One look at the ministry-operated websites of Indian government and you can be sure that they are not up to the mark. This is why these websites are often made fun of, something which is beginning to irk the centre, it seems. 
 The centre has now directed all the ministries that <keyword id="487987" type="UNKNOWN" weightage="100" keywordseo="government-websites">government websites</keyword> should be taken seriously now. It has also directed that these websites should figure among the top five results when relevant keywords are put in search engines. Not only this, if the government is paying the mobile and landline bills of bureaucrats, their numbers should be made available online. 
 These instructions are a part of the 115 guidelines that the ministries have received from the Department of Administrative Reforms and Public Grievances (<keyword id="1562810" type="UNKNOWN" weightage="100" keywordseo="DARPG">DARPG</keyword>), led by PM Modi. 
 The government believes that these guidelines, when followed, would boost the PM’s agenda of '<keyword id="1929810" type="UNKNOWN" weightage="100" keywordseo="Digital-India">Digital India</keyword>' and 'Minimum government, maximum governance'. 
 
It was on 25th May that DARPG secretary C Vishwanath had written to the secretaries of all ministries, seeing the audit results of 957 government websites, 97% of which failed to comply with the 'Guidelines of <keyword id="1107919" type="UNKNOWN" weightage="100" keywordseo="Indian-government-websites">Indian Government Websites</keyword>' (GIGW). 
 
"Recently, the Standard Testing and Quality Certification Directorate has done the audit of 957 government websites and it was found that only 31 of them were GIGW compliant," the DARPG secretary said in his letter. 
 
 
Specifically, Vishwanath reminded the secretaries that as per the guidelines, all central government websites must be bilingual, opening in Hindi by default and having an option of being converted in English, not vice versa. 
 
Moreover, all electronic commerce transactions done on a government website have been asked to be handled safely and a mechanism should be put in place which ensures timely response to the queries received. 
 
Also, the guidelines ask for the discussion forums to be closely watched, adding that the websites should be free of "offensive/discriminatory language."

97% Government websites fail to impress, asked to mend ways

New Delhi, The Centre is eyeing a whopping Rs 1,000 crore revenue from <keyword id="1866169" type="General" weightage="20" keywordseo="scrap-disposal" source="Orion">scrap disposal</keyword> after the completion of the third edition of its '<keyword id="6919738" type="General" weightage="80" keywordseo="swacchata" source="Orion">Swacchata</keyword>' campaign next month, a senior official said. Speaking to PTI, V Srinivas, Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), said the Central government is deeply committed to institutionalising '<keyword id="3123813" type="General" weightage="80" keywordseo="swachhata" source="Orion">swachhata</keyword>' (cleanliness) and minimising pendency in all its departments. The 'special campaign 3.0', third phase of the 'Swacchata' drive, will be conducted from October 2 to 31 in all departments with a focus on outstation offices having a public interface. "The success of the 'special campaign 2.0' was institutionalised with all ministries or departments conducting the Swachhata campaign for three hours per week throughout the year. Over 100 nodal officers implemented the campaign," said Srinivas, a 1989 batch Indian Administrative Service (IAS) officer of Rajasthan cadre. Since the conduct of the 'Swacchata' campaign 2.0 in October 2022, the drive has been held at 1.37 lakh sites so far, generating Rs 520 crore from scrap items. As many as 50 lakh files were weeded out, 172 lakh sq ft of office space freed up and 31.35 lakh public grievances cases redressed during the second phase of the cleanliness campaign, the officer said. "It is expected that by October 31, 2023, a cumulative progress of Rs 1,000 crore can be expected from disposal of office scrap," Srinivas told PTI. He said that another 100 lakh sq ft of office space is likely to be freed up during the month-long third phase of the campaign. This special drive by the Centre, whose first edition was launched in October 2021, focuses on cleanliness, including the disposal of scrap and reducing pendency in government departments. The preparatory phase of the 'special campaign 3.0' will be launched by Union Minister of State for Personnel Jitendra Singh on September 14 at the National Media Centre here, Srinivas said. During this preparatory phase from September 15 to 30, all departments need to identify pending references and campaign sites for cleanliness besides assessing the volume of redundant materials to be disposed of, among others, he added. In the implementation phase from October 2 to 31, all departments will make efforts to achieve the targets identified in the preparatory phase, utilise the campaign to improve record management and document the best practices evolved during the campaign. "Such cleanliness drives have been hugely successful. Through these campaigns, the Centre has been able to convert waste into wealth by disposal of scrap," another senior official said. This year's special campaign is expected to bring in significant innovative practices and systemic reform for a conducive work environment, he said. "All central government offices are expected to ensure cleanliness in their premises, including inside the office building and outside as well during and after the special cleanliness drive 3.0," the officer added.

Waste to wealth: Centre eyes ₹1,000 crore revenue from scrap disposal

New Delhi, May 5 () More than 52,000 coronavirus-related public grievances were redressed by the central and state governments in the past 35 days, according to an official statement. During a meeting to review these grievances with the central and state governments, Union Minister Jitendra Singh praised the district collectors -- particularly the Reasi collector who deferred the Vaishno Devi yatra to ensure social distancing -- for handling of issues related to migrant labour and inter-state movement of students during the lockdown. The Department of Administrative Reforms and Public Grievances' (DARPG) COVID-19 public grievances monitor had seen a disposal of 52,327 cases between March 30 and May 4, 2020, of which central ministries and departments redressed 41,626 cases, it said. The average grievance redressal time for the central government's COVID-19 public grievance cases stands at 1.45 days per grievance, the department said. "DARPG has manually analysed 20,000 cases and feedback calls were made to ensure citizen satisfaction. Six rounds of interactive video conferences were held with grievance officers of central and state governments. The DARPG had channelised 10,701 COVID-19 public grievances cases to the state governments, which have been successfully redressed," the statement issued by the Ministry of Personnel, Public Grievances and Pensions said.Singh said the redressal of COVID-19-related public grievances was pursued with passion not only in the technically advanced large states of Uttar Pradesh, Karnataka, Gujarat, Haryana and Kerala which managed dedicated web portals but also in the north eastern states and union territories of Jammu &amp; Kashmir, Ladakh, Andaman &amp; Nicobar Islands despite constraints in connectivity. "The timely redressal of public grievances had ensured that public confidence in government was maintained," he said.Singh mentioned that during the national lockdown several district collectors had taken commendable initiatives, notable amongst them collector of Reasi who deferred the Vaishno Devi yatra to ensure social distancing, the statement quoted him as saying. "Similar initiatives were witnessed in aspirational districts where collectors strived to ensure food supplies and monitor village-level lockdown issues with alacrity. Amongst the major state-level success stories was the inter-state movement of students and handling of migrant labour issues in which the district collectors and states played a significant part," it said. Further, states had also successfully addressed issues of hospital infrastructure and quarantine, school and higher education issues, wage and employment issues and other supply related issues, the statement said. Singh, Minister of State for Personnel, said that public grievances are central to the focus of the Modi government and claimed that the redressal of public grievances has risen from 2 lakh cases to nearly 20 lakh cases in the period 2014-20. The DARPG has been forthcoming in responding to public grievances by ensuring 90 per cent of disposal rates, it said. "Further validation of quality of redressal was done through phone calls made for feedback. Over 52,000 COVID-related public grievances redressed by Centre, states: Govt

New Delhi, Apr 7 () Over 10,500 public grievances related to coronavirus have been received by the central government and instructions have been issued to all departments to ensure their disposal on priority basis, the Personnel Ministry said in a statement."The daily public grievances being filed on the portal have increased from 333 on April 1 to 2,343 on April 6," it said, adding that the disposal of public grievances pertaining to migrant labour and essential commodities has been given the highest priority.The Department of Administrative Reforms and Public grievances (DARPG) has issued advisories to all line ministries/ departments and state governments to ensure disposal of COVID-19 public grievance cases on priority basis preferably within three days, the statement said. Union Minister Jitendra Singh, while taking review of departments under the Ministry of Personnel, Public Grievances and Pensions, was informed that the DARPG launched a national monitoring dashboard on COVID-19 grievances on April 1 (https://darpg.gov.in ) and the portal has received 10,659 public grievances as on April 6, the statement said. Singh took a comprehensive review of the Department of Personnel and Training (DoPT), DARPG and Department of Pensions and Pensioners' Welfare (DoPPW) through interactive video conferencing.The Minister of State for Personnel reviewed the steps and initiatives taken by the DoPT during the lockdown and its preparedness to bring in normalcy after the restrictions are lifted. Every section of DoPT has identified priority items of work which they shall be completing while working from home, the statement said. "The Additional Secretary/Joint Secretary would be closely monitoring the progress," it said. The Integrated Government On-line Training (IGoT) platform has been rolled out for training workers in and outside the government on COVID-19 matters, it said. Grah Kalyan Kendras are working to manufacture face masks, the statement said. Further, the DARPG has attended to media tweets and reports on television channels on issues pertaining to food requirements of migrant labour, the statement said. Daily reports on receipts and disposal of source wise and category wise grievances are being submitted by DARPG to the empowered group of ministers, empowered group of officers on public grievances and suggestions, empowered group of officers on essential commodities and empowered group of officers on migrant labour, it said.Singh was informed that the entire department of pensions is functioning 100 per cent on e-office with all officers working through VPN connection and the department has also enabled inter-ministerial exchange of files on e-office, the statement said. Approximately four lakh SMSs were sent to pensioners informing them about the precautions to be taken with respect to the COVID-19 pandemic, it said. The department is also organising a tele-consultation program for 100 pensioners across Indian cities through video conferencing with a senior doctor of the Department of Geriatric Medicine, All India Institute of Medical Sciences on April 9 followed by another session on yoga and fitness for elderly pensioners on April 13 also through video conferencing which will include pensioners from 24-25 Indian cities, the statement said. These programs will be repeated after the lockdown period to ensure physical and mental fitness of the pensioners who being senior citizens are a vulnerable group, it said. All officials of DoPT, DARPG and DoPPW have committed to contribute one day's salary to the PM CARES Fund for COVID 19 relief operations, the statement said. Increase in public grievances on COVID-19, govt receives over 10,500 plaints

New Delhi, Apr 20 () Over 25,000 public grievances related to the coronavirus pandemic have been redressed in the last 20 days, Minister of State for Personnel Jitendra Singh said on Monday.He complimented the Department of Administrative Reforms and Public Grievances (DARPG) and the handlers of the national monitoring dashboard for their prompt and round-the-clock follow up, which had made it possible to limit the average disposal time of a grievance to 1.57 days.The grievance portal launched by the DARPG under the Ministry of Personnel on April 1 this year, following the declaration of nationwide lockdown in the wake of coronavirus pandemic, has received tremendous response from people from across the country in the last three weeks, a ministry statement said.Over 25,000 COVID 19 related grievances have been redressed in the last 20 days, beginning from April 1, the statement quoting the minister said. "On the national monitoring dashboard in the grievance portal (https://darpg.gov.in), an exclusive window was introduced for COVID-19 related grievances as a result of which, any grievance related to COVID-19 got directly registered, to be accordingly followed up by the concerned, it said.Meanwhile, about 14,982 of COVID-19 related grievances have been sent to different state governments while other grievances were sent to different central ministries for redressal, the statement said. Over 25,000 COVID-19 related public grievances redressed: Jitendra Singh

New Delhi, Jun 15 () As many as 1.28 lakh coronavirus-related public grievances have been filed with the central government, according to an official statement. Call centres in different cities and languages to seek feedback on such public grievances was launched on Monday by Minister of State for Personnel, Public Grievances and Pensions, Jitendra Singh, who also interacted live with citizens whose grievances have been successfully redressed, it said. This is the first time that a senior minister of government has interacted live with citizens who had filed grievances related to the pandemic and also paved way for other ministries to take up citizen grievances in an effective manner along with a feedback mechanism, the statement issued by the Personnel Ministry said. "The feedback call centres would seek feedback from individual citizens on citizen satisfaction on 1.28 lakh COVID-19 public grievances that have been filed on CPGRAMS (Centralized Public Grievance Redress and Monitoring System) for the period March 30, 2020 to May 30, 2020," it said. Singh complimented the Department of Administrative Reforms and Public Grievances (DARPG) on reaching the milestone of redressing over one lakh COVID-19 public grievances so far. He said that COVID 19 pandemic has created a world of digital opportunities to empower India's citizens and DARPG must make best use of the crisis led reforms in coming days. Singh said that the leadership of Prime Minister Narendra Modi has inspired the government to put in a lot of effort to address grievances of common man. The DARPG has in collaboration with BSNL operationalised feedback call centres in Bhubaneswar, Guwahati, Jamshedpur, Vadodara, Ahmedabad, Lucknow, Ajmer, Guntur, Coimbatore and Guntakal with 1,406 call centre operators, the statement said. Feedback call centres would operate in several languages including Hindi, English, Gujarati, Marathi, Punjabi, Kannada, Konkani, Malayalam, Tamil, Telugu, Oriya, Bengali, Assamese and Rajasthani, the statement said. On the occasion, Singh interacted with four citizens whose grievances were redressed on the COVID-19 national monitor within a period of three days. Amongst the citizens who interacted with the minister were Renuka V Parasappagol resident of Bijapur, Karnataka whose grievance of a refund from Canara Bank was redressed by Department of Financial Services. Others with whom the minister interacted were Gordhanbhai Jethabhai Patel resident of Vadodara, Gujarat whose grievance of a refund of mature MIS (Monthly Investment Scheme) investment was redressed by Department of Posts. Lakshminarayanan, a resident of Delhi, had a grievance related to the treatment of his daughter with HCQ (Hydroxychloroquine) which was redressed by the AIIMS and Mrithinjayan, a resident of Chennai, Tamil Nadu, whose grievance related to acceptance of monthly instalments of deposits was approved by the Department of Posts, it said. The citizens informed Singh that they had learnt of the COVID-19 national monitor for public grievances from his tweets and statements, and thanked the government for timely redressal of their grievances. Singh said that in Modi 2.0, CPGRAMS has witnessed radical reforms and transformational governance resulting in comprehensive overhaul of grievance redressal in India. Amongst the steps taken were the implementation of CPGRAMS reforms in top 20 grievance receiving ministries/departments delineating last mile grievance officers, integration of state/union territories grievance portals with CPGRAMS and feedback call centres, the minister said. Govt receives over 1 lakh COVID-related grievances; Jitendra Singh launches feedback call centres

New Delhi, Jan 20 () An India-Africa conference on e-governance is being planned here in March to ensure that benefits of digital platforms are made available for the empowerment of African citizens, a senior official said on Monday.
 The conference 'Digital Africa: Empowered Citizens' will witness participation of policy makers and government officials from India and 54 African countries.
 "The Ministry of External Affairs-led initiative in collaboration with the Department of Administrative Reforms and Public Grievances (DARPG) and National Centre for Good Governance envisages convening an Indian Technical and Economic Cooperation (ITEC) India-Africa e-governance with focus on enhanced south-south cooperation for sharing the benefits of e-governance for improved service delivery," DARPG Additional Secretary V Srinivas said. 
 He said discussions have been held with African ambassadors in Delhi and the preparations have commenced.
 "Dates for the conference in March 2020 are expected to be announced shortly," Srinivas told .
 The objective of the conference is to ensure the benefits of digital platforms are made available for empowerment of the African citizens, another official said.
 India has a number of success stories on how technology is used to provide efficient services while improving the quality of life of the citizen, he said.
 "An innovative feature of the ITEC India-Africa e-governance conference is that it provides a forum for government, business and academia from India and Africa while also seeking to crowdsource ideas on strengthening the collaboration through hackathon," the officer said.
 The conference will have eight sessions to cover an array of subjects including e-governance, fintech and capacity building, while also exploring business partnerships and identifying a roadmap forward, he said.
 India's several successful initiatives like BharatNet (a programme on providing broadband connectivity to all households), DigiLocker (platform for issuance and verification of documents and certificates), BHIM (unified payment interface) and Aadhaar enabled payment services, and its benefits would be highlighted during the event, the officer added. To empower African citizens, India to host 'Digital Africa' conference

New Delhi, Feb 5 () Union Minister Jitendra Singh on Friday said the Union budget 2021-22 truly reflects Prime Minister Narendra Modi's vision for "minimum government, maximum governance". Speaking to media persons, he said, as one of the six pillars of the visionary budget, it outlines plans for reforms as one of the core principles of minimum government, maximum governance. In this spirit, a number of steps were taken to bring reforms in Central Administrative Tribunals (CATs) in the last few years for speedy delivery of justice and the budget proposes to take further measures to rationalise the functioning of tribunals, said Singh, the Minister of State for Personnel, Public Grievances and Pensions. The minister said to have ease of doing business for those who deal with government or Central Public Sector Enterprises (CPSEs), and carry out contracts, the budget proposes to set up a conciliation mechanism and mandate its use for quick resolution of contractual disputes to instil confidence in private investors and contractors, according to a personnel ministry statement. Dwelling on some of the landmark good practices introduced by the Department of Personnel and Training (DoPT) and the Department of Administrative Reforms and Public Grievances (DARPG) over the last six to seven years, Singh recalled some of the revolutionary decisions taken to change the face of governance in the country. Enumerating a few among them, he mentioned the decision to allow self-attestation of certificates without attestation of a gazetted officer or anyone else, which was taken immediately after the Modi government came to power in 2014, the statement said. This was followed by the abolition of interview for selection to government jobs in certain categories, introduction of three months stint for new IAS officers in the central government before going to their respective state/UT cadre, amendment in prevention of corruption act, 1988 which included making the bribe-giver also culpable to offence, child care leave for male employees, enhancement of maternity leave for women employees, family pension for divorced daughters and introduction of digital life certificate for pensioners, among others, he said. Most importantly, Singh said, in the months of August and September, 2020, two historic decisions have been taken. One of them, he said, relates to 'Mission Karamyogi', which envisages continuous capacity building of every officer through digital mode in order to prepare him for every new assignment taken up by him and at the same time also enable the authorities to scientifically choose the right officer for the right assignment. The second decision relates to constituting National Recruitment Agency (NRA) for conducting Common Eligibility Test (CET) in order to provide level playing field to every job aspirant across the country, regardless of his socio-economic background, he said. New Delhi, Jun 25 () More than 25 lakh officers have registered themselves for an online training module for capacity-building to effectively fight against the coronavirus pandemic, Minister of State for Personnel Jitendra Singh said on Thursday. The integrated government online training (iGOT) platform has been made functional by the Centre for building capacity of healthcare staff involved in containing the pandemic. Addressing an event here, the minister said that so far over 25 lakh officers have registered on iGoT, fitted to the training needs of frontline workers tackling COVID-19. He said the training module will help an IAS officer become a corona warrior. During the event, Singh launched the IAS Civil List-2020 and its e-version. He said that the dynamic list will help select right officer for right assignment based on available profile, and is a vital source of information for the general public about the officers manning various posts, according to an official statement. This is 65th edition of IAS civil list and the second e-civil list with photographs of the IAS officers of all the state cadres, it said. The list also contains the information of officers as per batch, cadre state, present posting, pay and allowances, education and superannuation, the statement issued by the Personnel Ministry said. Singh said that the push given to the Department of Personnel and Training (DoPT) in the last 5-6 years by Narendra Modi government resulted in a number of innovations and reforms for public good. Referring to the steps taken since May 2014, he said the decisions to do away with the practice of getting documents attested by a gazetted officer, three-month central government stint as Assistant Secretaries for IAS officers in the beginning of their career, and the PM's excellence awards of Department of Administrative Reforms and Public Grievances (DARPG) were revolutionary in nature. The minister said that the proposal for establishment of a National Recruitment Agency (NRA) is at an advanced stage and when introduced, it will provide level-playing field to candidates. The NRA will conduct computer-based online Common Eligibility Test for recruitment to non-gazetted posts with test centres in every district. It aims to ensure timely redress of COVID-19 grievances. Directions have been issued to all ministries and departments to prioritize these grievances and provide redress in three days. DARPG is the nodal agency of the Central government for administrative reforms as well as redress of public grievances relating to the states in general and those pertaining to Central Government agencies in particular. 25-year-old man succumbed to death in UP Uttar Pradesh reported its first coronavirus-related death on Wednesday after test reports of a 25-year-old man, who died two days ago, came COVID-19 positive. Coronavirus cases in India rise to 1,636, 132 cured and 38 dead

It seems that the state governments in India are least bothered about public welfare and are conveniently turning a blind eye to complaints. 
 On the flip side to Prime Minister <keyword id="6354477" type="PERSON" weightage="60" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s initiative of ‘good governance’ is nearly 1.2 lakh unattended grievances that are registered by people on an online central portal. 
 
This has resulted in an overall 80% pendency and almost 90,000 complaints have been pending for over one year, the Centre told the states. The <keyword id="58687" type="ORGANIZATION" weightage="60" keywordseo="Bharatiya-Janata-Party">Bharatiya Janata Party</keyword> (BJP)-led Indian government had turned to an initiative of the previous UPA government to allow citizens to lodge their grievances online instead of running pillar to post in government offices - through Centralised Public Grievance Redress and Monitoring System (CPGRAMS) launched in 2007 for central ministries and expanded to states in 2010. 
 
As the states refused to make the system work, the Government at the Centre fears this will reflect on its own governance record, officials told Economic Times. 
 
The federal government has put up a notice on the website saying citizens must take up the pendency of their grievance "directly" with the state concerned. 
 
"Sushasan - good governance - is a cornerstone of an effective administration. An effective grievance redressal system mechanism is a critical part thereof. One of the biggest concerns of the Government of India us how to make the public service delivery system more citizen centric," Alok Rawat, secretary in the Department of Administrative Reforms and Public Grievances (DARPG) under Modi-led personnel ministry wrote to the chief secretaries of all states on April 22. 
 
The letter, seen by ET, has a report attached that highlights the abnormal levels of grievance pendency with the state governments to which the complaint pertained in the first place. 
 The report shows that nearly four-fifths of the 1.74 lakh citizen grievances received pertaining to states remain pending, out of which 1,11,946 have been pending with various states for over two months - the deadline fixed by UPA to dispose of citizen grievances. Also, 89,952 have been pending for over a year, roughly since the time the <keyword id="6360789" type="ORGANIZATION" weightage="60" keywordseo="Modi-Government">Modi government</keyword> took charge. 
 
While Uttar Pradesh, West Bengal and Haryana have a disposal percentage of just 2% apiece, states like Karnataka and Assam have notched up a grievance disposal record of just 4% and 5%, respectively, the letter shows. 
 
Bihar had 27 % disposal rate while Madhya Pradesh only disposed of 24 % of the complaints pertaining to it.
