A committee formed by the Centre to double farmers' income by 2022 is considering major reforms in agriculture sector, like ado<keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">pti</keyword>ng a profit-centric approach and to aim at increased productivity and reduced cost of cultivation, according to the PTI. 
 
The inter-ministerial panel, constituted in April last year, is also looking at suggesting market reforms in a big way and increasing focus on sub-sectors of agriculture like animal husbandry, poultry and fisheries. 
 "What we (are) really looking at is to recommend strategies that would be practical in nature and would help both the governments at the national level and state level and also down the line to adopt practices which are very practical in doubling the income of farmers," committee's Chairman <keyword id="214054" type="PERSON" weightage="20" keywordseo="Ashok-Dalwai">Ashok Dalwai</keyword> told PTI in an interview. 
 
He was in Hyderabad last week for an event. 
 The committee has been holding consultations with different stakeholders, including <keyword id="6363994" type="ORGANIZATION" weightage="20" keywordseo="ICAR">ICAR</keyword> scientists, farmers and professional bodies, and it would submit its report by April this year, said <keyword id="2729692" type="PERSON" weightage="20" keywordseo="Dalwai">Dalwai</keyword>, who is Additional Secretary in the Union Ministry of Agriculture. 
 
Noting that majority of farmers in the country are small and marginal, he said making farming viable is the "biggest challenge". 
 
The principle of profit generation in agriculture comes from looking at what is the gross output and what is the cost of cultivation, he said. 
 
"Gross output which has been the approach so far, has been to increase production at any cost. But we would like to increase production on a sustainable basis such that resources are not compromised, in all crops, all commodities and all sub sectors of agriculture. So, the gross output in terms of value to farmer," he said. 
 
The post-harvest management, involving how the commodity is stored, transported and marketed assumes enormous importance, he said. 
 
Another important thing being examined by the committee is the role of important drivers of growth like animal husbandry, poultry, fisheries and horticulture. 
 
"Considering that consumption patterns are changing today, people are now going for high value crops like meat, milk, egg and fruits and vegetables...the farmers can produce those things. It has to be a market-led demand-driven approach. This is what the committee is looking at," he said.

New Delhi, Jan 9 () The farm policies need to be reoriented to first ensure income security to farmers and later make them businessmen, a senior agriculture ministry official said on Thursday.
"Now, we are thinking to secure the community which has made our country food secure. We must emphasise on income security of farmer friends. Unless they are secured our aim of food and nutrition security, feed and fodder security and ecology security will not be fulfilled," said Ashok Dalwai, chairman of hight-level panel on doubling farmers income.
Dalwai, who is also CEO of the National Rainfed Area Authority (NRAA), has recommended several policy measures to improve the income of farmers.
Speaking at an event organised by agro-chemicals firm Dhanuka Agritech Ltd, Dalwai said India has the capacity to improve the income of farmers.
"All our knowledge, science, policies need to be reoriented to benefit them. ...After income security, our next step would be to make farmers businessmen who works for profit which will be done though policy and other changes," he said.
Dalwai also mentioned that the green revolution must not be perceived negatively and at the same time there is a need to learn lessons from the milk revolution.
On the occasion, Jal Shakti Minister Gajendra Singh Shekhawat and Minister of State for Agriculture Kailash Choudhary gave away the first edition of Dhanuka Innovative Agriculture Award (DIAA) with cash amount totalling Rs 22 lakh to 32 farmers in various categories for adopting and practising innovative farming techniques.
Dhanuka Agritech Chairman R G Agarwal said the awards have been instituted to felicitate the innovative farming community and encourage farmers to share their practices to enhance crop productivity and their income. LUX BAL

After income security, focus should be on making farmers entrepreneurs: Agri Min official

New Delhi, Nov 19 () The Centre is planning to set up a dedicated cell for agriculture startups and small entrepreneurs, an official said on Tuesday.
 Addressing an event organised by Ficci here, National Rainfed Area Authority (NRRA) CEO Ashok Dalwai said there are numerous areas where startups can help farmers reduce cost and increase income.
He also stressed upon the need to create a platform for standardized and structured data that can be accessed free of cost.
"Biggest problem in getting data is that there is no data standardisation and no structure that can be uniformly interpreted. We need to start looking at building up of database related to all aspects of agriculture and how it can be digitally translated," he said in a statement.
A platform should be created where different technologies are uploaded and made available to everybody, he added.
Small Farmers Agribusiness Consortium Managing Director Neelkamal Darbari said the role of agri startups comes at the pre-harvest stage.
 Farmers Producer Organizations (FPOs) are still struggling to do business in traditional ways. The country has around 5,000 FPOs and they can act as a vehicle for innovation, she said.
 "The interface of technology through FPO mechanism is yet to see some kind of traction," she added.

Govt mulls setting up dedicated cell to promote agri startups

New Delhi, Nov 16 () Government's think-tank Niti Aayog on Saturday asked the stakeholders associated with the agrochemicals industry to discourage "false claims" about their products and tackle the spread of wrong perception in the public.
 Addressing the concluding session of the National Agrochemicals Congress here, Niti Aayog member Ramesh Chand outlined the importance of responsible use of agrochemicals utilising precision technologies to reduce wastage of applied chemicals into environments.
 "He advised the stakeholders to discourage false claims about agrochemicals and tackle the spread of wrong perception in public about agrochemicals," Chand was quoted as saying in a statement issued by the Agriculture Ministry.
 He exhorted agrochemicals scientists and microbiologists to work on chemical and microbial interventions to transform biomass waste into a wealth.
 Indian Council of Agricultural Research (ICAR) Director General Trilochan Mohopatra said that agrochemicals will continue to play a major input in agriculture to meet the crop production targets and the country must strive to ensure its safe and judicious use.
 He requested the scientists to comprehensively work upon the aspects of nano-pesticide approach to ensure safety of humans, livestock and environment.
 National Rainfed Area Authority (NRAA) CEO Ashok Dalwai emphasized upon liberalization of registration procedures, enforcement of regulations at state level and access to technical pesticides.
 Labelling of pesticides and rethink on restrictive ban on them besides the need for a policy on data protection of imported technical pesticides and safe introduction of nano formulations were some of the recommendations made at the four-day long National Agrochemicals Congress here.
 The ministry said that this was the first ever National Agrochemicals Congress and it will hereafter be conducted every three years.
 The Congress is conducted in view of the role chemical pesticides still continue to play in pest management as more and more target specific and environment friendly products are being introduced, the statement added. LUX LUX MR

Discourage false claims about agrochemicals: Niti Aayog to stakeholders

New Delhi, Jan 16 () Farm sector growth is likely to be higher at 3.1 per cent in the current fiscal compared with 2.9 per cent in 2018-19, government think-tank NITI Aayog member Ramesh Chand said on Thursday.
More competition and private investment is the need of the hour, he said, adding that the role of private sector in Indian agriculture sector has to come in a big way.
"India's farm sector growth for the current fiscal is expected to remain higher at 3.1 per cent," Chand said while addressing an industry body Assocham event here.
The overall farm sector growth stood at 2.9 per cent in the 2018-19 fiscal. It was 2 per cent and 2.1 per cent in the first and second quarter of the 2019-20, respectively.
Emphasising on private investment, Chand said the face of agriculture from traditional to modern, and movement of agriculture from present stage to higher evolution will not happen without active involvement of private sector.
"Unless we increase corporate sector's investment and involve them from seed and continuing it up to sale, it would be difficult to cause a breakthrough in growth of agriculture and doubling farmers' income," he said in a statement.
Chand also said that the NITI Aayog was trying to convince the central government to make up its mind in drafting a Model Land Lease Act.
With regard to the implementation of the model Agriculture Produce and Livestock Marketing (Promotion and Facilitation) Act and contract farming law, he said, "I think we need to persuade the states, we are already trying to do it that those two acts are adopted by the states".
In his keynote address, National Rainfed Area Authority (NREA) CEO Ashok Dalwai said: "To avoid food wastage, we need to build an infrastructure to store what we cannot consume".
Horticulture Commissioner B N Srinivasa Murthy said that India can easily compete with any western country in food value chain partnerships if the country focuses on micro-level products like coconut, honey, wine and more. LUX BAL

Goyal in Rajya Sabha(Eds: Updating with minister's response) New Delhi, Mar 17 () There is no plan to privatiseIndian Railways as it belongs to the people of the country,Railways Minister Piyush Goyal asserted in Rajya Sabha onTuesday after some members raised concerns over it.Replying to a discussion on the working of the Ministryof Railways, Goyal announced an investment of Rs 50 lakh crorein the national transporter over the next 12 years."I want to make it crystal clear that there is no planor proposal to privatise Indian Railways, it will not happen.Indian Railways belongs to the people of this country, it willremain so," Goyal said.Keeping in mind development of the railways, thegovernment may, however, bring in a few services under privatesector in order to provide better services to the passengers,he added.Participating in the discussion, several Rajya Sabhamembers raised concerns over the poor financial health of therailways, decline in job opportunities and delay in executionof major projects, besides privatisation of the nationaltransporter.Goyal said the government was committed to making IndianRailways world class in every aspect."In the next 12 years we are going to invest Rs 50 lakhcrore in the Indian Railways. We will do it in publicprivate partnership. We will also give the chance to thepeople of this country to be part of this process," he added.Goyal, in reply to allegations by Trinamool Congressmember Derek O'Brien, said that sharing of funds between theCentre and state governments for new railway projects wasstarted during the UPA regime of which the Trinamool Congresswas a part, and it was inherited by the BJP as a legacy.The minister, however, added it was "not a bad practice".Goyal cited various news reports on the performance ofthe railways under former Railway Minister and TrinamoolCongress chief Mamata Bannerjee. O'Brien had alleged step-motherly treatment to statesgoverned by parties other than the BJP, particularly WestBengal.Responding to complaints of delay in work, Goyal saidthat over the last five years the government has taken stepsto speed up various projects."In 2014-15 the capex (capital expenditure) for theIndian Railways stood at Rs 58,000 crore. This year Rs 1.61lakh crore capex is going to happen. This investment has ledto unprecedented work," the minister noted.Elaborating on the achievements of the government, hesaid that barring a few in Rajasthan, unmanned level crossingshave ceased to exist on the board gauge network across thecountry.On electrification of tracks, he said that out ofstated target to convert 6,000 kms last year, the governmenthas been able to complete 5,276 kms.In 2013-14, the length of electrified tracks in thecountry stood at of just 610 kms, he noted."Looking at the dedication of the railways employees, Ihave confidence that we will be able to achieve the target offull electrification by 2023-24," Goyal said.He said that the government has identified 58 projectsas "super critical" and 68 projects as "critical" and therailways is working to complete them on priority.He said that if the government gets support from thestate governments in terms of land acquisition, investment,the projects could be implemented with greater speed.Commenting specifically on West Bengal, he said therewere issues of land encroachment in the state which have hadimpact on various projects.Earlier participating in the debate, Minister of Stateof Railways Suresh Angadi said there were encroachments onboth sides of tracks in West Bengal.He said that during the protests against the amendedcitizenship law, maximum damage to railways property tookplace in the state.Citing the example of Kerala, Goyal sought help fromthe members to speed up projects across the country."Help us get land, if we get land and the stategovernment's share of investment, we will be able to fast-track the projects," he said.He said the Katra-Banihal rail line in Jammu andKashmir would be completed by August 2022.Citing other achievements, Goyal said the Rai Barelirail coach factory would roll out a record 2,000 coaches thisyear.He added that the Indian Railways has traced problem ofwater-logging in 2,044 underpasses, out of the total 8,519 inthe country."We have solved the issue in 715 of the underpasses sofar and the rest would be rectified in the next few months,"Goyal said.He said that about 99.5 per cent work on bio-toilets wascomplete and the rest would be completed soon.Goyal said that in order to achieve zero carbonemissions, the Indian Railways plans to generate 20,000 megawatt of electricity through solar infrastructure, helping itmeet its entire supply requirement.Earlier, leader of opposition Ghulam Nabi Azad soughtqueries regarding the work on various railways projects inJammu and Kashmir.Participating in a discussion on the working of theMinistry of Railways, several members referred to the largenumber of vacancies in the railways and said these should befilled up, thereby providing job opportunities to the younggeneration.Binoy Viswam of the CPI said the railways has aroundthree lakh vacancies and these should be filled up.Opposing privatisation of trains and stations, he saidthe national transporter has "forgotten its social aspect andsocial commitment".V Vijayasai Reddy of the YSRCP said the railways now hasan operating ratio of 98.4 per cent, which is the worst inlast 10 years.Moreover, the railways' revenue surplus is also fallingand suggested that "priority should be given to augmentationof its internal resources."He also said that fatality due to accidents has declinedthis year and hygiene at railway station has improved.Sanjay Singh of the AAP said that employmentopportunities are being ignored by the railways. Thegovernment is increasing outsourced works in the railways,where contractual labourers are being exploited.Praful Patel of the NCP raised concerns over the delay inseveral railways projects and suggested that the governmentshould think of cost benefit analysis of major works.He, however, supported PPP model in the railways, saying"we should be open minded."Jose K Mani of the KCM said that the railway isoverloaded with work and several projects such as doubling ofline in Kerala are long delayed.Neeraj Shekhar of the BJP said the Opposition ismisguiding the people about performance of the railways.Indian Railways has performed well in last five years, hesaid.The railways has installed 2.38 lakh bio-toilets between2014 and 2018. It has a capital expenditure of over Rs onelakh crore, has done doubling of 28,000 km tracks.Highlighting the safety records, Shekhar said that it hasnot witnessed a single accident in last one year.Over the operating ratio, he said that it was due toimplementation of the Seventh Pay Commission by the governmentin the railways.Husain Dalwai of the Congress said that the revenue ofthe Indian Railways should be increased.Dalwai also raised the safety issue of the Mumbaisuburban trains, saying that according to GRP data, 3,202people died in 2016-17 and 3,014 in 2018-19. which will go to polls in early 2020. The Narendra Modi government has been vying for a majority in the Rajya Sabha since it came to power in 2014. The lack of absolute majority in the upper house has been a hurdle for many of its legislative agenda. It is expected that the Modi government will have complete sway over both houses of Parliament by 2021. To fulfil the promise made by Prime Minister Narendra <keyword id="6354642" type="PERSON" weightage="100" keywordseo="Modi">Modi</keyword>, the government has set up a panel that would prepare a blueprint for doubling farmers' income by 2022. 
 
"The committee will chalk out a plan to shift farm policies from being production-oriented to based on incomes," a senior Agriculture Ministry official said. 
 
The panel would comprise of eight members from different ministries headed by Ashok Dalwai, Additional Secretary at the Agriculture Ministry, and will identify potential areas where agriculture would need more investment, while also suggesting ways to reduce farming risks. 
 
The panel is expected to submit the report in two months, during which it will also look at reducing cultivation costs and addressing weather unpredictability and price fluctuations. 
 
"The government is focusing not only on increasing crop yields but also on reducing the cost of cultivation to increase the net income of farmers. The schemes on soil health card, neem-coated urea and per drop more crop, are aimed at bringing down the cost of cultivation," said the official. 
 
The official also added that the government has decided to set up an electronic National Agriculture Market and implement a new crop insurance scheme.
