It was 3 a.m. on Friday when all the four convicts in the Nirbhaya rape case were taken out from their barracks for a brief time. They were already awake as the "fear to be hanged" did not allow them to sleep. When the jail authorities asked them to finish their routine work and wear the new clothes provided by the jail authorities, they all broke down and fell at the feet of the jail staff. "It's not right to reveal their identity, but they were not in the right state of mind and wanted to talk to jail workers but could not say a single word. They even refused to have tea when it was offered," a <keyword id="56350" type="LOCATION" weightage="20" keywordseo="Tihar-jail">Tihar jail</keyword> source said. According to a Tihar headquarters source, "At around 5 a.m. the DCP of West District reached to meet these convicts. The Jail Superintendent introduced them to the DCP. "After completing the documentation, they were taken out from their cells and their faces were covered with cloth," he added. An officer, requesting anonymity, told IANS: "They were not reacting to anything before their faces were covered but soon after they realised that they have reached the hanging room, one of them broke down and started crying and screaming. He almost fell down on the floor. But the jail staff took him to the hanging platform". Each of the convicts was accompanied by six wardens who took them to the hanging platform. When their feet were being tied, one of them started resisting but the security personnel restrained him. The convicts' hands were tied when they were taken out of their cells. Now, it was the time to deliver justice to Nirbhaya. All the convicts were supposed to be hanged at the same time but Pawan was the only hangman there to pull the lever, hence, the jail staff helped in pulling the other handles. Finally, at 5.30 a.m. when Jail Superintendent S. Sunil signalled that it was time to hang the convicts, Pawan and the other persons pulled the handles. After 30 minutes, the doctor who was present there, declared the convicts dead and their bodies were sent for post-mortem to <keyword id="114717" type="PERSON" weightage="20" keywordseo="Deen-Dayal-Upadhyay">Deen Dayal Upadhyay</keyword> hospital.

Nirbhaya convicts broke down just before they were hanged

Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. After five years, circular for filling up 4,500 posts in Delhi University not implemented

The world's most powerful locomotive manufactured by French giant Alstom along with the Madhepura Electric Locomotives Pvt Ltd, capable of running at maximum 12,000 HP, joined operations of the <keyword id="6355455" type="COMPANY" weightage="20" keywordseo="indian-railways">Indian Railways</keyword> on Monday, officials said. "Bolstering Prime Minister Narendra Modiji's vision of Make in India, first WAG12B (12000 HP) loco departed from Pandit Deen Dayal Upadhyay station in Uttar Pradesh today. Powerful and capable of high speed, the locomotive is a significant addition to the Indian Railways," tweeted Union Railway Minister <keyword id="6355222" type="PERSON" weightage="20" keywordseo="piyush-goyal">Piyush Goyal</keyword>. According to Railway officials, WAG12B started its services from Pandit Deen Dayal Upadhyay railway station (Mughalsarai Junction) in Uttar Pradesh on Monday. The train departed from Deen Dayal Upadhyay station at 2.08 p.m. in long haul formation for Dhanbad division of East Central Railway, consisting of 118 wagons which travelled from Pandit Deen Dayal Upadhyaya Junction to Barwadih via Dehri-on-Sone, Garhwa Road stations. The locomotive is capable of taking heavy consingment of freight and will be used on the Dedicated Freight Corridor (DFC). "Alstom is pleased to start delivery of the electric locomotives to Indian Railways. Commencement of induction into the IR fleet, testifies our commitment towards the country. This is a revolutionary product which will be faster, safer and eco-friendly. A railway ministry spokesperson said that it was a proud moment for Indian Railways, as it became the sixth country in the world to join the elite club of producing high horse power locomotives indigenously. "It is the first time that a high horse power locomotive has been operationalised on broad gauge track in the world. The locomotive has been produced under Make in India programme. The Madhepura factory is the largest integrated greenfield facility built to the highest standards of quality and safety with production capacity of 120 locomotives and spread across a massive 250 acres." Railway officials said that the locomotive is capable of running on railway tracks with conventional over head wire (OHE) lines as well as on DFC with high rise OHE lines. The official further said that the locomotive has air-conditioned driver cabs on either side. "The locomotive is equipped with regenerative braking system which provides substantial energy savings during operations. These high horse power locomotives will help to decongest the saturated tracks by improving average speed of freight trains," the spokesperson said. Touted as the largest <keyword id="44749" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Direct-Investment">Foreign Direct Investment</keyword> (FDI) projects of the Railways, the Ministry of Railways and Alstom came together in 2015. An agreement worth 3.5 billion euros was signed to manufacture 800 electric locomotives for freight services and its associated maintenance. These locomotives are state-of-the-art IGBT-based, 3 phase drive, 9000 KW (12000 horse power) electric locomotives. The locomotive is capable of maximum tractive effort of 706 kN, which is capable of starting and running a 6000 T train in the gradient of 1 in 150. The locomotive with twin Bo-Bo design having 22.5 T (tonnes) axle load is upgradable to 25 tonnes with design speed of 120 kmph. The locomotive will be used on the Dedicated Freight Corridor (DFC) for the faster movement of goods, especially coal and iron ore. The railway official said that the project started in 2018 and Modi inaugurated the project on April 10, 2018. The prototype locomotive was delivered in March 2018. Based on the test results having design issues, the complete locomotive including bogies was redesigned. The new design of locomotive has been inspected by Research Design and Standards Organisation (RDSO) at Madhepura factory and cleared for dispatch from factory in November 2019, the official said. He said RDSO has conducted oscillation trials at various speeds upto 132 kmph and the locomotive has passed oscillation trials successfully. After violent clashes with police, farmers swarm Red Fort

New Delhi, Jun 22 () The coronavirus isolation wards set up by the railways have found their first set of patients, with 59 suspected COVID-positive people being admitted at the Mau station in Uttar Pradesh since June 20, officials said on Monday. Eight of them have already been discharged, they said, adding that as of now, 51 suspected coronavirus patients are admitted in these non-air conditioned coaches of the railways that have been modified into isolation wards. On June 20, 42 patients were admitted to the isolation ward at Mau, while 17 were taken in on June 21. As of now, the national transporter has deployed a total of 960 "COVID Care" coaches in five states -- Delhi, Uttar Pradesh, Madhya Pradesh, Telangana and Andhra Pradesh. In Uttar Pradesh, as many as 372 such coaches have been stationed at 23 locations -- Lucknow, Varanasi, Pt Deen Dayal Upadhyay Junction, Agra, Bhadohi, Kanpur, Saharanpur, Faizabad, Mirzapur, Jhansi, Jhansi Workshop, Nakha Jungle, Subedarganj, Gonda, Bhatni, Nautanwa, Bahraich, Manduadih, Farrukhabad, Varanasi City, Mau, Bareilly City and Kasganj. New Delhi, May 20 () The assistant superintendent of the Rohini Jail has tested positive for COVID-19, five days after 15 inmates from the prison contracted the disease, officials said on Wednesday. "Around three-four days ago, the officer had high sugar and sore throat, following which he was asked to stay at home and take rest," a senior jail official said. He went to Deen Dayal Upadhyay Hospital Hospital for coronavirus check-up and his report came positive on Tuesday, the official added. The jail assistant superintendent lives in the Tihar residential complex and his family members have been quarantined, he said. The jail staff, who live nearby his house, will be directed to stay inside their homes and isolate themselves for 14 days, the official said. New Delhi, Jun 14 () The Railways has deployed 204 isolation coaches in four states, including 54 at Delhi's Shakurbasti railway station maintenance depot, officials said, adding that the number in the capital will be scaled up to 500 in the coming days. Home Minister Amit Shah earlier Sunday had said the Centre would also provide 500 railway coaches to Delhi to overcome the shortage of hospital beds for COVID-19 patients. States like Uttar Pradesh, Telangana, Andhra Pradesh and Delhi requisitioned these coaches two months after the national transporter converted over 5,000 of its non-air conditioned coaches into COVID care centres. Seventy coaches have been deployed in Uttar Pradesh -- 10 each in Pandit Deen Dayal Upadhyay Junction, Varanasi, Bhadohi, Faizabad, Saharanpur, Mirzapur and Jhansi. Fifty-four have been deployed at Shakurbasti maintenance depot in Delhi. Sixty coaches have been deployed in Telangana -- 20 each in Secunderabad, Kachguda and Adilabad and 20 coaches in Andhra Pradesh's Vijayawada. While Uttar Pradesh has asked for 240 such coaches for 24 locations, Telangana has requisitioned 60 for three places and Delhi has asked for 10 such coaches as COVID-19 cases in India surpassed the three lakh-mark. New Delhi, May 14 () In the first case of coronavirus in a Delhi prison, a 28-year-old inmate of Rohini jail has tested positive for the disease, officials said on Thursday. The prisoner who was asymptomatic tested positive on Wednesday and was later admitted to Lok Nayak Hospital, a senior jail official said, adding that five to six officials who came in contact with the inmate have been sent to home quarantine. The quarantined persons also don't have any symptom of COVID-19, the prison officials said. They also said that the prisoner shared a barrack with 19 other inmates who have been isolated. "The prisoner had some intestinal problem and was admitted to Deen Dayal Upadhyay hospital on Sunday. His intestine surgery was conducted on Sunday. On Monday, doctors took the samples for COVID-19 and the result came positive on Wednesday," Director General (Prisons) Sandeep Goel said. The inmate didn't have any coronavirus symptoms. He was lodged inside the jail around five to six months ago in a robbery and attempt to murder case and used to stay in a barrack with 19 other inmates who have been isolated, the DG said. This is the first positive case of coronavirus in a Delhi Prison. Earlier, three inmates of Tihar Jail were put under quarantine after one of them, a rape accused, was suspected to have come in contact with a coronavirus-infected person.He was lodged in a separate cell in central jail number 2 of Tihar. New Delhi, May 16 () Days after a 28-year-old inmate of Rohini jail tested positive for coronavirus, 15 others who shared a barrack with him and one head warden have also tested positive for the infection, officials said.The Delhi Prison Department had tested for coronavirus 19 inmates from the barrack of the prisoner whose reports came back positive for the infection on Wednesday, they said.All inmates and the staffer are asymptomatic so far."We had conducted COVID-19 tests for 19 inmates of Rohini jail who were sharing the barrack with one inmate Kuldeep who had tested positive earlier at DDU Hospital where he had gone for (treatment of) some other ailment," Director General (Prisons) Sandeep Goel said.Their test results have come and 15 out of these 19 inmates have tested positive. Five staff members were also tested. Among them, one head warden has tested positive for COVID-19, he said.So far, Goel said, all these people are asymptomatic. The inmates who have tested positive have been separated from others. They have been kept in isolation in quarantine barrack.The head warden has been sent to home quarantine. Some other staff members have also been sent to home quarantine, he added."Regular medical screening of all inmates is already being done and it will continue. The sanitisation process is also being carried out and all necessary action as per medical protocol is being taken," the DG said.The 28-year-old inmate's case was the first coronavirus infection to be reported from a Delhi prison.He underwent intestine surgery at Deen Dayal Upadhyay (DDU) Hospital on Sunday. Widespread protests against the 'Agnipath' scheme for the recruitment of armed forces have spread to several districts in Uttar Pradesh. Bulandshahr, Meerut, Agra, Mathura, Varanasi, Unnao, Gorakhpur, Gonda, Rae Bareli and Ballia are among the districts that have witnessed protests, with youth demanding the scheme's withdrawal. "Agnipath is a golden opportunity for the youth to join the defence system and serve the country. As the recruitment was stalled for the last two years, many were deprived of the opportunity to join the army," Singh tweeted. "Therefore, keeping in mind the future of the youth, on the instructions of the Prime Minister Shri @narendramodi, the government has increased the age limit for the recruitment of Agniveers from 21 years to 23 years this time. This one time relaxation has been given. This will entitle a lot of youth to become Agniveers," said the Defence minister in a subsequent tweet. "I heartily thank the Prime Minister Shri @narendramodi for his concern and sensitivity towards the future of the youth. Authorities have cancelled all the trains. With the Telangana State Road Transport Corporation (TSRTC) buses also being targeted outside the station, the corporation suspended bus services in the area. Violence rocked the railway station here as hundreds of youth went on a rampage, setting afire East Coast Express. Passengers ran for their safety. Several bogies were gutted. In Samastipur, the agitators set two coaches of the Jammu Tawi-Guwahati Express on fire in the Mohiuddinnagar railway station located on Hajipur-Barauni railway section. The students are sitting on tracks at several places in Bihar and they are not ready to go home. "An army jawan becomes trained in at least a year's time and it takes 5 to 6 years for the jawan to perform duty on the border posts. Under the Agnipath scheme, there is a provision of six months training and deployment anywhere in the country, including on the borders connected to Pakistan and China. Partially skilled jawans cannot survive on the border. Agnipath protests spreads to several UP districts: recruitment to start soon

(Eds: Adds details) New Delhi, Jun 22 () Uttar Pradesh has become the first state to use the Railways' coronavirus isolation wards with coaches deployed at Mau station receiving 59 suspected COVID-19 cases in two days, officials said on Monday.They said eight of them have already been discharged and 51 are housed in these non-air conditioned coaches, modified to work as Covid care cantres. The admitted cases include women and children, the officials said. On June 20, 42 patients were admitted to the isolation coaches at Mau railway station, while 17 the next day, they added. As per official figures, Uttar Pradesh has reported over 18,000 coronavirus cases, while the number of deceased due to the disease stands at 569. The coaches are laced with basic amenities that a patient would require -- handheld showers, mosquito nets, bio-toilets, power sockets, oxygen cylinders and more. However, one of the major challenges for the Railways is to keep the temperature inside these "metal boxes" down so that patient can feel comfortable during the summer heat, when mercury may go several notches beyond normal levels. At Mau railway station, officials have kept industrial size pedestal fans and stacks of hay ready to be deployed for cross-ventilation and cover the roofs of the isolation coaches if the temperatures soar. The Railways is now experimenting with a variety of options to bring down the temperature inside the coaches. These include bamboo blinds on windows and bubble-wrap on the roof as well as heat-resistant coating and portable coolers. It has also used cover-sheets over the coaches to keep the heat out and the interiors cool. These measures will, however, bring the inside temperature down by up up to one degree Celsius only, an official said. The Northern Railways has also coated the roof of isolation coaches with heat-reflective paint as a trial and found that the temperature inside can be reduced up to 2.2 degrees Celsius using this method. Trials are being planned for another coating developed in association with IIT-Bombay. A trial has been carried out by placing portable coolers inside the coaches as well, the Railways said, adding that temperature reduction of up to three degrees Celsius was achieved using them. While efforts are underway to cool things down, officials said they are praying for rain. As of now, the national transporter has deployed a total of 960 "COVID Care" coaches in five states -- Delhi, Uttar Pradesh, Madhya Pradesh, Telangana and Andhra Pradesh. In Uttar Pradesh, as many as 372 such coaches have been stationed at 23 locations -- Lucknow, Varanasi, Pt Deen Dayal Upadhyay Junction, Agra, Bhadohi, Kanpur, Saharanpur, Faizabad, Mirzapur, Jhansi, Jhansi Workshop, Nakha Jungle, Subedarganj, Gonda, Bhatni, Nautanwa, Bahraich, Manduadih, Farrukhabad, Varanasi City, Mau, Bareilly City and Kasganj. In an effort to augment the government's efforts to build infrastructure to deal with the spread of COVID-19, the Railways has converted 5,321 non-AC sleeper class ICF (older design) coaches and developed them into COVID Care Level 1 centres for patients with mild symptoms or those suspected to have the infection.  Katju’s satirical twitter post showcased a list of cities which were potential candidates for a new name. Some of the recommendations include: Ahmedabad to Ashtavakra Nagar, Firozabad to Amitshahnagar, Hajipur to Hastinapur, Jamalpur to Jaiminipur, and even Ghaziabad to Ghatotkachnagar. Apart from Justice Katju, Madras High Court and Chief Justice of Allahabad Delhi have also criticised the Uttar Pradesh (UP) government. Even Congress and the Samajwadi party are protesting the decision. Akhilesh Yadav, the state’s former Chief Minister, <a href="https://www.moneycontrol.com/news/india/akhilesh-yadav-slams-yogi-govt-over-proposed-move-to-rename-allahabad-as-prayagraj-3048451.html">slammed</a> the UP government stating that current political leaders only show their work only by renaming cities. In contrast, some media <a href="https://www.ndtv.com/allahabad-news/allahabad-is-now-prayagraj-says-uttar-pradesh-minister-siddharth-nath-singh-after-cabinet-meeting-1932852">reports</a> claim that Yogi Adityanath has given Allahabad its former name ‘Prayag’ back. Even Kumbh Mela 2019, one of the most-awaited events in the city, will sport banners will with Prayagraj as the name of the city instead of Allahabad. This is not the first time that UP government has altered names. Earlier, Adityanath had renamed Mughalsarai junction in Agra to Deen Dayal Upadhyay Junction in order to give the railway station a ‘Hindu identity’.

In case of funding, the Micro Units Development and Refinance Agency, or the <a href="http://www.businessinsider.in/searchresult.cms?query=mudra+bank&amp;sortorder=effectivedate">MUDRA Bank</a> will oversee it. 
 
As per the Socio Economic and Caste Census (SECC) data, one third of India's rural households are landless and depend on manual labour for an income, highlighting the need for <a href="http://www.businessinsider.in/searchresult.cms?query=skill+development&amp;sortorder=effectivedate">skill development</a> in these areas.
