Addressing the workshop, <keyword id="20003684" type="General" weightage="20" keywordseo="consumer-affairs" source="keywords">Consumer Affairs</keyword> Secretary Nidhi Khare said: "As India emerges as the third largest economy in the world, we should have a vibrant and tech-savvy repair system." She also added, "India can become a repair hub for the world." The proposed index will be similar to initiatives in other countries, such as France's repairability index. It will rate products on criteria including availability of technical documents, ease of disassembly, spare parts availability and pricing. The workshop was aimed at establishing a consensus among industry stakeholders on "key parameters for accessing and evaluating repairability index" besides promoting longevity in product design, and democratizing repair information to enhance consumer experiences in reusing the mobile and <keyword id="19896834" type="General" weightage="20" keywordseo="electronics" source="keywords">electronics</keyword> products they own. New Delhi: The <keyword id="19938513" type="General" weightage="20" keywordseo="Department-of-Consumer-Affairs" source="keywords" meta.keywordsubtype="org" meta.entityname="Department of Consumer Affairs" meta.hostid="268" meta.entityid="Department of Consumer Affairs">Department of Consumer Affairs</keyword> has constituted a committee of experts to recommend a robust framework for a <keyword id="22964001" type="General" weightage="100" keywordseo="Repairability-Index" source="keywords">Repairability Index</keyword> aimed at empowering consumers and promoting <keyword id="20128078" type="General" weightage="20" keywordseo="sustainable-practices" source="keywords">sustainable practices</keyword> within the tech industry. The committee, chaired by Department of Consumer Affairs (DoCA) Additional Secretary Bharat Khera, will develop the Repairability Index to provide consumers with greater transparency on repair information for their products and foster a more sustainable technology industry. The National Workshop on the Right to Repair in the <keyword id="20881182" type="General" weightage="20" keywordseo="mobile-and-electronics" source="keywords">Mobile and Electronics</keyword> Sector, convened on August 29, brought together industry stakeholders to establish a consensus on the framework for evaluating components for the Repairability Index, fostering longevity in product design and democratising access to repair information and spare parts. "The framework on Repairability Index aimed to provide consumers with essential information about product repairability besides seamless access to spare parts will enable informed purchasing decisions," the DoCA said in a statement. The committee, which includes representatives from the Ministry of Electronics and Information Technology (MeitY), Ministry of Micro, Small and Medium Enterprises (MSME) and industry stakeholders, is expected to submit a comprehensive report on the Repairability Index framework by November 15. The key components of the proposed Repair Ecosystem include comprehensive repair information, accessible spare parts, affordable tools, modular product design and ensuring the economic feasibility of repairs for consumers. "By standardising the assessment of repairability, the index will create an ecosystem where consumers can easily compare products and choose options that align with the ethos of mindful consumption and sustainability," the DoCA statement said.

Italian PM Meloni invites PM Modi to G7 Summit Outreach Session in June

<ul><li>According to a written reply by the <keyword id="393956" type="General" weightage="50" keywordseo="ministry-of-consumer-affairs" source="Orion">Ministry of Consumer Affairs</keyword> safety of toys is under compulsory BIS certification from January 1, 2021 as per the Toys (Quality Control) Order. </li><li>Under the BIS Product Certification scheme, a licence is granted to manufacturing units to use the <keyword id="13001307" type="General" weightage="50" keywordseo="standard-mark" source="Orion">Standard Mark</keyword> on the product. </li></ul> In order to curb the sale of non-ISI certified toys and to ensure implementation of the <keyword id="16466714" type="General" weightage="50" keywordseo="toys-quality-control-order" source="Orion">Toys Quality Control Order</keyword>, 100 search and seizure operations were carried out in the years 2021-22 and 2022-23. During the search and seizure operations conducted by the Bureau of Indian Standards (BIS), a quantity of 9,565 and 30,229 was seized during the years 2021-22 and 2022-23 (up to January 25, 2023), respectively. According to a written reply by the Ministry of Consumer Affairs in Rajya Sabha on Friday, safety of toys is under compulsory BIS certification from January 1, 2021 as per the Toys (Quality Control) Order, 2020 issued by the Department for Promotion of Industry and Internal Trade (DPIIT) under Section 16 of the BIS Act, 2016. Accordingly, it has been compulsory for toys to conform to the corresponding <keyword id="16463872" type="General" weightage="20" keywordseo="indian-standards-for-safety-of-toys" source="Orion">Indian Standards for Safety of Toys</keyword> and to bear <keyword id="148437" type="General" weightage="50" keywordseo="bureau-of-indian-standard" source="Orion">Bureau of Indian Standard</keyword> (BIS) Standard Mark under a licence from BIS as per Scheme-I of Schedule -II of BIS (Conformity Assessment) Regulations, 2018. As per this Quality Control Order, read with Section 17 of the BIS Act, 2016, no person shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any toys without the ISI mark, said the reply. Under the BIS Product Certification scheme, a licence is granted to manufacturing units to use the Standard Mark on the product as per the relevant Indian Standards. Accordingly, toy manufacturing units including foreign manufacturing units exporting toys to India are required to obtain a BIS licence for the safety of toys, said the Ministry's reply. The Ministry said that BIS has granted 1,037 licences to domestic units and 30 licences to foreign toy manufacturing units. As part of its product certification, BIS also conducts factory and market surveillance under which samples of ISI marked toys are drawn from the factories and market and tested in labs according to the Indian Standard, to ensure that ISI marked toys available to consumers are safe and conforming to prescribed standards.

Hunt for uncertified toys continues; BIS conducts 100 search operations

New Delhi [India], November 2 (ANI): In a move to further make the edible oil supply chain seamless, the central government has exempted the current stock limit for wholesalers and big chain retailers. The order will come into effect immediately, a <keyword id="393956" type="General" weightage="20" keywordseo="ministry-of-consumer-affairs" source="Orion">Ministry of Consumer Affairs</keyword>, <keyword id="427106" type="General" weightage="80" keywordseo="food-and-public-distribution" source="Orion">Food and Public Distribution</keyword> statement said late Tuesday evening. The removal of wholesalers and big chain retailers from the stock limit order would allow them to keep various varieties and brands of edible oils, which they are unable to keep at present due to the limits imposed. "A need was felt for exempting big chain retailers and wholesalers from the stock control order as reports were coming that Wholesalers and big chain retail outlets were facing problems in their sale due to the Control Order as the limits specified for them was very less and replacement of shelf stocks in city limits is not possible on an everyday basis," the statement read. In view of the restoration of ample supplies and continuous decline in the prices of edible oils both in the international and domestic market, the statement said it was an "opportune time" for the exemption. "The removal will also have a positive effect on the oilseed prices as it will boost procurement of the oilseeds hereby increasing the returns of domestic oilseeds growing farmers," it added. Initially, the stock limits were imposed in October 2021. Subsequently, the stock limit quantities on edible oils and oilseeds were extended upto June 2022 and later the order was further extended upto December 31, 2022. "The Stock Limit Order was imposed in the country due to increasing prices of edible oils both in international as well as domestic market. Its high volatility was leading to hoarding, profiteering and black marketing at that time. This timely intervention by the Government had led to significant decline of the skyrocketing prices and had helped to keep a check on the hoarding, especially soyabean seeds," Tuesday's statement further said. India is the world's second-largest consumer and number one vegetable oil importer, and it meets 60 per cent of its need through imports. (ANI)

Govt exempts wholesalers, big retailers from stock limit on edible oil, oilseeds

The Defence Research &amp; Development Organisation (<keyword id="6355142" type="General" weightage="100" keywordseo="drdo" source="Orion">DRDO</keyword>) that was tasked with investigating into EV fire incidents by the <keyword id="2518729" type="General" weightage="50" keywordseo="union-road-transport" source="Orion">Union Road Transport</keyword> and Highways <keyword id="48413" type="General" weightage="80" keywordseo="ministry" source="Orion">Ministry</keyword>, has found serious defects in the batteries, including designs of the battery packs and modules. According to sources in the know of the matter, these defects occur because the electric two-wheeler manufacturers like <keyword id="6077703" type="General" weightage="80" keywordseo="okinawa-autotech" source="Orion">Okinawa Autotech</keyword>, Pure EV, Jitendra Electric Vehicles, <keyword id="4393078" type="General" weightage="80" keywordseo="ola-electric" source="Orion">Ola Electric</keyword> and <keyword id="12512499" type="General" weightage="80" keywordseo="boom-motors" source="Orion">Boom Motors</keyword> may have used "lower-grade materials to cut costs". The Centre for Fire, Explosive and Environment Safety (CFEES) at the DRDO has submitted its fact-finding report to the Ministry, as first reported by Business Standard. According to the sources, the ministry has now summoned representatives of these EV manufacturers, asking them to submit an explanation on the DRDO report findings. Earlier this month, the Central Consumer Protection Authority (CCPA), which comes under the <keyword id="2876140" type="General" weightage="50" keywordseo="union-consumer-affairs-ministry" source="Orion">Union Consumer Affairs Ministry</keyword>, sent notices to Pure EV and Boom Motors after their e-scooters exploded in April. The consumer watchdog is also examining more cases of e-scooter fires and will serve similar notices to other EV makers too. Pure EV and Boom Motors along with Ola Electric, Jitendra EV, and Okinawa Autotech, recalled faulty batches after the EV fire incidents were reported. The preliminary findings from the government-constituted probe committee on EV fires have already identified issues with battery cells or design in nearly all of the electric two-wheeler fire incidents in the country. The committee was constituted in the wake of EV fires and battery blasts in e-scooters. The experts found defects in battery cells as well as battery design in nearly all EV fires. The government is now working on new quality-centric guidelines for EVs that will be unveiled soon. At least 12 electric two-wheelers have exploded till now and several EV makers have recalled the faulty batches amid the growing pressure from the government. Around 4.39 crore ineligible/bogus ration cards have been weeded out across the country from 2013 to 2020 by state/UT governments, <keyword id="8907314" type="COMPANY" weightage="20" keywordseo="the-union-ministry-of-consumer-affairs">the Union Ministry of Consumer Affairs</keyword>, Food and Public Distribution said on Friday. These ration cards were cancelled as part of the technology-driven PDS reforms initiated across the country to modernise <keyword id="10232502" type="COMPANY" weightage="20" keywordseo="the-targeted-public-distribution-system">the Targeted Public Distribution System</keyword> (TPDS) and to improve transparency and efficiency in operations. This was taken up through digitisation of ration cards/beneficiaries database, Aadhaar seeding, detection of ineligible/bogus ration cards, prevention of duplication of digitised data, updating migration/deaths of beneficiaries during the run-up to the implementation of NFSA. Further, the respective quota under <keyword id="9291072" type="COMPANY" weightage="20" keywordseo="the-national-food-security-act">the National Food Security Act</keyword> coverage is regularly utilised by states/UTs concerned for 'Rightful Targeting' of beneficiaries under the NFSA, i.e., inclusion/addition of other genuine and eligible beneficiaries/households by issuing new ration cards to them, while remaining within the respective ceiling limits of coverage defined for each state/UT under the Act, said the Ministry. The NFSA provides coverage for 81.35 crore beneficiaries to receive highly subsidised foodgrains through TPDS, which is nearly two third of the country's population as per the census of 2011. Presently, more than 80 crore persons in the country are receiving foodgrains (rice, wheat and coarse grains) at highly subsidised central issue prices of Rs 3, 2 and 1 per kg respectively under the NFSA on a monthly basis, the Ministry added. The <keyword id="6357307" type="UNKNOWN" weightage="20" keywordseo="Central-Government">Central government</keyword> has taken several steps to control the prices of several varieties of dal (pulses) including 'tur', 'urad', 'moong' and 'chana'. One such measure is to provide 'urad' and 'tur' dal to consumers at cheaper rates. However, traders dealing in pulses consider it an unsatisfactory move. Traders say that in the coming days the prices of pulses will come down but to boost their availability in the domestic market, import of 'tur' dal is mandatory. The All India Dal Mills Association said unless the Central government releases the buffer stock of 'tur' dal in the market or issues licenses for its import, the rising prices of pulses can't be controlled as traders have very few stocks of tur dal available with them. Also, the harvesting of the new pulse crop has been delayed by two months. In Delhi-NCR consumers pay nearly between Rs 120 and Rs 140 for a kg of 'tur' dal, Rs 130 to Rs 150 per kg for 'urad' dal and Rs 120 to Rs 150 per kg for 'moong' dal. According to the website of <keyword id="8907314" type="COMPANY" weightage="20" keywordseo="the-union-ministry-of-consumer-affairs">the Union Ministry of Consumer Affairs</keyword>, the retail price of 'tur' dal per kg on Sunday was between Rs 75 to Rs 125, 'urad' dal from Rs 70 to Rs 126 while 'moong' dal prices varied from Rs 80 to Rs 120 per kg. Suresh Agarwal, President of All India Dal Mills Association, said providing pulses to the people at cheaper rates will help curb their prices only to an extent but will not make much of a dent in the prices. The prices of pulses will be checked only if the government sells the stock of tur dal available with the National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED) in the market or issues licenses to facilitate import of 'tur' dal, Agarwal added. He said this year the Union government has fixed the import quota at four lakh tonnes of tur dal but the licenses for its import have not been issued yet. NAFED Managing Director Sanjeev Kumar Chadha said there is a buffer stock of eight lakh tonnes of 'tur' dal and of this only three to four lakh tonnes would be used. The decision will ultimately depend on the Union government, he added. Experts on the pulses market say that the arrival of the new crop of 'tur' dal has started and the government has recently allowed the import of 1.5 lakh tonnes of 'urad' dal. It is possible that licenses might be issued for 'tur' dal imports too. How to file a consumer complaint against a company using WhatsApp

New Delhi, Apr 14 () As monitoring of essential commodities is necessary during the lockdown, Consumer Affairs Secretary Pawan Kumar Agarwal on Tuesday said his department has decided to seek replacement of officials unable to report for work due to medical conditions or other valid reasons.A decision has been taken after some of the Consumer Affairs Ministry officials did not show up for work despite the government's directive on the weekend."Our ministry has a crucial role as it monitors the supply of essential commodities and prices. Some officers are required for this purpose. If they remain absent, then I have to seek replacement from the Department of Personnel and Training (DoPT)," Agarwal told .A list of officers who are unwilling to come for work is being prepared, he said, adding that an office memorandum has been issued in this regard.Agarwal said the department will decide not to deploy on duty those officials who have medical conditions and other valid reasons and ask for replacement from the DoPT for the manpower.The government has exempted movement of essential commodities from the lockdown, which has been extended till May 3 to prevent the spread of COVID-19 in the country.Stating that the office memorandum (OM) has created some confusion, Consumer Affairs Minister Ram Vilas Paswan later said the OM was intended to compile the list of staff and officers, who are not able to come for emergency duties during the lockdown period either due to medical conditions or for any other valid reason (such as staying in hotspot areas) so that such persons are not deployed for such duties."In view of ambiguity in the language of this OM, this is withdrawn forthwith," he said.The department would compile such information and use it while drawing up roster duty of officers / staff during the lockdown period so that no one is put to any hardship, while the work of the department is carried out smoothly, he added.
