India’s largest energy conglomerate <keyword id="76758" type="COMPANY" weightage="20" keywordseo="National-Thermal-Power-Corporation">National Thermal Power Corporation</keyword> (<keyword id="45179" type="CITY" weightage="20" keywordseo="NTPC">NTPC</keyword>) plans to take over stressed power generation assets from central as well as state sector units using a reserve of about Rs 5,000 crore. A person with knowledge of the plan told The Economic Times that currently, this Central Public Sector Undertaking (CPSU) under the <keyword id="126373" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-Power">Ministry of Power</keyword> is in talks with three such entities in Madhya Pradesh, Rajasthan and West Bengal. 

	As per the financial daily, NTPC is proposing to create joint ventures with state governments to own such power plants, where it will take a majority stake. Earlier, the CPSU had looked at acquiring private power assets, but the plan hasn't taken off as expected.
 

	A senior NTPC official told ET, "Following slow and dismal progress of NTPC's plan to take over stressed assets from private sector entities, the company has now decided to take over assets or plants that are facing problems in the central and state sector.”
 

	The official further added, “While we are in talks with three assets at the moment, NTPC is open to taking over more if they are offered to the company. We are a cash-rich company and taking over majority stakes in these troubled power plants would not be an issue."
 

	In order to acquire trouble power plant in Madhya Pradesh, NTPC is in discussion with MP Generating Company for taking over 1,300 Mw of the Satpura thermal power plant, one of the oldest in the state, through the same joint-venture model. This thermal plant, reportedly, faces an uncertain future due to poor utilisation of fly ash.
 While in Rajasthan, the nation’s largest power company is in talks with <keyword id="1052461" type="COMPANY" weightage="20" keywordseo="Rajasthan-Rajya-Vidyut-Utpadan-Nigam">Rajasthan Rajya Vidyut Utpadan Nigam</keyword> to take over its entire generation capacities, which has a capacity of about 5,000 Mw, through joint ventures. Coming to West Bengal, NTPC is set to acquire the Raghunathpur thermal plant of 2,400 Mw, which is in trouble owing to problems over land availability. And for this, it’s in discussions with <keyword id="75753" type="COMPANY" weightage="20" keywordseo="Damodar-Valley-Corporation">Damodar Valley Corporation</keyword>. A portion of this plant is ready, but cannot commence generation due to the absence of land and water.

Power prowl: NTPC set to take over stressed thermal plants

The <keyword id="6354977" type="ORGANIZATION" weightage="80" keywordseo="Supreme-Court">Supreme Court</keyword> asked Reliance ADAG's power distribution company, BSES Yamuna to pay up its dues to electricity generating utilities totaling Rs 257 crore by July 15. Currently, the company has 13.5 lakh customers in central and east Delhi.
 As per the records till June 30, the power distribution company owes Rs 60 crore to central generating and transmission utilities, including <keyword id="75753" type="COMPANY" weightage="40" keywordseo="Damodar-Valley-Corporation">Damodar Valley Corporation</keyword>, <keyword id="105181" type="COMPANY" weightage="40" keywordseo="Power-Grid-Corporation">Power Grid Corporation</keyword> and <keyword id="2402471" type="UNKNOWN" weightage="40" keywordseo="Aravali-Power-Company-Ltd-">Aravali Power Company Ltd.</keyword> <keyword id="75796" type="COMPANY" weightage="80" keywordseo="BSES-Yamuna">BSES Yamuna</keyword> also owes Rs 195 crore to Delhi-based power generating units Indraprastha, Delhi Transco and <keyword id="301258" type="COMPANY" weightage="40" keywordseo="Pragati-Power-Corporation">Pragati Power Corporation</keyword>. 

	BSES Yamuna also clarified that the government subsidy, which was promised but not factored in, was to the tune of Rs 96 crore and hence its total liability would be Rs 161 crore.
 Appearing for Delhi Transco and Indraprastha, <keyword id="132134" type="POSITION" weightage="40" keywordseo="Additional-Solicitor-General">additional solicitor general</keyword> <keyword id="243257" type="PERSON" weightage="40" keywordseo="Tushar-Mehta">Tushar Mehta</keyword> said the total dues as per their calculation was Rs 370 crore. However, <keyword id="45179" type="CITY" weightage="40" keywordseo="NTPC">NTPC</keyword>, which was the first to approach the court with a threat to disconnect power supply to the national capital because of mounting arrears from BSES Yamuna, informed the court that it had been fully paid by the discom. BSES’s <keyword id="2117" type="POSITION" weightage="40" keywordseo="senior-advocate">senior advocate</keyword> K V Vishwanathan attempted to put forth the discom's grievance. He said the state had not kept its promise of giving proper return on the Rs 15,000 crore investment made by the company. However, a bench headed by Chief Justice R M Lodha and Justice <keyword id="135052" type="PERSON" weightage="40" keywordseo="Madan-B-Lokur">Madan B Lokur</keyword> and Justice <keyword id="108280" type="PERSON" weightage="40" keywordseo="Kurian-Joseph">Kurian Joseph</keyword> said the apex court would decide about BSES Yamuna's grievances against the <keyword id="6354952" type="ORGANIZATION" weightage="40" keywordseo="Delhi-Government">Delhi government</keyword> later. 

	“We are directing you only to pay current dues. Power generation and transmission companies are no baniya shops. You must clear all dues since January 2014 if you want electricity. You can’t continue like this. You are in arrears, arrears, arrears... This isn’t our headache,” observed the court.

SC Orders BSES Yamuna To Clear Rs 257 Crore Dues By July 15

New Delhi, Feb 1 () The government has marginally reduced total investments by seven state-owned power companies, including Power Grid Corporation, by 0.5 per cent to Rs 44,468.65 crore for 2020-21.
This compares with revised estimate of Rs 44,693.34 crore for the ongoing financial year.
The highest reduction of 30 per cent in investment is done for Power Grid to Rs 10,500 crore compared with Rs 15,000 crore as Budget Estimate (BE) for 2019-20. This investment figure was not revised, according to the Budget document presented in Parliament on Saturday.
 In case of NTPC, investment for 2020-21 was increased to Rs 21,000 crore from Rs 20,000 crore BE for 2019-20.
 The investment by hydro power giant NHPC is increased to Rs 5,401.29 crore for 2020-21 from the revised estimate (RE) of Rs 5,199.29 crore for the ongoing fiscal. The BE stood at Rs 3,806 crore.
 Damodar Valley Corporation's investment has been pegged at Rs 2,342 crore for 2020-21, higher than RE of Rs 1410.4 crore for 2019-20. The BE figure stood at Rs 1,835.26 crore for this fiscal.
 According to the Budget, North Eastern Electric Power Corporation will invest Rs 564.36 crore in 2020-21, compared with RE of Rs 944.64 crore for this fiscal. The BE was Rs 925.79 crore.
 Satluj Jal Vidyut Nigam will invest Rs 2,880.00 crore in 2020-21 compared with Rs 1,200 crore budgeted for 2019-20.
 Tehri Hydro Development Corporation will invest Rs 1,781 crore in next fiscal compared with RE of Rs 939.00 crore for 2019-20. The BE for the company was Rs 900 crore for the ongoing fiscal.
 According to Budget 2020-21, total expenditure of the power ministry has also been pegged slightly higher at Rs 21,881.28 crore for 2020-21, compared with RE of Rs 21,861.74 crore for 2019-20. It was budgeted at Rs 22,322.28 crore for the fiscal. KKS KKS ANU

Investments by power PSUs to dip marginally to Rs 44,469 cr in FY21

New Delhi, Feb 14 () Reliance Infrastructure (RInfra) on Friday reported a 18 per cent rise in its consolidated net profit at Rs 345.51 crore for the quarter ended December 31, 2019. The Anil Ambani-led company had clocked a net profit of Rs 293.77 crore for the corresponding quarter of the previous fiscal, it said in a regulatory filing to the BSE. Its consolidated total income during the quarter was almost stagnant at Rs 4,527.37 crore as against Rs 4,534.42 crore in the year-ago quarter. The firm's total expenses increased to Rs 4,888.79 crore, as against Rs 4,772.46 crore a year ago. About the operational highlights for the October-December 2019 quarter, the company in a statement said it has added over 55,000 new households in Delhi discoms with the number of total households reaching 43.5 lakh. The statement said its "Q3 FY20 (third quarter of 2019-20) revenue of Rs 303 crore was from road projects, Mumbai Metro One project recorded a revenue of Rs 91 crore." The statement said it has a "strong E&amp;C (engineering and construction) order book of Rs 28,000 crore as on December 31, 2019" and the company "won arbitration award worth Rs 1,250 crore against Damodar Valley Corporation for 2x600 MW Raghunathpur Thermal Power Project in West Bengal". It said its sale of Delhi-Agra toll road for an enterprise value of Rs 3,600 crore to Cube Highways and Infrastructure III Pte Ltd is on track for closure. NAM HRS

New Delhi, Feb 16 () Power producers' total outstanding dues owed by distribution firms jumped nearly 50 per cent to Rs 88,177 crore in December 2019 over the same month previous year, reflecting stress in the sector.Distribution companies (discoms) owed a total of Rs 59,015 crore to power generation companies in December 2018, according to portal PRAA (Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators).The portal was launched in May 2018 to bring in transparency in power purchase transactions between the generators and discoms.In December 2019, the total overdue amount, which was not cleared even after 60 days of grace period offered by generators, stood at Rs 78,174 crore as against Rs 44,464 crore in the same month of the preceding year.Power producers give 60 days to discoms for paying bills for the supply of electricity. After that, outstanding dues become overdue and generators charge penal interest on that in most cases.In order to give relief to power generation companies (gencos), the Centre enforced a payment security mechanism from August 1, 2019. Under this mechanism, discoms are required to open letters of credit for getting power supply.According to the latest data on the portal, outstanding dues in December has also increased over the preceding month. In November 2019, total outstanding dues on discoms stood at Rs 82,414 crore.The overdue amount in November has also increased over the preceding month. New Delhi, Mar 29 () Power producers' total outstanding dues owed by distribution firms rose nearly 32 per cent to Rs 88,311 crore in January 2020 over the same month previous year, reflecting stress in the sector.Distribution companies (discoms) owed a total of Rs 67,012 crore to power generation companies in January 2019, according to portal PRAA (Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators).The portal was launched in May 2018 to bring in transparency in power purchase transactions between the generators and discoms.In January 2020, the total overdue amount, which was not cleared even after 60 days of grace period offered by generators, stood at Rs 76,192 crore as against Rs 51,453 crore in the same month of the preceding year. According to the latest data on the portal, outstanding dues in January has decreased over the preceding month. In December 2019, the total dues of discoms stood at Rs 86,948 crore.However, the overdue amount in January increased over the preceding month, from Rs 75,930 crore in December 2019.Power producers give 60 days to discoms for paying bills for the supply of electricity. After that, outstanding dues become overdue and generators charge penal interest on that in most cases.In order to give relief to power generation companies (gencos), the Centre enforced a payment security mechanism from August 1, 2019. Under this mechanism, discoms are required to open letters of credit for getting power supply.The central government has given three months moratorium to discoms for paying dues to power generating companies (gencos) in view of lockdown till April 14 to contain COVID-19 across the country.  Distribution companies (discoms) owed a total of Rs 54,834 crore to power generation companies in November 2018, according to portal PRAA (Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators).
 The portal was launched in May 2018 to bring in transparency in power purchase transactions between generators and discoms.
 In November 2019, the total overdue amount, which was not cleared even after 60 days of grace period offered by generators, stood at Rs 71,782 crore as against Rs 41,503 crore in the same month of the preceding year.
 Power producers give 60 days to discoms for paying bills for the supply of electricity. After that, outstanding dues become overdue and generators charge penal interest on that in most cases.
 In order to give relief to power generation companies (gencos), the Centre enforced a payment security mechanism from August 1. Under this mechanism, discoms are required to open letters of credit for getting power supply.
 According to the latest data on the portal, outstanding dues in November has increased over the preceding month. In October 2019, total outstanding dues on discoms stood at Rs 80,635 crore.
 The overdue amount in November has also increased over the preceding month. The total overdue amount was Rs 70,477 crore in October 2019.
Discoms in Rajasthan, Jammu &amp; Kashmir, Telangana, Andhra Pradesh, Karnataka and Tamil Nadu account for the major portion of dues to power gencos, taking a longer duration of up to 943 days to make payments, the data showed.
 Among major states, Andhra Pradesh tops the list with 943 days to make payments, followed by Rajasthan (942 days), Bihar (942 days), Haryana (940 days), Tamil Nadu (938 days), Madhya Pradesh (927 days) and Telangana (920 days).
 Delhi takes 969 days to make payments to power gencos.
 Overdues of independent power producers amount to over 26 per cent of the total overdue of Rs 71,782 crore on discoms in November 2019.
 Among the central public sector power generators, NTPC alone has an overdue amount of Rs 12,483.16 crore on discoms, followed by NLC India at Rs 4,380.22 crore, NHPC at Rs 3,165.11 crore, THDC India at Rs 2,078.30 crore and Damodar Valley Corporation at Rs 936.59 crore.

New Delhi, Dec 15 () Power producers' total outstanding dues owed by distribution companies rose around 48 per cent to Rs 81,010 crore in October 2019 over the same month last year, reflecting stress in the sector.
 Distribution companies (discoms) owed a total of Rs 54,654 crore to power generation companies in October 2018, according to portal PRAA (Payment Ratification And Analysis in Power procurement for bringing Transparency in Invoicing of generators).
 The portal was launched in May 2018 to bring in transparency in power purchase transactions between generators and discoms.
 In October this year, the total overdue amount, which was not cleared even after 60 days of grace period offered by generators, stood at Rs 67,143 crore as against Rs 39,338 crore in the same month last year.
 Power producers give 60 days to discoms for paying bills for the supply of electricity. After that, outstanding dues become overdue and generators charge penal interest on that in most cases.
 In order to give relief to power generation companies (gencos), the Centre enforced a payment security mechanism from August 1. Under this mechanism, discoms are required to open letters of credit for getting power supply.
 According to the latest data on the portal, outstanding dues in October has decreased over the preceding month. In September 2019, total outstanding dues on discoms stood at Rs 82,548 crore.
 However, the overdue amount in October has increased over preceding month of September. The total overdue amount was Rs 65,155 crore in September.
 The September 2019 figures of dues and overdues have been revised upwards from Rs 69,558 crore and Rs 52,408 crore provisional numbers released last month on the portal.
 Discoms in Rajasthan, Jammu &amp; Kashmir, Telangana, Andhra Pradesh, Karnataka and Tamil Nadu account for the major portion of dues to power gencos, taking a longer duration of up to 913 days to make payments, the data showed.
 Among major states, Andhra Pradesh tops the list with 913 days to make payments, followed by Rajasthan (912 days), Bihar (912 days), Haryana (910 days), Tamil Nadu (908 days), Madhya Pradesh (897 days) and Telangana (890 days) in that order.
 Delhi, a smaller state, takes 939 days to make payments to power gencos.
 Overdues of independent power producers amount to over 22.46 per cent of the total overdue of Rs 67,143 crore on discoms.
 Among the central public sector power generators, NTPC alone has an overdue amount of Rs 12,271.75 crore on discoms, followed by NLC India at Rs 4,413.94 crore, NHPC at Rs 3,178.42 crore, THDC India at Rs 1,883.54 crore and Damodar Valley Corporation at Rs 870.92 crore.
 Among private generators, discoms owe the highest overdue of Rs 3,201.68 crore to Adani Power, followed by Bajaj Group-owned Lalitpur Power Generation Company Ltd at Rs 2,212.66 crore and GMR at Rs 1,930.16 crore. KKS HRS

Residents of Delhi, Himachal Pradesh, Jammu &amp; Kashmir, Rajasthan, Uttar Pradesh and Jharkhand have to be prepared for <a href="http://www.businessinsider.in/searchresult.cms?query=power+cuts">power outages</a> as state-run generators have asked <a href="http://www.businessinsider.in/searchresult.cms?query=discoms">discoms</a> to clear the dues at the earliest. 
 The state run power generators are threatening to cut off supplies unless <keyword id="53091" type="UNKNOWN" weightage="20" keywordseo="discoms">discoms</keyword> pay up Rs 20,000-crore outstanding bills. Around 80% of the dues are owed by these northern and eastern states and likely to face maximum number of <keyword id="6361137" type="UNKNOWN" weightage="20" keywordseo="power-cuts">power cuts</keyword>. 
 
The <a href="http://www.businessinsider.in/Companies-Can-Supply-Power-24X7-Without-Increasing-Tariff-Piyush-Goyal/articleshow/37242272.cms">electricity demand</a> has increased due to deficient and sweltering heat in most parts of the country so much so that farmers’ <keyword id="6368114" type="UNKNOWN" weightage="20" keywordseo="power-demand">power demand</keyword> touched 1.5 lakh mega watt last week. 
 
Although farmers get power either free or heavily subsidised rates, but payments to the power generators becomes uncertain because the utilities apparently do not have the money to pay this bill. 
 
In Delhi, reportedly, <a href="http://www.businessinsider.in/searchresult.cms?query=BSES+Rajdhani+Power+">BSES Rajdhani Power</a> and BSES Yamuna Power have outstanding dues of about Rs 1,600 crore. 
 
They owe money to central power generators such as National Hydro Power Corporation, Satluj Jal Vidyut Nigam, Tehri Hydro Development Corporation, Nuclear Power Corporation of India and Power Grid Corporation of India. 
 
Dues of power distributors in Jammu &amp;Kashmir are over Rs 2,700 crore while Rajasthan-based utilities owe about Rs 1,000 crore to generators. 
 
Among the power generators, Damodar Valley Corporation has the biggest outstanding dues of Rs 8,769 crore and Jharkhand is the biggest defaulter.
