The Technology Development Fund (TDF) scheme is a flagship programme of the Ministry of Defence, executed by <keyword id="19948662" type="General" weightage="20" keywordseo="drdo" source="keywords">DRDO</keyword> under the '<keyword id="20018809" type="General" weightage="20" keywordseo="make-in-india" source="keywords">Make in India</keyword>' initiative. Ltd., under the project titled 'Autonomous Drone as First Responder for Search and Report Operations in Enclosed/Indoor Environments', has created a cutting-edge UAV capable of exploring indoor environments under various conditions, including zero light. The success of this project will open up various applications, including search and rescue operations, surveillance, industrial inspections, environmental monitoring, and hazardous environment exploration, contributing significantly to technological advancements in unmanned aerial systems, the Ministry added. The report noted that the country's long-term goal is to become a global defence manufacturing hub is driven by Defence Public Sector Undertakings (DPSUs), private enterprises, start-ups, and MSMEs. "Indian defence exports have grown multi-fold from INR 15 bn in 2017 to INR 210 bn in 2024 at a CAGR of 46%. The report added that the Ministry of Defence has taken key initiatives to attract Indian private players and global Original Equipment Manufacturers (OEMs) include establishing aerospace parks and defence corridors, fast-tracking project approvals, and enhancing development and testing facilities. Highlighting the potential in India's Maintenance, Repair, and Overhaul (MRO) segment the report explained that it holds a significant potential for global aerospace companies due to its technical expertise and cost-competitive solutions. "India provides a huge opportunity in the <keyword id="23046733" type="General" weightage="20" keywordseo="MRO-segment" source="keywords">MRO segment</keyword> for global aerospace leaders given the expertise the country provides as well as the cost efficiency solutions compared to its global competitors" the report added. India aims to increase domestic defence turnover to Rs 3 lac crore by 2029, Rs 500 billion targeted for exports. This growth will help reduce the Government of India's import bill as India remains the world's largest importer of defence equipment. Under the Atmanirbhar Bharat initiative of the government, 75 per cent of the defence capital outlay is now reserved for domestic players, up from 49 per cent in FY21. Given the geopolitical challenges and modernisation needs of its Armed Forces, the report added that India plans to invest Rs 8.3 lac crore in domestic procurement, offering substantial business opportunities for local companies. "India intends to place orders worth INR 8.3 trn through domestic procurement and thus it presents a massive business opportunity for local players" it added. As per the Ministry of Defence, India's defence manufacturing sector has witnessed an increase of 16.8 per cent in the fiscal year 2023-24. This significant increase marks the highest-ever growth in the country's defence production value. The total value of defence production reached Rs 1,26,887 crore this year, up from the previous year's figures.

The report noted that the growth of domestic defence manufacturing in the country has picked up significantly over the last few years and is expected to grow further in the future. It added that the government's focus on enhancing domestic capabilities is evident from its initiatives in FY24, where Acceptance of Necessity (AoN) was accorded to proposals worth approximately Rs 3.61 trillion under various capital procurement categories. These initiatives are in line with the Defence Acquisition Procedure (DAP) 2020, which strongly promotes domestic manufacturing. "The government, in FY24, accorded Acceptance of Necessity (AoN) to proposals worth approximately INR 3.61 trn under various categories of capital procurement, which promotes domestic manufacturing as per DAP-2020" said the report. A significant milestone highlighted in the report is the remarkable increase in the share of domestic procurement in India's defence sector. The share has improved from 54 per cent in FY19 to 75 per cent in FY24. The report noted that this trend is expected to strengthen further, driven by the fact that more than 99 per cent of the announced proposals are to be sourced from the domestic industry under the "Buy (Indian)" and "Buy (Indigenously Designed, Developed, and Manufactured)" categories. "The total share of domestic procurement has seen a phenomenal improvement from 54% in FY19 to 75% in FY24 and is expected to improve further. The report stated that the DAC's (Defence Acquisition Council) approval of proposals worth Rs 1.45 trillion is aimed at enhancing the operational capabilities of the Indian Armed Forces. The report further emphasizes that with Rs 1.45 trillion worth of projects already approved in the year-to-date FY25, the <keyword id="20994345" type="General" weightage="20" keywordseo="defence-PSUs" source="keywords">defence PSUs</keyword> are poised for strong growth in the near to long term. "With approval for Rs 1.45 trn worth of projects in YTDFY25, we believe defence PSUs have strong growth opportunities in the near to long term" the report added. The Defence Acquisition Council (DAC), under the chairmanship of Defence Minister Rajnath Singh on Tuesday accorded Acceptance of Necessity (AoN) for 10 capital acquisition proposals amounting to Rs 1,44,716 crore. Of the total cost of AoNs, 99 per cent is from Indigenous sources under the Buy (Indian) and Buy (Indian-Indigenously Designed Developed and Manufactured) categories, the Ministry of Defence stated. For the modernisation of the tank fleet of the Indian Army, the proposal for procurement of Future Ready Combat Vehicles (FRCVs) has been cleared. The FRCV will be a futuristic Main Battle Tank with superior mobility, all-terrain ability, multilayered protections, precision and lethal fires over and real-time situational awareness, the release stated. The AoN was also accorded for procurement of Air Defence Fire Control Radars, which will detect and track aerial targets and provide firing solutions. The proposal has also been approved for Forward Repair Team (Tracked) which has suitable cross-country mobility for carrying out in-situ repair during mechanised operations.

DRDO develops lightest bulletproof jacket for protection against highest threat level

New Delhi, The <keyword id="43909" type="General" weightage="20" keywordseo="defence-Ministry" source="Orion">Defence Ministry</keyword> on Friday cleared procurement of various weapons systems and platforms including Dhruvastra short range air-to-surface missile and 12 <keyword id="18793242" type="General" weightage="20" keywordseo="Su-30-MKI-fighter" source="Orion">Su-30 MKI fighter</keyword> jets at a cost of around Rs 45,000 crore. A total of nine procurement proposals were approved by the Defence Acquisition Council (DAC) headed by Defence Minister Rajnath Singh, officials said. "All these procurements will be made from Indian vendors under Buy (Indian-Indigenously Designed Developed and Manufactured (IDMM)/Buy (Indian) category which will give substantial boost to the Indian defence Industry towards achieving the goal of 'Aatmanirbhar Bharat'," the defence ministry said. To enhance protection, mobility, attack capability and increase survivability of mechanised forces, the DAC accorded the approval for procurement of Light Armoured Multipurpose Vehicles (LAMV) and Integrated Surveillance and Targeting System (ISAT-S), the ministry said in a statement. The DAC cleared also cleared the procurement of High Mobility Vehicle (HMV) Gun Towing Vehicles for swift mobilisation and deployment of artillery guns and radars. The DAC further approved procurement of next generation survey vessels for the Indian Navy, the ministry said. It said a proposal of the Indian Air Force to ensure avionic upgrade of Dornier aircraft to improve the accuracy and reliability for operations was also given Acceptance of Necessity (AoN). The AoN is the initial approval. "The procurement of Dhruvastra Short Range Air-to-Surface Missile as a potent Indigenous Precision Guided Weapon for indigenously built ALH Mk-IV Helicopters has been cleared by the DAC," the ministry said. "The AoN for procurement of 12 Su-30 MKI Aircraft with associated equipment from Hindustan Aeronautics Limited (HAL) was also accorded," it said.

The DAC, which is the defence ministry's highest decision making body on procurement, also cleared a proposal for construction of three more Scorpene submarines in India. The mega <keyword id="75940" type="General" weightage="20" keywordseo="defence-projects" source="Orion">defence projects</keyword> are expected to be announced after wide-ranging talks between Prime Minister Modi and French President Emmanuel Macron in Paris on Friday. The DAC's approval to the projects came around a week after they were cleared by the Defence Procurement Board (DPB). The Indian Navy is looking for procurement of 26 deck-based fighter jets for indigenously-built aircraft carrier INS Vikrant. After a lengthy process, the Navy had narrowed down on Boeing's F/A-18 Super Hornet and French aerospace major Dassault Aviation's Rafale M aircraft for the procurement. Later, Rafale-M, the naval variant of the lethal jet, emerged as the winner in the tight race. India has already procured 36 Rafale jets from France for the Indian Air Force. The Rafale jets are India's first major acquisition of fighter planes in 23 year after the Sukhoi jets were imported from Russia. <ul class="summary-list"><li>Fighting in Ukraine has given some of the ex-convicts Russia recruited their swag back.</li><li>These men are granted freedom after surviving their military service.</li></ul>Ex-convicts who fought for Russia in Ukraine are heading home with newfound wealth and swagger, <a target="_blank" class="editor-rtfLink" href="https://www.nytimes.com/2024/04/06/world/europe/russia-convicts-war-murder.html">The New York Times</a> reported on Saturday. Olga Romanova, who heads a Russian NGO focusing on prisoner issues, told The Times that around 15,000 ex-convicts have returned to Russia after fighting in Ukraine. The returning men, who are released without any rehabilitation, often go on to commit crimes once back home. Kirill Titaev, a Russian sociologist at Yale University, told The Times that the wave of "invisible violence" was a "big problem for the society." Experts The Times spoke to said some former prisoners gained confidence after their stints in Ukraine, and see their wartime service as a form of rehabilitation. Fighting in Ukraine has also left them financially well-off, as they were paid a base monthly salary of about $2,000 from The Wagner Group, a Russian mercenary organization, per The Times. That is also more than double the average salary of a Russian worker, who makes around $756 a month, Russia's statistics agency said in a <a target="_blank" class="editor-rtfLink" href="https://www.reuters.com/world/europe/almost-half-russians-say-salary-does-not-cover-basic-spending-survey-2023-10-23/">survey</a> released in October. Romanova told The Times that even the local police officers are afraid of the returning convicts and their newly-attained veteran status. Russia's <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-losing-about-1000-soldiers-daily-not-stop-mass-attacks-2024-4">reliance on attrition warfare,</a> however, has seen the country <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-recruited-over-100-000-prisoners-to-fight-in-ukraine-report-2023-12">continually drawing on its prison population</a> to boost its military manpower. Wagner first started the practice of recruiting inmates to bolster its ranks, offering the convicts full pardons if they <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/prigozhin-russia-tells-ex-con-wagner-fighters-not-rape-free-2023-1">survived a six-month stint in Ukraine</a>. The practice was then <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-copies-wagner-prisoner-recruitment-10000-signed-up-april-uk-2023-5">adopted by Russia's defense ministry</a> in 2023. Sending prisoners to the battlefield, the UK's defense ministry said in May, would allow Russia "<a target="_blank" class="editor-rtfLink" href="https://twitter.com/DefenceHQ/status/1656535955338063873?s=20">to avoid implementing new mandatory mobilization, which would be very unpopular with the Russian public.</a>" The move, however, has not been without controversy. In November, <a target="_blank" class="editor-rtfLink" href="https://www.sibreal.org/a/vlasti-vypustili-na-svobodu-ubiytsu-4-chelovek-i-lyudoeda-s-sahalina/32696512.html">Russia</a><a target="_blank" class="editor-rtfLink" href="https://76.ru/text/criminal/2023/11/21/72933266/"> media</a> reported that <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-frees-2-men-convicted-cannibals-fought-in-ukraine-reports-2023-11">two prisoners who were convicted of murdering and eating their victims</a> had been released after fighting in Ukraine. But even Russia's prison population is a finite resource. A local official told lawmakers last month that some prisons would be shut down due to "<a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-shutter-prisons-inmates-ukraine-war-2024-3">a one-time large reduction in the number of convicts</a>." Russia's need to recruit more troops could put further pressure on its economy. Besides dealing with <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-economy-putin-ukraine-war-moscow-outlook-2024-3">crippling sanctions</a> from the West, Russia has had to grapple with <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-economy-worker-shortage-ukraine-war-military-wages-unemployment-2024-1">severe labor shortages</a>. The <a target="_blank" class="editor-rtfLink" href="https://www.reuters.com/world/europe/russia-short-around-48-million-workers-2023-crunch-persist-izvestia-2023-12-24/">Russian Academy of Science's Institute of Economics</a> said in December that the Russian economy had a <a target="_blank" class="editor-rtfLink" href="https://www.businessinsider.com/russia-lacks-workers-ukraine-war-labor-crisis-worker-shortage-2023-12">shortage of around 5 million workers</a>. "Unemployment is 3% and in some regions, it is even lower. This means there are practically no workers left in the economy," Russian Central Bank Governor <a target="_blank" class="editor-rtfLink" href="https://www.reuters.com/markets/europe/russias-depleted-workforce-threatening-economic-growth-says-central-bank-2023-11-09/">Elvira Nabiullina</a> told lawmakers in November. "The situation with personnel is really very acute." The <keyword id="32723" type="General" weightage="100" keywordseo="defence" source="Orion">defence</keyword> ministry has approved a fresh list of 928 components and subsystems which will only be procured from the domestic industry after a ban on their import kicks in under a staggered time-line of around five-and-half years. The ministry on Sunday said the aim of the move is in sync with the government's overall aim to promote 'Atmanirbharta' (self-reliance) in defence production. It is the fourth such "positive indigenisation list (PIL)" comprising line replacement units, sub-systems and components used for various military platforms, equipment and weapons. "To promote 'Aatmanirbharta' in defence and minimise imports by defence public sector undertakings, the <keyword id="6369097" type="General" weightage="50" keywordseo="ministry-of-defence" source="Orion">Ministry of Defence</keyword> has approved fourth Positive Indigenisation List (PIL) of 928 strategically-important line replacement units/sub-systems/spares and components, including high-end materials and spares, with import substitution value worth Rs 715 crore," the ministry said in a statement. The aim of the indigenisation list is also to minimise imports by the defence public sector undertakings (DPSUs). The defence ministry has set specific timelines for import ban of the items, spanning the period from December 2023 to December 2028. This list is in continuation to the three similar PILs that were brought out in December 2021, March 2022 and August 2022 "These lists contain 2,500 items which are already indigenised and 1,238 (351+107+780) items which will be indigenised within the given timelines," the ministry said. Of the 1,238, 310 items have been indigenised so far, it said. The items which were already indigenised comprised 262 from the first PIL, 11 from the second list and 37 from the third PIL, according to the ministry. "The DPSUs will undertake indigenisation of these items through different routes under 'Make' category and in-house development through the capabilities of MSMEs and private Indian industry, thereby providing impetus to the growth in economy, enhanced investment in defence and reduction in import dependence of DPSUs," the ministry said. "In addition, this will augment the design capabilities of the domestic defence industry by involving academia and research institutions," it said. In a tweet, Defence Minister <keyword id="6355121" type="General" weightage="50" keywordseo="rajnath-singh" source="Orion">Rajnath Singh</keyword> said the Narendra Modi government is committed towards indigenisation and ensuring self reliance in the defence sector. "Keeping this in mind, the 4th Positive Indigenisation List (PIL) of 928 strategically-important Line Replacement Units (LRUs)/Sub-systems/Spares and Components has been approved," he said. "The list includes high-end materials and spares, with import substitution value worth Rs 715 crore," Singh added. The ministry said DPSUs will soon initiate procurement action for these notified items. New Delhi, <keyword id="3658" type="General" weightage="20" keywordseo="India" source="Orion">India</keyword> on Thursday accorded an initial approval to defence acquisition projects worth Rs 2.23 lakh crore that included procurement of 97 <keyword id="6376012" type="General" weightage="20" keywordseo="Tejas" source="Orion">Tejas</keyword> light combat aircraft and 156 Prachand combat helicopters, in a major move to significantly enhance the combat capabilities of the armed forces. The Defence Acquisition Council (DAC), chaired by Defence Minister Rajnath Singh, cleared the projects, at a time India is locked in a bitter military standoff with China at a number of friction points in eastern Ladakh for over three years. The defence ministry said 98 per cent of the total procurement worth Rs 2.23 lakh crore will be sourced from the domestic industries and that the move will give a substantial boost to the Indian defence industry in achieving the goal of 'Aatmanirbharta' (self-reliance) in defence industry. The DAC also approved a proposal of the Indian Air Force to upgrade its Su-30 fighter fleet by state-run aerospace major Hindustan Aeronautics Ltd (<keyword id="68124" type="General" weightage="20" keywordseo="HAL" source="Orion">HAL</keyword>). The DAC further accorded Acceptance of Necessity (AoN) or initial approval for procurement of two types of anti-tank munitions namely area denial munition (ADM) type-2 and type-3. The top body on procurement of military hardware also cleared acquisition and integration of automatic target tracker (ATT) and digital basaltic computer (DBC) for T-90 tanks besides approving another proposal to buy medium range anti-ship missiles (MRAShM) for the Indian Navy. The MRAShM is a lightweight surface-to-surface missile which will be a primary offensive weapon onboard various Indian naval ships. "The DAC accorded AoNs for procurement of Light Combat Helicopter for Indian Air Force and Indian Army and Light Combat Aircraft (LCA) Mk-1A for IAF from Hindustan Aeronautics Limited (HAL) under Buy (Indian-IDDM) category," the ministry said. Though it did not mention the specific numbers, official sources said 97 Tejas Light Combat Aircraft (Mark 1A) are being procured for the IAF and 156 Light Combat Helicopters (LCH) are being procured for the Army and the Air Force. In February 2021, the defence ministry sealed a Rs 48,000 crore deal with the Hindustan Aeronautics Ltd for procurement of 83 Tejas MK-1A jets for the IAF. With the additional fleet, the number of indigenously-developed Tejas aircraft being procured by the IAF would go up to 180. "The AoNs have also been accorded by the DAC for upgradation of Su-30 MKI aircraft indigenously from HAL. "While procurement of these equipment will provide enormous strength to the IAF, acquisition from domestic defence industries will take the indigenous capability to a new height," the ministry said in a statement. "It will also reduce dependability on foreign Original Equipment Manufacturers (OEMs) substantially," it added.
