Indian ocean can witness many more super cyclones like Amphan in the coming years — and climate change is to blame

<keyword id="6358070" type="General" weightage="20" keywordseo="mumbai" source="Orion">Mumbai</keyword> municipal commissioner Iqbal Singh Chahal has made a sinister prediction for the city, saying that by 2050, a major portion of <keyword id="6361338" type="General" weightage="20" keywordseo="south-mumbai" source="Orion">south Mumbai</keyword>, including the business district of <keyword id="6391251" type="General" weightage="20" keywordseo="nariman-point" source="Orion">Nariman Point</keyword> and <keyword id="11967724" type="General" weightage="20" keywordseo="state-secretariat-mantralaya" source="Orion">state secretariat Mantralaya</keyword>, will go <keyword id="68531" type="General" weightage="20" keywordseo="under-water" source="Orion">under water</keyword> due to the rising sea level. Speaking at the launch of Mumbai Climate Action Plan and its website at the hands of Maharashtra Environment and Tourism Minister Aaditya Thackeray on Friday, Chahal said about 70 per cent of the city's A, B, C and D wards in south Mumbai will be under water due to <keyword id="6361617" type="General" weightage="20" keywordseo="climate-change" source="Orion">climate change</keyword>. He said that nature has been giving warnings, but if people do not "wake up" then the situation would turn "dangerous". "Eighty per cent of the areas like Cuffe Parade, Nariman Point and Mantralaya will be under water...Means going to disappear," he said. The civic chief also said that it is a matter of just 25-30 years as 2050 is not too far. "We are getting warnings from nature and if we do not wake up, it will be a dangerous situation for the next 25 years. And it will not only be the next generation but the current generation will also suffer," Chahal warned. He said that Mumbai is the first city in South Asia that is preparing its climate action plan and acting on it. "Earlier, we used to hear about climate change events like melting glaciers, but not directly affecting us. But now it has come to our doorstep," he added. Chahal said that last year for the first time in 129 years, a cyclone (Nisarga) hit Mumbai and thereafter in the last 15 months, there have been three cyclones. After that, on August 5, 2020, about 5 to 5.5 fewater was accumulated at Nariman point. "There was no cyclone warning that day, but considering the parameters, it was a cyclone," Chahal said. Highlighting that the city has witnessed some extreme weather condictions recently, he said that the city faced Tauktae cyclone in Mumbai and witnessed 214 mm rain on May 17, though monsoon arrives here on June 6 or 7. Before June 9, Mumbai recorded 84 per cent of the June rainfall and in July, 70 per cent of month's average rainfall was received in just four days - from July 17 to 20, he said. Under the Mumbai Climate Action Plan (MCAP), the data assessment has identified areas and communities most vulnerable given increasing climate uncertainty, the Brihanmumbai Municipal Corporation (BMC) said in a release. Data from across BMC's 37 automatic weather stations (AWS) over the past 10 years suggests that on an average, Mumbai has seen six heavy, five very heavy, and four extremely heavy rainfall days per year. And for all the rainfall that occurs during the monsoon season in Mumbai, each year, approximately 10 per cent falls under the heavy category, nine per cent very heavy, and six per cent extremely heavy. According to the India Meteorological Department's (IMD) classification, daily rainfall from 64.5 mm to 115.5 mm is considered 'heavy', 115.6 mm to 204.4mm 'very heavy' and more than 204.5mm is 'extreme'. "The four-year period between 2017 and 2020 has seen a steady increase in the extremely heavy rainfall events. This indicates that the frequency of such extreme weather events is increasing for the city of Mumbai especially over the past four years," said Lubaina Rangwala, Associate Director, WRI India Ross Center for Sustainable Cities. Mumbai's Nariman point, Mantralaya areas will be submerged by 2050 if people don’t ‘wake up’, says city’s municipal chief

<keyword id="3658" type="General" weightage="100" keywordseo="india" source="Orion">India</keyword> should bolster its adaptation and mitigation efforts in line with the warnings issued in the latest report of the <keyword id="8956" type="General" weightage="50" keywordseo="intergovernmental-panel" source="Orion">Intergovernmental Panel</keyword> on Climate Change (<keyword id="6941656" type="General" weightage="80" keywordseo="ipcc" source="Orion">IPCC</keyword>), as the country is going to bear the devastating effects of global warming, say two prominent co-authors of the key <keyword id="6355833" type="General" weightage="50" keywordseo="united-nations" source="Orion">United Nations</keyword> document. <keyword id="12029926" type="General" weightage="50" keywordseo="aditi-mukherjee" source="Orion">Aditi Mukherjee</keyword> and <keyword id="296869" type="General" weightage="50" keywordseo="dipak-dasgupta" source="Orion">Dipak Dasgupta</keyword>, the Indian co-authors of the report released on Monday, said rising sea levels are a matter of concern for the Indian subcontinent as it would affect the ecology and livelihood of millions of people living in coastal areas. "This report (Synthesis Report of the IPCC) is a call for action for all countries, especially countries like India, which are very vulnerable to climate change given their location in the tropics. The report provides a menu of climate actions, both mitigation and adaptation actions, which India can implement based on its national circumstances," <keyword id="6364914" type="General" weightage="80" keywordseo="mukherjee" source="Orion">Mukherjee</keyword> told PTI in an online interview. According to the report, which presents a sort of urgency in implementing policies that could bring down the emissions, the world is already only a few tenths of a degree away from the global target of limiting warming to 1.5 degrees Celsius. "Human activities, principally through emissions of greenhouse gases, have unequivocally caused global warming, with the global surface temperature reaching 1.1°C above 1850-1900 in 2011-2020. Global greenhouse gas emissions have continued to increase, with unequal historical and ongoing contributions arising from unsustainable energy use, land use and land-use change, lifestyles, and patterns of consumption and production across regions, between and within countries, and among individuals," the report said. As per the report's indicators, India, with a large coastline and millions of people surviving on the revenue they earn from fisheries, has many things to worry about. With the rise in seawater level, which the report documented as 3.7 mm per year between 2006 and 2018, compared to the 1.9 mm per year between 1971 and 2006, India is facing a huge challenge. "We do have some of our main urban areas on the coast, and they will get impacted due to the rising sea levels. But comprehensive coastal data is not available to understand how significant that is going to be," said Dasgupta, who is a well-known economist and a Distinguished Fellow at The <keyword id="401803" type="General" weightage="50" keywordseo="energy-and-resources-institute" source="Orion">Energy and Resources Institute</keyword> (TERI), New Delhi. "India, being a large country, has the resources to raise funds both for adaptation and mitigation. Our GDP, unlike that of some small island nations, does not get affected largely because of one weather event. Having said that, we should also be prepared to face multiple, cascading events and should double up our adaptation efforts," Dasgupta added. Mukherjee also agrees that rising sea levels are going to be a major threat to the Indian subcontinent. "Sea level rise is a threat in low-lying coastal areas, and that would include cities like Mumbai and Kolkata. Sea level rise and tropical storm surges are leading to salinisation of coastal areas, e.g., in the Sunderbans of India. Here, protecting mangroves and investing in ecosystem-based adaptation is the need of the hour," Mukherjee added. The Synthesis Report attributes human activities as a main driver of seawater level rise. "Human influence was very likely the main driver of these increases since at least 1971. Evidence of observed changes in extremes such as heatwaves, heavy precipitation, droughts, and tropical cyclones, and, in particular, their attribution to human influence, has further strengthened," quoted the report. However, the scientists do agree that India's mitigation efforts are on the right track. "India is doing the right things," Dasgupta said. He, however, said India has a major role to play globally and should be ready to absorb additional resources for both adaptation and mitigation funding. The Lifestyle for Environment (LiFE), a project that was announced by Prime Minister <keyword id="6354477" type="General" weightage="50" keywordseo="narendra-modi" source="Orion">Narendra Modi</keyword> in 2021 Glasgow COP, where he also announced to achieve net-zero carbon emissions by 2070, is a step in the right direction, according to Mukherjee. "At the heart of our current climate crisis is unsustainable consumption fuelled by fossil fuel burning. This applies not only to the wealthy of the Global North but also to the wealthy of the <keyword id="461890" type="General" weightage="50" keywordseo="global-south" source="Orion">Global South</keyword>. Initiatives like LiFE, which draw attention to the need for sustainable consumption, are the need of the hour," she said. The IPCC report has also drawn attention to the need to make lifestyle changes to bring down emission rates. "Many options are available for reducing emission-intensive consumption, including through behavioural and lifestyle changes, with co-benefits for societal well-being," the report said. The IPCC report has also asked the countries that are not among the high emitters to start acting. "We at the IPCC are asking higher emitters to do more and those who have more resources to do more," Dasgupta said. Mukherjee said India's stance at COP27 was to phase out all fossil fuels, and that is the correct stance in view of evidence from the IPCC report. "India needs to work on just energy transitions and ensure that renewable energy is also coming up in states now dependent on coal. Right now, our transition to solar is happening in western Indian states, while the coal mines are in eastern states," she pointed out. Mukherjee also pressed the need for retraining the coal-based workforce and providing them with alternative livelihoods in order to ensure that renewable energy is also coming up in states now dependent on coal. The IPCC scientists have asked everyone to act by pointing out that there is a rapidly closing window of opportunity to secure a liveable and sustainable future for all. Rapid and far-reaching transitions across all sectors and systems are deemed necessary to achieve lesser emission levels that can ensure a liveable and sustainable future for global humanity. "The choices and actions implemented in this decade will have impacts now and for thousands of years," the report added. The report has also raised red flags regarding the survival of important ecological balancers like the coral reef. Warming beyond 2 degrees Celsius, which the report says is 'very likely' to happen with higher emissions, will destroy 99 per cent of the coral reefs and dip of 20 to 25 per cent in maximum catch potential in fishing. New Delhi, The ED has summoned <keyword id="1408828" type="COMPANY" weightage="20" keywordseo="Varsha-Raut">Varsha Raut</keyword>, wife of <keyword id="6358821" type="ORGANIZATION" weightage="20" keywordseo="shiv-sena">Shiv Sena</keyword> MP <keyword id="6355496" type="PERSON" weightage="20" keywordseo="Sanjay-Raut">Sanjay Raut</keyword>, for questioning in the PMC Bank money laundering case on December 29, officials said on Sunday. Varsha Raut has been asked to appear before the federal agency in Mumbai. This is the third summons issued to her after she skipped the earlier two on health grounds, they said. The summons for questioning has been issued to her under the provisions of the Prevention of Money Laundering Act (PMLA). The ED wants to question Varsha Raut with regard to "receipt" of some funds that were allegedly siphoned from the bank, official sources claimed. The ED had filed a PMLA case to probe the alleged loan fraud in the Punjab and Maharashtra Co-operative (PMC) Bank in October last year against the <keyword id="638887" type="DOMAIN" weightage="20" keywordseo="Housing-Development-Infrastructure-Ltd">Housing Development Infrastructure Ltd</keyword> (HDIL), its promoters Rakesh Kumar Wadhawan and his son Sarang Wadhawan, its former chairman Waryam Singh and ex-managing director Joy Thomas. The agency took cognisance of a Mumbai Police Economic Offences Wing FIR against them for allegedly causing "wrongful loss, prima facie to the tune of ₹4,355 crore to PMC Bank, and corresponding gains to themselves". The Shiv Sena, which is part of Maharashtra's ruling alliance Maha Vikas Aghadi (MVA) along with the NCP and the Congress, had earlier alleged that central probe agencies have been targeting them unfairly. Former BJP leader Eknath Khadse, who recently joined Sharad Pawar's Nationalist Congress Party (NCP), has also been summoned by the ED for questioning on December 30 in Mumbai in connection with a money laundering case linked to a land deal in Pune's Bhosri area. Google Pay counters Paytm by partnering with ICICI Bank to issue FASTags

The sea level around <keyword id="21718" type="ENTERTAINMENT" weightage="20" keywordseo="Asia">Asia</keyword> has increased faster than the global average, with coastal area loss and shoreline retreat. The sea level extremes that previously occurred once in 100 years could happen once every six to nine years by 2050, and every year by 2100 globally, says Indian Institute of Tropical Meteorology Scientist Swapna Panickal. Talking to IANS exclusively about findings of the biggest update of the state of knowledge on climate science of the Intergovernmental Panel on Climate Change (<keyword id="6941656" type="UNKNOWN" weightage="20" keywordseo="IPCC">IPCC</keyword>), a <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword> organisation, published on Monday with its impact on India, she said the <keyword id="12350" type="ENTERTAINMENT" weightage="20" keywordseo="Indian-Ocean">Indian Ocean</keyword> is warming at a higher rate than the global oceans. "Fifty per cent of the sea level rise is contributed by thermal expansion. Hence the sea level over the Indian Ocean region is also rising. The global mean sea level is rising at a rate of around 3.7 millimeter per year that is estimated between 2006 and 2018. "At 1.5 degrees, the sea temperature is expected to increase by one degree. So, in accordance with that, the global sea level and Indian Ocean sea level is also projected to rise at a similar rate." According to her, the South and Southeast Asian monsoon has weakened in the second half of the 20th century (high confidence). "The dominant cause of the observed decrease of South and Southeast Asian monsoon precipitation since the mid-20th century is <keyword id="11821943" type="UNKNOWN" weightage="20" keywordseo="anthropogenic-aerosol">anthropogenic aerosol</keyword> forcing. Both annual and summer monsoon precipitation will increase during the 21st century, with enhanced inter-annual variability (medium confidence)," Panickal told IANS in an interview. She is one of the authors of the <keyword id="4778433" type="PERSON" weightage="20" keywordseo="ipcc-working-group">IPCC Working Group</keyword> I report titled "Climate Change 2021: the <keyword id="11734248" type="UNKNOWN" weightage="20" keywordseo="physical-science-basis">Physical Science Basis</keyword>". She said heat extremes have increased while cold extremes have decreased, and these trends will continue over the coming decades. According to the report, an increase in annual mean precipitation is projected. The increase in rainfall will be more severe over southern parts of India. On the southwest coast rainfall could increase by around 20 per cent, relative to 1850-1900. "If we warm by 4 degrees C, India could see about a 40 per cent increase in precipitation annually," it says. Citing the report, Panickal said there is a low confidence in long-term (multi-decadal to centennial) trends in the frequency of all-category tropical cyclones. The tropical cyclone intensity will increase, however, the genesis frequency will decrease or main unchanged. After a hard two weeks of working across time zones with cooperation by 234 scientists and approved by government representatives from 195 countries, the climate science report covers topics like extreme weather, human attribution, the carbon budget, feedback cycles, and charts the future state of the climate. According to the IPCC report, the global surface temperature in the first two decades of the 21st century (2001-2020) was 0.99 (0.84-1.10) degree Celsius higher than 1850-1909. Global surface temperature was 1.09 (0.95 to 1.20) degrees higher in 2011ï¿½2020 than 1850-1900. The 1.5 degree goal requires 50 per cent reduction in emissions by 2030 and net zero by 2050. Climate scientists say the window is short but it can be mobilised by political will and ambition increase. "It finds that averaged over the next 20 years, global temperature is expected to reach or exceed 1.5 degrees Celsius of warming. It uses a set of five emissions scenarios to explore the impact of a broader range of greenhouse gases, land uses, and air pollutants." On being asked the main findings of the new report which the world did not know before, she said, "Yes, scientific advances enable AR6 (present report) to better understand and attribute human influence on the climate system. Extreme weather events can be attributed to human-caused climate change with higher certainty. "For the first time, the <keyword id="11821942" type="UNKNOWN" weightage="20" keywordseo="sixth-assessment-report">Sixth Assessment Report</keyword> provides a more detailed regional assessment of climate change, including a focus on useful information that can inform risk assessment, adaptation, and other decision-making." With 7,517 km of coastline, India will face significant threats from rising seas. Across six port cities -- Chennai, Kochi, Kolkata, Mumbai, Surat and Visakhapatnam -- 28.6 million people will be exposed to coastal flooding if sea levels rise 50 cm, according to one study. Economic liberalisation has done good to India, and the country needs to knock down import tariffs imposed on many products in the last three years, former Niti Aayog Vice-Chairman Arvind Panagariya said on Tuesday. Panagariya also pointed out that COVID-19 pandemic may lead to integration of <keyword id="9335165" type="UNKNOWN" weightage="20" keywordseo="global-labour-market">global labour market</keyword>. "Liberalisation has done good to us. We are reversing something from which we benefited. I thought that in 1991, India had give up import substitution, but in the last three years, import tariff on many products have been raised," he said while addressing CII Annual Session 2020. "India needs to open up more and knock down import tariff imposed on many products in the last 3 years. We should bring tariff to 7 per cent and sign trade agreement with the US, RCEP and European Union," he said. The eminent economist also expressed hope that down the line, India will sign trade agreements with the US, Regional Comprehensive Economic Partnership (RCEP) and the European Union. Panagariya said India should continue to engage with Asia Pacific partners and get into RCEP as it prepares to take over the multinational companies from China in areas of textiles, footwear and other labour intensive sectors. The professor of economics at <keyword id="127671" type="COMPANY" weightage="20" keywordseo="Columbia-University">Columbia University</keyword> also pitched up for setting up Shenzhen-style coastal employment zones to boost manufacturing and creating employment. Panagariya pointed out that there will be greater globalisation post COVID-19 pandemic in terms of integration of labour markets. "Boundaries of the labour market will extend beyond H1 B visa as workers will work from their remote countries," he said, adding India could emerge as winner if it brings in major reforms in the education sector. Panagariya observed that multilateralism had taken a hit even in the pre-COVID 19 days with bodies like the WTO Dispute Settlement mechanism becoming inoperative due to non-cooperation by the US. "The COVID-19 crisis which has been currently sweeping the world is not likely to affect the process of globalisation," he stressed. Panagariya said India needs 2-3 large employment zones with full autonomy to change rules. "Today 44 per cent of Indian workforce still involved in farming, you can't combat poverty without lot of farm workers moving out of farming to low skill industry," he argued. Also, speaking at the event, <keyword id="63523" type="PERSON" weightage="20" keywordseo="Jeffrey-Sachs">Jeffrey Sachs</keyword>, director of <keyword id="55804" type="ORGANIZATION" weightage="20" keywordseo="sustainable-development">sustainable development</keyword>, Columbia University, said that India made a big mistake in not joining the RCEP because this is an economic group catering to 3.2 billion people. He stated that in light of the COVID-19 pandemic, countries sealing off their borders to prevent the virus from spreading in the country was not the same thing as reversing globalisation.
