The department for promotion of industry and internal trade (<keyword id="19952901" type="General" weightage="20" keywordseo="DPIIT" source="keywords" meta.keywordsubtype="org" meta.entityname="DPIIT" meta.hostid="261" meta.entityid="DPIIT">DPIIT</keyword>) on Monday asked <keyword id="19957196" type="General" weightage="20" keywordseo="white-goods" source="keywords">white goods</keyword> manufacturers to participate in large numbers to avail fiscal benefits under the <keyword id="19952889" type="General" weightage="20" keywordseo="production-linked-incentive" source="keywords">production linked incentive</keyword> scheme for the sector as the response has been muted so far. Additional Secretary in the DPIIT Rajeev Singh Thakur said that the department has again reopened the application window for the PLI (production linked incentive) scheme for white goods (<keyword id="20360726" type="General" weightage="20" keywordseo="ACs" source="keywords">ACs</keyword> and LED lights). The application window is open from July 15 to October 12. "In the PLI in white goods scheme, somehow the response has been muted. ...Probably due to various reasons not sufficient response has come. So I request (the industry) to have a look and probably this time, you can consider (applying)," Thakur said at the CII Consumer Electronics and Durables Summit 2024 here. So far, 66 applicants with committed investment of Rs 6,962 crore have been selected as beneficiaries under the PLI scheme. The Union Cabinet had given approval for the PLI scheme for white goods for <keyword id="19914449" type="General" weightage="20" keywordseo="manufacturing" source="keywords">manufacturing</keyword> of components and sub-assemblies of Air Conditioners (ACs) and LED lights on April 7, 2021. The scheme is to be implemented over a seven-year period, from 2021-22 to 2028-29, and has an outlay of Rs 6,238 crore. He added that the department can hold talks with the industry separately on issues like quality control orders and logistics. Thakur told the industry that the time is right to increase investments into the country as the government has enhanced its capex and taken steps to promote <keyword id="19996629" type="General" weightage="20" keywordseo="ease-of-doing-business" source="keywords">ease of doing business</keyword>. The public capex in the last 10 years is growing at a fast pace in areas like highways, expressway, ports, airports and railways, but the commensurate response of the private sector "somehow is not up to the expectation", he said. Earlier speaking at the event, DPIIT Secretary Amardeep Singh Bhatia said that a lot of steps have been taken to promote ease of doing business, cutting down compliance burden and decriminalisation of minor offences. The government has also recently approved 12 industrial townships and the industry can look at investing there. He added that capital availability is not an issue now and the government has also provided protection to the industry from predatory imports. Schemes like PLI and semiconductor mission have been rolled out to promote manufacturing and "now we want the industry" to ensure that they have necessary collaborations in place for technology and investments. The industry should do collaborations not only to target the domestic market but also become part of global value chains. "That is an expectation we are having from the entire industry and I think industry will rise to meet these expectations... We have a huge demographic dividend and the industry should take advantage of this otherwise we will miss it," Bhatia added. He also said that there is no paucity of adequate skilled labour in the country and logistics costs too are coming down. On logistics, he cited examples of Amazon and Flipkart selling goods in the remotest part of the country. "I don't think industry should look at the current domestic demand only for collaborations. They should look at the future and export market also in addition to the domestic market," he said, adding expenditure on research and development is "abysmally" low and that needs to be enhanced. Govt asks white goods industry to apply for manufacturing sops in large numbers

<keyword id="21244010" type="General" weightage="20" keywordseo="government-measures" source="keywords">Government measures</keyword> such as mandatory quality control orders and increasing customs duty have helped boost exports of <keyword id="25284" type="General" weightage="20" keywordseo="toys" source="Orion">toys</keyword> from India, but there is a need to do much more for the sector, a top official said on Wednesday. Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT) Rajesh Kumar Singh also indicated that they are diligently pursuing the proposal of extending fiscal incentives under the production-linked incentive scheme for the sector. He said that the industry is wondering about one proposed major policy intervention and "let me assure you that we are still pursuing that". In the interim Budget in February, the Commerce and Industry Ministry has recommended an outlay of Rs 3,489 crore for the Production Linked Incentive (PLI) scheme for toys to boost domestic manufacturing of the sector. As the scheme is yet to be cleared by the Union Cabinet, the interim Budget has made a token provision of Rs 1 lakh towards the scheme for 2024-25. The scheme aims to attract investments in key sectors and cutting-edge technology; ensure efficiency, bring economies of size and scale in the manufacturing sector and make Indian companies and manufacturers globally competitive. Singh said that the country's <keyword id="21563576" type="General" weightage="20" keywordseo="toy-exports" source="keywords">toy exports</keyword> have jumped to USD 325.72 million in 2022-23 from USD 96.17 million in 2014-15 as the government is providing all-around support for creating a conducive manufacturing ecosystem for the toy industry. Imports of toys dipped by 52 per cent from USD 332.55 million in 2014-15 to USD 158.7 million in 2022-23. "The national action plan for toys and other initiatives has had a good impact, but we need to do much more," Singh said, adding the sector holds huge exports and job potential. In order to make India a global hub for toy manufacturing, the government has undertaken a series of initiatives including the formulation of a comprehensive National Action Plan for Toys (NAPT) to promote the designing of toys, using toys as a learning resource, monitoring quality of toys, and promoting indigenous toy clusters. The secretary was speaking at a toy workshop in New Delhi. In order to enable further growth, increased market access and development of new-age marketing skills, DPIIT conducted a workshop with Flipkart and the Indian Toy Industry. Flipkart, Walmart and the Toy Association of India participated in the event. Joint Secretary in the DPIIT Sanjiv said that the workshop was aimed at enhancing India's position and capabilities in the global toy supply chain. It will help the toy manufacturers understand the nuances of online selling which shall in turn help in the growth of sales and market access, Sanjiv said. The issues figured out in the workshop included ways to increase sourcing by online platforms, onboarding of manufacturers on the Flipkart platform and upskilling. It was also aimed at supporting online selling, scaling domestic consumption and upskilling/reskilling workforce. Last year, Flipkart informed toy makers about their requirements and expected quality standards, as it is directly engaging with domestic toymakers for sourcing. The online platforms provide greater access to a much wider customer base across India, expanding their market reach significantly. E-commerce eliminates the need for physical stores, reducing operational costs. It also provides valuable brand exposure to a large audience. Additionally, e-commerce platforms offer data on consumer buying habits and preferences, allowing manufacturers to develop products that cater to market demands. India raised import duties on toys beginning in February 2020. The basic customs duty was increased from 20 per cent to 60 per cent and then to 70 per cent in July 2021.

Govt steps have boosted toy exports from India, but more work still needed: DPIIT Secretary

New Delhi, Feb 25 () The Department for Promotion of Industry and Internal Trade (DPIIT) on Tuesday notified the government's decision to allow 100 per cent foreign direct investment (FDI) in insurance intermediaries. Intermediary services include insurance brokers, re-insurance brokers, insurance consultants, corporate agents, third party administrators, surveyors and loss assessors. The FDI policy earlier allowed 49 per cent foreign investment in the insurance sector, which includes insurance intermediaries. In its press note, the DPIIT said 100 per cent FDI is allowed in insurance intermediaries under automatic approval route. It said that insurance intermediary that has majority share holding of foreign investors shall undertake measures including incorporation as a limited company under the provisions of the Companies Act 2013; at least one from among the chairman of the board of directors or the CEO or principal officer or MD of the company shall be a resident Indian citizen, shall take permission of the IRDA for repatriating dividend, and shall not make payments to the foreign group or promoter or associate entities beyond what is necessary or permitted. Representations were made to the government that these intermediary services should be treated at par with other financial services intermediaries, where 100 per cent foreign investment is permitted. DPIIT notifies 100 pc FDI in insurance intermediaries

New Delhi, Feb 2 () The Department for Promotion of Industry and Internal Trade (DPIIT) is working on guidelines for a National Seed Fund that was announced in the Budget for 2020-21 to help start-ups and budding entrepreneurs, a top government official said.
DPIIT Secretary Guruprasad Mohapatra said that most of the start-ups actually face problem in raising finance or funds in the ideation to the proof of concept stage. 
He said that now the finance minister has announced a proposal in the Budget on Saturday for providing seed fund to start-ups, the department will work on this.
Finance Minister Nirmala Sitharaman proposed to provide early life funding, including a seed fund to support ideation and development of early stage start-ups.
"So now we will move a Cabinet note and create a fund and guidelines in this regard," Mohapatra told .
He said that the department will work on a National Seed Fund policy and creation of the fund.
In their interactions with the department, start-ups have time and again demanded formulation of a national seed fund scheme.
Some states and central government departments like Biotechnology Industry Research Assistance Council have their own seed fund scheme but they are small and are not pan-India, the secretary said.
The department has already held discussions with states, and central government departments that have such schemes in this regard.
The secretary also said that the budget announcement regarding employee stock option plan (ESOP) will help start-ups in further strengthening startup ecosystem in the country.
"In order to give a boost to startup ecosystem, I propose to ease the burden of taxation on the employees by deferring the tax payment by five years or till they leave the company or when they sell, whichever is earliest," the finance minister has said.
 ESOP is a significant component of compensation for employees. Currently, it is taxable.
 On the budget, Mohapatra said that the need of the hour is to encourage investments and to that extant there are lot of positive things in the budget.

DPIIT working on guidelines for National Seed Fund: Mohapatra

New Delhi, Jan 23 () The Department for Promotion of Industry and Internal Trade (DPIIT) has come out with quality control norms for domestic pressure cookers with a view to contain import and production of sub-standard products in the country.
 According to a DPIIT notification, domestic pressure cookers would have to conform to the specified standards and bear the standard mark under a licence from the Bureau of Indian Standards (BIS).
 The item cannot be produced, sold/traded, imported and stocked unless they bear BIS mark.
 The order will come into force with effect from August 1 this year.
 BIS "shall be the certifying and enforcement authority for the goods," according to the notification.
 However, it added that the order -- Domestic Pressure Cooker (Quality Control) Order, 2020 -- shall not apply to goods or articles meant for export purposes.
 The department has also issued quality control norms for certain steel items and cables.
 The move assumes significance as the government is working to formulate technical regulations, which include safety and quality standards, for over 350 products with a view to cut imports of those non-essential items. RR

DPIIT releases quality control norms for pressure cooker

New Delhi, Dec 26 () The Department for Promotion of Industry and Internal Trade (DPIIT) has taken measures like recognising 11 inspecting authorities to simplify procedure of inspection of boilers to promote ease of doing business, the commerce and industry ministry said on Thursday.
 The department has also permitted self-certification and third party inspection and certification of boilers with state governments.
 "This will benefit a broad spectrum of industries both in the large and small scale sector like power plants, chemical plans, refineries, paper plants, steel mills, sugar mills and other process industries," the ministry said in a statement.
 It said that 11 third-party inspecting authorities have been recognised by the Central Boilers Board (CBB), which is under DPIIT supervision, to work in the country.
 It also said that independent competent persons have been authorised to work in individual capacity under the Boilers Act for in-service inspection of boilers.
 National and regional level boiler workshops are continuously being conducted by the DPIIT through the National Productivity Council to apprise the owners of boilers of the steps that may be taken to optimise the efficiency of boilers and to popularise the measures for energy conservation.
 DPIIT is the responsible for administration of the Boilers Act 1923. Steel makers, foundries, forges, tube and pipe makers and material testing laboratories make use of the competent authorities (to cut down inspection delays) and increased availability of boiler components without sacrificing safety and quality of boilers and its components.
 The Boilers Act was enacted in 1923 to provide for safety of life and property from the danger of explosion of boilers and for achieving uniformity in registration and inspection during operation and maintenance of boilers throughout the country. RR ANS

New Delhi, Mar 18 () The Department for Promotion of Industry and Internal Trade (DPIIT) will rope in a consulting agency to support it in effective and on ground implementation of initiatives for startups.The department has floated a notice inviting request for proposal (RFP) from interested agencies. The department "proposes to engage a consultancy organisation to provide support...for a period of three years, extendable one year at a time for a total duration of five years, to assist and support the department in effective and on ground implementation of Startup India Action Plan". The agency, it said, will also support the department in scaling up the Startup India initiative through manifold interventions considered important for building a strong ecosystem for budding entrepreneurs. The main objectives include handholding, supervising and monitoring implementation of recommendations for next three years; examining the need of current ecosystem; and provide short, medium and long-term suggestions for implementation by various agencies in consultation with various stake holders to scale up the initiative; and undertake the state startup ranking exercise every year by coordinating with states and other stake holders. Startup India is the flagship initiative of the government, launched in January 2016, that intends to build a strong ecosystem for the growth of startup businesses, to drive sustainable economic growth and generate employment opportunities. The Startup India action plan provides tax and other incentives.Since the launch of the initiative in 2016, a total of 28,979 startups have been recognized by DPIIT as on March 1. RR MRMR

DPIIT proposes to appoint consulting agency for Startup India initiatives

New Delhi, Mar 11 () As many as 28,979 startups have been recognised by the Department for Promotion of Industry and Internal Trade (DPIIT) as on March 1 this year, Parliament was informed on Wednesday. Maximum number of startups are recognised from Maharashtra (5,477). It was followed by Karnataka (4,206), Delhi (3,740), Uttar Pradesh (2,342), Haryana (1,635), Telangana (1,609), Gujarat (1,555), and Tamil Nadu (1,509). These startups are allowed to enjoy certain tax and non-tax benefits under the Startup India programme. "As on 1st March 2020, a total number of 3,37,335 employment has been reported by 27,137 DPIIT recognised startups," Commerce and Industry Minister Piyush Goyal said in a written reply to the Lok Sabha. In a separate reply, the minister said there is no provision under Startup India initiative for sanctioning of funds to startups directly. However, it has established a Fund of Funds for Startups (FFS) with corpus of Rs 10,000 crore, to meet their funding needs. DPIIT is the monitoring agency and Small Industries Development Bank of India (Sidbi) is the operating agency for the FFS. The total corpus of Rs 10,000 crore is envisaged to be provided over the 14th and 15th Finance Commission cycles based on progress of the scheme and availability of funds. "As on 18th February 2020, Sidbi has committed Rs 3,123.20 crore to 47 Securities and Exchange Board of India (Sebi) registered alternative investment funds (AIFs). These funds have raised a corpus fund of Rs 25,728 crore," Goyal sad. He said that the AIFs have invested a total of Rs 3,378.47 crore into 320 startups, out of which Rs 912.91 crore have been drawn from FFS. Fund of Funds does not directly invest into startups, but provides capital to Sebi-registered AIFs, known as daughter funds, who in turn invest money in growing Indian startups through equity and equity-linked instruments. In a separate reply on India-US trade deal, he said India has an open mind in dealing with any trade-related matter while keeping its domestic and trade interests in mind. Decisions are taken in the larger public interest after having consultation with all stakeholders, he said. "Trade related issues are a part of any ongoing economic relationship, and will continue to be discussed and addressed as a part of the regular bilateral trade engagement between India and the US," he added. Flipkart will try again for a ‘Made in India’ tag to be able to sell farm produce

New Delhi, Feb 19 () Over 28,000 start-ups are registered with the Department for Promotion of Industry and Internal Trade (DPIIT), Commerce and Industry Minister Piyush Goyal said on Wednesday. These registered start-ups can avail different tax and other benefits being offered by the government. "We have now 28,000 plus start-ups who are registered with DPIIT. I am also told that in the last eight months, seven new unicorns have achieved the USD 1 billion bench mark valuation," he said here at the 'EY Entrepreneur Of The Year' award event. Startup India is the flagship initiative of the government, launched in January 2016, which intends to build a strong ecosystem for the growth of start-ups to drive sustainable economic growth and generate employment opportunities. The department said that all rubber hoses used for domestic, commercial and industrial applications will have to conform to Bureau of Indian Standard (BIS) norms. "This will ensure enhanced safety of domestic commercial and industrial users. Rubber hose for LPG will bear this standard mark of the BIS," it said. DPIIT releases quality control norms for LPG rubber hose

New Delhi, Jan 20 () The Department for Promotion of Industry and Internal Trade (DPIIT) on Monday said it has launched paperless licensing process for petroleum service stations such as retail outlets storing and dispensing petrol/diesel for motor conveyances.
It was launched through Petroleum and Explosives Safety Organisation (PESO) under the Petroleum Rules, 2002.
Paperless application and grant of licence process for road tankers for transportation of petroleum under the rules has already been launched earlier this month. 
"After the launch of paperless process, more than 300 licences have been issued," the department said in a statement.
Taken together, it said, licences for petroleum service stations and road tankers for transportation of petroleum account for more than 85 per cent of total licences under the rules.
"This initiative for petroleum pump licensing is directly going to benefit more than 70,000 petroleum pump owners and oil marketing companies," it added.
It said an added advantage of this move is that the authenticity of the licence may be verified on PESO's portal.
 "This automation will greatly benefit the petroleum and gas industry," it said.
This initiative, the department said, is in line with the government's vision to promote ease of doing business towards paperless India that will provide simpler mechanism, and business to petroleum road tanker owners. 
"The process will include filing the applications online, online payment of fees which will go directly to the concerned officer's ID without any manual interface," it said. 
 Applicants, at each stage of processing of the application, will be intimated via SMS and e-mail, in case of discrepancy or grant of licence or approval. 
 These details will also be reflected in the applicant's profile. The entire process will not require any printing and physical dispatch of licence. The licence will be dispatched electronically, it said. RR ANU
