New Delhi, Apr 12 () The Delhi University Students Union (DUSU) has decided to donate Rs 1 lakh to PM-CARES Fund to fight the coronavirus outbreak.The students' body held an Executive Council meeting and discussed the issues plaguing the students during the ongoing lockdown.The council has decided to form five committees each comprising seven representatives including a DUSU office bearer, three Executive Council Members and four college students' union presidents to look into the issues concerning semester examinations, university entrance procedure, evaluation, syllabus reforms and review committee . The council also pledged to donate Rs 1 lakh from the union's annual fund towards the PM-CARES fund to fight the outbreak of COVID-19 pandemic. DUSU also appealed to all affiliated college unions and student representatives of all the universities to make contributions to the PM-CARES fund. SLB RHLRHL

Justice <keyword id="42393" type="PERSON" weightage="20" keywordseo="Navin-Chawla">Navin Chawla</keyword> passed the order on a plea by <keyword id="389036" type="COMPANY" weightage="20" keywordseo="Delhi-University-Students-Union">Delhi University Students Union</keyword> (DUSU) which said the students fund cannot be used for any other activity other than for students welfare. DUSU's counsel said the fund cannot be used for paying teachers salaries. The petition was also supported by <keyword id="9318857" type="COMPANY" weightage="20" keywordseo="the-delhi-university">the Delhi University</keyword>. DUSU has challenged the October 16 order of Delhi government asking the 12 colleges to pay the salaries of staff-- both teaching and non-teaching-- from the students fund and the amount should be released within two weeks. HC stays Delhi government's decision asking 12 DU colleges to pay staff salaries from students fund

The Delhi <keyword id="6355392" type="ORGANIZATION" weightage="20" keywordseo="High-Court">High Court</keyword> Monday declined to lift stay at this stage its order on the decision of the AAP Government asking 12 Delhi University colleges, which are fully funded by it to pay outstanding salaries of staffers from the students' fund. It said it will decide the application seeking vacation of stay only after hearing all the parties and sought replies of 12 colleges.. Justice Jyoti Singh issued notices to the 12 colleges and Delhi University Students Union (DUSU) on the Delhi government's application to vacate the stay order. The court also granted three weeks time to the colleges to file their replies to the petition filed by DUSU, which has challenged the October 16 order of Delhi government asking the institutes to pay the salaries of over 1500 staff-- both teaching and non-teaching-- from the students fund. The high court listed the matter for further hearing on December 15. During the hearing, the counsel appearing for Delhi government urged the high court to vacate the October 23 order by which stay was granted on its decision asking the colleges to pay pending salaries of staffers from the <keyword id="753950" type="ORGANIZATION" weightage="20" keywordseo="Students-Welfare-Fund">Students Welfare Fund</keyword> (SSF). "Delhi government is forced to release funds despite the fact that the colleges are sitting over huge amount of money," he argued. The high court said the October 23 interim stay order will continue till further orders. The high court had earlier issued notice to the Directorate of Higher Education, Delhi University and Delhi government and sought their replies on the petition by DUSU. DUSU, in its plea, has said "Such arbitrary and illegal usage of the money raised by the students for their academic welfare has forced the petitioner who represents the students of the university as a union, to come to this court for quashing of such illegal, unjust and arbitrary order that is unjust and violative of the rights of the students as a whole." Delhi University's counsel had said the varsity is supporting the students' petition and added that the students fund cannot be used for paying teachers salaries and it will amount to cheating the students. The college staff are not paid for the last three months. The plea said the Directorate of Higher Education has directed the 12 colleges, which are 100 per cent funded by the Delhi government, to exhaust and utilise the funds gathered by the students with respect to the <keyword id="10247085" type="UNKNOWN" weightage="20" keywordseo="students-society-fund">Students Society Fund</keyword> (SSF) maintained by the respective colleges for and by the students. "...the impugned actions are bad in law and violate the rights of each and every student that has contributed to such SSF and usage of the such Funds for the payment of salaries will be highly objectionable as their lies no reason or precedent for the usage of such student funds for payment of salaries from colleges which are 100 per cent funded by the respondent no.3 (Delhi government)," it said. The government order has said, "Having taken notice that salaries of teaching and non-teaching staff of colleges, affiliated to Delhi University and fully funded by the GNCT of Delhi, are outstanding/not being paid due to ongoing Special Audit/non-release of Grant-in-Aid, the Hon'ble Dy CM has ordered/permitted : outstanding salaries to the Teaching and Non-Teaching staff be released immediately from the SSF as has been done in the past, till the process of Special Audit is completed/further installments of GIA (under the Salary Head) are released." For the purpose, requisite permission for utilising the Students Society Fund(SSF) for payment of salaries to the teaching and non-teaching staff is hereby accorded, the order has said. "If any salaries remain unpaid after the SSF has been exhausted, the remaining amount will be paid by the Directorate of Higher Education after receipt of formal request from the concerned college(s)," it added. However, that relationship soon turned sour. Only two days ago, Lamba <a href="https://timesofindia.indiatimes.com/elections/assembly-elections/delhi/enraged-lamba-tries-to-slap-aap-member/articleshow/74035873.cms">allegedly</a> tried to slap an AAP member before being pulled back by the police at Majnu ka Tila. Lamba joined Congress in 1994 under the National Students’ Union of India (NSUI). A year later, she won the Delhi University Students’ Union (DUSU). Her relationship with Congress ended up being a 20-year affair. However, when the Aam Aadmi Party (AAP) was formed, Lamba quit Congress to join them on 26 December 2014. During the 2015 Delhi election, Lamba won in Chandi Chowk. However, after AAP lost in the Lok Sabha elections in 2019, she sought accountability from chief minister Arvind Kejriwal. Subsequently, she was removed from AAP’s official WhatsApp group of lawmakers. During the campaigning for the Lok Sabha election, Lamba refused to participate and refrained from playing a part in Kejriwal’s roadshow after she was asked to walk behind his car. Later in April, she was involved in a Twitter spat with AAP spokesperson Saurabh Bhardwaj after he’d goaded her with a taunt to resign from the party. Another rough patch hit when Lamba raised objections against AAP’s decision to pass a resolution to revoke Rajiv Gandhi’s Bharat Ratna. Citing repeated disrespect, she quit the AAP in September 2019 — and went back to Congress.

<ul><li>The University of Delhi (DU) has directed the colleges to conduct a forensic examination of the documents supplied by applicants for admission. </li><li>The admission process is expected to begin from 30 May 2019. </li><li>The university will access the class 12th results of applicants from Central Board of Secondary Education(CBSE) database.</li></ul>The University of Delhi is getting in detective mode. It’s mission: weed out fake documents submitted in student applications. While the students brace up for the admission process in Delhi University Board exam results, the university has <a href="https://www.indiatoday.in/education-today/news/story/delhi-university-contacting-cbse-to-get-marksheets-directly-for-du-admissions-to-reduce-fake-document-submission-html-1480006-2019-03-17">directed the colleges to test the documents</a> submitted by the students to keep its authenticity in check. The authority has asked for the forensic analysis of the documents at the time of admission, which is expected to commence from 30 May 2019. The document forensics will be initiated in association with the Central Board of Secondary Education(CBSE) database. The move will allow the University of Delhi to access the class 12th results of the students. This comes in the back of raising concerns around the fraudulent cases in the recent past. Last year, the DUSU President Ankiv Baisoya was accused of <a href="https://www.ndtv.com/delhi-news/delhi-university-files-police-complaint-in-ankiv-baisoya-fake-degree-case-1950085">submitting fake documents</a> to the university, which led to the cancellation of his admission. Stressing on the need to have a policy in place for analysing applicants’ documents, a university official reportedly raised concerns over uniformity among the students across the varsity colleges. “Till now, different colleges had different identity cards and there was no uniformity. From this year, the identity cards will look similar but have the name of the college stamped on it. It was also found that some colleges were issuing identity cards after six months of a student getting admission, so it was felt that smart ID cards needs to be introduced,” <a href="https://www.financialexpress.com/education-2/du-admission-2019-varsity-directs-colleges-to-carry-out-forensic-examination-of-documents-furnished-by-students/1591648/">PTI reported.</a> The verification and admission process While almost <a href="https://timesofindia.indiatimes.com/home/education/news/du-directs-colleges-to-carry-out-forensic-examination-of-documents-furnished-by-students/articleshow/69549289.cms">80% of the applicants</a> come from CBSE, the varsity will have to conduct a separate examination of the remaining 20% of potential students. The students applying for admission will reportedly have to register in the university portal, following which they have to confirm their affiliation with CBSE. Given that, the filtered category will then undergo forensic evaluation of documents. As a standardised mechanism, the Delhi University admissions will access the students on a 70:30 ratio — for theory and practical exams, respectively.
