<br /><br /><ul><li><strong>Several trains came to a halt at the Murshadpur train station in <keyword id="6357713" type="LOCATION" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> on Friday because the station master was lying unconscious in a drunken stupor.</strong></li><li><strong>According to a disturbing report in the Hindustan Times in April 2017, 15% of the <keyword id="6355455" type="COMPANY" weightage="20" keywordseo="indian-railways">Indian Railways</keyword> train drivers failed the alcohol test at the end of their journey</strong></li><li><strong> In all, 281 train drivers have failed the alcohol tests between 2012 and 2016.</strong></li></ul><br />Trains delays are so commonplace in India that most remain unphased when they hear about one. And while there are reasons aplenty - most avoidable and some unavoidable - the story about last Friday’s delay was quite something else.  A number of trains came to a halt at the Murshadpur train station in Uttar Pradesh because the station master was lying unconscious in a drunken stupor. <br /><br />Around 80 km from Delhi, the Murshadpur station lies on an arterial long-distance train route. It is the station master’s responsibility to give the green signal for the trains to proceed. Needless to say, because of his absence these trains had no choice but to stop and wait for the signal.<br /><br />Unable to reach the missing station master Deep Singh, harried railway officials headed to the station along with a replacement station master only to find him passed out in his office surrounded with empty bottles of alcohol. A senior railway official told the <a href="https://www.deccanherald.com/national/no-signal-drunk-station-master-679855.html">Deccan Herald</a> that “Singh was dead drunk and could barely walk”. <br /><br />Sources also told the paper that Singh was later taken to a local hospital where a medical examination revealed a very high level of alcohol in his blood. <br /><br />Railway officials have now suspended Deep Singh and have ordered an investigation. <br /><br />Now, while most may think that surely this bizarre incident is unprecedented, it is in fact one of many. In April 2016, the <a href="https://timesofindia.indiatimes.com/articleshow/51666158.cms?utm_source=contentofinterest&amp;utm_medium=text&amp;utm_campaign=cppst">Times of India</a> reported a similar incident where the stationmaster at <keyword id="6355588" type="LOCATION" weightage="20" keywordseo="rajasthan">Rajasthan</keyword>’s Munabao station near the India-Pakistan border was found passed out in his room. In this case, Rajuram Choudhary, the station master, was a repeat offender and had been put on notice thrice earlier for the same reason.<br /><br />And if that were not enough, according to a disturbing report in the <a href="https://www.hindustantimes.com/india-news/drink-driving-major-issue-for-indian-railways-too-fourfold-rise-in-train-drivers-failing-alcohol-test/story-M2USyd8QIJYx9dVlrnp7HK.html">Hindustan Times</a> in April 2017, 15% of the Indian Railways train drivers, also known as loco-pilots, failed the alcohol test at the end of their journey. Which basically means they were ferrying hundreds of passengers in an inebriated state. In all, 281 train drivers have failed the alcohol tests between 2012 and 2016.<br />

<ul class="summary-list"><li>Russia's joint mass military exercises will be far smaller than the Kremlin claims, the UK said.</li><li>Around 85% of the Russian troops that would normally join in are committed in Ukraine. </li></ul><p>A scathing British intelligence brief has downplayed the scale of Russia's annual military exercises, which are being held this week with several countries including India and China.</p><p>Russia's Ministry of Defense claimed some 50,000 of its own troops will take part in Vostok 22, a set of mass military exercises running between September 1-7 across Russia's far east and the Sea of Japan, <a href="https://www.aljazeera.com/news/2022/9/1/russia-starts-war-games-with-china-and-other-ally-states">according to Al-Jazeera</a>. India, China, Laos, Mongolia, Nicaragua, Syria and ex-Soviet states will also participate.</p><p>The Kremlin said the display will bring together 5,000 units of weaponry including 140 aircraft and 60 warships, the outlet reported. </p><p>But an intelligence update from the UK's Ministry of Defence argued the number of Russian troops actively taking part will be more like 15,000.</p><p>Around 85% of the units of Russia's Eastern Military District — from whose ranks Russia would typically pull in soldiers for the Vostok exercises — are estimated to be already committed in Ukraine, according a western official, who spoke frankly to Insider only on the basis of anonymity. </p><p>The last Vostok exercise, in 2018, involved five times as many troops, the UK's MoD said. </p><div type="image" title="Participants attend a ceremony opening Vostok 2022 military exercises at a firing ground in the far eastern Primorsky region, Russia, August 31, 2022. At that time the US Defense Department estimated that as many as 80,000 Russian soldiers have died in Ukraine, <a href="https://foreignpolicy.com/2022/08/08/russia-ukraine-deaths-casualties-rises/">Foreign Policy reported</a>. </p><p>Vostok 22 is intended as a display of deepening defense ties between the participating countries — particularly between the major economies of China, India and Russia. </p><p>However India withdrew from the naval side of the exercises to avoid upsetting Japan, <a href="https://www.deccanherald.com/national/india-to-join-russia-s-vostok-2022-wargames-but-stay-away-from-naval-drill-to-avoid-hurting-japan-s-sensitivity-1140572.html">according to Indian newspaper the Deccan Herald</a>. </p><p>China has been hesitant to offer full-throated support for Russia's assault on Ukraine, and said in August that its participation in Vostok 22 "is unrelated to the current international and regional situation," <a href="https://www.uscc.gov/research/chinas-position-russias-invasion-ukraine">according to a US Coast Guard report</a>. </p><p>However, the two countries have cooperated on joint wargames for a number of years, per Al Jazeera. </p>

<br /><ul><li>The board of the Bharat Sanchar Nigam Ltd (<keyword id="30351" type="CITY" weightage="20" keywordseo="BSNL">BSNL</keyword>) has approved slashing 54,000 jobs in order to relieve financial stress. </li><li>The recommendations were made by a 3-member panel that was constituted in the face of mounting losses in the aftermath of Jio’s aggressive pricing.</li><li>Other telecom operators like Vodafone Idea and Bharti Airtel have also been under pressure since Jio’s entry into the space.</li></ul>The board of the Indian state-run telecom operator, Bharat Sanchar Nigam (BSNL), <a href="https://www.deccanherald.com/national/bsnl-okays-laying-off-54k-staff-but-will-wait-govt-726643.html">approved </a>the cost-cutting that could result in as many as 54,000 employees losing their jobs. <br /><br />The layoffs won’t happen till after the election and the officials are deferring to the new government to take up the challenge before taking the final call according to the Deccan Herald. <br /><br />The three member panel consisting of Rekha Jain as the coordinator as well as Vishal Gupta and Ajay Pandey — all of whom are professors at the Indian Institute of Management - Ahmedabad (IIM-A) — was put together to find solutions as BSNL started to reel from the financial stress. And, then make their recommendations to the board.<br /><br />The company’s losses started to mount after Mukesh Ambani’s Jio entered the telecom space. In the last fiscal, the company’s overall revenue fell by 20%.<br /><br />

Sudden dust storms in northern India have killed over 120 people

<p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><ul class="summary-list"><li><strong>India and Japan are expected to continue discussing a logistics deal during a summit later this month.</strong></li><li><strong>The deal would allow both of their militaries to access bases and logistical support from the other.</strong></li><li><strong>Both India and Japan have sought to counter China's growing influence in the Indian Ocean region.</strong></li></ul><p>A meeting between Indian Prime Minister Narendra Modi and Japanese Prime Minister Shinzo Abe later this month may yield more progress on a deal that would allow their armed forces to share military facilities.</p><p>The proposed agreement, likely to be discussed during the 13th India-Japan summit in Tokyo on October 28 and October 29, would increase their security cooperation in the Indo-Pacific region by allowing the reciprocal exchange of supplies and logistical support, according to <a href="https://www.deccanherald.com/national/india-japan-share-military-698413.html" target="_blank" rel="noopener">the Deccan Herald</a>.</p><p>The proposed deal was first discussed when Japan's <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">defense</keyword> minister, Itsunori Onodera, met with India's defense minister, Nirmala Sitharaman, in New Delhi in August. It came up again this month during a meeting in Delhi between Modi and Abe's national-security advisers.</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>Sources with knowledge of preparations for the summit <a href="https://www.deccanherald.com/national/india-japan-share-military-698413.html" target="_blank" rel="noopener">told the Herald</a> that the deal would allow Japan and India to exchange logistical support, including supplies of food, water, billets, petroleum and oil, communications, medical and training services, maintenance and repair services, spare parts, as well as transportation and storage space.</p><p>It's not clear if any agreement would be signed this month, though there are signs India and Japan want to conclude it in the near term, given plans to increase joint military exercises next year and in 2020, according <a href="https://thediplomat.com/2018/10/india-japan-mull-allowing-their-armed-forces-to-use-each-others-military-bases/" target="_blank" rel="noopener">to The Diplomat</a>.</p><p>The deal would <a href="https://thediplomat.com/2018/10/india-japan-mull-allowing-their-armed-forces-to-use-each-others-military-bases/" target="_blank" rel="noopener">not commit</a> either country to military action, but it would allow their militaries - both <a href="https://www.businessinsider.com/most-powerful-militaries-in-the-world-ranked-2018-2" target="_blank" rel="noopener">among the most powerful</a> in the world - to access ports and bases run by the other.</p><p>For India, that means it would be able to use Japan's base in Djibouti, which is strategically located at the Horn of Africa between the Suez Canal and the Indian Ocean, overlooking one of the world's busiest shipping corridors.</p><p>In addition to Japanese troops, Djibouti also hosts a major US special-operations outpost at Camp Lemonnier, just a few miles <a href="https://www.businessinsider.com/china-troops-to-overseas-base-operational-security-concerns-for-us-2017-7" target="_blank" rel="noopener">from China's first overseas military outpost</a>, which opened in 2017 and which US officials have said raises "very significant operational security concerns."</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>In turn, Japan would be able to access Indian bases in the Andaman and Nicobar Islands, which sit on important sea lanes west of the Malacca Strait, a major maritime thoroughfare between the Indian and Pacific oceans. (India and the US <a href="https://www.businessinsider.com/us-india-comcasa-deal-improves-ability-to-communicate-and-track-subs-2018-9" target="_blank" rel="noopener">reached another deal</a> on communications and technical exchanges in September.)</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>Further discussion of an India-Japan logistical-support deal comes as those two countries and others seek to ensure freedom of movement in the Indian Ocean and to counter what is seen as growing Chinese influence there.</p><p>Japan, which, <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">like India</a>, has <a href="https://www.businessinsider.com/trump-and-china-japan-launches-sub-with-lithium-ion-battery-2018-10" target="_blank" rel="noopener">territorial disputes with China</a>, has sought to expand its military's capabilities and reach.</p><p>Earlier this month, Japan's largest warship, the Kaga helicopter carrier, sailed into the port at Colombo, in Sri Lanka - a visit meant to reassure Sri Lanka that <a href="https://www.businessinsider.com/china-japan-navies-build-ties-with-sri-lanka-amid-fight-for-influence-2018-10" target="_blank" rel="noopener">Japan would deploy military assets</a> to a part of the world where Chinese influence is growing.</p><p>A few days after the Kaga left Colombo, Sri Lanka navy ships were <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">scheduled to conduct exercises</a> with both the Indian and Japanese navies.</p><p>Japan has also expanded its security partnerships with countries around the Indian Ocean and <a href="https://www.businessinsider.com/japan-developing-projects-in-indian-ocean-amid-china-india-rivalry-2018-5" target="_blank" rel="noopener">pledged billions of dollars</a> for development projects in the region.</p><p><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></p><p>Beijing's activity around the Indian Ocean region is particularly concerning for Delhi.</p><p>China's base in Djibouti, its role in the Pakistani port of Gwadar, its 99-year lease of the Hambantota port in Sri Lanka, and other infrastructure deals with countries in the region have set Delhi on guard, Faisel Pervaiz, a South Asia expert at the geopolitical-intelligence firm Stratfor, told Business Insider earlier this month.</p><p><span style="font-weight: 400;">"India's view is that South Asia's our neighborhood, and if another rival military power is expanding its presence - whether in Bhutan, whether in the Maldives, whether in Sri Lanka, whether in Nepal - that is a challenge, and that is something that we need to address," Pervaiz said.</span></p><p><span style="font-weight: 400;">India's focus is likely to remain on <a href="https://www.businessinsider.com/china-india-recalibrating-after-doklam-but-future-conflict-possible-2018-10" target="_blank" rel="noopener">its land borders</a> with rivals China and Pakistan, Pervaiz said, but Delhi has made <a href="https://www.businessinsider.com/amid-simmering-tension-with-china-india-is-increasing-naval-strength-2017-11" target="_blank" rel="noopener">moves to bolster its position</a> in the Indian Ocean region - a change in focus that has been called "<a href="https://www.businessinsider.com/china-japan-navies-build-ties-with-sri-lanka-amid-fight-for-influence-2018-10" target="_blank" rel="noopener">a tectonic shift</a>."</span></p><p><span style="font-weight: 400;"><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div></span></p><p><span style="font-weight: 400;">India is working <a href="https://www.businessinsider.com/us-backs-india-plan-for-chabahar-port-amid-increasing-pressure-on-iran-2018-7" target="_blank" rel="noopener">to develop a port at Chabahar</a> on Iran's southern coast, which would provide access to Central Asia and circumvent existing overland routes through Pakistan to Afghanistan.</span></p><p><span style="font-weight: 400;">India is particularly concerned about Chinese submarine activity in the Indian Ocean and has held anti-submarine-warfare <a href="https://www.businessinsider.com/r-wary-of-chinas-indian-ocean-activities-us-india-discuss-anti-submarine-warfare-2016-5" target="_blank" rel="noopener">discussions</a> with the US and is seeking to <a href="https://www.businessinsider.com/india-to-buy-submarines-amid-china-naval-activity-in-the-indian-ocean-2017-7" target="_blank" rel="noopener">add more subs to its own force</a>.</span></p><p><span style="font-weight: 400;">"For India, the concern now is that although it maintained this kind of regional hegemony by default, that status is beginning to erode, and that extends to the Indian Ocean," Pervaiz said. "India wants to maintain [its status as] the dominant maritime power in the Indian Ocean, but ... as China's expanding its own presence in the Indian Ocean, this is again becoming another challenge."</span></p>

2 of Asia's biggest militaries are working on a deal that could give them an edge over China

<ul class="summary-list"><li>The White House's current <keyword id="1754604" type="PERSON" weightage="60" keywordseo="coronavirus">coronavirus</keyword> outbreak is the worst in any major government in the world.</li><li>Russia, the UK, Brazil, and India have all seen the virus at top levels of government, including some national leaders.</li><li>But only the US had the combination of a sickened head of state plus a broader outbreak among those beneath him.</li></ul><p>The coronavirus outbreak at the White House is the worst to hit any major seat of government, an analysis by Business Insider has found.</p><p>The US is not alone in having the core of its central government stricken by COVID-19, nor is it the only country to have its national leader test positive.</p><p>But the number of senior US officials, along with their high level of seniority, makes the outbreak among the Trump Administration the worst so far.</p><p><a href="https://www.politico.com/news/2020/10/02/trump-white-house-coronavirus-positive-425229">Politico has counted</a> 34 people who tested positive since <keyword id="3828720" type="PERSON" weightage="60" keywordseo="President-Donald-Trump">President Donald Trump</keyword> announced he had COVID-19 on October 1. </p><p>Many were guests at Amy Coney Barrett's Supreme Court nomination ceremony, at which social distancing was not observed and almost nobody wore masks. The event is now being scrutinized as a possible "super-spreader" event, <a href="https://www.businessinsider.com/rose-garden-ceremony-barrett-coronavirus-superspreading-event-2020-10?r=US&amp;IR=TIR=T">as Business Insider's Aylin Woodward and Susie Neilson reported</a>. </p><p>Among them are 16 senior figures in the Trump administration. They include First Lady Melania Trump, Press Secretary Kayleigh McEnany, Senior Adviser Steven Miller, and former Governor Chris Christie. And, of course, there is the president himself. </p><p>President Donald Trump is one of a small number of world leaders to test for the virus, along with UK Prime Minister Boris Johnson and Brazilian President Jair Bolsonaro. But those leaders saw a far fewer in their inner circle also fall ill. </p><p>India and Russia saw large numbers of officials fall sick, but the illness did not touch their leaders. Here is Business Insider's rundown:</p><h2>Brazil</h2><p>President Jair Bolsonaro <a href="https://www.businessinsider.com/brazilian-president-jair-bolsonaro-tests-positive-for-covid-19-2020-7?r=US&amp;IR=TIR=T">tested positive for COVID-19</a> in early July, having publicly belittled the seriousness of the virus and flouted public health recommendations. His wife Michelle also tested positive, <a href="https://www.reuters.com/article/us-health-coronavirus-brazil-idUSKCN2502XA">according to Reuters</a>. </p><p>Brazil's government was also hit hard. By August, eight out of the country's 23 cabinet ministers had tested positive, Reuters reported. </p><h2>India</h2><p>Five members of Prime Minister Narendra Modi's cabinet had tested positive for the coronavirus by August, <a href="https://www.bloomberg.com/news/articles/2020-08-13/modi-s-key-ministers-hit-by-coronavirus-as-pandemic-grips-india">according to Bloomberg</a>. This included one of Modi's most trusted aides and Minister for Internal Security Amit Shah. </p><p>Reported cases of the coronavirus in India — the second worst-hit country in the world after the US — have only just begun to drop from a September high of nearly 100,000 new cases per day, <a href="https://www.arcgis.com/apps/opsdashboard/index.html#/bda7594740fd40299423467b48e9ecf6">according to Johns Hopkins University</a>. </p><p>Regional ministers did not escape that toll, with 16 testing positive for the coronavirus by August, <a href="https://www.deccanherald.com/dh-galleries/photos/here-is-a-list-of-indian-ministers-who-have-tested-positive-for-coronavirus-869039#1">according to Indian newspaper the Deccan Herald</a>. Modi has not fallen sick.</p><h2>Russia</h2><p>Several Russian lawmakers have contracted the coronavirus and recovered throughout the pandemic, including <a href="https://www.businessinsider.com/russian-prime-minister-reveals-testing-positive-for-virus-2020-4?r=US&amp;IR=TIR=T">Prime Minister Mikhail Mishustin</a> and Vladimir Putin's head spokesperson Dmitry Peskov.</p><p>Overall, at least 60 members of Russia's State Duma — its lower house — have been infected with the coronavirus throughout the pandemic, <a href="https://www.themoscowtimes.com/2020/10/07/coronavirus-in-russia-the-latest-news-oct-7-a69117">according to The Moscow Times</a>. At least 10 of those were hospitalized in September, <a href="https://www.themoscowtimes.com/2020/09/22/10-russian-lawmakers-hospitalized-with-coronavirus-a71508">the paper reported</a>.</p><h2>UK</h2><p>Prime Minister Boris Johnson <a href="https://www.businessinsider.com/uk-prime-minister-boris-johnson-tests-positive-for-coronavirus-covid-19-2020-3?r=US&amp;IR=TIR=T">was hospitalized</a> with COVID-19 in late March. Two other senior members of the government — Health Ministers Matt Hancock and Nadine Dorries also tested positive in March, while Johnson's most senior adviser, Dominic Cummings, and Scottish Secretary Alister Jack, showed symptoms. </p><h2>Iran</h2><p>Iran, one of the first countries to see large numbers of infections, saw around <a href="https://www.businessinsider.com/8-percent-iran-parliament-has-coronavirus-it-released-54000-prisoners-2020-3?r=US&amp;IR=TIR=T">8% of its entire parliament test positive</a> in March amid an atmosphere of denialism amongst its leadership. Early in the pandemic, Iran likely had the hardest hit world government. </p><p>This figure included <a href="https://www.businessinsider.com/one-of-irans-vice-presidents-has-been-infected-with-coronavirus-2020-2?r=US&amp;IR=TIR=T">Vice President Masoumeh Ebtekar</a> and the Deputy Health Minister Iraj Harirchi. </p>
