The local services on the network of Central Railway (CR) and Western Railway (WR) -- the city's lifeline -- is specifically for the employees of the Maharashtra government who are engaged in essential services. This follows repeated appeals by Maharashtra Chief Minister Uddhav Thackeray to the Centre for resumption of services as part of the unlocking process post COVID-19 lockdown. Accordingly, the familiar sight and sounds of the suburban trains greeted Mumbaikars since early morning as the CR and WR together started 450 services, according to officials. The WR will run 60 pairs of its 12 car suburban services -- total 120 -- in both directions between <keyword id="74906" type="LOCATION" weightage="20" keywordseo="Churchgate">Churchgate</keyword> and <keyword id="1077401" type="LOCATION" weightage="20" keywordseo="Dahanu-Road">Dahanu Road</keyword>, according to WR spokesperson <keyword id="3465642" type="PERSON" weightage="20" keywordseo="Ravindra-Bhakar">Ravindra Bhakar</keyword>. The CR will run 100 services on either side on its Main line -- between Chhatrapati Shivaji Maharaj Terminus to Thane, Kalyan, Karjat and Kasara and 70 services on either side of Harbour line -- Chhatrapati Shivaji Maharaj Terminus and Panvel, said CR spokesperson Shivaji Sutar. "These trains will run between 05.30 hrs to 23.30 hrs", said a CR-WR joint statement early Monday. "It is requested not to rush to the stations and follow medical and social protocols as mandated for CoVID-19," the CR-WR joint statement said.

Dahanu in Palghar recorded over 350 mm rainfall in the 12-hour period ending at 5.30 am on Wednesday while some areas in Thane received over 150 mm during the period, the India Meteorological Department (IMD) said, and predicted more intense showers during the day. Water-logging was reported in low lying areas of <keyword id="9704735" type="COMPANY" weightage="20" keywordseo="chembur-parel-hindmata">Chembur, Parel, Hindmata</keyword>, <keyword id="157686" type="PERSON" weightage="20" keywordseo="Wadala">Wadala</keyword> and other areas of Mumbai. Train movement on the Western Railway route in Palghar was affected due to heavy rain in the morning. There was "minor disruption" at Palghar from 5.40 am to 7.10 am due to 266 mm rain in two hours and hence, a few trains were regulated enroute, Western Railway's chief spokesperson Sumit Thakur said. According to railway sources, suburban services were stopped due to water-logging on tracks at Palghar station. Thakur, however, said despite heavy rains in various suburbs, the Western Railways suburban services were running normal between Churchgate and Dahanu Road. On the central line, there was water-logging on tracks in Sion and <keyword id="9704955" type="PERSON" weightage="20" keywordseo="kurla-areas">Kurla areas</keyword> and trains were running with some delays, sources said. Central Railway's chief spokesperson <keyword id="8859" type="PERSON" weightage="20" keywordseo="Shivaji">Shivaji</keyword> Sutar said their suburban services, from the Chhatrapati Shivaji Maharaj Terminus to Kasara (Thane), Khopoli (Raigad), Panvel (Navi Mumbai) and Goregaon, were running despite the heavy showers. Both the Central Railway and Western Railway are operating nearly 350 special train services each daily for those working in essential and emergency services. Bus services of the Brihanmumbai Electric Supply and Transport (BEST), the city civic body's transport wing, were also affected due to water-logging on some roads. A BEST spokesperson said their services were diverted on more than 30 routes, including two locations in Thane district, till 9 am. The weather station at Dahanu in Palghar recorded 364 mm rainfall in the 12-hour period ending at 5.30 am on Wednesday, IMD Mumbai centre's deputy director general K S Hosalikar said. Besides, the weather station at Bhayander in Thane recorded 169 mm rainfall while the one at Mira Road reported 159 mm during the same period, he said. As per IMD's website, Thane city, Dombivli and Kalyan areas, which are part of the Mumbai Metropolitan Region (MMR), received more than 120 mm rainfall during the same period. "The cloud activity indicates that there would be one more intense rainfall day on Wednesday, Hosalikar tweeted. "Heavy to very heavy with isolated extremely heavy rains possible in next 24 over entire Konkan region. In North Konkan the impact could be more including Thane, Mumbai and Palghar, he said. Parts of south Madhya Maharashtra and adjoining Marathwada region are also likely to get very heavy rainfall, along with intense spells, he said. "With formation of low pressure area on Tuesday in North Bay, as forecast by the IMD, it has resulted into strengthening of lower level southerly winds over Arabian sea. It has brought heavy to very heavy rainfall at isolated places in and around Mumbai, Hosalikar said. Since Tuesday night, the western suburbs here received 82.43 mm rain, followed by eastern suburbs-69.11 mm and the island city-45.38 mm, the Brihanmumbai Municipal Corporation said. The Pune district also received 59 mm rainfall in the last 24 hours and it is likely to witness moderate to isolated heavy showers in next two days, an IMD official said. The catchment areas of four dams - Varasgaon, Khadakwasla, Panshet and Temghar which provide water to the city - received good rainfall. Pune Mayor Murlidhar Mohol said since good rainfall is predicted by the IMD, the city is not likely to face any water cuts till the Ganesh festival, which begins on August 22. In western Maharashtra, 1,139 cusec water was discharged from Koyna dam, and at least 80 bunds (weir) on the Pancnhganga river in Kolhapur district were submerged, the district administration said. Confusion, however, reigns with many passengers, even after the government clarified that the city’s lifeline - are specifically for the employees of the Maharashtra government, who are engaged in essential services. The government has identified approximately 1.25 lakh employees who are indulged in essential services of state government and are only designated to commute by these special services. However, in normal times, over 85 lakhs passengers commute daily on the suburban networks spanning Mumbai, Thane, Palghar and Raigad. The <keyword id="6364162" type="ORGANIZATION" weightage="20" keywordseo="central-railway">Central Railway</keyword> and the <keyword id="6361126" type="UNKNOWN" weightage="20" keywordseo="western-railway">Western Railway</keyword> have made it clear these special suburban services are not for general passengers/public and will be strictly for those engaged in essential services only. The WR will run 60 pairs of its 12 car suburban services — total 120 — to and fro from Churchgate to Dahanu Road. The CR will run 100 services on either side of its main line — between Chhatrapati Shivaji Maharaj Terminus to Thane, Kalyan, Karjat and Kasara and 70 services on either side of Harbour line — Chhatrapati Shivaji Maharaj Terminus and Panvel. These trains will operate between 5:30 am to 11:30 pm, and only certain booking windows will be opened for the same. No food and other stalls will be opened at the railway stations, and Railway Protection Force (RPF) will be deployed to monitor adherence of social distancing norms. To begin with, the railways allowed passengers entry through employee ID cards, however, in the coming days the state employees will be issued QR based E-passes which will also have bar colour coding to enable swifter ticket checking with coordination by the state government. Only passengers who are medically fit and do not come from a containment zone will be allowed to board the trains, and the state government will ensure multiple rounds of checking to ensure the requirements are being met. Unlike its seating capacity to accommodate about 1,200 persons, only about 700 commuters shall be allowed per train to allow adequate social distancing in the coaches. The Railways have also advised the state government to stagger the timings of its offices for workers coming from different areas to ensure there is no crowding at the stations and inside the trains. 	This paperless ticket system will be available on the Western Railway's suburban system between Churchgate and Dahanu Road from today, PTI reported, citing a senior railway official.
 The official added that app will be initially accessible on <keyword id="6355645" type="COMPANY" weightage="80" keywordseo="android">Android</keyword> and <keyword id="6354717" type="ORGANIZATION" weightage="80" keywordseo="Windows">Windows</keyword> smartphones but will be soon extended to other platforms such as <keyword id="75489" type="ORGANIZATION" weightage="60" keywordseo="IOS">iOS</keyword>. "To avail the facility, users will have to first download the latest version of UTS (<keyword id="526753" type="UNKNOWN" weightage="80" keywordseo="Unreserved-Ticketing-System">Unreserved Ticketing System</keyword>) mobile ticket app from 'Playstore' (on their phones). Those who have the app will just have to upgrade it," he said. 

	Briefing on the working of the app, the officer said users will not have to stand in the queue or visit automated ticket vending machine (ATVM) kiosk at stations to get the ticket as soft copy of the same will be made available on their smartphones.
 

	He said the transaction will be done through R-wallet, a payment system to book unreserved ticket through mobiles.
 

	This app facility is the result of the efforts of railway officials who wanted to bring in the use of technology, the official said.
 The <keyword id="6378318" type="ORGANIZATION" weightage="80" keywordseo="central-railways">Central Railways</keyword> officials said they may start the service by August 15 this year after seeing the response of Western Railways commuters.
