New Delhi: In a massive crackdown, the Anti-Corruption Branch (ACB) of Delhi has uncovered a scam involving fraudulent GST refunds within the Trade &amp; Taxes department of the Delhi Government and arrested a Goods and Service tax officer along with six associates. Seven people were arrested for allegedly running the racket of fake invoices and getting GST refunds from the department. The seven arrested persons include a <keyword id="20263022" type="General" weightage="20" keywordseo="GST-officer" source="keywords">GST officer</keyword>, three advocates, two transporters, and a fake firm proprietor, informed ACB. According to ACB, They created 96 <keyword id="20867094" type="General" weightage="20" keywordseo="fake-firms" source="keywords">fake firms</keyword>, which were cunningly used to siphon off taxpayer money by claiming fraudulent GST refunds. Shockingly, refunds worth rupees 35.51 crore were approved between 2021 and 2022. In the first year, only refunds worth rupees 7 lakh were approved but later the remaining were approved. The GSTO, identified as Babita Sharma, played a pivotal role in this conspiracy. After being transferred to Ward No. 22 in July 2021, Sharma, in a highly suspicious move, swiftly approved the migration of 53 firms to her ward. These firms, which were later found to be non-existent during a physical verification by GST officials, were mere paper entities, set up solely to claim bogus refunds. Within just 2-3 days of filing refund applications, these refunds were sanctioned without the mandatory verification of Input Tax Credit (ITC), a crucial process to identify fraudulent claims, informed ACB. The fake firms, which supposedly conducted business worth Rs718 crores, were found to be engaged in nothing more than a paper trail of deceit. Some firms even claimed to export medicines and medical items, but a closer inspection revealed that these transactions were built on forged purchase bills. It was found that the same group of offenders operated 23 out of these 96 fake firms. Using common email IDs and mobile numbers, they created fake invoices worth rupees 176.67 crores, pocketing Rs5.81 crores in <keyword id="22769118" type="General" weightage="20" keywordseo="fraudulent-refunds" source="keywords">fraudulent refunds</keyword>. The investigation reveals that over 500 non-existent firms were implicated, and as many as 1,000 bank accounts linked to the scam. The role of other GST officials and proprietors is still under the scanner as the investigation is underway by ACB.

Deputy Commissioner of Police (Shahdara), R. Sathiyasundaram, said a PCR call was received at around 6 p.m. on Sunday, informing that around 15 'Income Tax officials' have conducted a raid without the police and seized the mobile phones of all the family members. When the the complainant asked the accused to show a search warrant, the accused threatened the victims by saying that they had guns. "The accused then started to open the cupboards, beds etc. on the ground floor and the first floor. Some of them even molested the complainant," the <keyword id="59859" type="General" weightage="80" keywordseo="dcp" source="Orion">DCP</keyword> said. The accused snatched the mobile phones of the family members, along with a hand bag containing one gold ornament and Rs 15,000 in cash, and fled from the spot. However, as the house occupants were shouting during the commotion, the neighbours heard their cries and informed the police. The police were able to nab four persons, while the rest of the accused fled from the spot. One Bolero car and ID cards of <keyword id="14367930" type="General" weightage="80" keywordseo="anti-corruption-foundation" source="Orion">Anti Corruption Foundation</keyword> of India were also recovered by the police. A search to nab the other accused is currently underway, the officer said. <ul class="summary-list"><li>Recent reports point to corruption and readiness problems in the Chinese military, the rocket force in particular.</li><li>It's been suggested these issues are connected to the recent military leadership shakeups.</li></ul>China's military has undergone several significant leadership shakeups, and new intelligence reports indicate that corruption is running rampant in parts of the People's Liberation Army, specifically the prized rocket force, to the point that some of its missiles were supposedly filled with water rather than fuel."The rocket force is the center of gravity for the Chinese military," Tom Shugart, a former US Navy officer who is now an adjunct senior fellow at the Center for a New American Security think tank, told Business Insider. As other officers within the force weren't tapped to take over, "then that certainly is an indication that there may be some very significant problems," Shugart added."That would be like if the President of the United States fired the Chief and Vice Chief of Naval Operations for corruption and replaced them with an Army officer and an Air Force officer," he compared. China is, in some regards, a black box.Shugart said that if Xi really is cleaning house, then that could be good for the PLA in the long run, making China a more effective force. The purging would give Xi a tighter grip on the military. The Chinese leader's approach to the PLA has been characterized as an <a target="_blank" href="https://www.economist.com/special-report/2023/11/06/xi-jinping-is-obsessed-with-political-loyalty-in-the-pla">obsession with political loyalty</a>, where the military serves the Chinese Communist Party. His focus on the military has led to certain overhauls of how the PLA functions.At a <a target="_blank" href="http://english.scio.gov.cn/2017-11/17/content_41904114_6.htm">2014 conference</a> on the army's political work in Gutian, Xi identified problems in the PLA that needed to be fixed immediately in order to increase efficiency and capability. Some were estimated to have doubled since 2021.China, the Pentagon said, has accelerated "its development of capabilities and concepts to strengthen the PRC's ability to 'fight and win wars' against a 'strong enemy,'" a reference to Xi's expectations for the PLA and rhetoric on <a target="_blank" href="https://www.businessinsider.com/america-not-ready-china-war-military-economy-2023-5">China's primary rival</a>: the US. Or is this just disinformation, spread by elements in Beijing to throw off the West, particularly the US which sees China as its "pacing challenge," as the Pentagon likes to say?It's difficult to know, but the US can't afford to make assumptions regardless."If we want to maintain vigilance and exercise caution in ensuring continued deterrence of the Chinese military, then I'd say we shouldn't dismiss its offensive capabilities just on the basis of these reports," Shugart said."It isn't clear how long these issues may have been known about within the PLA, and thus whether they may already have been corrected. If the goal is targeting officials who aren't loyal in an effort to consolidate power, then it could result in a more centralized fighting force, for better or worse.As the US Army secretary said last year, "one should never underestimate the PLA," and the US military isn't. Officials said in February 2023 the priority was to up recruitment and shipbuilding to match the PLA's growth in capacity and capability. But while officials assured that the PLA was still not ready to compete when it came to quality of equipment and personnel, it spoke to a larger trend in the evolution of the force.Increasing stockpiles of Chinese missiles capable of threatening US warships and bases, for instance, have led the US military to rethink its warfighting approach to the Western Pacific and look more closely at how to prepare its forces for action involving the PLA, especially its rocket forces.

The 'crown jewel' of the Chinese military appears to have a serious corruption problem, but the US can't afford to bet on its missiles all being defective

The <keyword id="6357808" type="General" weightage="50" keywordseo="enforcement-directorate" source="Orion">Enforcement Directorate</keyword> Friday said it has attached a multi-storeyed commercial complex, worth more than Rs 252 crore, located in Delhi's <keyword id="138738" type="General" weightage="100" keywordseo="shalimar-bagh" source="Orion">Shalimar Bagh</keyword> area in connection with a money laundering investigation linked to an alleged bank fraud case against the <keyword id="692589" type="General" weightage="80" keywordseo="ambience-group" source="Orion">Ambience Group</keyword>. The immovable property is named <keyword id="16931757" type="General" weightage="80" keywordseo="ambience-tower" source="Orion">Ambience Tower</keyword> and it belongs to a company called Ambience Towers Pvt Ltd, a firm of the Ambience Group promoted by Raj Singh Gehlot, the agency said in a statement. A provisional order, under the Prevention of Money Laundering Act (PMLA), was issued by the ED to attach the commercial building worth a total Rs 252.17 crore. The money laundering case stems from an FIR and chargesheets filed by the Jammu and Kashmir anti-corruption bureau that found that a company named Aman Hospitality Pvt. Ltd, through its promoter director Gehlot, was sanctioned a term loan facility of Rs 810 crore by a consortium of banks led by J&amp;K Bank to part finance its hotel project in Shahdara, Delhi. "The loan amount later turned into an NPA. During the investigation, it was revealed that Gehlot had diverted loan funds and layered the same through a web of bank accounts belonging to his relatives and Ambience Group companies," the ED said. Apart from the diversion of funds, it was also found that Gehlot "diverted" materials to the other project sites of the Ambience Group, it said. Gehlot was arrested by the ED in September 2021 in this case. His wife Sheela Gehlot and other directors of the Ambience Group such as Amit Gehlot, Shamsher Singh and Pawan Singh were also named as accused in the chargesheets filed by the ED earlier. The agency earlier attached assets worth Rs 20.20 crore belonging to Raj Singh Gehlot, his family members and the Ambience Group companies. Bank fraud: ED attaches ₹252 crore worth 'Ambience Tower' in Delhi's Shalimar Bagh

The victim, a garments exporter, approached the <keyword id="466424" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Police-Crime-Branch">Delhi Police Crime Branch</keyword> earlier this month, claiming that the duo, both motor mechanics, along with a bunch of others, duped him of ₹14.3 million by claiming that they would sell the device to NASA. This isn’t the first time someone has used the ‘Rice Puller’ scheme to fool unsuspecting ‘investors’. It is, in fact, a favourite of conmen. The ‘benefits’ of the device are many but usually, the conmen resort to a simple magic trick that demonstrates the device, apparently made of copper and iridium, drawing rice towards it, as a bait. The police said that the accused was told by Virender Mohan Brar (the father) that his company could arrange for the sale of the item to NASA for around ₹375 billion after testing its genuineness. The tests would apparently be done by DRDO scientists and some chemicals would be imported for it. The accused also told <keyword id="186920" type="PERSON" weightage="20" keywordseo="Narender">Narender</keyword> that NASA would pay ₹100 million upfront as token money if the test was found "OK". The victim signed a Memorandum of Understanding (MoU) with the accused and paid ₹8.72 million for arranging special anti-radiation suits to be worn by scientists during testing, their fees, money for obtaining chemicals required for testing etc. The victim told the police that initially, the device was to be tested in Hapur, a small city in the northern Indian state of <keyword id="6357713" type="LOCATION" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword>, but the accused kept shifting dates and made frivolous excuses like the place was not a conducive location for the tests. Later, other associates of the alleged seller of the ‘Rice Puller’ threatened to finalise the ‘deal’ elsewhere and introduced the victim to another ‘seller’, assuring him that this deal was genuine. Narender succumbed to pressure and again entered into a MoU with the company, paying ₹5.11 million on different occasions for the testing of 'Rice Puller', which was now scheduled to take place in Dharamshala, Himachal Pradesh, the police said. According to the police, the victim later found out that the ‘scientist’ was working with the accused, and was being paid ₹20,000. The duo was arrested on Tuesday (8th May) by the Crime Branch and the ‘Rice Puller’ copper plate, anti-radiation scientist suits and anti-radiation chemical stickers were seized from their possession.

India's corruption fighter and newly elected chief minister Arvind Kejriwal said the graft hotline aimed at stopping rampant corruption among bureaucrats received 3,904 calls in the first seven hours of operation on Thursday.
"We congratulate the people of Delhi. Everyone has become an anti-corruption 'sting' operator," the leader of the Aam Aadmi (Common Man) Party, told reporters late Thursday.
The number of callers "exceeded all expectations", he added.
"This will make corrupt people fearful of taking a bribe," he added.
Indians routinely complain they are forced to pay bribes to obtain everything from marriage certificates, driving licenses to death certificates.
The hotline, open from 8am to 10pm, counsels people what to do if any government official asks for a bribe to do his duty.
Kejriwal said the hotline centre could handle just 824 of the calls Thursday and it would double staff to 30 to handle the flood of callers.
Critics have said they fear the anti-corruption activism being encouraged by the new state government could descend into a form of vigilantism.
The Mail Today newspaper reported Friday that sales of spy-cams and other surveillance equipment had surged as citizens looked to trap corrupt officials on camera.
Kejriwal's performance is being closely watched, with some saying his party's advent could mark the start of a bigger movement to break the grip of the two main parties, Congress, and the Bharatiya Janata Party, on national politics.
The Aam Aadmi Party plans to contest seats in the general elections due in a few months after its success in the Delhi state polls in which it routed the scandal-tainted Congress party which rules at the national level.
The symbol of the rookie party, founded just a year ago, is a broom -- to sweep away India's endemic culture of corruption and bribery.
Kejriwal has told citizens to record conversations with corrupt bureaucrats and use the recordings as "proof" to complain to the anti-corruption squad.
As a result of the calls, "we carried out 'stings' in 38 cases. We are confident of the results," he said.
"Everyone has a phone and can send you to prison," Kejriwal said in a warning to bribe-seeking bureaucrats.

India's New Anti-Corruption Hotline Immediately Overwhelmed By Calls

New Delhi, Jul 3 () A paper published by the International Olympic Committee in collaboration with the UN and INTERPOL has warned against salary cuts and delay in payment to sports professionals as it might lead to increase in corruption when action resumes in the post COVID-19 world. The paper published jointly by the IOC, INTERPOL and the United Nations Office on Drugs and Crime stressed on the need to safeguard the integrity of sport during the pandemic. "As salaries of sports professionals may be impacted, through reductions or delays in payments, and the economic situation places pressure on sport, criminal groups and corruptors may seek to exploit this situation to gain influence," the paper said. "It is recommended to the extent possible, to consider avoiding decreasing salaries of those most vulnerable and severely affected and if required to make these temporary whenever possible." It said the temporary absence of sports events does not necessarily eliminate sports integrity issues, and the re-starting of competitions will require special vigilance. The paper recommended developing an effective national cooperation framework between law enforcement, criminal justice authorities and sports organizations in the post COVID-19 world. The three world bodies said if salary cuts are implemented for top athletes, it is also recommended that the ensuing savings be used to support the most vulnerable and severely affected athletes, sports organisations and related employees. The document said the world of sport constitutes a multibillion-dollar industry, employing vast numbers across many interlinked sectors including marketing, tourism, media, sponsorship, events management and clothing, to name but a few. "Placing integrity at the core of sport's response to the global COVID-19 pandemic is crucial to ensure that sport emerges from this challenge as strong as possible and is ready to play its fundamental role in society," the paper stated. "Many sports organizations and associated businesses and associations have been profoundly affected by the global crisis and require rapid, direct assistance, without which some may find it difficult, if not impossible, to recover during the post-pandemic phase." The tri-party study also recommended adoption of relevant regulations in relation to prohibitions of betting, sharing inside information, and corrupt conduct/competition manipulations. "...ensure that anti-bribery regulations of sport organisations are well respected and implemented and in case of a potential breach effectively investigated. "...the respect of regulations in relation to conflict of interest as well as on fair procurement must be ensured and not compromised during the pandemic and the recovery follow-up process." It also asked the sports bodies and governments to intensify awareness-raising sessions for the athletes, their entourage and sport organisations' officials through "virtual awareness-raising activities". "It is recommended to enforce national legislation criminalising bribery and other forms of corruption, by preventing, investigating and prosecuting corrupt acts involved in sports, and that these be coordinated when feasible with sporting bodies conducting related disciplinary measures." Arvind Kejriwal, formerly a grassroots campaigner against <keyword id="46183" type="UNKNOWN" weightage="60" keywordseo="Corruption">corruption</keyword>, declared himself an "anarchist" on Monday as he began a 10-day demonstration to demand police <keyword id="6447217" type="UNKNOWN" weightage="60" keywordseo="reforms">reforms</keyword>.
He defied police lines and barricades to reach a place near the home ministry in central New Delhi, a high-security zone of grand sandstone buildings that houses the parliament, various ministries and the presidency building.
"We will continue our protest. How can Home Minister (Sushilkumar) Shinde sleep when so many crimes are happening in Delhi? When women are unsafe in the city? We won't negotiate," Kejriwal told reporters.
Kejriwal was sworn in as chief minister of the city of 17 million on December 28 after his new Aam Aadmi (Common Man) Party made sensational gains in elections earlier in the month.
His protest is to demand that control of the New Delhi police force, widely viewed as corrupt and inefficient, is transferred to the state government from the national home ministry.
But after enjoying overwhelmingly positive media coverage as he took on <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword>'s two main parties -- the ruling Congress and opposition Bharitiya Janata Party -- there are signs the honeymoon is over.
"Anarchist CM Plunges Delhi Into Chaos," read the front-page of The Hindu newspaper, while The Economic Times headlined "Kejriwal Reduces Govt to a Chaotic Street Play."
The 44-year-old chief minister slept overnight on a pavement under a thick blanket, awakening to rains, strong winds and more chilly weather on Tuesday morning.
Police have barricaded off the area around the protest site, meaning the thousands of supporters that AAP is trying to mobilize in support of the protest will face difficulties reaching him.
If the demonstration continues, it risks disrupting the annual Republic Day parade on Sunday when India's military might is displayed along the road leading to the presidency building.
Kejriwal's sit-in caps a difficult week for his party which has said it hopes to surf a national wave of support for his anti-corruption cause by contesting parliamentary elections which are due before May.
Last week, Aam Aadmi politician and Delhi Law Minister Somnath Bharti was accused of vigilantism after he and his supporters detained four Ugandan women on suspicion they were engaged in prostitution.
"The educated middle class is showing signs of being disillusioned with AAP," read an editorial in The Times of India.
"Although it isn't overly fond of the police and would like to see a clean-up, the party's populist, confrontationist politics - particularly the actions of its ministers - has struck a discordant note," it added.

Elizabeth Warren on Tuesday rolled out an ambitious plan to change rules around lobbying, government transparency, and corporate influence in government.The bill, called the Anti-Corruption and Public Integrity Act, would make a series of changes to lobbying, financial interests of government officials, and corporations' ability to influence policymaking. The changes would be substantial and affect every branch of government.In a speech Tuesday, Warren argued that the restrictions are necessary to restore public trust in government and limit corporate influence over regulators and lawmakers."Our national crisis of faith in government boils down to this simple fact: people don't trust their government to do the right thing because they think government works for the rich, the powerful and the well-connected and not for the American people," Warren said.The plan has a few major points. Among the key changes would be:<ol><li>Barring high-level government officials from trading stocks: This appears to come in reaction to a series of questionable investments from current and former Trump administration officials as well as members of Congress. Most notably,<a href="https://www.businessinsider.com/chris-collins-arrested-insider-trading-charges-2018-8"> GOP Rep. Chris Collins was charged</a> with insider trading in connection with his family's investment in an Australian biotech company. The bill would also force the president and vice president to place their investments in a blind trust.</li><li>Severely limiting lobbying for former government officials: The bill would prohibit presidents, vice presidents, members of Congress, federal judges, and Cabinet secretaries from lobbying after they left their posts. Other government employees would not be allowed to lobby their former employer for the rest of the current administration or two years - whichever is longer.</li><li>Forcing presidential and vice presidential candidates to release eight years of tax returns: Members of Congress would also be required to release their tax returns every year.</li><li>Barring American lobbyists from taking money from foreign groups: US-based lobbying groups would not be allowed to take cash from "foreign governments, foreign individuals, and foreign companies."</li><li>Increasing transparency around corporate influence on regulations and legislation: The bill would force authors of studies used in the rulemaking process to disclose funding sources. It would also attempt to limit the amount of time and access given to businesses in an industry to weigh in on regulations that impact their industry.</li><li>Increase transparency regarding judges: It would bar single stock ownership by federal judges, require the disclosure of a judge's financial records and public speeches, and require audio live streams of federal appellate courts.</li></ol>Warren has long advocated for less corporate influence in <keyword id="6358883" type="UNKNOWN" weightage="100" keywordseo="politics">politics</keyword> and more transparency in the rulemaking process. In addition, the senator's longstanding desire to stop or at least slow the revolving door between lobbying and lawmaking sits at the center of the bill."Washington corruption is not a small problem, and it will not be rooted out with small solutions," Warren said in her speech. "In addition to the big changes I talked about today, my legislation contains dozens more ideas to promote clean government, from giant reforms to small tweaks and everything in between."The rules also appear to be taking aim at the Trump administration, with provisions such as the requirement that presidential candidates must release their tax returns.Given the current composition of the Senate, with the GOP holding a small majority, it is unlikely the plan gets passed into law anytime soon. Elizabeth Warren just rolled out a huge plan to fight government corruption and reform the way Washington works

In view of increasing cyber crime cases, <keyword id="6354572" type="ORGANIZATION" weightage="20" keywordseo="CBI">CBI</keyword> is mulling setting up a special branch in Mumbai to probe such offences, its director Anil Sinha said on Tuesday. 
 
Sinha was in the city to inaugurate the newly constructed 13-storey office of CBI in suburban Bandra-Kurla Complex. All its branches like anti-corruption bureau, economic offences wing and special crime branch will now operate from the new office. "Over the last two years, the cyber world has witnessed a surge in activities. I am contemplating, provided we get cooperation from the state government, setting up a branch to probe cyber crime offences," Sinha said. 
 
"As of now, such a branch is only in the headquarters (Delhi), but now I think it's time a similar branch is opened here in Mumbai, too. Cyber crime is increasing and a separate team of officers including experts are required," the director said. 
 He said CBI in Mumbai has unearthed several scams like the <keyword id="532918" type="UNKNOWN" weightage="20" keywordseo="Harshad-Mehta-scam">Harshad Mehta scam</keyword>, Telgi fake stamp paper scam, Adarsh Housing society scam and so on. "Apart from such scams, CBI is also probing sensational murder cases of <keyword id="3020388" type="UNKNOWN" weightage="20" keywordseo="Sheena-Bora">Sheena Bora</keyword> and <keyword id="266924" type="PERSON" weightage="20" keywordseo="Narendra-Dabholkar">Narendra Dabholkar</keyword> among others," Sinha said. 
 
"Recently, state governments and high courts have also been handing over several cases to CBI. Though CBI started as an anti-corruption bureau, its scope has increased to economic offences, serious frauds and sensational cases under IPC. It is now a federal investigating agency which can probe any kind of case," he said. 
 
"The corrupt are resorting to devious and ingenious means to outwit investigating agencies. We must, therefore, update our knowledge and reinvent our practices and methods to detect and bring these new methods of corruption within the ambit of substantive evidence," he said. 
 
Sinha said there is also a need to expand the definition of corruption as offenders are adopting new ways of indulging in graft. "We must now think beyond traps. Nobody these days accepts money in their hands directly. Hence, we must think of expanding the definition of corruption," he said.
