India and Japan have agreed to ‘upgrade and strengthen’ their defence cooperation as they asked officials to begin talks to promote defence equipment collaboration and finalise the modalities for the sale of Japanese US—2 <keyword id="2498414" type="UNKNOWN" weightage="100" keywordseo="Amphibian-aircraft">amphibian aircraft</keyword>. 
 
 “The two Prime Ministers reaffirmed the importance of defence relations between India and Japan in their strategic partnership and decided to upgrade and strengthen them,” a joint statement said. 
 
“We intend to give a new thrust and direction to our defence cooperation, including collaboration in defence technology and equipment, given our shared interest in peace and stability and maritime security. We have also decided to expand our cooperation in advanced technology, science and technology, people—to—people exchanges, educational exchanges, etc,” Modi said at the joint press briefing with Abe. 
 
“The two Prime Ministers expressed hope that this would usher in a new era of cooperation in defence equipment and technology. They recognised the enormous future potential for transfer and collaborative projects in defence equipment and technology between the two countries,” the statement said. 
 
He also announced to set up a special team in his office to deal with proposals from Japan and also offered membership in his new team to two people selected by Japan.

India And Japan To ‘Upgrade
And Strengthen’ Defence Cooperation

Both the countries have now decided to take this defence cooperation forward by joining hands to promote an integrated security system. The Russia-based NIKIRET (branch of a production company called Start, a subsidiary of Rosatom State Atomic Energy Corporation) and the Indian CORE Energy Systems Pvt. Ltd. recently signed a cooperation agreement that will let CORE buy Technical Security Equipment (TSE) from NIKIRET and subsequently promote it in India. The contract was officially signed by Vadim Pervuninskikh, the director of NIKIRET and Nagesh Basarkar, the chairman and managing director of CORE Energy Systems Pvt. Ltd. “Integrated security systems are a group of technical protective means intended for organisation of alarm security subsystems, monitoring of access control subsystems, monitoring of CCTV subsystems, performance of warning function,” Pervuninskikh told <a href="https://economictimes.indiatimes.com/news/defence/india-russia-join-hands-to-promote-integrated-security-system/articleshow/64671087.cms">Economic Times</a>. The two companies are expected to explore the opportunities collectively and figure out a wide range of equipment including access control and security system, data acquisition and processing, mobile security system etc. CORE, after <a href="https://economictimes.indiatimes.com/news/defence/india-russia-join-hands-to-promote-integrated-security-system/articleshow/64671087.cms">appreciating </a>NIKIRET as “one of the world’s most experienced companies in Technical Security Equipment” said that they are excited to use this contract for exploring opportunities to put into effect the Comprehensive Integrated Border Management System (CIBMS) project. CIBMS project requires an alliance of gadgets and technologies to replace manual surveillance with electronic surveillance along the <a href="http://www.newindianexpress.com/cities/chennai/2018/jun/21/russian-firm-offers-smart-tech-to-protect-borders-1831272.html">2,900km</a> India-Pakistan border. It needs a sensor driven technology to detect any form of unsanctioned movement in water, on land and in air across the border. CORE in also striving to buy shares in the CIMBS project, the bid for which will begin in October. The need for this project was felt by the government in 2012. However, the real pressure set in right after the Pathankot terrorist attack in 2016. Later that year, the Indian authorities showed their interest in buying the Russian integrated security system, according to the official website of the<a href="http://rusembindia.com/newsletter/7855-india-interested-in-buying-russian-integrated-security-systems"> Embassy of Russian Federation in the Republic of India</a>. If the Technical Security Equipment (TSE) from NIKIRET proves to be serviceable enough, India will be able to implement the CIBMS project effectively. The deal is all the more important because science and technology is precisely what the Indo-Russian strategic partnership stands on. If the partnership succeeds, it can open new opportunities for both the countries and outsourcing equipments to Russia, not only for defence but also the power sector (nuclear, oil and gas), would become commonplace.

India, Russia to strengthen defence cooperation with an integrated security system

India and Kazakhstan signed five key agreements today including a contract for supply of Uranium. 
 Prime Minister Narendra Modi held delegation-level talks with <keyword id="609506" type="UNKNOWN" weightage="100" keywordseo="Kazakh-President-Nursultan-Nazarbayev">Kazakh President Nursultan Nazarbayev</keyword> and agreed to work on expanding bilateral trade and relations by addressing structural impediments between India and hydrocarbon-rich Kazakhstan. 
 
"We have shared perspectives on many international issues, including regional peace, connectivity and integration; reforms in the United Nations; and, combating terrorism," said Modi. 
 
Both the nations also signed defence pact to boost military and security cooperation. 
 
"We both want to make it stronger, including in defence manufacturing. We welcome the new Memorandum of Understanding on defence cooperation,” Modi added. 
 
The MoU will enhance regular exchange of visits, consultations, training of military personnel, military- technical cooperation, joint exercises, special forces exchanges and cooperation in UN peacekeeping operations. 
 
Modi also hailed the NC "KazAtomProm" JSC-NPCIL contract. 
 
“Kazakhstan was one of the first countries with which we launched civil nuclear cooperation through a uranium purchase contract. We are pleased to have a much larger second contract now. We intend to expand cooperation in other minerals, as well,” the Indian PM added. 
 
Meanwhile, India and Kazakhstan also noted the growing menace of militancy and released a joint statement on engaging in the fight against terrorism and extremism including exchange of information. 
 
The other pacts included Treaty on Transfer of Sentenced Persons, human resources, cultural exchanges and capacity building.

India, Kazakhstan ink five key agreements to boost ties

The Indian Air Force (IAF) contingent was given a grand welcome as it landed at the Hyakuri Air Base, about 80 km northeast of Tokyo, on Tuesday for the inaugural joint Air Exercise between India and <keyword id="6355311" type="General" weightage="100" keywordseo="japan" source="Orion">Japan</keyword> that kicks off on January 12. A traditional water cannon salute was given to the IAF's frontline Su-30 MKI fighter aircraft, four of which are participating, along with two C-17s and one IL-78, in Exercise 'Veer Guardian-2023' to be held till January 26. The Indian contingent also includes Squadron Leader Avani Chaturvedi who is the first IAF woman fighter pilot to participate in an air exercise abroad. Hyakuri Air Base Commander Major General Ishimura Takahisa, who welcomed the IAF contingent along with India's Ambassador to Japan Sibi George, affirmed that both countries will continue to promote <keyword id="32723" type="General" weightage="80" keywordseo="defence" source="Orion">defence</keyword> cooperation in order to maintain and strengthen the Free and Open Indo-Pacific (FOIP) region. The Japan Air Self Defence Force (JASDF) will be represented by four Mitsubishi F-2 multirole fighters and four F-15 aircraft in the joint exercise. The Hyakuri Air Base, located in the Omitama City of Ibaraki Prefecture, is the only base in the Tokyo metropolitan area that has a combat air wing. It was home to the former Navy Hyakurigahara Air Corps, which was established in 1938. In 2010, Hyakuri Airport was shared and the Ibaraki Airport terminal building was completed. In 2019, Japan Air Force's 302nd Squadron (F-4) was moved to Misawa Air Base and upgraded to the F-35A. One year later, the reconnaissance squadron was abolished and the 3rd Squadron (F-2) moved from Misawa Air Base to Hyakuri Air Base. As India and Japan celebrated the 70th anniversary of the establishment of diplomatic relations, Chief of Air Staff <keyword id="11374039" type="General" weightage="50" keywordseo="vivek-ram-chaudhari" source="Orion">Vivek Ram Chaudhari</keyword> visited the key JASDF base in May last year at the invitation of JASDF chief <keyword id="16031512" type="General" weightage="50" keywordseo="shunji-izutsu" source="Orion">Shunji Izutsu</keyword>. Air Chief Marshal Chaudhari was given a detailed presentation by Base Commander Ishimura on the units, equipment, etc. during his visit. Held at the headquarters of the Japanese Defence Ministry ahead of the second India-Japan 2 + 2 Foreign and Defence Ministerial, the discussion finalised a roadmap to step up bilateral defence cooperation and engage in more military exercises. This also included the holding of the first joint fighter jet drills, reflecting the growing security cooperation between the two sides. "This exercise will thus be another step in deepening strategic ties and closer defence cooperation between the two countries," the Indian Defence Ministry said in a statement last week. The inaugural exercise will include the conduct of various aerial combat drills between the two Air Forces. They will undertake multi-domain air combat missions in a complex environment and will exchange best practices. Experts from both sides will also hold discussions to share their expertise on varied operational aspects. "Exercise 'Veer Guardian' will fortify the long-standing bond of friendship and enhance the avenues of defence cooperation between the two Air Forces," said the Defence Ministry. Indian fighter jets welcomed in Japan with water cannon salute

New Delhi, Nov 29 () The UK India Business Council (UKIBC) on Friday announced the establishment of the Aerospace and Defence Industry Group to boost bilateral cooperation in the areas.
 "This initiative recognises that the UK-India relationship in aerospace and defence is at a critical turning point and is another demonstration of the close ties between Indian and UK industry," UKIBC said in a statement.
 It stated that in 2019, a memorandum of understanding on 'defence technology industrial capability cooperation' was signed between the UK and India which highlighted the UK government's approach towards enhancing cooperation with India, and the defence vertical is an example of how this cooperation is being taken to a new level.
 "The Aerospace and Defence Industry Group will support and build on the huge opportunities for collaboration that exists between the defence industries of the UK and India. The collaboration will not only advance India's defence acquisition process but also foster long-term technology and hardware transfers," UKIBC Vice-Chair Richard McCallum said.
 "We support the Government of India's Make in India initiative and believe that the Aerospace and Defence Industry Group can contribute to India's continued emphasis on defence modernisation and sophisticated military capabilities, which will be a win-win for both the UK and India," he added.
 The Group has been formed after suggestions of the Defence and Security Organisation and with the support of the UK Defence Solutions Centre, ADS Group Ltd, the Department for International Trade, and industry.
 The core members of the group include Rolls-Royce, BAE systems, Thales UK, MBDA, Leonardo, TVS Logistics, PEXA, Pattonair and Cranfield University. RSN HRS

While a number of issues are expected to be discussed at the India-Russia Summit, the main priority will be the signing of a defense deal. Following years of negotiations, India is expected to agree to purchase the S-400 defence missile system from Russia. It has been speculated that the $5.4 billion deal may be blocked by India’s ally, the US, which places sanctions on countries engaged in defence cooperation and deal-making with Russia. However, Russia seems confident that the deal will go through, while even India government officials have told media outlets that the signing of the deal is “more likely than not”. This is contingent on India getting a waiver from the US administration for the deal, which was a subject of their recent 2+2 dialogue. While a law was recently passed in the US Congress that allowed waivers to some countries, the waiver for India requires a personal certification from President Trump. The deal comprises five S-400 systems, which is capable of shooting down targets at a distance of 400 kms. The first unit is slated for delivery by 2020. <keyword id="6359526" type="UNKNOWN" weightage="20" keywordseo="military">Military</keyword> cooperation Earlier this week, Putin’s spokesperson, Dmitry Peskov, told TASS, Russia’s new agency, that the theme of the upcoming India-Russia summit would be military and technical cooperation and that a number of agreements were expected to be signed. When quizzed on the details of the S-400 deal and its progress, he said he was unable to share details. The two sides have been discussing the S-400 deal since 2015. India has defended the deal to the US by saying that by boosting its defence capability, it can become a stronger US ally in the region. In fact, India’s Cabinet Committee for Security even approved the deal last week despite the fact that it hadn’t received the US’s greenlight. In addition to the S-400 deal, India and Russia are also expected to discuss a number of other agreements, including one for the purchase of two Krivak stealth ships and another for the domestic production of AK-103 assault rifles. There are also some infrastructure investment pacts slated for discussion. A strong defence relationship with Russia is important to the Indian government. It requires Russian cooperation for the continued servicing and upgrading of its Russian-origin military equipment.

The focus of the India-Russia summit this week will be on one key missile deal

The Trump administration is looking forward to close a nearly $2 billion deal for selling 22 unarmed Sea Guardian drones to India. This was the first major <keyword id="45618" type="UNKNOWN" weightage="20" keywordseo="Defence-deal">defence deal</keyword> announced after India was designated as a major defence partner post Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="narendra-modi">Narendra Modi</keyword>'s meeting with <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword> in June this year. The addition of 22 state-of-the-art unarmed drones to India would add to its Navy's surveillance capabilities in the strategic <keyword id="12350" type="ENTERTAINMENT" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword> region. As part of India being designated as major defence partner, the Trump administration is taking additional steps to remove bureaucratic bottlenecks and accelerate the process of sale of high-tech defence equipment to India. The defence cooperation is only going to increase, a senior administration official said, adding that this is based on fundamental understanding that interests of the two countries are now aligned. Vivek Lall, chief executive of US and international strategic development at General Atomics, said " Sale of Sea Guardian drones is a significant step in cementing the US- India bilateral defence relationship. To be sold at an estimated cost of $2 billion, this would help create some 2,000 jobs in the US." The Sea Guardian is a variant of the tested MQ-9 platform which allows for greater interoperability with US and allied forces, Lall said adding that its use by the <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> will also develop the country's credible capabilities, which is significant for Indian maritime security and naval power projection. However, there have been no talks between the two countries on New Delhi's request for General Atomics Predator C Avenger armed drones. It is understood that this was not raised by Defence Minister <keyword id="129243" type="PERSON" weightage="20" keywordseo="nirmala-sitharaman">Nirmala Sitharaman</keyword> in her meeting with her US counterpart Jim Mattis during his visit to India last month. The two are scheduled to meet again this week in the Philippines. According to an industry source, this "case is being actively considered" by the White House as a next step after the Guardian deal. "As military aviation transforms globally to autonomous systems, US and India have a great opportunity to collaborate at the highest levels of technology and innovation," the industry source said. Last week, US Secretary of State Rex Tillerson had said that in keeping with India's status as a major defence partner and their mutual interest in expanding maritime cooperation, the Trump administration has offered a menu of defence options for India's including the Guardian UAV. "We value the role India can play in global security and stability and are prepared to ensure they have even greater capabilities," Tillerson had said ahead of his visit to India. "The proposals the US has put forward, including for Guardian UAVs, aircraft carrier technologies, the Future Vertical Lift programme, and F-18 and F-16 fighter aircraft, are all potential game changers for our commercial and defence cooperation," Tillerson said.

India to tighten maritime surveillance as it closes $2 billion drone deal with US

Visiting <keyword id="78682" type="PERSON" weightage="20" keywordseo="Indian-army-chief">Indian Army Chief</keyword> <keyword id="8457212" type="UNKNOWN" weightage="20" keywordseo="general-Manoj-Mukund-Naravane">General Manoj Mukund Naravane</keyword> on Thursday held a meeting with his Nepali counterpart General Purna Chandra Thapa during which they discussed ways to enhance bilateral defence cooperation. In a solemn ceremony earlier in the day, General Naravane laid a wreath on the 'Veer Smarak' at the Army Pavilion in Tundikhel, Kathmandu, following which he visited the Nepali Army Headquarters and was accorded with a ceremonial Guard of Honour. At the headquarters, he held the meeting with General Thapa, during which the Indian Army chief was also given a comprehensive briefing by senior officers of the Nepali Army. Also on Thursday, Naravane handed over various medical equipment to the Nepal Army, which included X-Ray machines, computed radiography systems, ICU ventilators, video endoscopy units, anesthesia machines, laboratory equipment and ambulances. Additional ventilators were also gifted to assist the Nepali Army in its fight against the coronavirus pandemic. This follows an earlier army-to-army provision of ventilators in July this year. Later in the day, Naravane will receive the honorary rank of general of Nepal Army on Thursday, which will be conferred to him by President Bidhya Devi Bhandari during a function in the President's Office, according to the Nepal Army. Nepal and India have a historic tradition of conferring the honorary title to each other's army chief since 1950. He will be the 18th Indian Army Chief to be conferred with the title. General Naravane is also scheduled to hold talks with the President later. The Indian Army chief landed in Kathmandu on Wednesday for a three-day official visit to Nepal, on the invitation of General Thapa. He was received at the airport by Lieutenant General Prabhu Ram Sharma, CGS Nepali Army and officials of the Indian Embassy. The ties between the two countries came under strain recently after China increased its influence on Nepal. It was India's road construction to the Lipulekh area at 17,000 feet that sparked a diplomatic row between India and Nepal as Kathmandu claimed the area to be its territory. The road was constructed to shorten the travel time for pilgrims visiting the Kailash Mansarovar. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley in Uttarakhand. After this, Nepal brought out a new political map showing the contested area as its own. India has rejected this new map of Nepal saying it is not based on historical facts or evidence. Indian and Nepal discuss enhancing bilateral defence cooperation during Indian Army Chief Naravane's three-day visit

Australian Deputy Prime Minister Richard Marles will travel to Ahmedabad to witness the summit clash between <keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> and <keyword id="6355478" type="General" weightage="80" keywordseo="australia" source="Orion">Australia</keyword> at the <keyword id="3859" type="General" weightage="20" keywordseo="cricket-world-cup" source="Orion">cricket World Cup</keyword> on Sunday. Marles, who is also Australia's <keyword id="32723" type="General" weightage="80" keywordseo="defence" source="Orion">defence</keyword> minister, and Foreign Minister Penny Wong are visiting India to co-chair the second edition of the "2+2" ministerial dialogue along with their Indian counterparts on Monday. The defence ministry on Saturday announced the Australian deputy prime minister's two-day visit to India from November 19-20 primarily for the "2+2" dialogue that is expected to focus on boosting the overall defence and strategic ties between the two countries. It said Marles will also attend the cricket World Cup final between India and Australia on Sunday. "Australian Deputy Prime Minister and Minister for Defence Richard Marles will visit India from November 19 to 20 to co-chair the second India-Australia 2+2 ministerial dialogue with Defence Minister Rajnath Singh," the ministry said in a statement. The Indian delegation at the "2+2" dialogue will be led by Singh and External Affairs Minister S Jaishankar. "During his visit, Minister Marles will also attend the Cricket World Cup final between India and Australia in Ahmedabad, Gujarat on November 19," the ministry said. It said Singh and Marles will hold a bilateral meeting on November 20 that would be followed by the "2+2" dialogue. "India and Australia are pursuing a comprehensive strategic partnership and the visit of Minister Marles is expected to give further impetus to the collaboration as well as bilateral defence cooperation," the defence ministry said. "The two countries are expected to discuss wide-ranging issues of mutual interest during the 2+2 dialogue and the bilateral defence ministers' meeting," it added. The two sides are expected to focus extensively on further ramping up the overall defence and security ties and boost the strategic cooperation in the Indo-Pacific region during the "2+2"dialogue. Both Australia and India are part of the Quad or Quadrilateral coalition that is focused on working towards ensuring a free, open and inclusive Indo-Pacific. The other two members of the Quad are the United States and Japan. The situation in West Asia in view of the Hamas-Israel conflict, China's increasing military muscle flexing in the Indo-Pacific and issues relating to regional security is expected to figure in the talks, people familiar with the preparation for the dialogue said. The inaugural "2+2" ministerial dialogue between India and Australia took place in September 2021. India has such a framework for talks with a very few countries, including the US and Japan. The latest edition of the India-US foreign and defence ministerial dialogue took place in New Delhi on November 10. The bilateral defence and strategic ties between India and Australia are on an upward trajectory in the last few years. In June 2020, the two countries elevated their ties to a comprehensive strategic partnership and signed a landmark deal for reciprocal access to military bases for logistics support. The <keyword id="10796857" type="General" weightage="50" keywordseo="mutual-logistics-support-agreement" source="Orion">Mutual Logistics Support Agreement</keyword> (<keyword id="449908" type="General" weightage="50" keywordseo="mlsa" source="Orion">MLSA</keyword>) allows the militaries of the two countries to use each other's bases for repair and replenishment of supplies, besides facilitating scaling up of the overall defence cooperation. New Delhi, Feb 12 () State-run engineering firm BHEL on Wednesday said it has signed a pact with Rosoboronexport, Russia, for cooperation and undertaking projects for defence systems. The memorandum of understanding (MoU) was signed during the 5th India Russia Military Industrial conference held in Lucknow, BHEL said in a statement. The aim of the MoU is to cooperate and undertake joint projects and operations for defence systems. This will help in leveraging BHEL's capabilities in the defence sector in association with Russian OEMs under the 'Make in India' initiative and offer indigenous support and solutions to the Indian defence forces, it added. US President <keyword id="15962" type="PERSON" weightage="20" keywordseo="Barack-Obama">Barack Obama</keyword> has signed into law the $618 billion <keyword id="32723" type="COMPANY" weightage="60" keywordseo="Defence">defence</keyword> budget for 2017, which enhances security cooperation with India and conditions nearly half of the funding to Pakistan on a certification that it is taking demonstrable steps against the <keyword id="125988" type="COMPANY" weightage="20" keywordseo="haqqani-network">Haqqani Network</keyword>, as per an agency report. 
 Currently vacationing in Hawaii, <keyword id="16284" type="PERSON" weightage="100" keywordseo="Obama">Obama</keyword> yesterday signed the National Defence Authorisation Act (<keyword id="932755" type="UNKNOWN" weightage="60" keywordseo="NDAA">NDAA</keyword>) 2017, which asks Defence Secretary and Secretary of <keyword id="6355728" type="ORGANIZATION" weightage="60" keywordseo="state">State</keyword> to take steps necessary to recognise India as <keyword id="20819" type="ENTERTAINMENT" weightage="60" keywordseo="America">America</keyword>'s "major defence partner". 
 A summary of the bill released by Chairman of the <keyword id="502407" type="ORGANIZATION" weightage="20" keywordseo="Senate-Armed-Services-Committee">Senate Armed Services Committee</keyword> Senator <keyword id="27703" type="PERSON" weightage="20" keywordseo="John-McCain">John McCain</keyword> said NDAA-2017 "enhances security cooperation" between the US and India. 
 
It also asks the administration to designate an individual within the executive branch who has experience in defence acquisition and technology to reinforce and ensure, through inter-agency policy coordination, the success of the Framework for the US-India Defence Relationship; and to help resolve remaining issues impeding US-India defence trade, security cooperation, and co-production and co-development opportunities. 
 
The NDAA, which among other things creates a $1.2 billion Counter-ISIL Fund, imposes four conditions on Pakistan to be eligible for $400 million of the $900 million of the coalition support fund (CSF). 
 The US Defence Secretary needs to certify to the <keyword id="1575" type="ORGANIZATION" weightage="20" keywordseo="Congress">Congress</keyword> that Pakistan continues to conduct military operations that are contributing to significantly disrupting the safe haven and freedom of movement of the Haqqani Network in Pakistan and that <keyword id="3002" type="COMPANY" weightage="20" keywordseo="Islamabad">Islamabad</keyword> has taken steps to demonstrate its commitment to prevent the Haqqani Network from using any of its territory as a safe haven. 
 Early this year, US Defence Secretary <keyword id="6696528" type="PERSON" weightage="20" keywordseo="Ashton-Carter">Ashton Carter</keyword> refused to give a similar certification to Pakistan due to which it was not given USD 300 million under coalition support fund. 
 
In his signing statement, Obama did not mention to any of these provisions of the bill, but he did expressed disappointment over certain other provisions in NDAA-2017. 
 He said: "I remain deeply concerned about the Congress's use of the National Defence Authorisation Act to impose extensive organisational changes on the <keyword id="252320" type="ORGANIZATION" weightage="20" keywordseo="Department-of-Defence">Department of Defence</keyword>, disregarding the advice of the Department's senior civilian and uniformed leaders. 
 
"The extensive changes in the bill are rushed, the consequences poorly understood, and they come at a particularly inappropriate time as we undertake a transition between administrations. These changes not only impose additional administrative burdens on the Department of Defence and make it less agile, but they also create additional bureaucracies and operational restrictions that generate inefficiencies at a time when we need to be more efficient."
