which means only around 200 million gallons of water is coming in. As a result there was a shortage of water at the Sonia Vihar and Bhagirathi water treatment plants. To make matters worse, the water is dirtier than it used to be. The high ammonia concentration in the Yamuna has affected the productivity of the water treatment plants in Chandrawal and Wazirabad. These two plants are responsible for churning out an average of 228 million gallons of water a day for the people of Delhi. As per the latest estimates, levels at the Wazirabad water treatment plant have fallen by over 1% from the standard level of 674.5 feet to 667.2 feet of water. <cmsannotation type="cmsannotation" annotationid="Delhi saw the water shortage coming" comment="subhead" text="Delhi saw the water shortage coming">Delhi saw the water shortage coming</cmsannotation> This is not the first time that the DJB has had to go to the Supreme Court. On March 23, the DJB told the bench headed by CJI Sharad Arvind Bobde that Haryana has plans to cut 20% of its water to Delhi to repair work in one of its canals. Senior advocate AM Singhvi and advocate Gautam Narayan, appearing for the DJB, urged the court to order Haryana to postpone the work. They argued that a reduction in water supply during the peak summer months would adversely affect the national capital. At the time, the Supreme Court had ordered Haryana, as well as Punjab and the Bhakra Beas Management Board, to not make any changes to the supply of water to Delhi until April 6. The court then extended the water supply order to April 14. The following week, on April 19, the Supreme Court appointed a committee to conduct a local inspection with regard to the quality and quantity of water coming in from Haryana to Delhi. Disputes of water between Delhi and Haryana are not new. They happen every summer when the supply of water is limited and the national capital is dependent on its neighbour to ensure adequate supply. Water shortage might be on the way to worsen Delhi's COVID-19 crisis

There has been a significant rise in the number of women voters over the last few years. Of a total of 14,692,136 voters in Delhi, over 660,000 are female. “In 1962, women’s turnout was 15% lower than men’s turnout; but by 2014 women’s turnout had almost reached parity with men, short by only 1.5%,” according to book called ‘The Verdict’, authored by veteran Indian journalist Prannoy Roy and psephologist Dorab Sopariwala. There were 64 centenarian <keyword id="8609854" type="UNKNOWN" weightage="20" keywordseo="women-voters-in-delhi">women voters in Delhi</keyword>. The oldest women voter in Delhi, Kalitara Mandal also turned up to vote and urged more people to exercise their franchise. “I am happy to vote in this election. I don't remember how many elections I have taken part in, but as a responsible citizen, we must vote. I urge other citizens to also come out and vote,” Mandal told PTI. During the 2015 elections, a large number of women came out to vote, registering a 66.5% vote share — almost at par with men at 67.6%. In fact, women vote share surpassed men in nine constituencies. Women contesting elections This election, the count of women fielding elections has also increased compared to the previous years. According to the <a href="https://adrindia.org/content/delhi-assembly-elections-2020-analysis-criminal-background-financial-education-gender-and-0">Association for Democratic Reforms (ADR)</a>, as many as 79 women candidates are contesting elections — 13 more than last year. This accounts for 11.8% of the total candidates. But a majority of them are independent. <ul><li>The funds were then disbursed in January 2016 to the Delhi government, but were not utilised by the six implementation bodies.</li><li>The total number of household toilets the civic bodies had expected to construct was 11,117, which is woefully short of the Government of India’s target based on a 2011 census of 1,27,005. </li><li>South Delhi Municipal Corporation, Delhi Cantonment Board and Delhi Urban Shelter Improvement Board did not see the need to construct any public toilets. </li></ul>A <a href="http://www.cag.gov.in/sites/default/files/audit_report_files/Chapter_3_Compliance_Audit_of_Report_No_3_of_2018_-_Social%2C_General_and_Economic_Sectors_%28Non-PSU%29_Government_of_Delhi.pdf">report tabled by the Comptroller and Auditor General (CAG)</a> at the <keyword id="6356117" type="UNKNOWN" weightage="20" keywordseo="Delhi-Assembly">Delhi Assembly</keyword> had some astonishing revelations. Of the ₹403.1 million allocated for the construction of toilets, not one rupee has been spent. The money has been lying ‘idle’ in the non-interest generating current accounts of the government. The Modi government’s flagship mission was launched on October 2nd, 2014. The funds were then disbursed in January 2016 to the Delhi government, but were not utilised by the six implementation bodies -- South Delhi Municipal Corporation (South DMC), <keyword id="6356596" type="ORGANIZATION" weightage="20" keywordseo="north-delhi-municipal-corporation">North Delhi Municipal Corporation</keyword> (North DMC), East Delhi Municipal Corporation (East DMC), Delhi Urban Shelter Improvement Board (DUSIB), New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB). According to the report, the <keyword id="6354944" type="DEFINITION" weightage="20" keywordseo="aam-aadmi-party">Aam Aadmi Party</keyword> government had initially promised to construct 200,000 toilet blocks in slums/JJ clusters and unauthorised colonies in its manifesto but failed to deliver on the promise. In fact, the few toilets that were constructed were done from the <keyword id="75926" type="ORGANIZATION" weightage="20" keywordseo="municipal-board">Municipal Board</keyword>’s own funds. The audit pointed to a lack of planning, the skewing of some guidelines and the failure of an adequate monitoring and evaluation mechanism as reasons for the government’s inability to follow through on its commitment. The key findings were as follows:- <ul><li>The implementation bodies underestimated the number of toilets they needed to construct. The three types of toilets that come under this scheme include - household toilets, community toilets and public toilets. According to the audit, the total number of household toilets the civic bodies had expected to construct (September 2015) was 11,117, which is woefully short of the Government of India’s target based on a 2011 census of 1,27,005. </li><li>Out of the six civic bodies, only the East Delhi Municipal Corporation saw the need to construct household toilets in its area. And there too, only 11,117 toilets were projected to be constructed by East DMC whereas the government had projected a need for 56,734 toilets.</li><li>The South Delhi Municipal Corporation and Delhi Cantonment Board didn’t see the need to construct any community toilets but the government had projected a requirement of 718 and 408 community toilets respectively.</li><li>South Delhi Municipal Corporation, Delhi Cantonment Board and Delhi Urban Shelter Improvement Board did not see the need to construct any public toilets. However, the North Delhi Municipal Corporation and East Delhi Municipal Corporation found the necessity of constructing only 205 and 120 public toilets as against 4,116 and 1,972 respectively projected by the central government.</li><li>The South Delhi Municipal Corporation cited space constraints as a reason for not projecting any requirement for construction of community toilets and public toilets.</li><li>“South and North DMCs did not consider unauthorized colonies for projecting requirement of Individual Household Toilets stating that they do not have jurisdiction over them thereby leaving unauthorized colonies out of Mission coverage with regard to Household Toilets.”</li><li>The audit also pointed out that the Delhi government only spent ₹20.3 million on public awareness programme against ₹51.7 million released for this purpose. The audit said, ”this was indicative of inadequate efforts on the part of these implementing agencies to educate the households to avail the benefit of household toilets.”</li><li>The audit noted that the finances were irresponsible managed. There were delays in releasing funds to the implementing agencies, which was exacerbated by the fact that some funds were allocated incorrectly. Furthermore, the implementation agencies did not make use of whatever funds they did receive.</li><li>The report added that the Delhi Urban Shelter Improvement Board (DUSIB), which is responsible for making slums and JJ clusters open defecation free, did not receive the state’s share from the government which accounted for 60% of the amount required. The DUSIB later refunded the entire amount of ₹68.6 million it had received from the centre under the Mission.</li><li>Finally, the audit noted that the oversight and monitoring mechanism set up to ensure the implementation of the Mission was ineffective. “The State level High Power Committee (HPC) headed by the Chief Secretary is responsible for approval of plan and projects, sanction of allocation of resources, and monitoring of outcome of the Mission. The audit noted that the HPC met four times since inception of the scheme; discussed the identification of beneficiaries; sought an action plan for scheme implementation, ordered the timely release of funds received from the GoI as well as the State share to the implementing agencies; and requested timely submission of utilisation certificate. Many of these issues were discussed repeatedly in every meeting without much progress thereon.”</li></ul>

After attacking the Pathankot air base, there are reports that Jaish-e-Mohammad terrorists have entered Delhi and are present in Delhi Cantonment area, which is near Delhi airport. 
 
Following this, the national capital is on high alert and all airlines flying out of Delhi have been instructed to step up security checks. 
 
The alert sounded has been sounded in areas around Parliament House and other key areas.
