New Delhi, Apr 28 () Defence Minister Rajnath Singh on Tuesday directed the Defence Public Sector Units (DPSUs) and Ordnance Factory Board (OFB) to prepare contingency plans for resumption of operations after the coronavirus lockdown is over. According to a press release by the Defence Ministry, Singh on Tuesday reviewed the contribution as well as future plans of the DPSUs and the OFB, through a video conference, in fighting COVID-19. "Raksha Mantri directed them to prepare contingency plans for resumption of operations after the lifting of lockdown to compensate for the lost working time to the extent possible and ramp up production," the release said. India has been under a lockdown since March 25 to curb the spread of the novel coronavirus, which has infected around 29,800 people and killed more than 900 people in the country till now. Referring to Prime Minister Shri Narendra Modi's plans to revive the economy post-lockdown, Singh said, according to the Defence Ministry, the DPSUs along with private defence industry could play a major role in the economic revival. Singh appreciated the innovative skills displayed by the DPSUs in devising manufacture of new products to fight COVID-19 and also their assistance rendered to the local administration in several forms, the press release noted. The ministry stated senior officials of the OFB, the Bharat Electronics Limited (BEL), the Hindustan Aeronautics Limited (HALD), Bharat Earth Movers Ltd (BEML), Garden Reach Shipbuilders &amp; amp; Engineers Ltd (GRSE), Hindustan Shipyard Ltd. (HSL) and Midhani Mishradhatu Nigam Ltd (MIDHANI) were presented in the video conference meeting. "Several units of the OFB and the DPSUs, which are located in non-red zones, have already started operations. Almost all DPSUs have made contingency plans to ramp up production after the lockdown is lifted by drawing up plans to work in three shifts and extending the work days from five to six days a week," the ministry noted. Work will be carried out by observing social distancing and other relevant health guidelines, the ministry stated. During the video conference, the OFB has reported that there were no COVID-19 positive case in any of its 41 manufacturing locations, the ministry noted. DSP AAR

The Comptroller and Auditor General of India has slammed defence public sector units (PSUs) for performing poorly because of which the objective of self-reliance could not be met. The reason, <keyword id="6356851" type="CITY" weightage="100" keywordseo="CAG">CAG</keyword> said, was that a majority of contracts that were entrusted to these PSUs were delayed, which adversely affected Indian Army’s plans for capability enhancement. 
 
The report from CAG repeats what the private sector feels about getting more orders from the government, since a majority of contracts in the last two years have gone to PSUs. As per the report, 63% of the contracts given to PSUs from 2007 to 2012 were delayed for various reasons. 
 "Besides impacting defence preparedness, the delay had financial implications towards loss of interest on payments made to <keyword id="3516494" type="UNKNOWN" weightage="100" keywordseo="DPSUs">DPSUs</keyword>. The objective of self-reliance in defence production had also not been achieved," said the CAG report which was presented in the parliament yesterday.

The<a href="http://www.businessinsider.in/Anil-Ambani-reliance-defence/articleshow/52500626.cms"> private sector</a> in defence manufacturing has already complained to the Prime Minister's Office (PMO) that the defence ministry is favouring PSUs despite their delays, because of which they don’t received orders as per their capabilities. 
 
The <a href="http://www.businessinsider.in/CAG-No-record-available-for-Rs-44000-cr-spending-by-ministries/articleshow/48237252.cms">CAG </a>report was prepared after a thorough study of at least nine<a href="http://www.businessinsider.in/Indias-defence-manufacturing-deals-will-take-place-under-these-5-categories/articleshow/52432285.cms"> major army projects</a> and assessing all contracts placed on PSUs. As per the report, the "inordinate delay in supply of critical weapons and equipment" had "hampered the modernisation and capability enhancement plan of Indian Army". 
 
The delays also led to the government facing a loss of Rs 1,931 crore because of accrued interest on advances that were paid to these DPSUs.

CAG slams defence PSUs for miserably failing self-reliance goals

The report stated that the <keyword id="20861069" type="General" weightage="20" keywordseo="global-shift" source="keywords">global shift</keyword> towards a China+1 strategy and the impact of the <keyword id="20016971" type="General" weightage="20" keywordseo="Russia-Ukraine-war" source="keywords">Russia-Ukraine war</keyword> offer India additional opportunities to fill supply chain gaps, potentially boosting its share in the <keyword id="23046732" type="General" weightage="20" keywordseo="global-defence-industry" source="keywords">global defence industry</keyword>. The report noted that the country's long-term goal is to become a global defence manufacturing hub is driven by Defence Public Sector Undertakings (DPSUs), private enterprises, start-ups, and MSMEs. "Indian defence exports have grown multi-fold from INR 15 bn in 2017 to INR 210 bn in 2024 at a CAGR of 46%. The China + 1 strategy and the Russia-Ukraine war provides an additional opportunity for India to fill the gap created in the supply chain and hence increase its contribution to the global defence industry," the report read. The report added that to achieve this target a well-developed domestic ecosystem is crucial as lower import content in products accelerates approvals by reducing international conflicts. The report added that the Ministry of Defence has taken key initiatives to attract Indian private players and global Original Equipment Manufacturers (OEMs) include establishing aerospace parks and defence corridors, fast-tracking project approvals, and enhancing development and testing facilities. Highlighting the potential in India's Maintenance, Repair, and Overhaul (MRO) segment the report explained that it holds a significant potential for global aerospace companies due to its technical expertise and cost-competitive solutions. "India provides a huge opportunity in the <keyword id="23046733" type="General" weightage="20" keywordseo="MRO-segment" source="keywords">MRO segment</keyword> for global aerospace leaders given the expertise the country provides as well as the cost efficiency solutions compared to its global competitors" the report added. India aims to increase domestic defence turnover to Rs 3 lac crore by 2029, Rs 500 billion targeted for exports. This growth will help reduce the Government of India's import bill as India remains the world's largest importer of defence equipment. Under the Atmanirbhar Bharat initiative of the government, 75 per cent of the defence capital outlay is now reserved for domestic players, up from 49 per cent in FY21. Given the geopolitical challenges and modernisation needs of its Armed Forces, the report added that India plans to invest Rs 8.3 lac crore in domestic procurement, offering substantial business opportunities for local companies. "India intends to place orders worth INR 8.3 trn through domestic procurement and thus it presents a massive business opportunity for local players" it added. As per the Ministry of Defence, India's defence manufacturing sector has witnessed an increase of 16.8 per cent in the fiscal year 2023-24. This significant increase marks the highest-ever growth in the country's defence production value. The total value of defence production reached Rs 1,26,887 crore this year, up from the previous year's figures.

India's defence exports surge to Rs 210 billion after global shift towards China+1, Russia-Ukraine war: Report

The <keyword id="32723" type="General" weightage="100" keywordseo="defence" source="Orion">defence</keyword> ministry has approved a fresh list of 928 components and subsystems which will only be procured from the domestic industry after a ban on their import kicks in under a staggered time-line of around five-and-half years. The ministry on Sunday said the aim of the move is in sync with the government's overall aim to promote 'Atmanirbharta' (self-reliance) in defence production. It is the fourth such "positive indigenisation list (PIL)" comprising line replacement units, sub-systems and components used for various military platforms, equipment and weapons. "To promote 'Aatmanirbharta' in defence and minimise imports by defence public sector undertakings, the <keyword id="6369097" type="General" weightage="50" keywordseo="ministry-of-defence" source="Orion">Ministry of Defence</keyword> has approved fourth Positive Indigenisation List (PIL) of 928 strategically-important line replacement units/sub-systems/spares and components, including high-end materials and spares, with import substitution value worth Rs 715 crore," the ministry said in a statement. The aim of the indigenisation list is also to minimise imports by the defence public sector undertakings (DPSUs). The defence ministry has set specific timelines for import ban of the items, spanning the period from December 2023 to December 2028. This list is in continuation to the three similar PILs that were brought out in December 2021, March 2022 and August 2022 "These lists contain 2,500 items which are already indigenised and 1,238 (351+107+780) items which will be indigenised within the given timelines," the ministry said. Of the 1,238, 310 items have been indigenised so far, it said. The items which were already indigenised comprised 262 from the first PIL, 11 from the second list and 37 from the third PIL, according to the ministry. "The DPSUs will undertake indigenisation of these items through different routes under 'Make' category and in-house development through the capabilities of MSMEs and private Indian industry, thereby providing impetus to the growth in economy, enhanced investment in defence and reduction in import dependence of DPSUs," the ministry said. "In addition, this will augment the design capabilities of the domestic defence industry by involving academia and research institutions," it said. In a tweet, Defence Minister <keyword id="6355121" type="General" weightage="50" keywordseo="rajnath-singh" source="Orion">Rajnath Singh</keyword> said the Narendra Modi government is committed towards indigenisation and ensuring self reliance in the defence sector. "Keeping this in mind, the 4th Positive Indigenisation List (PIL) of 928 strategically-important Line Replacement Units (LRUs)/Sub-systems/Spares and Components has been approved," he said. "The list includes high-end materials and spares, with import substitution value worth Rs 715 crore," Singh added. The ministry said DPSUs will soon initiate procurement action for these notified items. According to estimates, the Indian armed forces are projected to spend around USD 130 billion in capital procurement over the next five years. The government now wants to reduce dependence on imported military platforms and has decided to support domestic defence manufacturing. The defence ministry has set a goal of a turnover of USD 25 billion (Rs 1.75 lakh crore) in defence manufacturing in the next five years which includes an export target of USD 5 billion worth of military hardware. Govt approves 4th 'positive indigenisation list' of sub-systems to promote domestic defence industry

<keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword>'s first C-295 aircraft has rolled out of the <keyword id="6356166" type="General" weightage="100" keywordseo="airbus" source="Orion">Airbus</keyword> defence production facility in the city of Seville, located in southern Spain. Images and videos of the military aircraft emerging from the Airbus Defence and Space's San Pablo site, which is home to the military transport activities and the Final Assembly Line (FAL) for the four-engine turboprop-powered A400M airlifter and twin-turboprop C295, have now gone viral on social media. The plane is the first of the 16 medium-lift tactical transport airport aircraft which will be delivered to the Indian Air Force (<keyword id="6355075" type="General" weightage="80" keywordseo="iaf" source="Orion">IAF</keyword>) in flyaway condition. It was in September 2021 that the Cabinet Committee on Security approved the procurement of 56 C-295MW transport aircraft from Airbus Defence following which the Ministry of Defence signed a contract for the acquisition of the aircraft with associated equipment. The induction of the aircraft that will replace the ageing Avro aircraft of IAF has been seen as another step towards the modernisation of the country's air force. A year later, Airbus and Tata Advanced Systems entered a collaboration for the manufacturing and assembly of the C-295 aircraft for the IAF. Under the agreement, Tata Advanced Systems was selected as the Indian Production Agency (IPA) by Airbus. It will not only produce 40 fly-away C-295 aircraft from its facilities but will also subsequently provide MRO support and service for the total 56 aircraft that will be procured by IAF. In October 2022, Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> laid the foundation stone of the transport aircraft manufacturing project in Gujarat's Vadodara, giving a major boost to the 'Make in India' initiative and domestic aviation manufacturing. The Rs 21,935 crore project, the first-of-its-kind in which a military aircraft will be manufactured in India by a private company, involves the full development of a complete industrial ecosystem - from the manufacture to assembly, test and qualification, to delivery and maintenance of the complete lifecycle of the aircraft. The first 16 fly-away aircraft are scheduled to be received between September 2023 and August 2025 while the first 'Made in India' aircraft is expected from September 2026. C-295MW, a transport aircraft of 5-10 tonne capacity with contemporary technology, is expected to strengthen the logistic capabilities of the IAF. It has a rear ramp door for quick reaction and para-dropping of troops and cargo. Short take-off/land from semi-prepared surfaces is another of its features. The aircraft can be used for civilian purposes as well. The Defence Ministry has stated that the project offers a unique opportunity for the Indian private sector to enter into the technology-intensive and highly competitive aviation industry. It will augment domestic aviation manufacturing resulting in reduced import dependence and an expected increase in exports. Manufacturing of over 13,400 detail parts, 4,600 sub-assemblies and all the seven major component assemblies will be undertaken in India, along with tools, jigs and testers. Also, 96 per cent of the total man-hour work per aircraft that Airbus employs at its manufacturing facility in Spain will be undertaken in India by the Tata Consortium. Various systems such as engines, landing gear, avionics, EW suite among others, will be provided by Airbus Defence &amp; Space and integrated into the aircraft by the Tata Consortium. All 56 aircraft will also be fitted with the indigenous electronic warfare suite of Indian DPSUs - Bharat Electronics Ltd and Bharat Dynamics Limited. After the completion of the delivery of 56 aircraft to IAF, Airbus will be allowed to sell the aircraft manufactured in India to civil operators and export to countries which are cleared by the Indian government. Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> announced the draft policy through a tweet on Monday. "In order to provide impetus to self-reliance in Defence manufacturing and to position India amongst the leading countries of the world in Defence and Aerospace sectors, a draft Defence Production and Export Promotion Policy 2020 (DPEPP 2020) has been formulated," he said. In implementing such framework and to position India amongst the leading countries of the world in defence and aerospace sectors, <keyword id="6369097" type="COMPANY" weightage="20" keywordseo="ministry-of-defence">Ministry of Defence</keyword> (MoD) has formulated a draft Defence Production and Export Promotion Policy 2020 (DPEPP 2020). The DPEPP 2020 is envisaged as overarching guiding document of MoD to provide a focused, structured and significant thrust to defence production capabilities of the country for self-reliance and exports. Draft defence policy aims to achieve ₹1.75 lakh crore turnover by 2025

India is preparing country-wise profiles of defence products and platforms to promote their exports and the government will stand "side by side" with the domestic industry in this endeavour through diplomatic channels, a senior Defence Ministry official said Monday. Raj Kumar, secretary, Department of Defence Production, said at a webinar that the domestic defence industry will hold web interactions with the representatives of friendly countries to figure out what kind of products and platforms they require. "We are preparing country-wise profiles of products, weapons and platforms which are probably needed by our friendly countries. So we are now planning to start web interaction led by the industry," Kumar said. "That country's defence attache, our DPSUs (defence public sector undertakings), industry, will then figure out what is in the store for us to promote there for exports," he said. Kumar said the government will be standing side by side with the domestic industry through its defence attaches, embassies and diplomatic channels to promote exports. To promote indigenous production, the Defence Ministry on August 9 announced restrictions on import of 101 weapons and military platforms including light combat helicopters, conventional submarines and cruise missiles under a staggered timeline till 2024. Kumar said a second list of import-restricted defence items will be notified soon. "This is the first list we are examining and then a second list will also come. We expect you (industry) to come forward and start investing to meet our requirements," he said at the webinar -- "Army Make Projects 2020" -- organised by FICCI. The senior official said as successful domestic bidders move to the defence equipment production stage, his department will share their details with the UP and Tamil Nadu defence corridor authorities, who "will compete in attracting your units to their respective states". He said since the three services are making efforts to push the "Make II" category of defence production projects, he will interact with project participants to understand their concerns and share best practices among the services. As secretary of the Department of Defence Production, Kumar heads the collegiate committee that approves the "Make II" category of projects. Under the Make II category, no government funding is given to the Indian company for the prototype development process. If a prototype developed by the company meets the standards set by the armed forces, an order is placed for such equipment or platforms. "Everything, whether it is defence industrial corridor, or whether it is defence production and export promotion policy, or whether it is a negative list - everything works in the same direction that we have to be among the top producers of defence items," he said. On August 9, Defence Minister Rajnath Singh said the ministry was now ready for a "big push" to indigenous defence manufacturing in tune with Prime Minister Narendra Modi's call for an "Atmanirbhar Bharat" (Self-Reliant India). Various multipliers have been added to incentivise discharge of offsets. Rajnath Singh releases India's new Defence Acquisition Procedure amid India-China border dispute

New Delhi, Apr 18 () From increasing production of personal protection equipment (PPE) kits to manufacturing prototypes of ventilators, defence public sector undertakings and the ordnance factory board have ramped up efforts to fight the coronavirus pandemic in the country.These vital institutions of the Department of Defence Production (DDP) under the Ministry of Defence have channelised all their resources, technical knowhow and manpower to help the nation mitigate the deadly virus, officials said.Defence PSU Hindustan Aeronautics Limited (HAL), Bengaluru, has set up isolation ward facility with three beds in intensive care unit and 30 beds in wards, the defence ministry said in a statement. In addition, a building with 30 rooms has been readied. In all, the HAL facility can accommodate 93 people.HAL has manufactured and distributed 25 PPEs to doctors in various hospitals in Bengaluru that are authorised to treat COVID-19 patients. It has also manufactured 160 aerosol boxes which have been distributed to various government hospitals in Bengaluru, Mysore, Mumbai, Pune, Uttar Pradesh, Telangana, Andhra Pradesh and Tamil Nadu, the statement added.DPSUs and the Ordnance Factory Board (OFB) have assisted civilian administration in fight against COVID-19, the ministry said.Bharat Electronic Limited (BEL), another DPSU, has come forward on the directions of the health ministry to manufacture and supply 30,000 ventilators to ICUs in the country within two months. The design of these ventilators was originally developed by the Defence Research and Development Organisation and later improved by Skanray, Mysore, with whom BEL has collaborated, it said.BEL is likely to start manufacturing of ventilators between April 20-24. As per the tentative schedule, BEL is expected to manufacture 5,000 units in April, 10,000 in May and 15,000 in June. It is also making efforts to indigenise these components with the help of DRDO, the statement said. Bharat Dynamics Limited (BDL) is developing a prototype of ventilator which is likely to be tested and certified by the first week of May before it starts with manufacturing. It is working on this project with the help of a private start-up of Pune, the ministry said.Also, the Ordnance Factory Board, which heads 40 ordnance factories in the country, has started supply of coveralls conforming to ISO class 3 exposure standards. Manufacture of the initial order of 1.10 lakh from HLL Lifecare Limited (HLL) is in full swing and it will be completed in 40 days, it said.Ordnance Equipment Group of factories located at Kanpur, Shahjahanpur, Hazratpur (Firozabad) and Chennai are engaged in manufacturing coveralls. The present production rate is 800 per day and efforts are on to ramp up to a level of 1,500 per day, the statement said.For testing the efficacy of coveralls and masks, it has developed three machines which have been approved by South India Textile Research Association (SITRA) and are to be used in production to maintain the standards. The Ordnance Factory Board has also manufactured 5,870 PPEs which have been distributed to HLL, CMO, Firozabad, besides its own hospitals in ordnance factories, it added.The OFB has also developed special two-metre tents which can be used for medical emergency, screening, hospital triage and quarantine purposes. Ordinance factories are presently producing 7,500 litres of sanitisers against an order of 28,000 litres from HLL, the nodal agency appointed by the Government of India for centralised procurement. The OFB has so far manufactured 1,11,405 masks which include 38,520 three-ply medical masks. These have been distributed to Tamil Nadu Police, district civil and police authorities in Firozabad and Agra, the Cantonment Board Shahjahanpur, the Government of Uttarakhand, the district health officer Shahjahanpur, Military Intelligence, etc, it said. Defence PSUs, Ordinance Factory Board ramp up fight against COVID-19

Minister of State for <keyword id="32723" type="COMPANY" weightage="20" keywordseo="Defence">Defence</keyword> Subhash R Bhamre indicated the Indian government may cut the <keyword id="45134" type="UNKNOWN" weightage="20" keywordseo="Defence-budget">defence budget</keyword> by half within a decade. 
 
Bhamre said around $14 billion worth of defence offset obligations would be discharged in India by foreign original equipment manufacturers (OEMs) by 2028 and the defence industry has the potential to become a huge foreign exchange earner and also lead the country to its professed goal of self-reliance. 
 
"Nearly $14 billion worth of defence offset obligations will be discharged by the foreign OEMs by 2028," he said. 
 
Bhamre said India spends approximately 40 per cent of its total defence budget on capital acquisitions, and about 60 per cent of defence requirements are met through imports. 
 
"The present government has emphasised on indigenous manufacturing to reduce the defence budget by 50 per cent within a decade," the Union minister said. 
 
"There is an urgent need for innovation in the defence manufacturing sector with increased focus on R&amp;D and to prepare a pool of human resource expertise which will help in making equipment and technologies cheaper," he said. 
 
Thanks to the Centre's 'Make in India' campaign, the defence sector has moved from the periphery to the core of Indian manufacturing, he pointed out. 
 
"The sector not only has the potential to augment manufacturing but also add nearly one million direct and indirect jobs," Bhamre said. 
 
He also said the government is taking steps to bring in a framework that encourages collaboration between public and private sector companies for defence export based on public private partnership model. 
 
"The DPSUs (Defence Public Sector Undertakings) and private sector should also put in place a system to share the capability and capacity to support overseas sales, servicing and maintenance throughout the life of the product," he said. 
 
Pointing out that the human resource capacity in the private sector has already demonstrated its worth in fields of automobile, IT and service sectors at global platform, he said the government is trying to replicate the same model by inducing private sector and foreign OEMs to invest in defence manufacturing.

India may cut defence budget by 50% within a decade

Defence ministry was allocated a miserable amount in this year’s annual budget, which is why it has decided to unlock a virtual treasure chest of funds that are lying unused in defence public sector units (<a href="http://www.businessinsider.in/CAG-slams-defence-PSUs-for-miserably-failing-self-reliance-goals/articleshow/53410883.cms">DPSUs</a>). 
 
As per an internal study, outstanding advances (money given towards the end of the financial year from the capital budget) to these enterprises have risen to $8.3 billion, and is lying unused. While the <a href="http://www.businessinsider.in/Manohar-Parrikar-said-no-to-union-cabinet/articleshow/53078073.cms">ministry </a>is looking at ways to utilise these funds, financial managers have also been instructed to review the very system that provides these advance payments.

 An internal audit suggests that while the total amount outstanding from PSUs is Rs 55,892 crore ($8.3 billion), <keyword id="86569" type="COMPANY" weightage="100" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> holds the most of it (Rs 51,573 crore), because of getting these advance payments from as early as 1975.

Managers have also been instructed to clear the outstanding funds till 2000, while new provision for "levy of penal interest if the advances extended to PSUs are not utilised within the given period for the purpose for which it has been released" is under the pipeline.

It was in the last financial year that the defence ministry had unlocked an unused corpus of $2.3 billion, lying in Indian accounts in the United States. The money was paid as advance payments for purchasing equipment under the foreign military sales pact.
