The Department of Empowerment of Persons with Disabilities has been allocated a total of Rs 1,225.27 crore in the <keyword id="20093202" type="General" weightage="20" keywordseo="fiscal-year" source="keywords">fiscal year</keyword> 2024-2025, a marginal increase of 0.02 per cent from the previous year's revised estimate of Rs 1,225.01 crore. The <keyword id="19936553" type="General" weightage="20" keywordseo="budget" source="keywords">budget</keyword> emphasises the continuation and expansion of key programmes aimed at improving the lives of persons with disabilities through various schemes and projects. A significant portion of the budget is dedicated to the National Program for the Welfare of Persons with Disabilities, with Rs 615.33 crore allocated for this fiscal year, up from Rs 502 crore in the revised budget for 2023-24. The Department of Empowerment of Persons with Disabilities (DEPwD) has been allocated a total of Rs 1,225.27 crore in the fiscal year 2024-25, a marginal increase of 0.02 per cent from the previous year's revised estimate of Rs 1,225.01 crore. This programme includes Rs 315 crore for <keyword id="22518195" type="General" weightage="20" keywordseo="Assistance-to-Disabled-Persons" source="keywords">Assistance to Disabled Persons</keyword> for Purchase/Fitting of Aids and Appliances, an increase from Rs 305 crore. The <keyword id="22518194" type="General" weightage="20" keywordseo="Deendayal-Disabled-Rehabilitation-Scheme" source="keywords">Deendayal Disabled Rehabilitation Scheme</keyword> has seen a notable increase from Rs 130 crore to Rs 165.00 crore. The department's support for autonomous bodies includes significant funding, although there are some reductions compared to the previous year. The National University of Rehabilitation Science and Disability Studies and the Rehabilitation Council of India maintain steady allocations. However, funding for the Centre for Disability Sports has been reduced from Rs 76 crores to Rs 25 crores. Support to national institutes is set at Rs 370 crore, a decrease from the revised estimate of Rs 408.75 crore. The budgetary support to the national trust is reduced from Rs 35 crore to Rs 25 crore. Public sector undertakings, such as the <keyword id="22518196" type="General" weightage="20" keywordseo="national-handicapped-finance" source="keywords">National Handicapped Finance</keyword> and Development Corporation and the Artificial Limbs Manufacturing Corporation of India, have been allocated a combined total of Rs 194 crore, maintaining consistent support for these critical organisations. The establishment expenditure for the central administration, including the Secretariat and the Chief Commissioner of Persons with Disabilities (CCPD), is set at Rs 42.75 crore. This includes Rs 41.55 crores for the Secretariat and Rs 20 lakh for the CCPD. The department also focuses on regional development, with Rs 75.8 crore allocated for the North Eastern Areas, up from Rs 65.7 crores.

Researchers at the <keyword id="55119" type="General" weightage="50" keywordseo="indian-institute-of-technology" source="Orion">Indian Institute of Technology</keyword> (<keyword id="6354859" type="General" weightage="80" keywordseo="iit" source="Orion">IIT</keyword>), <keyword id="6357685" type="General" weightage="50" keywordseo="jodhpur" source="Orion">Jodhpur</keyword> have designed robotic trainers which can be used in physiotherapy to treat lower limb disabilities. According to the team, most existing robotic systems treat patients by performing motions only in the sagittal plane - the imaginary plane that divides the body into the left and right parts. For complete limb movement, sagittal movement is not sufficient and movements in transverse (upper and lower body) and coronal (front and back) planes are also essential, they said. The team has proposed a robot manipulator arrangement that is capable of providing motion to the ankle in all three planes -- sagittal, transverse and coronal plane. "Complete rehabilitation is possible if the correct sequence of therapies is executed. Robots will be able to do it without getting tired. The robotic trainer we have designed will help provide physiotherapy to paralytic patients, and for those who have spinal cord injuries that have disrupted their lower limb functions," said Jayanta Kumar Mohanta, Assistant Professor, IIT, Jodhpur. The robotic trainer is a brace or a wearable device like an exoskeleton that supports the leg. It has been provided with a <keyword id="2430604" type="General" weightage="50" keywordseo="cartesian" source="Orion">Cartesian</keyword> (3-directional) parallel manipulator to perform the required limb therapeutic motions. The design will ensure a large workspace to execute the required range of motion therapies. "The usefulness of the designed stationary trainer was confirmed using computer-based simulations along with a motion control scheme by performing various clinically suggested therapeutic passive range of motions. "The design could execute important essential rehabilitation therapeutic movements like abduction (the motion of a limb or appendage away from the midline of the body), adduction (the motion of a limb or appendage towards the midline of the body), flexion (bending movement), and extension of the hip and knee joints," he added. The trainer proposed by the <keyword id="901000" type="General" weightage="100" keywordseo="iit-jodhpur" source="Orion">IIT Jodhpur</keyword> team is conceptually simple and has a modular mechanical configuration that is easy to fix and use. IIT-Jodhpur researchers design robotic trainers for lower limb rehabilitation

New Delhi, Feb 1 (PTI) The Social Justice and Empowerment Ministry, which caters to the welfare of the backward classes and those with disabilities, was allocated Rs 13,134 crore in the Union Budget 2022-23, a 12 percent increase from the last fiscal. An amount of Rs 11,922 crore has been allocated for the Department of Social Justice and Empowerment and Rs Rs 1212 crore for the Department of Empowerment of Persons with Disabilities in the financial year 2022-23. The Budget for 2022-23 saw an allocation of Rs 56 crore for the three national commissions -- National Commission for Scheduled Castes, National Commission for Backward Classes and National Commission for Safai Karamcharis, as against the allocation of Rs 49 crore for 2021-22. However, certain crucial schemes of the ministry like the Support for Marginalized Individuals for Livelihood &amp; Enterprise (SMILE), Scheme for Economic Empowerment of DNT/NT/SNTs (SEED), Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM DAKSH) Yojana and Self Employment Scheme for Rehabilitation of Manual Scavengers saw a budget cut. Under the Department of Social Justice and Empowerment, the budget for central sector schemes was allocated Rs 969.50 in 2022-23, a drop from Rs 1,395 crore in 2021-22. Autonomous bodies -- National University of Rehabilitation Science Disability Studies, Rehabilitation Council of India and Indian Sign Language, Research and Training Centre, Centre for Disability Sports, National Institute for inclusive and Universal Design, National Institute of Mental Health Rehabilitation and Support to National institutes -- have been allocated Rs 431 crore for the next financial year. Union Budget 2022-23: Social Justice and Empowerment Ministry allocated Rs 13,134 cr

New Delhi, Feb 4 () Allocation for all ministries for welfare of scheduled castes has been increased in the Budget by 51.65 per cent from around Rs 83,256 crore in 2020-21 to Rs 1,26,259 crore in 2021-22, a senior official said. Secretary, Department of Social Justice and Empowerment, R Subrahmanyam also said that 31 schemes which were being implemented till 2020-21 have been restructured into 19 schemes to bring greater focus on core issues. "The allocation for welfare of scheduled castes (SCs) for all ministries has been increased by 51.65 per cent from around Rs 83,256 crore in 2020-21 to Rs 1,26,259 crore in 2021-22," he said while speaking to the media on the key highlights of the budget for the social justice and empowerment sector. Subrahmanyam said enhanced allocation for benefit of SCs has been made in the Support for National Programme of Mid Day Meal in Schools scheme (addition of Rs 2,305 crore), the Jal Jeevan Mission/National Rural Drinking Water Programme (addition of Rs 11,002 crore) and the MGNREGA-Programme Component (addition of Rs 9,310 crore). Allocation has also been increased in the Pradhan Mantri Awas Yojna (PMAY)- Rural (addition of Rs 4,875 crore), the NRLM-Programme Component (addition of Rs 3,419 crore), the Indira Gandhi National Old Age Pension Scheme (addition of Rs 1,232 crore), the Total-Urea Subsidy (addition of Rs 5,211 crore) and the Total-Nutrient Based Subsidy (addition of Rs 1,723 crore), he said. Subramanyam added that allocation of central government funds in Post-Matric Scholarship for SCs has been raised by five times to benefit students from the poorest households. "Central share would be released on Direct Benefit Transfer (DBT) mode into the bank account of students to avoid delays," he said. The secretary said the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) has been created after merger of three schemes with a target of comprehensive development of 3,500 SC majority villages in 2021-22 to benefit six lakh beneficiaries. "An allocation of Rs 1,800 crore has been made for PM-AJAY in the new financial year," he said. Subramanyam said that a new scheme, Pradhan Mantri Welfare Scheme for DNTs for Economic Empowerment of Denotified, Nomadic and Semi-Nomadic Tribes (DNT, NT and SNTs) with a budgetary allocation of Rs 50 crore will be implemented in the new fiscal. "The objective is to provide financial assistance for health insurance, coaching of good quality, livelihoods initiative and construction of houses for DNT, NT and SNTs. A total of 1.82 lakh DNT, Nomadic and Semi-Nomadic communities would be benefited under this," he said. He said the Support for Marginalized Individuals for Livelihood and Enterprise (SMILE) is a new scheme made after merger of schemes for beggars and transgenders. "The budgetary outlay is Rs 70 crore. The intended objective is to cover the welfare measures for both transgender persons and persons who are engaged in the act of begging with focus extensively on rehabilitation, provision of medical facilities, counselling, education, skill development etc with the support of state governments/UTs/local urban bodies, voluntary organisations, community-based organisations and other institutions," he said. "It is estimated that an approximate 60,000 poorest persons would be benefited under this scheme for leading a life of dignity," Subramanyam said. He said special schemes would be launched under the Senior Citizen Welfare Fund (SCWF) for assisting start-ups in the space of silver economy promoting innovative products and processes for the welfare of the elderly. Apart from this, CSR funds would be encouraged to invest in promoting the silver economy, he said. "Rs 50 crore has been allocated from the SCWF for 2021-22. Along with this the National Helpline for Senior Citizens "Elderline" would be launched this year which will reach every elder person in distress for resolution of the problem," Subramanyam said. This shocking revelation came into light soon after Congress politician Motilal Vora had sought information on the number of CRPF personnel killed in Naxal-infested areas between January 2009 and December 2014 and the measures the government plans to boost the morale of jawans working in such conditions. 
 
As per a news report by The Economic Times, Minister of state for home Haribhai Chaudhary has revealed the statistics. Mentioning 323 jawans were killed in various Naxalite attacks, he added that 108 died on account of malaria, 642 after a heart attack and 228 were cases of depression-driven suicide. 
 
Chaudhary has said leave applications submitted by CRPF personnel were disposed of within a stipulated period, field officers were instructed to encourage their men to open up about their problems and grievances, and infrastructure was set up to provide for recreational activities. 
 
He said a welfare and rehabilitation board was also established. Chaudhary said the condition of 10 years' qualifying service was removed for award of pension and lump sum ex-gratia compensation was extended to disabled personnel besides the regular ex-gratia compensation given to families of martyred personnel. He said that under the Prime Minister's scholarship scheme, a scholarship of Rs 2,000 per month for boys and Rs 2,250 for girls is released to the wards of former CRPF personnel and in-service personnel for the purpose of professional degree courses.
