In some relief to daily commuters, the <keyword id="48834" type="ORGANIZATION" weightage="20" keywordseo="Allahabad-High-Court">Allahabad High Court</keyword> ordered the Delhi-Noida-Direct(DND) flyway to be toll free. 
 Pronouncing its order on a PIL filed by the <keyword id="2489659" type="ORGANIZATION" weightage="20" keywordseo="Federation-of-Noida-Residents-Welfare-Associations">Federation of Noida Residents Welfare Associations</keyword> (FONRWA), the high court directed the order to be implemented with immediate effect. 
 
The DND flyway connects Delhi on the west bank of the Yamuna with Noida and East Delhi. 
 
The DND flyway witnessed several protests and demonstrations seeking scrapping of the Rs 28 toll following allegations that the operator of the 9.2-km-long stretch (including the Mayur Vihar link) has already made significant profits.

Infrastructure development in India has undergone a sea change over the past few years and the country currently boasts the <keyword id="2034191" type="UNKNOWN" weightage="100" keywordseo="Second-largest-road-network">second largest road network</keyword> in the world, with a road length of over 4,689,842 km, as per 2013 data from the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword>. 
 Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>. 
 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Another massive programme is also under way to expand the network and the Indian government plans to add an additional 18,637 km of expressways by 2022.

<keyword id="6357103" type="COMPANY" weightage="20" keywordseo="delhi-traffic-police">Delhi Traffic Police</keyword> has issued a fresh notification superseding all previous orders regarding declarations of speed limits on the roads of NCT of <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>. The order shall be published for the information of the general public in the official gazette and by affixing a copy on the notice boards of the office of all District Deputy Commissioner of Police and all Police Stations in Delhi/New Delhi, the notification read. The concerned civic road maintaining agencies shall erect the corresponding informatory sign boards indicating the speed limits at all prominent locations on the road/road stretches in their areas of jurisdiction for guidance and convenience of the road user/general public. This order has come into force with immediate effect from June 8. Unregulated plying of motor vehicles on a high speed on the roads of NCT of Delhi is endangering the life of motorists as well as other road users/commuters and it is necessary to regulate the speed of motor vehicles on the roads of NCT of Delhi for safety of motorists as well as other road users. The notification has been issued by Satyawan Gautam, Deputy Commissioner of Police/Traffic (Modernization), Delhi in exercise of the powers, conferred u/s 28(1) (b) of Delhi Police Act, 1978 read with Rule 9 (1) of the Delhi Control of Vehicular and Other Traffic on Roads and Streets Regulations, 1980 which revises the maximum speed limit (where road condition permits) for various type of motor vehicles on Delhi roads. For cars, jeeps, taxis, cabs, the maximum speed limit is revised to 70 km per hour on NH-48 (Earlier NH-8) from Parade Road/Gurgaon Road Crossing to Delhi Gurgaon Border, DND Flyover - Mayur Vihar Link Road and NH-44 (Earlier NH-1) from <keyword id="2802822" type="COMPANY" weightage="20" keywordseo="Singhu-Border">Singhu Border</keyword> to Sanjay Gandhi Transport Nagar, Noida Toll Road (The straight stretch from Delhi side upto Toll Gates and from the Toll Gate upto the points where curves lasts), Saleemgarh Bypass Road (Ring Road Bypass). Similarly, it was also revised on NH-9 (Earlier NH-24) from Millennium Park to Gazipur Border, NH-9 (Earlier NH-10) from Ghevra Xing to Tikri Border, Northern Access Road from Red Light NSG to T-Point of Northern Access &amp; Central Spine, Central Spine Road from Mahipalpur Chowk to Terminal III, IGI Airport. A maximum speed of 60 km per hour is prescribed on stretches including NH-44 (Earlier NH-1) from Sanjay Gandhi Transport Nagar to Mukarba Chowk, Barapulla Nallah Road from Sarai Kale Khan upto Aurobindo Marg Xing, Ring Road from Chandgi Ram Akhara to Azadpur Flyover via ISBT, Rajghat, <keyword id="187137" type="COMPANY" weightage="20" keywordseo="ITO">ITO</keyword>, Sarai Kale Khan, Ashram Chowk, <keyword id="40458" type="COMPANY" weightage="20" keywordseo="AIIMS">AIIMS</keyword>, DhaulaKuan / Naraina, Punjabi Bagh, Outer Ring Road from Modi Mill Flyover upto Olaf Palme MargNH-8 Xing via Munirka. The speed limit is also revised on Outer Ring Road from District Centre Janakpuri via Peeragarhi, Mukarba Xing via Burari Xing upto Chandgi Ram Akhara, Pushta Road (Marginal Bandh Road) from Noida Border (Chilla Regulator) to New Geeta Colony Grade Separator via Akshardham Flyover, Radisson Road from T-Point Radisson Hotel to Terminal-III, IGI Airport , Terminal-II, IGI Airport Road from T-point of Terminal-II Road and Central Spine to Terminal-II, IGI Airport. A maximum speed for cars of 50 kmph on NH-44 (Earlier NH-1) from Mukarba Chowk to Azadpur Chowk, Ring Road from Azadpur to Chandgi Ram Akhara via Model Town, Kingsway Camp, Mall Road, NH-9 (Earlier NH-10) from Punjabi Bagh to Ghevra Xing, All arterial roads in areas between Ring Road and Outer Ring Road, beyond Outer Ring Road, inside Ring Road and entire Trans Yamuna area (except roads which are specifically mentioned in the table). The lowest limit of 30 kmph is directed for All minor roads inside all Residential Areas / Commercial Markets and service roads / service lanes. Delhi revises maximum speed limit for motor vehicles

New Delhi, May 19 () Life was limping back to normalcy in most parts of Delhi with easing of the coronavirus-triggered restrictions after nearly two months on Tuesday, as there was significant vehicular movement and resumption of economic activities in the city. Several markets in the national capital were buzzing with activity, but confusion prevailed over opening up of shops due to odd-even formula laid down by the Delhi government. All kinds of shops have been allowed to open. Delhi also witnessed 60 per cent spike in vehicle volume from the usual 12,000 -15,000 during the earlier phases of the lockdown, a senior traffic official said. Although metro services are yet to restart operations, public transport resumed with 2,000 buses as well as auto-rickshaws and taxis plying on the road, with a restricted number of passengers as per social distancing norms. The industries too resumed operations, but many complained of shortage of labour and disruption of the supply chain. The coronavirus death toll in Delhi has climbed to 166, while 500 fresh cases of COVID-19 infection reported on Tuesday, the highest single-day spike here, took the total in the city to 10,554, authorities said. The previous highest spike of 472 fresh cases was recorded on May 14. Delhi has been under lockdown since March 23, but the curbs were in place before that. On Monday, the Delhi government announced significant opening of economic activities in the city, including resuming of DTC operations. While popular markets like Connaught Place and Khan Market bore a deserted look, traders in markets like Tilak Nagar, Karol Bagh and Sarojini Nagar were seen cleaning their shops. Connaught Place, which is the commercial hub in central Delhi, saw traders marking circles to ensure that visitors can ensure social distancing. At Karol Bagh in central Delhi, Gaffar mobile market started functioning on an odd-even basis. Odd numbered shops remained open and many shopkeepers were busy setting their shop in order. Hawkers who do repair works and odd jobs like replacing tempered glass on mobiles in the market were not to be seen. However, a large number of people had gathered in the market to get repair work done. Market association and representatives police kept urging people to ensure social distancing. In its guidelines issued on Monday, the Delhi government permitted opening of markets on an odd-even basis. However, on ground there was disappointment as well as confusion over the opening of shops on an odd-even basis. In a letter to Delhi Chief Minister Arvind Kejriwal and Lt Governor Anil Baijal, the Confederation of All India Traders (CAIT) urged them to reconsider the odd-even formula for opening of shops, observing that only five lakh shops could open in the city owing to the arrangement. Khan Market traders said the odd-even rule cannot be effectively implemented in the market and they are figuring out the modalities as some stores opened in the posh market. "We are a different market. Our shops are not even numbered in a way that we can implement the odd-even formula. And are the visitors going to visit the stores keeping the shop number and odd and even date in mind? There was absolutely nil business today. "At least retail markets like ours, which are set up in a way that social distancing measures can easily be implemented, should be allowed to open completely," Sanjeev Mehra, President, Khan Market Traders Association said. The shopkeepers also complained that customer inflow was minimal. Pravin Verma of Verma Jewellers at the Laxmi Nagar market, said, "Everybody is concerned about customers. The situation is bad. It was not good earlier as well but coronavirus and lockdown have hit everybody hard and people are buying only essential items these days. Jewellery would be the last item on their mind." After a lull of over two months, there were traffic snarls on the roads. According to traffic officials, apart from border areas, jams were also witnessed at ITO, Yamuna Bridge and Sarai Kale Khan. Snarls were also reported at Barapulla flyover. The strict checking by the Uttar Pradesh police at the border was cited as a major reason for heavy traffic at Noida-DND flyover and other bordering areas. A senior traffic police official said heavy traffic was reported at the DND flyover as several vehicles queued up to enter Noida. Taking to Twitter, Delhi Traffic Police alerted commuters travelling to Noida to plan their trip only if their vehicles have movement passes issued by authorities concerned. The situation was no different even on the Delhi-Gurgaon border. Transport minister Kailash Gahlot said the number of buses will increase in the days to come when more and more drivers, who reside in the neighbouring states, report for work. The department is taking all the necessary precautions with resumption of public transport and urged people to wear masks and ensure social distancing, he said. "Thermal scanning has been started at some terminals and bus stands. We will ensure it at all the busy bus stands. The government under leadership of Arvind Kejriwal is taking all the necessary steps," he tweeted. Gahlot said more than 2,000 buses were on the roads on Tuesday. Additionally, around 1,400 buses were kept at the disposal of Revenue and Police departments for movement of migrants to railway station and for law and order duties respectively, he said.
