India’s coronavirus cases cross 125,000

Ahmedabad, Apr 24 () Gujarat Chief Minister VijayRupani on Friday said his government was working proactivelyto contain the spread of the coronavirus with aggressivetesting, and claimed members of the Tablighi Jamaat whoreturned from a gathering in Delhi last month had caused theCOVID-19 numbers to shoot up.The state has 2,815 COVID-19 cases, and 127 peoplehave died of the infection so far."There has been a rise in cases, especially inAhmedabad, Surat and Vadodara. Eighty per cent of the casesare from these three cities, with Ahmedabad accounting for 60per cent.The higher number of cases in Gujarat is due toaggressive testing," Rupani said.He said his government had quarantined 6,000 peoplewho had come from abroad in March."But the cases increased after Tablighi Jamaat membersmet in Delhi last month and then spread the virus to Gujaratand rest of the country," he added.The Centre on Friday said its teams would visithotpsots like Ahmedabad and Surat in the state to monitorefforts to control the outbreak."The state has proactively made arrangements to fightCOVID-19. In the initial stage, we had 9,500 beds but now weare working to increase that capacity to 25,000. We do nothave any problems as far as ventilators, N-95 masks andmedicines are concerned as all these things items aremanufactured in Gujarat. Mumbai, Apr 9 () The Bombay High Court on Thursdayextended till April 30 the furlough of a prisoner consideringthe possibility of spread of coronavirus in jail.The prisoner, Akshay Chavriya, a resident of Nashik,was on furlough since February 2020. His leave was to end onApril 12.He sought another extension from the court citing thespread of coronavirus.The prisoner submitted through his lawyer that it wasnot possible for him to surrender before jail authorities dueto the unprecedented situation caused by COVID-19 outbreak.The public prosecutor opposed his plea saying thatother prisoners who were on furlough have already surrenderedthemselves.However, Justice A M Badar accepted Chavriya's plea."Considering the menace of COVID-19 and thepossibility of spreading the infection in the prison, the jailauthorities are directed to extend the furlough leave of theapplicant," the court said. Tirumala Tirupati temple to close due to the coronavirus outbreak

Mumbai, Mar 18 () In view of the novel <keyword id="8595403" type="UNKNOWN" weightage="20" keywordseo="Coronavirus-outbreak">coronavirus outbreak</keyword>, <keyword id="61708" type="COMPANY" weightage="20" keywordseo="IIT-Bombay">IIT Bombay</keyword> has announced a virtual shutdown of its campus at Powai here till March 31. In the Tuesday night decision, the IIT-B decided to ask students to vacate hostels by March 20 evening. "An emergency meeting of all heads of departments and other academic and administrative units was called on Tuesday to take stock of the situation on the campus, arising out of the COVID-19 outbreak in the country. "This was particularly needed in view of the increasingly stringent measures being taken by MCGM (Municipal Corporation of Greater Mumbai) and the state administration, to control the spread of the virus," said an official statement issued by Subhasis Chaudhuri, Director, Indian Institute of Technology B. An IIT-B official said while the total intake of students is 11,000, many of them have already left the campus for various reasons. "All academic activities of the Institute including research will be effectively closed till March 31," he said. The statement said that since all departments will remain closed, students will not be allowed to enter the departments and academic areas. "All laboratories and the Central Library will also remain closed," the director said, adding that nobody will be allowed to enter or exit the premises from March 21 onwards. However, the institute has made some exemptions. "Students in special circumstances because of which they cannot proceed home (international students and students having medical and other emergencies) must take special permission from the Dean (SA) to continue to remain in the hostel. IIT Bombay announces closure of activities: Coronavirus outbreak

The <keyword id="42963" type="PERSON" weightage="20" keywordseo="Padma-award">Padma Award</keyword> ceremonies scheduled to be held on March 26 and April 3 have been postponed in view of the <keyword id="8595403" type="UNKNOWN" weightage="20" keywordseo="Coronavirus-outbreak">coronavirus outbreak</keyword>, officials said on Saturday. The Padma Awards, one of the highest civilian honours of the country, are conferred in three categories -- Padma Vibhushan, Padma Bhushan and Padma Shri. The Padma Award ceremonies scheduled for March 26 and April 3 stand postponed, a Home Ministry official said. The Padma Awards were announced on the eve of Republic Day. This year, the President has approved conferment of 141 Padma Awards, including four duo cases (in a duo case the award is counted as one). The list comprises of seven Padma Vibhushan, 16 Padma Bhushan and 118 Padma Shri awards. Among those named for the Padma Vibhushan this year are former Union ministers Arun Jaitley, Sushma Swaraj and George Fernandes (all posthumous). The Padma Bhushan awardees include former defence minister Manohar Parrikar (posthumous) and former governor S C Jamir. The awards are given in various disciplines and fields of activities like art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc. Padma Vibhushan is awarded for exceptional and distinguished service; Padma Bhushan for distinguished service of high order and Padma Shri for distinguished service in any field. These awards are conferred by the President at ceremonial functions held at the Rashtrapati Bhavan.

three-digit highs of deaths and 3,000 plus figures of infection. Which comes to roughly one death in every 14 minutes, and a whopping 156 new cases every hour in the state. The health department said that of the total number of cases declared till date, 53,901 are active cases, and this number is favourable vis-a-vis the number of patients cured, indicating a positive sign. Of the total 100 fatalities on Thursday, <keyword id="6358070" type="DEFINITION" weightage="20" keywordseo="mumbai">Mumbai</keyword> notched 67 deaths — taking the city's death toll to 3,311, while the number of Covid-19 positive patients went up by 1,288 cases to touch 62,875 now. The situation in Dharavi — Asia's biggest slum — continues to improve with 28 new cases, taking the total to 2,134 cases and the number of fatalities remaining unchanged at 77. Besides Mumbai's 67 deaths, there were 31 fatalities in Thane and one each in Palghar and Nagpur. On the positive side, a total of 1,672 fully cured patients returned home on Thursday, taking the number of those discharged to 60,838 now, relatively higher than the 53,901 active cases. In another heartening development, the health department said that in the past 100 days, the spread of Covid-19 has been arrested in the state with reducing weekly average growth in cases and the increase in the doubling rate of patients. The Brihanmumbai Municipal Corporation (BMC) has directed all labs to submit their Covid-19 test reports directly to the BMC and asked all hospitals to report Corona deaths within 48 hours to ensure better coordination among various departments, said an official. Thane with 21,093 cases and 673 fatalities has emerged as the second worst-hit district after Mumbai in the state. The next major region of concern is Nashik Division with 379 deaths and 5,130 positive cases, followed by Aurangabad Division with 185 fatalities and 3,709 cases, and Akola Division with 96 deaths and 1,937 cases. There's Latur Division with 35 deaths and 710 cases, Kolhapur Division with 40 deaths and 1,642 patients, and Nagpur Division with 15 deaths and 1,435 cases. Meanwhile, the number of people sent to home-quarantine decreased from Wednesday's 582,699 to 581,650 now, while those in institutional quarantine decreased from 27,582 on Wednesday to 26,740 now. In another relief for the patients, there are as many as 92,141 beds currently available in 2,203 institutions for Covid-19 related quarantine in the state. Maharashtra alone accounts for 45% of the total coronavirus deaths in India

By Prajakta KarnikMumbai, Apr 26 () As coronavirus situation spirals, slum dwellings in Mumbai, where more than half of the city's 12 million population live in crammed space and unhygienic conditions, seem to be posing a daunting challenge in efforts to curb infections. Known as the 'City of Dreams', Mumbai is home to the largest number of billionaires as well as Asia's largest slum Dharavi -- one of the coronavirus hotspots. While area-wise it measures just about 2.4 square kilometres (sq kms), Dharavi alone has more than one million people. Tata Group Chairman Emeritus Ratan Tata's remarks, earlier this week, that developers and architects are treating slums as "residue" of the city and that was one of the reasons for the rapid spread of the pandemic highlighted the current situation. These so-called planners and builders should be ashamed of themselves for forcing a large majority of the people to live in sub-human conditions, he had said. The megacity has reported 4,870 coronavirus cases and 191 deaths. The octogenarian industrialist, also a long time resident of Mumbai, had lambasted realtors for neglecting the poor and creating vertical slums for big gains from high value housing that come up in the areas where slums stood once. Lack of proper planning, flouting of norms, land cartelisation and rising property prices, are among the factors, that have contributed to the present situation of large number of people living in slums, experts opined. The Maharashtra government and local authorities are taking measures to contain the spread of coronavirus infections and are appealing the citizens to stay home. However, with rooms measuring barely 100-200 sq ft housing 8-10 people in slums, and scores of families sharing common toilets and water taps, the possibility of coronavirus cases going up is always high, they added. "Blame it on policy paralysis and unending aspirations of both politicians as well as developers' community for the city not becoming slum-free. Further, he said housing policies that were developed by the competent authorities did not solve the issues of 'public housing' but were construed as policies for real estate development. "Nearly 65-70 per cent of Mumbai's population stays in slums. Policies like the Urban Land Ceiling Act, free housing for slum dwellers and extension of cut off dates for regularising slums led to land cartelisation and increasing property rates," Pathak said. Over the years, Mumbai has witnessed a large influx of migrants in search of jobs. They settled in clusters by building small hutments as they could not afford to buy homes and those areas later became illegal slums. "Affordable housing and slum elimination are two surprisingly conflicting issues. We're trying to remove slums from seemingly unsuitable living conditions by relocating them to other locations which are 20-30 miles away and where there are no jobs for these uprooted people," Ratan Tata said earlier this week. In 1995, as part of his pre-election promises, late Shiv Sena chief Bal Thackeray floated the idea of 'free housing' for slum dwellers. When the Shiv Sena-BJP alliance came to power the same year, their government launched the slum rehabilitation scheme. Under the scheme, slums were proposed to be replaced with 'pukka' houses on the same plot of land, construction of which was to be cross-funded by a 'free sale component'. The latter was aimed at attracting investments from home buyers from slightly affluent financial background. However, the scheme could not address the problems in its entirety and slums kept proliferating across the city. Real estate developers' body Naredco's National President Niranjan Hiranandani also acknowledged that proper urban planning has "not" been done. "One acknowledges that the situation has been one where proper urban planning has not been done. The need to ensure fiscal viability of real estate projects creates a situation where over the years, we have seen real estate development happen in ways that weren't examples of 'sustainable living' or in sync with the environment. According to him, a mix of acute scarcity of open spaces, restrictions on vertical growth and difficulties relating to slum rehabilitation policy confounds Mumbai's planned development. An expert in real estate regulations, who did not wish to be identified, said faulty Floor Space Index (FSI) norms have also led to haphazard development in the city and skewed property prices. FSI is a development tool that defines the extent to which construction is permitted on a plot. For long, the permissible FSI for residential development in the island city has been 1.33 and it is 1 in the suburbs. In 2019, then state government led by BJP's Devendra Fadnavis increased the FSI for slum rehabilitation projects across the city to 4 from the earlier 3. The index is based on a ratio between the area of a covered floor or the built up area to the area of that plot on which a building stands. The new development plan 2034 for Mumbai has proposed to increase the FSI to 2.7. "While the developers used this as a tool to build costly aspirational homes, local authorities used it as a means to generate revenues. In between, the interest of the public was ignored," the expert quoted above said. Over the past several years, Maharashtra government has been planning to redevelop the most congested areas in the city like Dharavi and Kamathipura. The ambitious Dharavi redevelopment plan, which was conceptualised more than a decade ago in 2004, has not found takers yet as developers have found the proposal "financially unviable". "Haphazard and in some instances, unplanned development just enhances the difficulty quotient. The slum proliferation challenge begins with open spaces reserved by authorities for future development or kept vacant as no development zones. "Given the constant pressure from new migrants looking for homes, it opens up the pathway to proliferation of slums. This is a problem not unique only to Mumbai, but certainly more acute as compared to other cities," Hiranandani said. PSK RAM

Mumbai, Apr 18 () At least 37 police personnel,including eight officers, across Maharashtra have testedcoronavirus positive since the outbreak, an official said onSaturday.These police personnel, including 29 constables,possibly came contact with the COVID-19 patients whileperforming their duty during the lockdown.Most of these patients are from Mumbai, the officialsaid."Ever since the lockdown came into force, the policeare working round the clock to ensure that people arefollowing the prohibitory orders. While performing their dutyin crowded areas and some vulnerable places, these policepersonnel must have come in contact with the infectedpersons," the official said."Till Saturday, 37 police personnel across the statehave tested positive for coronavirus," he added.Meanwhile, as many as 52,625 offences have beenregistered against those found violating the prohibitoryorders during the lockdown, in which 10,729 people have beenarrested so far, another official said.At least 102 cases of assault on police wereregistered, in which 162 accused have been held, he said.Police also apprehended 563 persons, who were foundmoving out despite the instructions to remain home-quarantined, he said.Police have seized 33,984 vehicles, which were broughton to the streets illegally during the lockdown, and a fine ofRs 1.91 crore has been collected from the violators, he said.At least 1,047 cases of illegal transportation havebeen reported in state so far, the official said.
